The military court is likely to be granted more

powers if a constitutional amendment is passed by the Council of Representatives and Shura council - the legislative authority.

The MPs held an extraordinary meeting yesterday to discuss the proposal referred to them by the Government to amend Article 105 of the constitution.

The proposal, which was initially referred to the Cabinet by a Royal Decree (7/2017), stipulates the replacement of item B of the article, which instructs that “the jurisdiction of military courts shall be confined to military offences committed by members of the Defence Force, the National Guard, and the Security Forces. It does not extend to other persons except when martial

law is declared and within the bounds prescribed by law”.

The proposed amendment will replace the existing text with, “the law regulates the military judiciary and shows its competence in each of the Defence Force, the National Guard and the Public Security.” The MPs yesterday referred the proposal to the council’s Legislative and Legal Affairs Committee for more

discussion. Asked if the amendment

would allow the military court to prosecute civilians, the committee’s Chairman Mohammed Milad told DT News that the members of both the councils would meet representatives of military authorities to clarify more on the amendment.

The MP confirmed that Bahrain Defence Force (BDF)

Commander-in-Chief Field Marshall Shaikh Khalifa bin Ahmed Al Khalifa, along with senior officials, will meet today the chairmen of the Representatives and Shura Councils, their first and second deputies, and members of the legislative and legal affairs committees in both councils to further discuss the proposal.

The explanatory

memorandum that was referred by the government along with the proposal said: “Military judiciary authorities in each of the BDF, the National Guard and Public Security are considered among the main judicial authorities in Bahrain. They are concerned with following up the judicial and legal affairs of its members from the military and the like, particularly with respect to criminal proceedings. There’s no doubt that the establishment of these authorities is not limited to only follow up on these cases as far as the primary objective of maintaining the privacy of military authorities and the confidentiality of information, as they are the armour of the Kingdom of Bahrain.”

The memorandum also read, “This comes, considering the crisis experienced by the GCC and the Arabian regions as a whole.”

x Palm Beach, United States

A legal showdown was brewing yesterday after the US Justice

Department appealed a temporary block on Donald Trump’s contentious travel ban but the court rejected any immediate move to reinstate it.

The ruling by a federal appeals court was the latest in a series of dramatic twists in the saga which began on January 27 when the President issued a ban on refugees and travellers from seven mainly-Muslim nations.

There was no immediate reaction from the White House but ahead of the ruling Trump had assured reporters his ban would be reinstated. “We’ll win. For the safety of the country, we’ll win,” he said.

Earlier, Trump had unleashed a string of fiery tweets defending his policy and attacking federal judge James Robart who had on Friday blocked the ban nationwide pending a wider legal review.

“The opinion of this judge, which takes law-enforcement away from our country, is ridiculous and will be overturned!” Trump wrote on Twitter.

In the appeal filed late Saturday, the Justice Department said that

suspending the ban was causing “irreparable harm” to the American public.

But on yesterday morning, the Ninth Circuit Court of Appeals rejected a request calling for the travel ban to be immediately reinstated.

Judges William Canby, Jr and Michelle Friedland did not give a reason in their two-paragraph ruling.

However, they told the states of Washington and Minnesota, which had filed the original suit against the ban, to provide documents detailing their opposition to the government’s appeal. - (AFP)

out of Beirut yesterday to the United States after a US court placed a temporary block on President Donald Trump’s contentious travel ban.

“Starting on Sunday, airlines operating out of the airport began allowing citizens from the seven countries to travel to the United States,” Lebanon’s National News Agency reported.

Donald Trump will attend a G7 summit in Italy this May, in what could be his first visit to the continent as US president. After a call with Italian Prime Minister Paolo Gentiloni, the White House said Trump would attend the meeting of seven leading industrialized econ-omies in Taormina, Sicily.

From London and Paris to New York and Washington, thousands of people took to the streets in American and European cities to protest the travel ban. Manama Central Market will soon get a face-lift

with the government allocating BD800,000 for developing the shopping destination, DT News has learnt.

