1. Introduction

The clustering framework and the methodologies for profiling, identifying synergies and linking with the European Commission’s Raw Materials Information System (RMIS) proposed in other Work Packages of the project are expanded and acted upon in WP5 and were active during the whole duration of the project.

The main objective of WP5 is to ensure that the ORAMA project aligns, benefits from and provides input to other relevant EU-projects and initiatives. The tasks of WP5 aim at promoting data, information and knowledge exchange between projects and initiatives together with efficient use of resources within activities that have similar objectives and requirements. ORAMA partners have identified the target groups and associated synergies, ensuring regular communication between relevant projects and organisations.

WP5 objectives are addressed through 3 sequential and interlinked tasks:

Task 5.1: Mapping of EU funded projects [M1-M24]. Task 5.2: Analysis of the mapping of EU funded projects, initiatives and identification of synergies [M3-M24]. Task 5.3: Organisation of clustering activities [M6-24].

And its outcomes divided into 4 deliverable tasks:

This report includes an update of the mapping of projects and the analysis provided in D5.12 and D5.22 and, at the same time, it describes the clustering events carried out during the project and summarise the goals achieved (D5.32).

2. Result of the mapping of relevant EU funded projects and initiatives (T5.1D5.1)

Within Task 5.1, ORAMA partners identified and mapped relevant new and on-going EU-funded projects, including related projects financed under the H2020 SC5-15 call, in Societal Challenge 5. Besides, they also identified and mapped other initiatives relevant to the ORAMA topic that could bring in synergies.

For the inventory of projects and iniatives, the following reference databases were consulted (Table 1), as well as previous mappings from other projects, such as FORAM, VERAM and ProSUM.

The identification of projects was based mainly on desk research and feedback from all ORAMA partners and it was ongoing throughout the project. A Google form template (see Annex I) was agreed so that the information collected by each analysed item was useful for the objectives of the WP5 itself and for those of the linked WPs.

To ensure a streamlined collection of information, the mapping was conducted in a structured manner and with special emphasis on outlining:

• emerging data, information and knowledge gaps in ORAMA

• PRM and SRM data, information, and knowledge that could be used in ORAMA

• anticipate in which relevant projects/initiatives ORAMA outputs could bring added value

• networks opportunities.

The mapping exercise identified a total of 463 projects and related initiatives (see Annex II), 448 of which were properly mapped. The different types of mapped items are shown in Figure 2.

The relationship between projects that deal with a topic related to ORAMA scope and those that do not, is almost 67% against 33%, as illustrated in Figure 3. Of those projects that are relevant for ORAMA 44% are active projects (i.e. still ongoing), almost 8% are new projects (meaning that are projects that have just been awarded funding or just started when the mapping exercise occurred) and finally 39% of the projects are over but were run during the past seven years. Projects that took place before 2011 were not eligible for the mapping and accounted for less than 1% of the total. In other cases (8%), the start/end of the project was not available.

Most of the projects and initiatives were funded by the European Commission under H2020 programme, followed by FP7 and LIFE programs (Figure 4). Other funding sources include EIT (European Institute of Innovation & Technology), CIP (Competitiveness and Innovation Framework Programme) and INTERREG funding. Within other plausible schemes, MSCA-RISE (Marie Skłodowska-Curie Research and Innovation Staff Exchange), ERDF (European Regional Development Found) or South-East Europe Transnational Cooperation Programme. More than 60% of the projects assigned have a European scope in terms of the coverage of the data produced by the project.

Partners were asked to associate the topic of the project/initiative to the Raw Materials Initiative (RMI) pillars3. According to the responses collected, most of the projects identified dealt with pillar number 2 (domestic: fostering sustainable supply of raw materials from European sources) and number 3 (material efficiency: boosting resource efficiency and promoting recycling). In addition to this, respondents were to indicate three actions in the Strategic Implementation Plan (SIP)4 to which the projects mapped could be associated. The most selected actions were:

• Action area II.7: optimised material recovery • Action area III.1: technology • Action area I.5: recycling of raw materials from products, buildings and infrastructure.

A similar exercise was done with the RMIS5 topics, and the most selected ones were:

• Secondary raw materials and circular economy • Industry and innovation • Critical raw materials.

