THE FIVE ORNAC PILLARS: KEY RESULTS IN 2013-2014

1) National Conference Planning (NCP) • The Terms of Reference and Operating Policy for the National Conference Planning Committee have been updated;

• The ORNAC 2013 National Conference, supported by IFPN, was held April 21-25, 2013, in Ottawa – just over 1,000 delegates attended. Based on evaluations, the conference was very successful both from an implementation and a financial stand point;

• The National Conference Planning guidelines have been revised to align with the new national planning committee model;

• The National Conference Planning committee has been established for the 2015 ORNAC National Conference in Edmonton, AB, May 3-7, 2015 ,and work is in progress; and

• The 2017 ORNAC National Conference will be at the Scotia Bank Convention Centre in Niagara Falls, ON.

2) Professional Practice:• Education:

i. The professional practice group has developed two webinars that will be available to ORNAC Members in early 2014. The first webinar subject will be CNA certification exam preparation. The second webinar will focus on Attire for the Operating Room as per the 2013 Edition of the ORNAC Standards for Perioperative Registered Nursing Practice. We will be working to launch a monthly series of webinars in the future; and

ii. The professional practice group continues to review and approve perioperative nursing program curricula.

• ORNAC Standards: i. The Standards Committee has begun work on the next edition of the ORNAC Standards scheduled for release in May 2015; and

ii. The committee is working in collaboration with the Research & Informatics Pillar on a project that will complete research validation of the ORNAC Standards.

3) Advocacy:• The Terms of Reference and Operating Policy have been developed and a Nominating Committee has been established;

• A nominations and elections process has been completed for the new ORNAC Board structure;

• A skills matrix has been developed to incorporate into the nominations package in order to help members assess a potential Board Member’s skill set;

• Succession planning for ORNAC Board members is being reviewed;

• Opportunities to collaborate with other organizations that impact patient safety, and the field of perioperative nursing, have been explored and collaborations with CPSI, CNA, CAS, Accreditation Canada, CSA and other aligned organizations are being advanced;

• ORNAC had representation at the CNA Board of Directors meeting (June 2013), the CNA Quality Patient Care meeting (November 2013), the CPSI Board of Directors meeting (December 2013), and the CPSI National Surgical Safety Summit (March 2014); and

• ORNAC is an active participant in the CNA Canadian Network of Nursing Specialities.

The work of the ORNAC Board of Directors has been organized into five pillars. Each pillar hasa Chair and a committee of volunteer members who work on projects that are defined in aformal project charter. The status of the work being done in each pillar is as follows:

4) Research & Informatics: • An ORNAC membership database has been launched to provide a national membership registration process and centralized

system for data collection. ORNAC Members and Associates can access their membership registration account to keep their contact information updated at all times;

• An ORNAC website re-design project has been launched for completion by May 2015;

• A project on the research validation of the ORNAC Standards, in collaboration with the ORNAC Standards, committee has been launched and phase 1 will be completed by May 2015;

• ORNAC has supported two surveys that have been available on the ORNAC website 1(A survey on OR Change-Over and one on Behaviours in the Operating Room); and

• ORNAC will continue to provide ORNAC Members with opportunities to provide their opinion and give their voice to issues impacting perioperative nursing practice.

5) Marketing:• Branding consistent with the ORNAC logo, in the colour scheme of red, black and white, is in progress;

• An ORNAC Boutique was developed for the 2013 National Conference that included sales of ORNAC-branded jackets, key fobs and scarves. Plans are in progress to expand the boutique on to the ORNAC website;

• ORNAC has launched a Social Media strategy including Facebook, Twitter and LinkedIn in order to strengthen communication;

• A poster was created for Perioperative Nurses’ Week and available as a tear out in the September 2013 issue of the ORNAC Journal. The poster was featured on the CNA website, November 11-15, 2013, and posted on the ORNAC Facebook page and reached 4,000 viewers;

• ORNAC was a Bronze Sponsor and exhibited at the Canadian Student Nurses Association conference in January 2014; and

• ORNAC Journal transitioned from Canadian Operating Room Nursing Journal to ORNAC Journal in March 2012, launched a “Spotlight on Members” section to feature perioperative registered nurses across Canada, and is strongly focused on getting Canadian Perioperative Registered Nurses to publish.

Refinement of ORNAC Mission, Vision & Values

• Refined by the ORNAC Board of Directors in 2011-2012 and voted on by members in 2012;• Mission, Vision and Values were published in the ORNAC Journal and have been developed into a hand-out that will be a part of

the new ORNAC member/associate kit;• Throughout the strategic planning process, and the development of the new Articles of Continuance and By-laws, ORNAC has been

guided by its Mission Statement: a dedication to the promotion and advancement of excellence in the provision of safe perioperative care for patients; professional growth, competence & personal enhancement of the ORNAC membership; and progression of perioperative professional practice at a regional, provincial, national & international level; and

• The ORNAC Vision is to be the leader in perioperative practice and patient safety through an adherence to core values around thepromotion of perioperative excellence, building collaborative partnerships, professional accountability, and responsibility to the public,allied healthcare professionals and the nursing profession.