The old souk is one of the main shopping destinations in the capital that includes four central markets selling chicken,

meat, fish and vegetables.During a field visit

conducted yesterday, Capital General Secretariat General Director Shaikh Mohammed bin Ahmed Al Khalifa announced that the market will soon have new services such as thermal insulation and air-conditioning.

While speaking to the traders in the market, Shaikh Mohammed confirmed that the secretariat will install

aqueous thermal insulator (coating) on the roof tops of the different sections of the market and the nearby Lulu Centre starting this month. He said the coating will reduce temperature during summer and maintain a cool atmosphere for vendors and customers, in addition to fixing air-conditioners at some parts of the market.

The official also revealed that the lighting systems at the market will be replaced by LED systems, which will

reduce energy consumption by 10-15 per cent.

According to Shaikh Mohammed, the development plan includes regulating the vendors at the market and combat the illegal employment phenomenon at it, in cooperation with the Labour Market Regulatory Authority (LMRA).

Commenting about the recently increasing complaints regarding the hygienic situations at the market, Shaikh Mohammed affirmed that the secretariat is cooperating with Health Ministry to monitor the market and the merchandise displayed at it. He also said that the authorities will tackle the trucks parked for long periods at the market and bother shoppers and traders.

The General Director called upon the public to submit any remarks or complaints with regard to Manama Central Market Markets Maintenance and Regulation Department on 17240500, the secretariat’s hotline on 80001855 or through the National Suggestion and Complaint system “Tawasul”.

Car thief’s blunder leads

An unlucky car thief was arrested in Hamad Town

after he unknowingly parked the stolen vehicle near its owner’s house.

According to court files, the owner recognised his car even though the thief changed its number plates.

The details of the case go back to September 4, 2014, when the victim parked his car in one of Manama’s roads

as he entered a jewelry shop.“The thief took off with

the car which had money and personal belongings in it. The victim informed the police about the incident on the same day. But when the police reviewed the footage of the CCTV cameras installed in the shop, the recordings were not clear enough to identify the hijacker,” the case files showed.

It was also mentioned in the court that the victim’s father recognised the stolen vehicle parked near his house

in Hamad Town. He called his son who opened it using the remote control, thereby confirming it. Both the victim and his father waited for the thief, who was visiting a friend who lived close by, and handed him over to the police. The man was found guilty by

the prosecution for driving the victim’s vehicle without permission. The prosecution referred the defendant to the Third Lower Criminal Court, which sentenced him to one year of imprisonment and a BD200 bail to suspend the sentence.

A Continent of HopeFar too often, the world views Africa through the prism of

problems. When I look to Africa, I see a continent of hope, promise and vast potential.

I am committed to building on those strengths and establishing a higher platform of cooperation between the United Nations and the leaders and people of Africa. This is essential to advancing inclusive and sustainable development and deepening cooperation for peace and security.

That is the message I carried to the recent African Union Summit in Addis Ababa, Ethiopia -- my first major mission as United Nations Secretary-General.

Above all, I came in a spirit of profound solidarity and respect. I am convinced that the world has much to gain from African wisdom, ideas and solutions.

I also brought with me a deep sense of gratitude. Africa provides the majority of United Nations peacekeepers around the world. African nations are among the world’s largest and most generous hosts of refugees. Africa includes some of the world’s fastest growing economies.

The recent resolution of the political crisis in the Gambia once again demonstrated the power of African leadership and unity to overcome governance challenges and uphold democracy, human rights and the rule of law.

I left the Summit more convinced than ever that all of humanity will benefit by listening, learning and working with the people of Africa.

We have the plans in place to build a better future. The international community has entered the second year of implementing the 2030 Agenda for Sustainable Development, an all-out effort to tackle global poverty, inequality, instability and injustice. Africa has adopted its own complementary and ambitious plan: Agenda 2063.

For the people of Africa to fully benefit from these important efforts, these two agendas need to be strategically aligned.

It starts with prevention. Our world needs to move from managing crises to preventing them in the first place. We need to break the cycle of responding too late and too little.

Most of today’s conflicts are internal, triggered by competition for power and resources, inequality, marginalization and sectarian divides. Often, they are inflamed by violent extremism or provide the fuel for it.

