    Dear All,

    The World Bank in its World Economic Prospects report (June 2017) has stated that, economic activity in India is underpinned by favorable monsoon rains that supported agriculture and rural consumption, an increase in infrastructure spending and robust government consumption. Also the government spending on capital formation has increased and partially offset soft private investment. The domestic demand is expected to remain strong, supported by ongoing policy reforms, especially the introduction of the nationwide Goods and Services Tax (GST) with effect from July 01, 2017. The proposed GST regime is also supposed to create a conducive environment for MSMEs and small business owners. Recognizing the potential of MSME sector for the nation’s development, the Government of India, through its various agencies, has taken many key steps to strengthen the sector and promote innovation and capacity building. The recent act of GoI enlarging the definition of Start-ups that inter-alia includes increase in gestation period upto seven years from five years, relaxation in the norms for tax benefits and inclusion of employment generation potential, is expected to boost job creation, entrepreneurship and innovation in the MSME sector.

    Govt. of India initiatives for women entrepreneurs: MUDRA: In order to encourage women entrepreneurs, MUDRA has women enterprise funding programme under which the financing

    banks / MFIs may consider extending additional facilities, including interest reduction on their loan. At present, MUDRA extends a reduction of 25 bps in its interest rates to MFIs / NBFCs, who are providing loans to women entrepreneurs.

    Stand-up India (SUI): The scheme aims to facilitate bank loans between `10 lakh and `1 crore to at least one SC/ST borrower and at least one woman borrower per bank branch for setting up a greenfield enterprise. The enterprise may be in manufacturing, services or trading sector. In case of non-individual enterprises at least 51% of the shareholding and controlling stake should be held by either an SC / ST or women entrepreneurs.

    CGTMSE: The scheme aims to promote women entrepreneurship by way of providing higher guarantee coverage of 80% of the amount

    (subject to a max. of `40 lakh) for loans upto `50 lakhs. Concession in Annual Guarantee Fee is also provided to women entrepreneurs. (Sources: Websites of various banks. For further details please contact respective bank branches.)

    Loan up to `10 Lacs - MCLR + 0.25%

    Loan above `10 Lacs and up to `100 Lacs - MCLR + 0.50%

    Additional Interest concession of 0.25% if account is rated by external agency.

    Margin – 20% No collateral security /

    third party guarantee required as advance is covered by Guarantee cover of CGTMSE.

    UNION NARI SHAKTI (by Union Bank of India)

    To finance all women-owned and managed Micro and Small Enterprises engaged in manufacture or production, processing or preservation of goods or enterprises engaged in providing or rendering of services.

    Min. `2 lakh; Max. `100 lakh.

    Micro – MCLR plus (1.15% to 1.9%)

    Small – MCLR plus (1.4% to 2.4%)

    Margin - Upto `10 Lakh – 5%; Above `10 Lakh – 15%.

    Customers under sole banking arrangement only.

    PNB VANITA (Punjab National Bank)

    For setting up new unit / enterprise or for expansion / modernization of existing unit; for acquisition of fixed assets (Plant & Machinery, equipment, furniture & fixtures); and to meet working capital needs.

    Composite loan upto `25,000/-.

    Preference will be given to women belonging to ST/ SC/ BPL category.

    Margin – Nil.

    SYNDMAHILASHAKTHI (Syndicate Bank)

    Term Loan: (i) To set up a unit/ expansion /upgradation Cash Credit: To meet working capital requirements for existing or new units.

    Upto `5 crore.

    Upto `10 lakh – Base rate Above `10.00 lakh - 0.25% concession on applicable rate of interest.

    Margin – 15% No processing and

    documentation charges.

    UDYOGINI (Saraswat Bank)

    To take care of the financial requirements of women entrepreneurs allowing them to concentrate on their business growth.

