Renewable Energy (Electricity) Amendment Bill 2015

Key elements of legislative change:

> New 2020 target of 33 000 GWh and new trajectory

> Emissions-intensive trade-exposed industries fully exempt

> Native wood-waste an eligible fuel source

> Removal of two yearly reviews, and

> No change to the Small-scale Renewable Energy Scheme.

The ERF and the RET

Projects that generate renewable electricity are able to participate in both the Emissions Reduction Fund and the Renewable Energy Target.

> At end November, 57 projects have received almost 4.4 million ACCUs for avoided emissions under bioenergy methods

> These projects also receive RECs for their electricity generation

Biomass and the Renewable Energy Target

Bioenergy Conference 2015

• 1.3 million biomass

• 0.8 million landfill gas

megawatt hours generated in 2014

Capacity in megawatts

Black liquor 2 84

Wood waste 16 213

Bagasse 28 539

Landfill gas 62 667

Sewage gas and biomass-based components of municipal solid waste

Bioenergy under the Emissions Reduction Fund

Bioenergy Conference 2015

A number of methods exist or in development, including:

• Waste to energy landfill and waste water

• Source separated organic waste

• Agricultural effluent to energy

Wood waste – a viable opportunity?

Wood waste eligibility under the RET

Bioenergy Conference 2015

> biomass from non-native environmental weed species

> manufactured wood products or by-products

> waste products from construction of buildings or furniture

> sawmill residue

> biomass from a native forest

A very small amount of renewable energy

is generated from the “native forest

wood waste” subcategory

Wood waste sub-categories include:

Conclusion

> Bioenergy and biomass continue to be opportunities for avoided emissions and renewable energy generation under our schemes.

> There are new methods in development to increase the scope of bioenergy use under the Emissions Reduction Fund.