The United Nations is committed to working hand-in-hand with partners wherever conflict or the threat of conflict endangers stability and well-being.

But prevention goes far beyond focusing solely on conflict. The best means of prevention and the surest path to durable peace is inclusive and sustainable development.

We can speed progress by doing more to provide opportunities and hope to young people. More than three out of five Africans are under 35 years of age. Making the most of this tremendous asset means more investment in education, training, decent work, and engaging young people in shaping their future.

We must also do our utmost to empower women so they can play a full role in sustainable development and sustainable peace. I am pleased that the African Union has consistently placed a special focus on gender equality and women’s empowerment.

I have seen it again and again: When we empower women, we empower the world.

I travelled to Africa as a partner, friend and committed advocate for changing the narrative about this diverse and vital continent. Crises represent at best a partial view. But from a higher platform of cooperation, we can see the whole picture – one that spotlights the enormous potential and remarkable success stories in every corner of the African continent.

With that perspective, I have no doubt we can win the battle for sustainable and inclusive development which are also the best weapons to prevent conflict and suffering, allowing Africa to shine even more vibrantly and inspire the world.

Jeddah

A Saudi warship targeted by Yemeni rebel “suicide” boats returned to its home port in

Jeddah yesterday, Saudi Arabia’s national news agency said.

“The frigate, which was attacked by the Huthi militia while on patrol in the Red Sea, has returned to Jeddah as planned,” the Saudi Press Agency reported.

Saudi Arabia said last week that two sailors were killed and three wounded when battleship Al-Madinah was hit by a Yemeni rebel “suicide” boat strike off the Red Sea port of Hodeida.

The Huthi rebels said they hit the ship with a guided missile.

The United States has since deployed the USS Cole to the Bab Al-Mandab strait connecting the Red Sea and the Indian Ocean, according to a US defence official.

Seventeen US military personnel were killed aboard the USS Cole in an attack in the Yemeni port city of Aden in October 2000 claimed by Al-Qaeda.

A Saudi-led Arab coalition launched a military campaign against the Huthi rebels in March 2015 as the insurgents closed in on President Abedrabbo Mansour Hadi in Aden, forcing him into exile.

More than 7,400 Yemenis have since been killed, most of them civilians, according to the World Health Organization.

At least 113 Saudis have been killed in skirmishes or rocket strikes along the border with Yemen since the campaign began. -(AFP)

Mercury dips to 1.5 degree celsius in QatarDoha

Desert state Qatar recorded the lowest ever

temperature in the country’s history yesterday, just 1.5 degrees Celsius, according to a statement posted online by state media.

A weather station in the southwest of the country -- Abu Samra -- recorded the temperature, equivalent to 34 degrees Fahrenheit, in the “early morning”, said a statement from Qatar News Agency (QNA).

“The new record low temperature is the lowest since the 3.8 degrees recorded in January of 1964,” said the QNA.

Temperatures have been relatively low for the past several days in the Gulf state and the Qatar Meteorology Department said this was due to an area of high pressure.

Qatar usually makes headlines for its hot weather.

Teen girl flung from ride diesBeijing

A teenage girl has died after being flung out of a fast-

turning ride at an amusement park in central China.

She was thrown on to metal railings and was taken to a hospital, where she later died.

An initial investigation showed her seatbelt had broken and a passenger safety bar did not fit tightly enough at the Chaohua Park near the city of Chongqing.

The “Travel Through Space” ride was inspected in December, reports said.

Video footage showing the girl hanging from the seat before being hurled off.

The West China Metropolis Daily reported Sunday that the girl’s family had reached a compensation agreement with the park for their only child’s death amounting to 870,000 yuan ($127,000; £100,000).

China’s safety regulator said it had asked Chongqing authorities to suspend all the park’s big rides for checks to be carried out.

It also ordered other companies operating the same ride to stop using it and contact

its manufacturer in the city of Chengdu for further checks. - (BBC)

suspected Islamic State group members in nationwide raids just over a month after an attack on an Istanbul nightclub claimed by the jihadists.

Security forces rounded up 448 suspects, in Turkey’s biggest police operation against IS since the New Year attack on the Reina nightclub that killed 39.

