RATIONALE The Siemens P2000 Light Rail (LRV) fleet is in its eighth year of operation. To ensure a continued level of safety and reliability, we overhaul the traction motor equipment consistent with the Original Equipment Manufacturer's (OEM) suggested overhaul interval. Wear and tear on these units in normal service requires both ongoing maintenance, which is performed by our personnel, and periodic overhaul, which is beyond the level of in-house maintenance capability. In support of the daily rail revenue service requirements, Rail Fleet Services Engineering developed an equipment overhaul specification based upon OEM recommendations and our requirements. It is designed to provide safe and reliable LRV operation, prolong equipment life, and increase the Mean Time Between Failures (MTBF). The contractor will perform services in accordance with our specifications and the Rail Fleet Services' scheduled requirements. FINANCIAL IMPACT The funding of $250,000 for this procurement is included in the FY10 budget in Rail Cost Center 3943, rail maintenance/operations under project number 300033 (Green Line), Line Item 50441. Since this is a multi-year contract, the cost center manager and the General Manager of Rail Operations will be accountable for the budget cost in future fiscal years.. In FY09, no funds were expended on this category for repairs. 53

    RECOMMENDATION

  • Impact to Bus and Rail Operating and Capital Budget

    The funding for this acquisition will come from the rail operating budget comprisedprimarily of fares, Prop A 35%, Federal 5309, and Prop C 40%. These funds are eligibleto be used for rail operations and rail capital projects. No other sources of funds wereconsidered for this project because these are the designated funds available for railoperations. This procurement is part of the on-going maintenance costs of the railprogram.

    ALTERNATIVES CONSIDERED

    An alternative is not to perform the overhaul. This would compromise safety andreliability of the entire rail-car fleet. Unscheduled maintenance repairs for this systemon a component per component level per assembly will result in higher expenditures forthe agency versus scheduled and planned maintenance.

    A. Background on Contractor

    Swiger Coil Systems, LLC is based in Cleveland, Ohio, and has been in businesssince 1975. Swiger Coil products and services include Railroad Equipment Coils,TractionlTransit and OEM Motors, DC/AC Traction Motor Repair, Armature andStator Winding, and other traction motor parts. Swiger rebuilds and remanufacturesAEGlWestinghouse, Siemens and General Electric traction motors for numeroustransit authorities.

    Swiger does business with other transit agencies including New York City Transit,WMATA, Miami-Dade, Baltimore, DART and BART. In the past, Swiger hasprovided satisfactory service and delivery to us.

    B. Procurement Background

    Invitation for Bid (IFB) No. 10-0004 was released on August 7,2009 and advertisedon August 7, 2009. The bid deadline was October 23, 2009. Five firms submitted abid prior to the stated deadline.

    The Diversity & Economic Opportunity Department (DEOD) did not recommend aDALP goal for this procurement. Based on industry practice, the Prime (Swiger CoilSystems) is expected to complete the entire scope with its own workforce.However, pursuant to the DBE Program, if Swiger utilizes the services ofsubcontractors, they are encouraged to afford maximum opportunities to DBE firmsin available subcontracting and supply services areas throughout the life of thecontract.
