On 3 March 2015, the National Electoral Roll Purification and Authentication Programme (NERPAP) of the Election Commission of India was started. It aims to link the Elector's Photo Identity Card (EPIC) with the AADHAAR number of the registered voter. Also aims to create an error-free voter identification system in India, especially by removing duplications.

On 6 March 2016, TESC - TELANGANA STATE ELECTION COMMISSION held Municipal elections. TESC had issued counterfoils as a printout to the voter , in order to counter check to which political party , the voter had exercised his/her franchise, as a token of confirmation with respect to EVM - Electronic Voting Machine . Note: The above tokens in the form of printouts were not allowed to take out of the polling premises. The printout had to be shredded at the EVM itself.

Any person during their lifetime, in order to prove the entities ( i.e. NAME, AGE, SEX, PHOTO IDENTITY and ADDRESS ) might have approached quite a number of govt agencies. As on date, in INDIA we don’t have a UNIQUE document which provides all these entities. Unfortunately, all these are lying safely at the government departments say “ IDENTITY SILOS ”.

But, the same procedure is being repeated many number of times during lifetime by spending valuable time , energy and money ( Xerox copies , bribing the officials etc ) of individuals as well as dealing officials resulting in loss of man-hours.

With due respects to The Supreme Court judgement's on AADHAAR, effort being made for some suggestions and sharing with experts ( in their respective field ) for taking this mission / project into operational mode.About AADHAAR The Unique Identification Authority of India (UIDAI) is a central government agency of India. It is attached to the erstwhile Planning Commission of India, now NITI Aayog. The AADHAAR number is linked to the resident's basic demographic and biometric information ( photograph, ten fingerprints and two iris scans ), which are stored in a centralized database of Central Identities Data Repository (CIDR), under UIDAI.


The purpose of this OI – “ओय ” - AA - “ आ ” is to achieve 100% de-duplication of AADHAAR number, as well as fake and ghost identities are

completely eliminated.

An identity is so powerful ….

Finally when we summarize all the four

photos, the identity for our FATHER OF THE NATION , is UNIQUE across INDIA.

Example – 1 : To avail a medical facility give your AADHAAR number and the hospital will generate their internal registration number for their present and future reference. With this process the whole medical history can be accessed at one click as and when required. Example – 2 : Banking and NBFC’s will be able to get details of the customers – just with one click from UIDAI data base. A person can carry the AADHAAR number for life long without any problem.

As they say “ Well begun is half done ” and this has almost covered to near completion i.e. registration of AADHAAR numbers.

As far as the technology on biometrics had not yet been proved, let us use the AADHAAR NUMBER only, here the number means only the number and not the biometrics ( i.e. photograph, fingerprints and iris ).

So, let us use the biometrics data only for certain demanding situations like missing persons, unclaimed / unidentified dead bodies etc. which should not be a binding for legal / court cases, till the technology is proved.

During registration of the AADHAAR number itself , a through background verification should be done to achieve 100% authentication at the primary stage itself. Yes this can be done without police verification as below. Let the candidate be introduced or endorsed to UIDAI by any of the following Govt AGENCIES like Nationalised bank account / Pension account / PAN number / Passport / Ex Serviceman Canteen Card or a person who is possessing AADHAAR card . Know Your Customer ( Client ) Registration Agency certified credentials also to be submitted during registration.

A minimum of two numbers of proofs each, for Identity as well as Postal address, has to be submitted at the time of registration. Link all proofs submitted by the candidate with the AADHAAR number after getting them verified through online with the concerned govt agency. And UIDAI should ensure that, no such proofs are used for generating a duplicate / fake AADHAAR for the same person.

Over a period of time all others entities / identities of the person should also be linked to AADHAAR number for achieving 100% de-duplication. For more details, kindly view slide numbers from 31 to 35 .

For the existing registered AADHAAR numbers :

Educate citizens about the importance of de-duplication by following the above procedure for attaining 100% de-duplication. After completion of this exercise, UIDAI should issue a certificate of de-duplication to that particular AADHAAR number of the citizen .

Post registration and after receipt of AADHAAR no :

Geo tagging is a must for every transaction made by the person who is possessing AADHAAR number . Updating photograph of the person for every four years should be mandatory. Audits ( internal & external ) must be done for Standard Operating Procedure's, Technology, Employees ( capability and integrity ) associated with for every six months by UIDAI. The software should support with Authentication, Authorization and Audit mechanisms. SOFTWARE & HARDWARE COMPATIBILITY for migration and integration of existing hardware and software with rest of the users should also be taken care by UIDAI.

In short , for each and every transaction made by a person between birth and death, AADHAAR number should be taken as reference and tagged ( geotagging )

Tracking and tracing of law and order issues, white collar crimes / frauds. Right from disbursing different kind of loans to tracking / tracing the loan defaulters. From the previous slide, we can say along with the AADHAAR number , three entities are also getting recorded ( i.e. Date , Time & Place ), which are very crucial for any kind of investigation. In any form of litigations , frauds or investigations ( at one point of time ) may have to approach Judiciary ( some times via Police dept. ). Since all the events are getting recorded with reference to AADHAAR number along with date, time and place i.e. geotagging, the criminal cases gets solved easily with less efforts especially for police dept. as well as Judicial dept. thereby saving time and human resource.