Among those detained were foreigners and those suspected of planning attacks in Turkey, the Dogan and Anadolu news agencies reported.

During the operation, 150 suspects, all Syrians, were rounded up in raids on hotels and private homes in Sanliurfa

in the southeast, Dogan said.Another 47 were detained

in the nearby city of Gaziantep close to the Syrian border which has a known jihadist presence while 38 were picked up in Hatay, also bordering Syria.

Sixty suspects, mostly foreigners, were detained in four districts in the capital Ankara.

Dozens more arrests were made in provinces ranging from Bursa in the west to Antalya on the Mediterranean and Bingol in the east.

Television footage showed police in body armour battering down a door in a pre-dawn raid.

Nine people suspected of travelling to and from Syria

and planning attacks in the city were detained, Anadolu said.

One of the suspects detained in Izmir, a Syrian , is said to have been in touch with people smugglers in a bid to help the IS members escape to Europe, Anadolu said.

Eighteen people were detained in Istanbul and the neighbouring province of Kocaeli on suspicion of planning attacks. Another 14 foreigners were due to be deported, including 10 children.

Meanwhile in Eskisehir east of Istanbul, nine people were detained on suspicion of membership of Fateh al-Sham, Al-Qaeda’s former affiliate in Syria.

Thirty-nine people, mainly foreigners, were killed on New Year’s night when a gunman went on the rampage inside a plush Istanbul night club. Police detained

the suspected attacker, Abdulgadir Masharipov, an Uzbek national, on January 16 and authorities say he has confessed to the massacre. - (AFP)

Iran welcomes US team after travel ban Tehran

Iran said yesterday it would allow US wrestlers to

compete in an international tournament after President Donald Trump’s travel ban was halted by a federal court.

“Following the court ruling suspending #MuslimBan...US Wrestlers’ visa will be granted,” tweeted Foreign Minister Mohammed Javad Zarif.

Iran had blocked visas for US citizens in response to travel ban, preventing the wrestlers from competing in the event on February 16-17. A group of 72 academics from the Sharif University signed a letter calling for the government to take the higher ground by offering visas-on-arrival to US citizens. “(We) request our government to act differently in response to this ungracious action (by the US),” the letter said, adding that US visitors should experience the “hospitality of peaceful Iranians and Muslims”. - AFP

Le Pen vows ‘France first’Lyon

Far-right leader Marine Le Pen vowed yesterday she

would be a president who puts France first as she formally launched a campaign echoing many of the themes that propelled Donald Trump to the White House.

Less than three months before voting begins, the National Front (FN) leader attacked “mass immigration”, globalisation and “Islamic fundamentalism” and said she wanted a country “which owes nothing to anyone”.

In a speech in the central city of Lyon, Le Pen praised Britain for choosing to leave the European Union and urged the French to emulate Trump voters “who put their own national interests first”.

“We will be all about the local, not the global,” she said to cheers from a crowd of around 3,000 people.

“The impossible is becoming possible,” she said, “just as it’s possible for presidents like

Donald Trump to not only be elected in the face of a system ranged against them, but also that they keep their promises.”

Polls have shown for months that 48-year-old Le Pen will win enough votes in the first round on April 23 to reach the runoff, but they currently show she will be defeated in the

second round on May 7.With former investment

banker Emmanuel Macron appearing increasingly likely to be her ultimate opponent, Le Pen told supporters that “faced with the cash-rich rightwing and the cash-rich leftwing, only I am the candidate of the people”. -AFP

It’s not uncommon for women to face unique challenges, especially when trying to juggle traditional roles of wife and mother with the demands of starting and running a business. These few tips may help women looking to start a business.

Find your passionYou are going to spend many long hours working in and on your business, so pick an industry that you don’t just like, but are p a s s i o n -ate about. When you are passion-ate, it shows, and your e n t h u s i a s m and belief in what you are doing translates to your custom-ers, sparking their enthusiasm about what you are offering.