Create a sustainable organization by strengthening Board Governance including Board infrastructure, a standardized membership structure, and a volunteer involvement process

• ORNAC achieved continuance under the new Canada Not-for-Profit Corporations Act in June 2013. On April 20, 2013, the ORNAC Board passed a motion and voted in favour of new Articles of Continuance and By-laws are now aligned with this Act. ORNAC filed for Continuance with Industry Canada and on June 18, 2013, was granted Continuance – a milestone event.

• This resulted in several changes: - A new, more streamlined ORNAC Board structure has been put into place (reduced from 28 to 17 board members) to include

Directors representing all ten Provinces and three Director Seats for Leadership, Education, and Advanced Practice. This structure better meets the evolving needs of Canadian perioperative registered nurse Members and Associates. The ORNAC Executive has been reduced from 5 to 4 members with the Past-President role being eliminated; and

- The provincial perioperative registered nurses associations across Canada have worked diligently to align their By-laws with those of ORNAC. Under the current ORNAC structure the provincial perioperative nursing associations are now known as Provincial Councils of ORNAC. The provincial associations worked in partnership with ORNAC to develop a formal Provincial Council Affiliation Agreement which clearly outlines and supports the partnership between ORNAC and the Provincial Councils. 7 out of 10 Affiliation agreements have been signed with only Quebec, Ontario and New Brunswick left to be signed (as of April 4, 2014).

• ORNAC has, in order to provide ongoing value to its members, developed a new national membership process that was launched in the Fall of 2013. Perioperative Registered Nurses and Associates will, in the future, all be able to join ORNAC directly through a national registration process on the ORNAC website at www.ORNAC.ca. A Member or Associate who joins ORNAC will automatically become a member of his/her Provincial Council. 2014 is the year in which membership will transition from the provinces to ORNAC.

Building Value for ORNAC Members and Associates

• ORNAC is launching surveys in order to obtain input from the members and associates A first survey has been e-mailed to ORNAC members to obtain input on the ORNAC website re-design project; and

• ORNAC will continue to work to better understand member and associate needs through surveys and discussion at meetings, conferences, and forums.

Establish a National Conference Planning Committee

• A National Conference Planning Committee was established for the Ottawa 2013 National and International conference supported by IFPN. The National Planning Committee model will continue for the ORNAC 2015 National Conference in Edmonton and 4 out of 10 committee members will transition to the 2015 committee from the 2013 committee. This will provide consistency and support moving from the 2013 to 2015 conference

Research validation of the ORNAC Standards

• A project has been launched to complete the research validation of the ORNAC Standards with the Knowledge Translation department of the St Michael’s Hospital , Toronto , Ontario Research group called “The Hub”.

• This project is targeted for completion by May 2015

Support standardized national initiatives in professional development including continuing education through webinars

• ORNAC Professional Practice Pillar will develop and launch a series of continuing education webinars (2014); • The Professional Practice Pillar’s Education Committee will develop an assessment tool to evaluate operating room industry

education programs for launch as supporting webinars. This will be completed in 2014 and at that time the first six industry webinars will be selected.

Establish a national branding strategy for ORNAC

• Consistent ORNAC branding with the ORNAC logo has been initiated on all written and electronic communication;• The ORNAC logo has been officially trademarked; and• A membership campaign, with ORNAC value branding, has been launched to ORNAC members in a new “member/associate kit”.

Public Relations: Develop a national strategy for promoting awareness of ORNAC and Perioperative Registered Nurses

• A public relations campaign will be developed in 2014 to support ORNAC messages;• Continue to collaborate with CPSI, Patients for Patient Safety Canada, CNA , CAS , IFPN and other aligned organizations;• Increase public awareness by having a member of the public present at ORNAC meetings; and• Continue recognizing Perioperative Registered Nurses through a Perioperative Nurses Week message on the ORNAC website, in

the ORNAC Journal, and on the CNA website.• Patient Safety Kiosk was held in April 2013 at the Rideau center in Ottawa, Ontario- perioperative registered nurses met with the

Public to inform them on the Surgical Safety checklist

Advocate for perioperative registered nurses and patient safety through government/political channels andbuilding collaborative partnerships with aligned organizations nationally and internationally

• The Advocacy Pillar Co-Chairs are working on building strategic partnerships with the Canadian Patient Safety Institute, the CanadianNurses Association, Accreditation Canada, the Canadian Society of Anaesthesiologists, and the International Federation of Perioperative Nurses to support patient safety and advance the profession of perioperative registered nurses.

Strengthen Communication

• The ORNAC national database will be completed in 2014 to allow direct communication with Members and Associates;

• The Canadian Operating Room Nursing Journal was transformed into the ORNAC Journal in March of 2012;

• Efforts have been made to increase the French language content of theORNAC Journal;

• The 11th Edition of the ORNAC Standards were published in both English and French simultaneously;

• A translator has been hired to complete simultaneous translation for all projects: ORNAC Journal, website update, e-blasts, and the Standards;

• There are plans for a national e-blast program to enhance communication to members starting in mid-2014;

• The ORNAC website will also be re-designed, by May 2015, to better meet the needs of ORNAC Members and Associates; and

• Rewrite of all ORNAC Pillar Terms of Reference and Operating Policies and an update of the entire procedures and policy manual will be completed in 2014.