It helps the Police and Judiciary dept in tracking of a particular criminal, whether having any other crime records in rest of that particular state / in INDIA.When linked with Crime and Criminal Tracking Network and Systems (CCTNS), only the POLICE dept can imagine its advantages.Note : CCTNS is under NCRB (National Crime Records Bureau ).

Driving License is being issued by various state govts of India. If the Driving License of a particular Driving License holder, gets cancelled under a particular law of that state, the Driving License holder can once again get another Driving License in any of the other states in India. Since there is no cross checking mechanism for issuing a Driving License by a particular state with rest of the states of India, a new Driving License can be obtained easily.

This can be addressed by linking the Driving License with AADHAAR number and intern the data can be shared among all the states of India.

Let us assume a loan defaulter having four number of accounts in various banks . When linked with the AADHAAR number to the bank accounts, the defaulter information / data can be shared among various banks ( Public / Pvt / NBFC's etc ), can be traced very easily. A manufacturer of RADIATOR can invoice either for 14.5 % or 5 % of VAT ( i.e. Commercial / sales tax ) on the basic price depending on the type of customer / industry. In order to plug the misuse of taxation, link AADHAAR number of the customer / owner with TIN / VAT , as the customer / owner of the tractor will be individual. And follow the below procedure

1. Let the invoice be taxed fully i.e. 14.5% to the customer by Manufacturer / Dealer / Distributor without any exemptions irrespective of the usage of the RADIATOR .

2. R.C.'s of Vehicles to be linked with AADHAAR number at Transport department .

3. The customer has to intimate Agriculture department that the tractor ( i.e. radiator ) will be used for agriculture purpose only and the same thing has to be mentioned with the Insurance company.

4. If the customer wants to claim the tax exemption, let them claim through bank by submitting AADHAAR number , Insurance copy and R.C.'s of Vehicles to the C.T. / S.T. department and a copy to Income tax dept through the Dealer / Distributor of the tractor .

5. C.T. / S.T department will transfer the exemption amount to Income tax dept. And advise the I.T. dept. which intern advise bank to release the exempted amount to that customer .

Legal / Legislative challenges To overcome the petitions filed in the Supreme court of

India against AADHAAR. AADHAAR project, without Parliament's approval , is being implemented from September 2010 . i.e. National Identification Authority of India Bill is due to get public consent in terms of being passed as a legislation in a democratic country like India. Lack of legislation and privacy concerns coupled with legality of sharing data to law enforcement agencies. Clarification on violation of privacy , civil liberties of people etc to be addressed. Absence of Legal and Technological safeguard against possible misuse, hacking etc. data handling and privacy related legal framework further creates a situation of legal ambiguity and complications for the enforcement agencies.

Biometrics are known to change over a person’s lifetime. People engaged in manual labour are likely to have very poor quality finger prints. a) Fingerprint quality, the most important variable for determining de-duplication accuracy, need to be studied in depth in the Indian context. b) Fingerprint authentication failure and a mismatch of Aadhaar numbers to be taken care. Management of E-Waste, Security ( physical and electronic ) and Database. Management ( storage ) of information and its transmission across various Registrars and Enrollment agencies. And their accountability.

timelines in case of natural calamities / technical failure.

Other challenges Enrolling of newborns in rural / remote areas every day.

And for newborns IRIS cannot be obtained. Cost-benefit analysis or feasibility report for the project to be done. Inclusion of non-citizens can have far-reaching consequences for national security. Police and security forces, if allowed access to the biometric database, could extensively use it for regular surveillance and investigative purposes, may lead to a number of human rights violations. Some of these investigations can be particularly nasty, treating anyone / everyone as a potential criminal.



Just to summarise the challenges,

with an assumption that the INDIAN population count will reach 130 crores

during the year 2016. 130 crore photographs, 1300 crore fingerprints, and 260 crore iris scans. Hardware requirement for this Data base @ 5Mb per person and for 130 crore people. Implementation requires strong and effective techno legal framework.

Govt. of India should focus on the following



Techno - legal - security issues should be resolved. Clarity on right to privacy as a fundamental right is required and a big question for taking this forward…. Must amend the Information Technology acts. Reconciliation of various legislation acts has to be taken up on high priority basis. Government should decide policies for Encryption , Security , Sharing , Standards , Access control. In a country like INDIA foundation for any project / mission should be strong, legal and at the same time flexible also. Public suggestions and inputs should be given high importance before drafting a law / bill.

Projects that are operating without any Legal Framework / Parliamentary / Judicial Scrutiny will have

very tough time for bringing them into successful implementation.

