The goal of SF Open Referral is to set the precedent for modern referral systems.

By using an open-source approach, data about social services will be more accurate and accessible, workloads will be reduced, caseworkers interactions will be more effective, and most importantly, the needs of those seeking services will be better served.

Overall, this will help government serve the needs of it's citizens better by being more efficient, modern, adaptable and transparent.

The current APD re-entry services guide is too resource-intensive to continue producing by hand. This is but one instance of a larger systemic problem within governmental organizations, which we hope to address through the larger Open Referral initiative.

Our solution is to develop an open-source prototype of a data storage and entry system that will:

a) demonstrate how switching from current data management methods to the Open Referral standard and platform will make the task of producing the guide much easier and more efficient. By saving time and resources in this way, the larger department will benefit as employees will be able to focus on other tasks.

b) demonstrate the need to modernize government data management systems and practices at large. We aim to prove that this need not be a time-consuming and expensive undertaking, and that the benefits of doing so will have an immediate impact and measurable results.

PARTNERSHIP GOALS

Open source data storage and entry system that is pre-populated with cleaned up data imported from the guide and ready to use right away.

A key feature is the ability to export data into a format that can be made into a printed guide.