    Need based Micro & Small – PLR – 0.5% Medium - PLR

    Margin: Micro – Nil Small & medium - 10%-

    UNITED MAHILA UDHYAMI YOJANA (United Bank of India)

    To encourage and empower women entrepreneurs by offering hassle free financial assistance at liberal and concessional terms for undertaking production, manufacturing or service related economic activities.

    Max. `10 lakh.

    As per Bank’s extant guidelines Margin: Nil for limit upto

    `25,000/-; 10% for limit above Rs.

    25,000 and upto `5.00 lakh;

    15% for loan above `5.00 lakh.

    IOB SME MAHILA PLUS (Indian Overseas Bank)

    Term Loan for fixed Assets and Cash Credit for Working Capital.

    Composite loan upto `2 crores.

    Base Rate +1.25 to 1.75%

    PSB UDYOGINI SCHEME FOR WOMEN ENTREPRENEURS (Punjab & Sindh Bank)

    To encourage the women entrepreneurs to avail the loans on liberal terms and exclusive catering of credit under Direct agriculture activities, Tiny SSI sector, Business enterprises, Retail traders, Professional and Self employed etc.

    Need based As per rate applicable to MSMEs. No margin upto `25,000/-

    Margin of 15-25% above `25,000/- depending upon the purpose and quantum of loan.

This has been made possible by SIDBI through its digital solutions enabling MSME aspirants to realize their entrepreneurial dreams. Some of the digital initiatives which are making the lives of MSMEs smoother are highlighted below:

    Startupmitra Portal - The main objective of the ‘www.sidbistartupmitra.in’ portal is to bring all the stakeholders in the start-up eco-system namely start-up entrepreneurs, incubators, investors (angel investors/ Venture Capital Funds), advisors, Industry Bodies and banks together through the electronic platform as well as to serve as a single window for providing solutions to various needs of the start-ups. The platform facilitates entrepreneurs to engage with incubators, investors, mentors and other stakeholders besides providing information on various government schemes for the benefits of start-up.

    Standup Mitra Portal – The portal ‘www.standupmitra.in’ facilitates bank loan between `10 lakh to `1 crore to at least one SC/ST and one women borrower per bank branch for setting up Greenfield enterprises in manufacturing, services or trading activities. The portal acts as a virtual market place with eased business leads, standardized application with entire annexures downloadable in one go, enable applicant to revisit and submit edited applications, reduced reporting/M&E involvements and so on. The maximum rate of interest under the scheme is capped at MCLR + 3% plus tenure premium.

    Udyamimitra Portal – Under the ‘www.udyamimitra.in’ portal, financial assistance is provided for all enterprise loans including MUDRA loans upto `10 lakh and MSME loans for amount beyond `10 lakh and upto `1 crore for existing and new enterprises. portal has been set up to leverage IT architecture of Stand-up Mitra portal which aims at instilling ease of access to MSMEs’ financial and nonfinancial service needs. The Portal, as a virtual market place endeavours to provide 'End to End' solutions not only for credit delivery but also for the host of credit-plus services by way of hand holding support, application tracking, multiple interface with stakeholders (i.e. banks, service providers, applicants)

    MUDRA Mitra App – ‘MUDRA Mitra’ is a mobile phone application providing information regarding ‘Micro Units Development and Refinance Agency Ltd. (MUDRA)’, a wholly owned subsidiary of SIDBI and its various products/schemes. It will guide a loan seeker to approach a banker in availing MUDRA loan under Pradhan Mantri Mudra Yojana (PMMY). Users can also access useful loan related material including sample loan application forms.

    SIDBI MITRA App – As part of its digital initiatives, SIDBI developed new mobile app. ‘SIDBI Mitra’ to facilitate mobility in viewing customer accounts, providing direct channel to customers to interact with the Relationship Managers (RM) and raising other service requests, etc.