Fit your business to your personal goalsAre you looking to work part time to supplement the family income or work around the children’s schedules or are you focused on building a full-time business? Is money or freedom the goal, or both? There’s no rule that you have to work a full-time schedule when you run a business -- start a boutique business or work as a con-sultant. Choose a business and business style that suits your picture of a fulfilling life.

Keep your home and work life sepa-rateIt is important to set aside time for both personal and work lives, in order to give each the attention it deserves. Set specific office hours and unless there is an emergency, stick to them. Train yourself to work during office hours and do not accept calls or check emails after hours. Your customers and clients will also conform to your schedule as long as you stick to it. That means not calling or emailing others after hours. Create a separate work area, whether inside the home or in outside office space, and shut the door to the office after hours.

Embrace technologyDon’t let the lure of an incoming message get you off track, whether you are concentrating on a project or spending quality time with your loved ones. Let emails wait until morn-

ing or check them at certain times of the day only, allow your voicemail to take calls, and employ auto respond-

ers. Let technology work for you.

Form genuine connectionsIt can be difficult to work alone, so

the connections you make will prove invaluable, and not

only for business. Find a mentor or create a wom-en’s support group and share your ideas, goals and frustrations. Use the “village” to help you navi-

gate the business land-scape. Join a women’s busi-

ness association such as the National Association of Business

Owners (NAWBO) or the American Business Women’s Association

(ABWA) for professional support and resources.

Define your brandCarefully define your brand:

what does it look like and what does it stand

for? And stick to it. Make everything you do and offer conform to the brand, from col-our schemes, logo

design, packaging, correspondence,

and presentations, to customer service, and the

company culture and mission. Do not deviate from your brand. It is the message and consistency by which your clients know, remember and

trust you.

Having your own business is an adventure, so embrace the challeng-es and rewards it offers.

[email protected] Smile in the mirror. Do that every morning and you’ll start to see a big difference in your life. – Yoko Ono Monday, February 6, 2017

‘Bashayer Arts’Bashayer AlMahdi, known for her

‘Bashayer Arts’ in social media, is a 25-year-old graphic designer who teaches Multimedia at University of Bahrain Arts College. She is always looking for new opportunities expressing herself in artistic forms. She started expressing her artistic skills at a very early age. ‘ I have pictures of my self when I was four years old holding a paper and pen and sketching since my family are artistic. I have an elder brother and sister. I had access to pens and papers so I was sketching from that early age and when I went to nursery and school I was able to prove my artistic skills and all my teachers encouraged my skills, ’ she says. UoB student Abdulla Alsuwaidi interviewed the talented designer for DT Campus page.

What makes you interested in arts? Who is your early influencer?First of all it is just a fun thing to do, but then I made a lots of friends because of art. Of course my family (mom, dad, brothers and sisters) encouraged me; also when I went to school I had awesome teachers who were very encouraging and influenced my practice a lot at a very early age.

How do you get inspired to do your works? There are a few things that inspire me like how I feel, or a very unique style; I sometimes like to imitate that style just to get an idea and then I develop it and it becomes my own.

Where has your work been focused more recently? Besides my graphic design work which depends on the clients need, I have been doing lots of logos recently; also I like doing self portraits because they are very meditating and relaxing to do. You always draw yourself. Do you think you have “megalomania”? I don’t blame you for asking it because

people think that way about me; but as I mentioned before this is very meditating; I think I need to love myself more and respect myself more. This is the thing; some people use adult coloring books which have so many details but they find them relaxing; for me I find these books a little bit boring because I like drawing more and this is the subject I am comfortable drawing.

You always offer graphic design without computer workshops. What makes you interested in this field?I used to be a person who thought that graphic design should only be done using computers which made my work very limited and lacking creativity ; specially there are many tools difficult for me to learn, but then I realized that you can always mix between your analog work and digital work to produce something more creative.

What did you study abroad in UK which added to your personal skills? It made me more independent, more listening to others; there are so many good things I have in Bahrain but never felt thankful until I went to the UK missing them. As a professional my language skills

improved more.