Projects with networks were specifically identified during the mapping exercise. Preliminary results show that 66 projects had active networks (Table 2). This information was extremely relevant for the building of partnerships and exchange of information between ORAMA and other projects. In further tasks of WP5, clustering activities were outlined and fed from the information on networks collected in Task 5.1.

3. Results of the analysis of mapping of projects (T5.2D5.2)

Partners associated to Task 5.2 analysed the relevance to ORAMA of the projects/initiatives identified and mapped in Task 5.1 with the aim of targeting more closely those ones estimated to bear potential for significant synergies with ORAMA. A set of criteria was defined which provided the main results of the analysis and grouped the projects and initiatives that:

a) Were not relevant for ORAMA b) Were relevant for data input/exchange in WP1, WP2, WP3 or WP4 c) Were relevant for clustering activities, specifically to:

4 consider inclusion in RMIS

Some corrections to the database compiled in Task 5.1 were carried out in order to re-enter projects that were initially ruled out for being too small or with a limited scope, as well as relevant projects that had not yet produced data or findings. The comprehensive list of 463 projects and initiatives was filtered down to 59 most relevant ones after the analysis.

The in-depth analysis executed in Task 5.2 allowed to identify the relevant projects for specific ORAMA WPs. Therefore, WP leaders from WP1, WP2, WP3 and WP4 received a customized list of projects that were considered of interest accordingly to their inside tasks:

WP1: T1.2 Recommendations; T1.3 Primary minerals resources and reserves data; 1.4 Datasets to environmental and social dimensions; and T1.5 Best practices.

WP2: T2.2 SRM datasets and harmonisation; 2.3 Case studies and datasets. WP3: T3.1 Data models and classifications; T3.3 Sankey diagrams; T3.4 Environmental

and social dimensions. WP4: T4.1 Existing guidelines; T4.2 Existing training materials.

Moreover, Task 5.2 provided a list of desired synergies and form input for Task 5.3 based on actions to be addressed:

• Contact project/ initiative directly to explore synergies

• Unilaterally send ORAMA information

• (Potentially) Invite for clustering event

• Ask project partners to fill in mapping form themselves

• Consider its inclusion in RMIS

With regard to sustainable networking with the selected consortia, RMIS is an ideal platform for such information and knowledge management. Its Knowledge Gateway is designed to host and serve such information on projects, consortia and entities on European level. A potential way of its further development is to evolve gradually into a more interactive Community of Practice (CoP) which is a spontaneous aggregation around scientific topics with strong links to JRC information systems, Competence Centres and Knowledge Centres. The establishment and hosting such a CoP would require further commitment by the JRC and/or the ORAMA consortium beyond the duration of the project. Therefore, a follow-up project with such an objective could be also considered. RMIS already integrated the results of a number of the mapped and highlighted projects and consortia, for example, MIN-GUIDE, MINLEX, MINVENTORY at the Member States Legislation section; ProSUM and ORAMA at the SRM & CE section, and at the brand new Battery Value Chain application under the Industry Value Chain section6.

4. Result of the clustering of activities (T5.3D5.3)

The aim of Task 5.3 was to plan and organise clustering activities with other projects, based on the mapping and the analysis done in tasks 5.1 and 5.2. For this, two-way communication pathways were stablished with the coordinators and partners of the projects identified as highly significant for ORAMA with a view to:

a) setting up virtual meetings and two clustering events

b) agreeing transfer of information of relevant activities, as well as deliverables (reports, portals etc.), events, and other applicable information

c) maintaining regular contact to follow up on potential synergies identified in Task 5.2, during the ORAMA project

d) proposing, and potentially providing, a framework for structured co-operation among relevant players also after the end of the ORAMA project.

The outcomes of these meetings were communicated and disseminated via the planned activities and channels described in the communication plan (WP6).

Annex IV shows the list of projects and initiatives that were considered relevant for other WPs and for clustering activities.

4.1 Clustering events

Two clustering events were organised for the exchange of information with other EU-funded projects and initiatives:

1. “Serving Policy Makers and the Knowledge Triangle”, carried out on 15th November 2018 as a satellite of the event “Drivers and Solutions for Integrating Information” in the frame of the EU Raw Materials Week7.Its agenda can be seen in Annex V. The objective was to network with other projects dealing with the Raw Materials Knowledge Base and although over 80 participants registered, only 13 people attended. As a consequence, the Executive Committee of ORAMA valued and implemented measures to improve attendance at future project events.