    SmallB website – SIDBI-developed website ‘www.smallB.in’ is a virtual mentor and handholding forum for the potential / budding and even existing entrepreneurs. The website is quite exhaustive, covering various aspects such as scouting for business opportunities, understanding various forms of business organizations, basics of legal aspects, Business Plan preparation, understanding various requirements for obtaining credit from banks / Financial Institutions, knowing policies and regulations, schemes and incentives offered by the Central and State governments etc. The website is a valuable source of information to budding / existing entrepreneurs.

    The Ministry of MSME has approved a scheme of Special Credit Linked Capital Subsidy Scheme (SCLCSS) under National SC/ST Hub Scheme to facilitate purchase of plant & machinery by providing 25% upfront capital subsidy (limited to maximum of `25 lakh) to the existing as well as new SC/ST owned Micro and Small Enterprises. The move aims to give a push to SC/ ST entrepreneurs in up-gradation of Technology. The maximum eligible loan under this scheme is `1 crore for capital investment in Plant & Machinery.

    The Central Government Ministries or Departments or Public Sector Undertakings shall continue to procure items reserved for procurement exclusively from MSE, presently 358 (three hundred and fifty eight) items including eight items of Handicrafts, from Micro and Small Enterprises.

    The Cabinet Committee on Economic Affairs (CCEA) has approved Industry-Academia Collaborative Mission for accelerating discovery research to early development for biopharmaceuticals - "Innovate in India (13) empowering biotech entrepreneurs & accelerating inclusive innovation" to be funded by the Government of India. The key focus areas of the program would aid in preparing India's technological and product development capabilities in the biopharmaceutical sector to a level that it is globally competitive over the next 10-15 years and will transform the health standards of India's population through affordable product development.

    The Ministry of MSME decided that in case of a company or a limited liability partnership or a cooperative society or society or a trust, the companies with turnover above `20 lakh per annum should specify the PAN of the organisation along with Aadhaar Number in the Udyog Aadhaar

    Memorandum (UAM). This will be implemented after 2 months of GST coming into operation.

    Jammu and Kashmir Government announced a set of measures to ease the process of setting business in the state. The announcements include the elimination of cumbersome process of seeking NOC’s from different departments, simplifying it to one window clearance. A one-page declaration at the time of setting up of the unit will suffice.

    The Madhya Pradesh government exempted MSMEs from depositing earnest money in departmental tenders. The move aims to boost participation of MSMEs in tenders and also resolve the delay in payments issue.

    Union MSME Minister launched the My KASSIA Mobile App and a MSME Handbook in Kannada in Bengaluru. These initiatives will help in faster dissemination of information among entrepreneurs. The app is exclusively for KASSIA members and MSMEs.

    The Karnataka Government approved the ‘Karasamadhana Scheme 2017’ which aims to reduce arrears of tax and other amounts due. Under the Karasamadhana Scheme 2017, dealers would get waiver of 90% of arrears of penalty and interest payable by a Dealer under the Karnataka Sales Tax Act 1957 (KST Act) and Central Sales Tax Act (CCST Act) relating to the years up to March 21, 2005. The scheme also gives waiver of 90% of arrears of penalty and interest payable by a Dealer under the Karnataka Value Added Tax Act 2003 relating to the assessment/ re-assessment orders passed under the provisions of tax periods relating to all the years commencing from 01/04/2005 upto 31/03/2016 and assessment/ reassessment orders passed under CST Act for the tax periods relating to all the

    The Dept. of Revenue, Ministry of Finance has come up with a dedicated a Twitter Handle @askGST_GoI to address queries of taxpayers related to Goods & Services Tax (GST). All taxpayers and other stakeholders are welcome to direct their queries related to GST.

    The IT and Business Process Management Body NASSCOM has set up its first Small and Medium Enterprises (SME) council for a term of two years 2017-19, with an aim to help the SME sector tackle challenges. It further intends to increase the overall revenue of the sector in order to establish footprint globally.

    The Government of India has amended the definition of a Start-up. The revised definition of start-up is as under:

    An entity shall be considered as a start-up:

    If it is incorporated as a private limited company / registered partnership firm / limited liability partnership in India.