Give us some tips as to how a beginner can improve his skills.Keep on designing, drawing and never stop. Never wait for some magic to happen or some inspiration from the space to start your designing; get to know designers, speak with them don’t be afraid to express your fears and feelings . You will be surprised to

know the number of people who have the same problems as a designer. Never feel shy to show your weaknesses. You need a group of designer friends with whom you can share your experiences. Love your work but not in a way that makes you blind from developing it.

Your usual energetic approach might be on hold today. Given the top energy that you’ve had the last couple of days, this may be a good thing. It’s not healthy to be in high gear all the time despite how much you might want to be. Rest and relaxation are just as important and it might just be that the Universe is making sure you get it.

It might be high time you did a little socializing. Chances are you’ve done little else than work the last couple of days and getting together with some friends or family can go a long way toward feeling rejuvenated and relaxed. If you have children, spending a day just hanging out with them can do wonders for you.If there’s brainwork to be done, you might want to put it off until tomorrow. It’ll likely be your social side that is strongest. Recent aspects have lent a great deal to your ability to get things done, to organize and to focus but today, this has shifted to an energy that will suit your innate love of getting together with others. Let such activities refresh you.

Is it time for your seriousness to take a rest? Given your innate tendency toward heavy thinking and deep feeling, some relaxation or laughter (or both) may be well in order for you. Your psyche needs a break from such things and it’s up to you to make sure you bring this into your life on a regular basis.

Your thoughts may well be on children today. If you have a family, spend some time connecting with your kids. Whether you sit and chat, read a book together or head out for an outing, all of you will benefit greatly. If you don’t have children, you may find yourself thinking about starting a family. This can be a very strong pull for a Leo.

An unexpected letter or call could totally turn your working situation in a new direction. This can be disconcerting, but it’s a very positive and fortunate development. Relations with colleagues should involve new respect and enthusiasm. By the end of the day, you will likely feel very good about the way your life is going. Don’t expect it to be the same.

While the last few days have been quite energetic, not every day needs to be a peak performer. Why not take some time for a little rest and relaxation? Give yourself an outing and some nurturing rather than pushing yourself to do more. If you have to work today, go at it in a slow leisurely pace. Once finished, engage in some activities that are relaxing and social.Thoughts of making some plans for a little passion may add some excitement to your day. The cosmic energy that’s occurring can increase your receptiveness toward romance. Given that the past couple of days probably saw you exerting a great deal of mental energy, sharing some intimacy can rejuvenate you. Make plans for a romantic dinner or a rendezvous with someone special.

Having been exposed to the high energy during the past couple days has left you worn out? Perhaps you may need to make room for some deep relaxation or quiet time to yourself. The aspect of the day encourages you to attend to your own needs. Maybe you would like to try some alternative methods to unwind or a day out in nature is what you might wish for.

Take steps to feel good about yourself today. You’ve probably been very active lately and so you may need to take time for your own needs. Is it time for a new outfit or a haircut? What about getting a therapeutic massage or facial? Whatever strikes your fancy may be the perfect solution to feeling and looking good. Enjoy taking care of yourself and your needs.

You may find yourself feeling very sentimental over past loves. This may be because there are issues that still need to be resolved. Such ghosts can continue to reappear for years if you don’t take a look at your left over feelings and find some peace for yourself. Perhaps you let someone go and regret it now or maybe there is a pool of pain that continues to hurt you.

Feeling worn right out? Given the energy that’s been present the last couple of days and the effects it will have had one you, this is no surprise. It’s no doubt time for some physical rest and mental relaxation. If you engage in tai chi, yoga or meditation these can be powerful rejuvenators to say the least. Extra sleep or walking can also bring calm and restoration.

Political novice to become next head of Indian state

Mine closure will cost jobs: Philippine ministers

S. Korea mall fire kills four

A former video cassette seller with close ties to Tamil Nadu’s late leader, VK Sasikala will become the next chief minister of the Indian state, capping a remarkable rise for the political novice.

Taiwan has banned euthan-ising animals in shelters, which follows the tragic suicide last year of a vet burdened with the task of putting down animals.

A fire in a South Korea shop-ping mall killed four and injured more than 40 others, authorities said yesterday.

The Philippine environment minister’s move to close some two dozen mines sparked concern yesterday among two of her colleagues, who said it could hit the economy and employment.

