2 basic messages

• With the amendment to the act on access to digital spatial data in Germany (Geodatenzugangsgesetz) on the federal level spatial data and metadata are available via spatial data services free of charge for commercial and non-commercial use

• The conditions for use are well ordered in an ordinance

What´s going on in my mind? Revenues versus bureaucracy

• Revenues on the Federal level are very small:

– With a statement of a federal Agency for Cartography and Geodesy, the revenue for spatial data during the last year was less than 100.000,-- Euro

• Costs for bureaucracy: – Even with low revenues, individual user agreements must be

concluded at the national level – Revenues and necessary bureaucracy keep here in an

unreasonable relation

• Federal level: – ca. 25 Agencies holding spatial data

• Round about 300 Data Deliveries / Year / Agency: – Correspondence, Licensing, inquiries, … – Time duration: 1 – 4 Hours / procedure

• Costs for the Agencies:

– 25 * 300 * 2h * 36 Euro = 540.000,-- Euro

• Costs for the Enterprises, using the data: – 25 * 300 * 2h * 33,20 Euro = 498.000,-- Euro

Paradigm shift: Spatial Information „free of charge”

• Fundamental amendment to the geoinformation legislation Act: – On the federal level in general all spatial data and metadata shall be

made available via spatial data services free of charge for commercial and non-commercial use.

• This supports the activation of the value-added potential for all underlying federal spatial data.

• The fee exemption relieves (unburdens) the spatial data suppliers of the obligation to provide programs for e-business.

• Free access to spatial data supports the objectives of the German federal "open government" initiative and the Revision of the directive “Re-use of public sector information”.

• This leads to less bureaucracy by uniformed terms of use.

What is going on in Europe? • Denmark:

– It is a pleasure to inform you that Denmark from 1st January 2013 releases its digital geospatial data with free access to all in the public sector, enterprises and citizens.

– The release include all topopgraphic data, cadastral data and the Danish Hight Model.

• Netherlands:

– open geodata: • topography, road maps, hight models, buildings,

addresses. – The ministry of Infrastructure and the Environment itself

has resolved to make all public data of the ministry available by January 1st, 2015 at the latest.

• Finland:

– All topographic data produced by National Land Survey of Finland was opened last year.

– The data includes raster and vector databases, aerial ortophotos, elevation models and laser scanning data.

• Island: – From 23 January 2013 digital maps and Spatial Data held

by the National Land Survey of Iceland have been made free of charge.