    Upto seven years from the date of its incorporation / registration; however for bio-technology start-ups the period shall be upto 10 years,

    If its turnover for any of the financial years since incorporation / registration has not exceeded `25 crores.

    If it is working towards innovation, development or improvement of product / process / services or if it is a scalable business model with a high potential of employment generation or wealth creation.

    Odisha’s first Mega Food Park, M/s. MITS Mega Food Park Pvt. Ltd., has been inaugurated at Rayagada, Odisha. The food park has facilities of fully operational industrial sheds for SMEs along with developed industrial plots for lease to food processing units. This is the 7th Mega Food Park operationalized in the last 3 years. The Mega Food Park will leverage an additional investment of about `250 crore in 25-30 food processing units in the park and generate a turnover of about `450-500 crore annually. The Park will also provide direct and indirect employment to 5,000 people and benefit about 25,000 farmers in the Central Processing Centre (CPC) and Primary Processing Centers (PPC) catchment areas. Government of India has provided a financial assistance of `50 crore to the project.

    The Government has decided to implement "Digital MSME" Scheme for promotion of Information & Communication Technology in MSME Sector with a total budget of `85.70 crore including Government of India’s contribution of `58.10 crore during 2017-18 to 2019-20. The scheme envisages promotion of ICT applications to make them "Digital" by adopting new approach of Cloud Computing with the objectives to sensitize and encourage MSMEs towards new approach. Under this scheme, large number of MSMEs would be benefited in terms of standardization of their business processes, improvement in delivery time, reduction in inventory carrying cost, improvement in productivity and quality of production, controlling of cost & time, improved customer satisfaction etc. through cloud computing.

    4th India Industrial Fair at Rajkot

    SIDBI co-sponsored 4th India Industrial

    Fair organized by Laghu Udyog Bharti

    during April 26-29, 2017 at Rajkot. The

    Fair was inaugurated by Hon. Chief

    Minister Shri Vijaybhai Rupani on April

    26, 2017. During the fair, a session on

    “various financial options for MSME” was

    taken by Shri Amit Kumar Sethi, Asst.

    General Manager, SIDBI, Rajkot where

    various schemes such as Make in India,

    SMILE, MUDRA, Stand-up India etc. were

    explained to the visitors.

    SIDBI participated in ‘Digital Financial

    Awareness campaign’

    SIDBI Indore participated in the PSIG-

    SIDBI supported state level launch

    campaign for "Digital Financial awareness"

    on May 05, 2017 at Sagar, Madhya

    Pradesh. The programme was organised by

    MFIN and inaugurated by Hon'ble Shri

    Bhupendra Singh Thakur, Home Minister,

    Government of Madhya Pradesh, While

    inaugurating the programme, Shri Thakur

    highlighted various initiative of GoI and

    GoMP and role of MFIs to reach the

    unbanked population through MUDRA

    loans. Shri Anil Kulkarni, General Manager,

    SIDBI, Indore addressed the gathering

    about various initiatives of SIDBI to

    promote micro finance and deepening

    financial inclusion drive of government

    through microfinance institutions.

    MSME Cluster Intervention Programme by

    SIDBI at Ludhiana

    SIDBI has initiated a 3-year MSME Cluster

    Intervention Programme (M-CIP) in 5

    MSME clusters viz. Agartala (Tripura -

    bamboo), Bhagalpur (Bihar - textile),

    Coimbatore (Tamilnadu - engineering),

    Rajkot (Gujarat - engineering & foundry)

    and Ludhiana (Punjab - textile, knitted

    apparel) with a view to fill the financial

    and non-financial gaps in these clusters.

    The inaugural program in Ludhiana was

    held on May 12, 2017. SIDBI has assigned

    the work to Apex Cluster Development

    Services (ACDS). Shri Prasenjit

    Chowdhury, Dy. General Manager, SIDBI,

    Ludhiana attended the programme and

    informed about various assistance schemes

    of SIDBI. The program was attended by 80

    participants from knitted and apparel

    cluster.