Role of UIDAI



UIDAI should be a Regulator, Integrator, Facilitator, Educator and Certifying Authority. Above all, it should be Self sustainable.

A national level common updation agency should also shoulder the responsibility for recording information update requests. Registrars such as National Population Register and Depository Participants like Central Depository Services (India) Limited, National Securities Depository Limited (NSDL) where residents can update their records not just through the UIDAI, but also others like Point of AADHAAR Centers. This was already suggested in OI – “ ओय ” - A – “ अ ” on Slide no - 6 ( A reference is displayed in the next slide )

Making UIDAI self sustainable - PAY & USE model



The following business model can be adopted by various organization / depts. on pay and use basis with UIDAI.

All the G.O.I. / State govt. agencies / organizations / departments can share certain amount of data to Pvt. agencies / organizations on a chargeable basis which intern should be treated as a certified copy.



A pvt security agency requires scrutinisation of a person ( as a background check ) before recruiting. The agency has to approach the police dept. All the information / data of a particular Aadhaar number can be shared with various banks ( Public / Pvt / NBFC's etc ) for issuing loans and in this case it will be CIBIL ( Credit Information Bureau Limited ). A marriage bureau, requests police dept. and court for cross checking of any case pending against Bride / Bridegroom. Also with the District registrar , whether already married / divorced. ( This will work only when the govt. makes it compulsory of registration of marriage / divorce ). IRDA can request the data from UIDAI for processing of a Insurance policy right from initiating to closing i.e. settlement of claims for the Insurance companies registered under IRDA . Blood groups DATA can be accessed by the blood banks on pay and use basis with UIDAI .

Once the technology in biometrics is proved, we can harness the

following advantages



As the finger prints are already stored, the same can be counter checked ( explained in next slide ). Finally reducing ( ZERO ) errors , frauds etc.



Impersonations can be tracked very easily and can be reduced to ZERO as briefed below.1) All kind of examinations for students can be

conducted without issuing the hall tickets as most of the educational institutes had installed biometric systems.

2) All the employees ( govt. / pvt. ) can be counter checked by the citizens, when the employee details are uploaded on a common platform i.e. website and giving the access to all the citizens through mobile applications. Thereby FRAUDSTERS can be detected easily at a click and these can also be reduced to ZERO.

3) The same way ( as above ) , fake doctors can also be tracked by IMA ( Indian Medical Association ) through developing simple APPS ( software applications ) for mobile phones and getting synchronized to their data with the citizens.

How best the data from UIDAI can be used for

The Central Forensic Science Laboratory and CDFD ( Centre for DNA Fingerprinting and Diagnostics ). Central Monitoring System (CMS), is a clandestine mass electronic surveillance data mining program installed by the Centre for Development of Telematics (C-DOT).

When all INDIAN prisons are integrated ( through a common software ) and getting linked of all prisoners with their AADHAAR number , post released prisoner activities can be tracked very easily.

After getting driving license from the govt by coordinating with UIDAI, the person need not carry the driving license physically every time. Whenever the enforcement agencies ( transport / police dept ) along with the BIOMETRIC device request the person to display, they can show without the physical copies, by scanning the person fingerprints / iris which was already stored with UIDAI.

With the above system of co-ordination, job for law enforcement agencies ( under various departments ) will also get reduced, resulting in automatic economy.

Whenever an immigrant enters with a fake passport into our country during second time, the person can be easily identified as their AADHAAR data is already captured and stored in UIDAI database during their first visit . AADHAAR should also be made mandatory for all the immigrants wherever / whenever they want to utilize public / pvt services till they leave INDIA.

Illustration no – 3 : The law enforcement agencies job becomes easy when all foreign nationals / immigrants are also issued AADHAAR taking reference of their passport , biometrics and iris. Also the immigant should be introduced by an existing de-duplicated AADHAAR card holder . With this they can easily identify / classify / differentiate them whether the person is a temporary worker / tourist / terrorist .



Whenever transactions made by a person ( in all the 10 examples as explained in the Examples slides ) three entities are also recorded i.e. Date , Time & Place along with the AADHAAR number , which are very crucial for any kind of investigation. With this, the time taken for investigation and enforcement agencies will be very very less. And also for courts in getting the genuine evidences.

To summarise the examples

Any individual can be tracked / traced nearly on real time basis.

A separate organization should be established for

facilitating the information pooling from various

organizations / departments with UIDAI

and distributing the same to the requestor.





As on today every person is having mobile phone handset. In this scenario , authentication should become as easy as making a phone call apart from doing all kind of transactions from the mobile handset. The major challenge in this digital world is again establishing an identity, which can be authenticated by using AADHAAR number .

For any online transaction requires the below authentications which can be fulfilled easily. 1) Who are you ? AADHAAR number and biometrics

2) What you have ? Mobile phone handset

3) What you know ? User name / login id and password

When mobile phone manufacturers install a biometric authentication into the device, the mobile as well as e-

commerce will grow exponentially.

It seeks to provide 745 services in the areas of G2C, G2B, G2E, and G2G.