Investigators decided to question him at his hospital bed after his condition improved, the source said. The suspect has been held at a hospital since the attack near the museum on Friday.

Death toll in Afghan avalanches tops 100

Kabul

More than 100 people have been killed in a

series of avalanches triggered by days of heavy snowfall around Afghanistan, including 50 in one village, officials said yesterday, warning the death toll could rise still further.

The avalanches struck after three days of heavy snow, which has destroyed scores of homes and blocked roads mainly in central and northeastern provinces, making it difficult for rescue workers to reach the stricken villages.

The bulk of the deaths

however occurred in remote Nuristan province, where at least 50 people were killed in a single village, Mohammad Omar Mohammadi a spokesman for the ministry of natural disaster said.

“Avalanches have buried two entire villages in Bargmatal district, 50 bodies were recovered from one village while rescuers are trying to reach the other village,” said the spokesman.

Elsewhere 54 people were killed in northern and central Afghan provinces, where massive avalanches destroyed 168 houses and killed hundreds of cattle.

Israeli ministers yesterday endorsed a draft bill to

legalise export of cannabis for approved medical use, Justice Minister Ayelet Shaked’s office said, without elaborating.

Adoption by the ministerial committee on legislation, which meets outside the full cabinet, means that the draft will now move forward as a government bill. No date was set for a first reading.

Shaked’s office said that

a scheduled debate on decriminalising marijuana use in favour of fines and treatment was put back until next Sunday.

Although the recreational use of cannabis is currently illegal in the Jewish state, for the past 10 years its therapeutic use has not only been permitted but encouraged.

In 2015, doctors prescribed the herb to about 25,000 patients suffering from cancer, epilepsy, post-traumatic stress and degenerative diseases.

Philippine President Rodrigo Duterte has

angrily scrapped talks with communist insurgents aimed at ending their decades-long conflict after both the government and the rebels called off unilateral ceasefires.

Duterte, a self-described socialist who had previously freed top communist leaders to jump-start the peace talks, condemned the insurgents for resuming hostilities and said he was ready for a prolonged conflict.

“I told the soldiers to prepare for a long war. I said peace will not come during our generation,” he said.

He later threatened to jail rebel negotiators should

they return from peace talks overseas.

“They are bandits. I do not think they are worthy of being called rebels. Plainly, they are terrorists,” he said yesterday.

The government and the communists separately declared ceasefires in August, and the informal arrangement largely held as they continued discussions in Rome.

The president said he was now ordering government negotiators to “fold their tents and return home from the overseas talks.

“I am not interested in talking to the rebel leaders. I will refuse to talk about it anymore,” he told reporters.

“We have been fighting for 50 years. If you want to

extend it for another 50 years, so be it, we will be happy to accommodate you.”

The rebels last week announced an end to their five-month-old ceasefire, accusing Duterte’s government of treachery and human rights abuses.

The government responded by calling off its own unilateral ceasefire.

Duterte also denounced the 4,000-strong communist New People’s Army for killing four soldiers in attacks last week, saying one of the victims had been riddled with 76 bullets.

Duterte’s peace negotiators appeared hesitant in describ- ing the volatile president’s latest stance. -(AFP)

Pakistan has sent a rare message of thanks to arch-

rival India after a five-year-old boy who was taken to India by his father nearly a year ago was reunited with his Pakistani mother.

Ifthikar Ahmed was handed over to Rohina Kiani by border officials in the town of Wagah in Punjab province on Saturday evening following a long legal battle seeking his return from his father, Gulzar Ahmad Tantray.

The case created a media stir and shone a spotlight on the two countries’ decades-long dispute over divided Kashmir, over which they have fought two full-scale wars.

Kiani, a resident of the

Pakistani-controlled part of the territory, told yesterday she was overwhelmed with happiness and prepared to

forgive her estranged husband, who is from Indian-controlled Kashmir.

“I’m extremely happy. I pardon my husband and hope he will also join us soon to live with us here in Pakistan,” she said.

Tantray crossed the de facto border into Pakistani Kashmir while an insurgency was at its peak in the Indian sector.