    World Trade Day Maharashtra in Kolhapur

    As a part of giving impetus to local

    manufacturing World Trade Centre,

    Mumbai organized sixth in series of World

    Trade Day Maharashtra in Kolhapur on

    May 27, 2017 in association with

    Kolhapur Engineering Association. World

    Trade Day Maharashtra is a unique and

    extensive programme of the World Trade

    Centers across the world. The theme of the

    programme was Accessing Global Markets

    for Engineering Products. Shri Bhagwan

    Chandnani, Asst. General Manager, SIDBI

    Kolhapur informed the participants about

    various schemes of assistance of the Bank

    for MSMEs. The participants were told

    about the available financial avenues in the

    form of MUDRA and Stand Up India

    schemes of Government of India for

    women and SC/ST entrepreneurs.

    An interactive session was organised by

    The Coimbatore District Small Industries

    Association (CODISSIA) on May 20, 2017.

    The interaction aimed at sensitizing the

    members of CODISSIA about the various

    options available for growth funding. Shri

    Rahul Priyadarshi, General Manager, SIDBI

    made a presentation on SIDBI’s Scale up

    Funding for MSMEs. Several queries were

    raised by the members present which was

    clarified by Shri Priyadarshi. Presentations

    on Crowd Funding and Angel Funding

    were also made by different experts in

    their filed.

    The portal is evolving as a universal portal for all enterprise loans and handholding services:- Special Credit Linked Capital Subsidy Scheme (SCLCSS) for MSEs under National Scheduled Castes and Scheduled Tribes Hub Scheme The scheme aims at facilitating purchase of plant & machinery by providing 25 per cent upfront capital subsidy to the existing as well as new SC/ST owned MSEs on institutional finance availed of by them. The objective of this scheme is to promote new enterprises and support the existing enterprises in their expansion for enhanced participation in the public procurement. Calendar of Events The calendar of events is serving as access point for aspirants where they can know about the handholding agency as also their programme schedules. Now Hand holding agencies can add their profile, schedule of charges or any other relevant document, which can be viewed by the applicant while choosing the agency. Applicants can see the calendar against each HH agency by clicking on the calendar icon. It would help them to select the agency based on programmes organized by these agencies. All SIDBI offices are entering their aligned activities on calendar of events. Improved user experience – additional tech features Messaging module has made available concurrently with the application/hand holding requests which facilitates easy texting

    leading faster communication while viewing the application itself. Loan application forms made attractive using graphical content and banners to provide user with rich experience. NCGTC rule engine has been made available for

    MUDRA loan applications, which facilitate the banker to ascertain the tentative availability of guarantee coverage upfront.

    Financial Literacy Week (June 05-09, 2017) RBI has initiated a special drive to emphasize the importance of financial literacy and observing June 5-9, 2017 as ‘Financial Literacy Week’ across the country. It is an endeavor to reach out to the common man during the Financial Literacy week and sought the whole hearted co-operation from the banking fraternity in making this event a grand success.     Unresolved Grievances Bothering You?

    You may seek help of Directorate of Public Grievances (DPG) in resolution of

    grievances relating to Ministries/Departments and Organisations under its

    purview. In last few years, nearly ninety percent of the grievances taken up by the

    Directorate have been resolved favourably.

    Please read carefully the conditions listed below before lodging your grievance: • You should have exhausted the Departmental remedies for individual grievances.

    • Your grievance should not relate to service matter (other than payment of terminal benefits like

    gratuity, GPF etc.), a case disposed of at the level of Minister of the concerned Department, commercial

    contract, a sub-judice case, a case where quasi-judicial procedures and appellate mechanisms are

    prescribed for decision making, RTI matter, Religious matter.

    • Suggestion of any sort will not be treated as grievance.