2. “Data Optimisation for Primary & Secondary Raw Materials” was focused as an ORAMA & JRC RMIS Joint Workshop and was hosted by the ORAMA consortium within the JRC facilities in Ispra, Italy, on 13th June 2019. The objective was to share the outcomes reached in the project regarding raw materials data and the associated training materials8on PRM and SRM. It was attended by fifty-five people from different sectors and institutions (see Annex VI for the final programme of the event).

ORAMA 2nd Clustering event

Due to the limited attendance of participants from other key projects in the above-mentioned clustering events, the ORAMA partners decided to tap into the final event of the project as a clustering opportunity, designing a programme that allowed the active participation of representatives of other European projects with great potential to apply and implement the results and guidelines developed in ORAMA successfully. The Final Event of the @ORAMA Project -

Optimize and harmonize raw materials data! was convened on 22 November in the framework of the Raw Materials Week 2019 in Brussels. Attendance was even slightly higher than expected in terms of participation of non-direct members of ORAMA, with a total of 65 people altogether. Presentations managed to condense the key findings of the project and Mintell4EU, FRAME, MINDeSEA and PANORAMA projects showed how the ORAMA results are being implemented in these projects (see Annex VII for the complete programme).

ORAMA Final clustering event

In all the cases, the event dissemination went through a specific invitation that was sent out to all registrants of the ORAMA network, as well as to those projects and initiatives that that turned out to be of interest for clustering activities after the analysis of the mapping exercise. The GDP principles were taken into account and applied at all times. In addition, the project partners were asked to circulate the invitations among their associates and contact networks, and the events were promoted in advance on the project’s public website, https://orama-h2020.eu/, on the partners’ websites and in the press releases of the project. The available social media tools (Twitter, LinkedIn) were also used for wider dissemination. An online form was used to facilitate and to easily track the registration.

The communication tools developed under Task 6.29 were distributed and displayed during these clustering events: brochures, posters, business cards, custom USB sticks and document folders, etc. These materials were also used by partners when presenting or promoting ORAMA project in other project events (see Table 4).

4.2 Virtual meetings and interaction with other funded projects

The aim of the virtual meetings was to explore the synergies between ORAMA and other projects. Virtual meetings mostly (and some face-to-face) were organised with project partners of the following projects:

Four workshops and training webinars were organised as a part of WP410 and were presented in September and October 2019 (Figure 5).

Additionally, it was agreed that the ORAMA progress meetings would be combined with the presentation of other funded projects. The following table (Table 3) shows the final list of progress meetings and the funded projects that were invited for presenting:

4.3 Attendance to EU project meetings and events

In the frame of WP6, a list of events and conferences that could be relevant for ORAMA was kept up to date and circulated to project partners regularly11. This activity allowed us to identify the main project events in which ORAMA could be presented and to coordinate the participation of all project partners.

Additionally, project partners were asked to provide a list and description of the dissemination activities in which they had participated for ORAMA11. This information allowed WP5 and WP6 partners to monitor the efficiency of the dissemination and clustering activities and applied mitigation measures if required. Calls to assess the clustering activities carried out during the project (quality, appropriate number, promotional tools, etc.) were organized regularly.

It was expected the project partners to attend at least four project events designed to promote clustering, i.e. on average two per year. The final list of events/project meetings is shown below (Table 4).

5. Conclusions

The main objective of this work package to align and provide input into other relevant EU-projects and initiatives have been achieved successfully. Mapping and analysis identified relevant raw materials related projects that would benefit from the work completed in the ORAMA project. Once these projects were categorized, contact was made with work package and task leaders to ensure a continuous dialog throughout the project.

This successful outcome of the clustering activities has been accomplished through the two clustering events where relevant projects were invited and encouraged to participate. In addition, the recommendations, training materials, technical guidelines and reports presented at these events have been applied in other raw materials projects such as the GeoERA Mintell4EU project.

Cooperation with relevant projects including FRAME and PANORAMA has been ongoing until the end of the project. This culminated in the final networking event held on the 22 November 2019 at the Raw Materials Week in Brussels. Presentations by the Mintell4EU, FRAME, MINDeSEA and PANORAMA projects were held at this event showing how the ORAMA deliverables are being implemented in these projects.

The results of the project are available on the ORAMA project website: https://orama-h2020.eu/, where they can continue to be accessed. This is an important legacy of the project and will enable future projects to build on the foundations that were made during the project.
