GEOGRAPHIC PROFILE

Cardinia Shire is located south-east of Melbourne and is one of 10 ‘interface councils’ around the perimeter of metropolitan

Melbourne where urban and rural areas meet. The primary urban centre is Pakenham, 55 kilometres from Melbourne’s central

business district.

The Princes Highway and Gippsland railway corridor runs east–west through the centre of Cardinia Shire and provides key road

and rail links between Melbourne and West Gippsland. The western end of this corridor comprises about 10 per cent of Cardinia

Shire’s land area and is the main area of growth, containing Beaconsfield, Officer and Pakenham.

Outside this growth area, Cardinia Shire’s large rural population resides in 27 townships; this dispersed population provides

unique service provision challenges for Council. The northern part of the shire is set in the foothills of the Dandenong Ranges, and

includes Bunyip State Park and Cardinia Reservoir. Koo Wee Rup swamp and Westernport Bay are significant features of the

southern part of Cardinia Shire.

POPULATION

Cardinia Shire is among the largest and fastest-growing local government areas (LGAs) in Victoria and across

Australia.

Approximately three to four families move into Cardinia Shire every day. This figure has recently decreased from five

per day.

The most recent population estimate is 90,884 (ABS ERP 2015); an increase of 3,876 from 2014.

The shire’s population is expected to increase by approximately 47,000 over the next 10 years (2026) and 87,500

over the next 20 years, to a total of 175,500 by 2036.

The median age of residents is 34, which is two years younger than Greater Melbourne (36).

The largest percentage of population are ‘parents and homebuilders’ aged 35–49 (22%), followed by young people

aged 12–24 (18%).

The Victorian Government has nominated the Casey–Cardinia region as one of five regions around the fringe of metropolitan

Melbourne where new housing and population growth is to be concentrated. As a result, rapid population growth will happen for

the next 20 years within the shire’s designated growth area, comprising the townships of Beaconsfield, Officer and Pakenham.

ORGANISATIONAL RELATIONSHIP

Reports to: General Manager Assets and Services

Classification:

Senior Officer Contract (5 years: 3 years + 2 year option)

External Liaisons: External and internal auditors, Suppliers, Government Agencies.

Direct Reports: Operations Coordinator; Open Space Coordinator; Fleet and Workshop Manager; Operators Systems

Administrator; Administrative Officers (Total FTE = 80+)

POSITION OBJECTIVES

This role takes a key leadership position in the Assets & Services leadership team where shared accountabilities, performance delivery of council & business plan goals and targets, cross business engagement and collaboration and people engagement and development are key aspects of the responsibilities of the leadership team.

Provide leadership and manage the Operations Department to ensure corporate and business unit objectives and targets are met.

Lead and manage Cardinia’s Operations Department in a high growth environment with sound business principles and practices in relation to maintenance of roads, drains, furniture, bridges, fleet, parks and gardens, Emerald Lake Park and management of external service contracts.

To be accountable for quality service provision, OH&S, forward planning, budget control, policy development, program development, staff development, reporting and communication relevant to the Operations Department’s activities.

Using innovative approaches, develop and implement systems and processes to improve the performance of the business unit including future enhancement of the Maintenance Management System (MMS).

Financial

Prepare the unit’s annual budget consistent with corporate direction and Cardinia’s needs.

Develop effective control measures to ensure that expenditures are managed in accordance with the Business Units budgets and cash flows ensuring that overruns do not occur.

Provide monthly finance and performance reports and quarterly forecasts to the General Manager Assets and Services.

Negotiate and manage annual operating budgets and optimise budget allocation according to priorities.

Customer Service

Provide strong and positive customer service both internally and externally. Ensure all key stakeholders have input into the design and delivery of projects.

Provide regular maintenance programs to Council and the community via a range of electronic platforms.

Operations Functional Responsibilities

Effectively manage the performance of the Operations Business Unit including civil infrastructure, parks and gardens, fleet and the Operations Centre.

Identify the strategic direction of the Business Unit and develop and implement the Business Plan with appropriate key performance indicators and review the Unit’s structure if necessary.

Ensure the discipline and efficiency within the Business Unit is uniform and appropriate ensuring unsatisfactory performance is identified early and appropriate corrective action taken.

Determine and implement improvement opportunities through the development of a continuous improvement and business improvement systems ensuring “best value” service delivery.

Liaise with other managers to ensure a coordinated approach to a multi-departmental activities and contribute to the effective decision making of the management team on a whole of organisation basis.

Prepare regular reports to the General Manager Assets and Services on business unit performance.

Ensure the development and regular review of policies and procedures relevant to the Business Unit’s activities in accordance with legislative and budgetary constraints.

Ensure that effective communication exists within the Business Unit via appropriate team meetings ensuring that programs are carried out effectively and efficiently.

Develop, implement and maintain systems to ensure compliance with the Road Management Act and Safety Map Accreditation.

POLICY AND PROCEDURE COMPLIANCE

Adhere to (and promote) HR, IT, OH&S/Risk Management policies, procedures and practices.

Ensure compliance with Council financial and procurement policies and procedures in ensuring an adequate standard of internal control over finances is maintained.

ACCOUNTABILITY AND EXTENT OF AUTHORITY

Authority for managing departmental budget and for staff within the Operations business unit.

Policy development & project management.

Represent Council at meetings and community meetings, tribunals and panel hearings as requested by the General Manager Assets & Services.

Develop unit’s business plan and work plan and takes responsibility for implementing business improvement initiatives.

Requires considerable knowledge and understanding of key sustainability principles and trends and how these should be effectively addressed.

Requires considerable knowledge and understanding of infrastructure maintenance and renewal principles and practices.

Required to analyse Council policies and business directions and exercise independent judgement, taking account of community needs, interest groups, political implications and the need to remain independent and provide professionally objective advice.

QUALIFICATIONS AND EXPERIENCE

A tertiary qualification in Civil Engineering or Business Management or other related discipline.

Post graduate qualifications in management would be considered an advantage along with several years of relevant management experience.

A track record of meeting quality and budgetary targets in a service delivery role.

Strong understanding of Human Resource Management.

KEY SELECTION CRITERIA

Experience as a senior leader in a service delivery role, preferably in a blue collar environment.

Demonstrated ability to embrace Cardinia’s values and manage, lead and develop a team of skilled staff in the achievement of objectives and targets.

A relevant tertiary qualification.

Strong strategic planning skills and proven capacity to translate corporate objectives into deliverable programs and services.

High level communication, negotiation, representation and interpersonal skills.

Experience managing substantial infrastructure delivery programs or services.

CONDITIONS OF EMPLOYMENT

Terms and conditions of employment are in accordance with the Cardinia Shire Council Enterprise Agreement 2014 and Cardinia’s policies and procedures.