Strengthen business management to build on businessoperations including expanding revenue streams, contractingexpertise, and operationalization of Strategic Plan

• An Executive Director was hired part-time in July 2010 and this position has been consistent since then;

• Assessment to expand revenue streams is in progress;• Strong focus on contract negotiation to reduce costs; and• Annual operation plan written, and followed, for strategic plan

implementation process.

Notice of Change in Year End

ORNAC has, due to the new By-laws and Membership structure, changed its fiscal year end from June 30to December 31. This allows ORNAC the time required to complete an audit before the Annual Generalmeeting in May of each year when the fully audited financials will be presented to the ORNACMembership.

In order to transition to the new fiscal year end, of December 31, it was necessary to conduct an auditfrom July 1, 2013 to December 31, 2013 as the previous fiscal year ended on June 30, 2013. In the futureonly one annual audit, for the period January 1 to December 31, will be conducted.

See Appendix A for the Financial Statements for the year ending June 30, 2013.

The audited six month of financials, for July 1 to December 31, 2013, will be posted on the ORNACwebsite as soon as the audit is completed (by June 2014).

MOTIONS FOR THE ORNAC 2014 ANNUAL GENERAL MEETING

The ORNAC Membership will be asked to vote on the 2014 Slate of Officers and Directors who were up for election for the termMay 2014 to May 2016.

Rationale:

1) Nominations and Elections for the Officers and Directors are run at the National level by the Nominating Committee. The nomineesmust meet the criteria set forth in the ORNAC By-laws and the Nominations and Elections Operating Policy.

2) Nominations and Elections for Provincial Directors are run at the Provincial Council level. The candidates have met the criteria, in theORNAC By-laws and the Nominations and Elections Operating Policy, and be approved by the ORNAC Board of Directors.

3) Nominations and Elections for the Director Seats of Advanced Practice, Leadership, and Education are run at the National level. Thenominations are submitted and the candidates must meet the criteria, in the ORNAC By-laws and set forth by the NominatingCommittee, and be approved by the ORNAC Board.

4) According to the new By-laws ORNAC must run an election every year : • Directors shall be elected by the Members at each annual meeting of Members at which an election of Directors is required;

• Directors shall be elected and shall retire in rotation every two (2) years;

• At the first meeting of Members immediately after passage of the new ORNAC By-laws one-half (1/2) of the Board was elected to hold office until this year (May 3, 2014). The remainder of the Board was elected to hold office until May 2015.

• At each annual meeting of Members thereafter, members of the Board shall be elected to fill the position of those members of the Board whose term of office has expired and each Director, so elected, shall hold office until the close of the second (2nd)meeting of Members after his or her election. In this way one-half of the Board will transition each year.

In 2014, the nominations for the Treasurer and for the Director Seats of Education and

Leadership were submitted to, and processed by the ORNAC Nominating Committee, at

the National level. The Provincial Directors nominations were submitted to the Provincial

Council Presidents or, in the case where the Provincial Council president was nominated,

the Presidents Elect, supported by the ORNAC Nominating Committee. The following

candidates met the criteria that is defined in the ORNAC Nominations and Elections

Operating Policy:

Please note: There was only one candidate nominated for the position of Treasurer (Elizabeth Beck from Nova Scotia).This candidate met all of the eligibility criteria except for the fact that she had not been an ORNAC Board Director forone term. The ORNAC Board of Directors voted at a recent Board meeting to approve putting Elizabeth Beck forward forthe appointment to the position of Treasurer for the period between AGMs. The appointment will take place and becomeeffective, as per 6.01 of the ORNAC By-laws, after the conclusion of the AGM on May 3, 2014.

ORNAC By-laws state:

2.04 Public Accountant and Level of Financial Review

The Members shall, by Ordinary Resolution at each annual meeting, appoint a public accountant to hold office until the next following annual meeting in accordance with the Act. The Directors may fill any casual vacancy in the office of the public accountant to hold office until the next following annual meeting. The remuneration of the public accountant may be fixed by Ordinary Resolution of the Members, or if not so fixed, shall be fixed by the Board.

Rationale for the selection of a Public Accountant:

ORNAC has had Stephane Delorme Professional Services as the public accountant for 19 years (since 1995). It is recommended that apublic accountant review the financial practices at least once every five (5) years. In order for ORNAC to operate within best practiceguidelines it is recommended that a new auditor be voted in.

Due Diligence by the ORNAC Board of Directors:

The ORNAC Board will work with the Finance Committee and the Executive Director to complete due diligence and put forward arecommendation of a new Public Accountant to the ORNAC members for a vote at the May 3, 2014, AGM.