He later married Kiani, but wanted the family to return to his home village following the birth of their son. When Kiani refused, Tantray absconded with the child last March.

Kiani pursued a custody case in an Indian court through the Pakistani embassy in New Delhi, and the court ruled in her favour. -(AFP)

France’s Kristina Mladenovic won her maiden WTA singles title overcoming

Kazakhstan’s Yulia Putintseva in the final of the St Petersburg Ladies Trophy here yesterday.

Mladenovic, ranked 51st in the world, won a tough three-setter 6-2, 6-7 (3/7), 6-4 in two hours 36 minutes to earn a 3-2 lead in their head-to-head record with 22-year-old Putintseva.

“It was a very difficult week with plenty of close matches,” Mladenovic said.

“Today it was also tough as Yulia (Putintseva) is such a big fighter.

Davis Cup: Belgium into quartersParis

Steve Darcis knocked off German teenager

Alexander Zverev in four sets in yesterday’s reverse singles to send Belgium into the Davis Cup quarter-finals and a potential showdown with holders Argentina.

Darcis, who famously dumped Rafael Nadal out of Wimbledon in 2013, dropped the first set to 19-year-old Zverev before rallying for a 2-6, 6-4, 6-4, 7-6 (10/8) win to hand Belgium an unassailable 3-1 lead in Frankfurt.

The Belgians were playing without world number 11 David Goffin, who skipped the tie in order to recover from his run to the quarter-finals at last month’s Australian Open.

B e l g i u m , the 2015 runners-up, will take on the winners of the clash between defending champions Argentina and Italy for a place in the last four in April.

However, the Argentines were trailing 2-1 overnight in Buenos Aires with Sunday’s first reverse singles between Carlos Berlocq and Paolo Lorenzi held up in the opening set by a two-hour rain delay.

Should Berlocq extend the contest, Guido Pella would play Andreas Seppi

or Fabio Fognini in a decider. In Osijek, Roberto Bautista

Frenchman Bryan Coquard claimed the shortened fifth and final stage from Paterna to Valencia ahead of compatriot Nacer Bouhanni and Dutchman Coen Vermeltfoort in 1hr 01min 23sec.

Dubai

Sergio Garcia led from start to finish to hold off Open

champion Henrik Stenson and win the $2.5 million Dubai Desert Classic yesterday for his first European Tour victory in three years.

The Spaniard started the final day three shots ahead of the Swede and finished with the margin intact on 19-under-par 269 after they carded matching 69s.

It was Garcia’s first European Tour win since the 2014 Qatar Masters and will propel him up to ninth in the world rankings from his current 15th place.

Denmark’s Lasse Jensen shot the lowest round of the final day, a seven-under-par 65, to climb to tied third place with England’s Tyrrell Hatton (67).

An opening-hole birdie, followed by another on the ninth, saw Garcia make the turn four ahead of Stenson and even though the Swede closed the gap to two shots with three birdies and a bogey in his next five holes, the 37-year-old Garcia rarely felt seriously threatened.

The key moment of the tournament came on the par-three 15th hole when Garcia hit a superb tee shot to two feet for a birdie, while Stenson overshot the green and settled for a

bogey. “I think at that time I was two

ahead. He hit a good shot on the 15th, pretty much straight over the flag, just left a little bit, and too much club,” said Garcia.

“When he went over the green I knew that it was going to be very difficult to get up and down from there because I’ve been there in the past and it’s very, very tricky.”

Garcia, who is yet to win a major championship, added: “Really happy to get the win and it is always tough to win against someone like Henrik.”

Stenson, the 2007 Dubai champion, said that Garcia remained tantalisingly just out of reach.

“I was three shots back at the start of the day and Sergio made an early birdie so I was trailing all day. I was

expecting that,” he said.“I needed to come

up with some really solid play and even

though I didn’t quite play my best, I still managed to sneak a couple of birdies in there in the middle of the

back nine and move closer.”

A six-wicket haul for Trent Boult and a Ross Taylor

century brought New Zealand a 24-run victory over Australia in the third one-day international yesterday to win the series 2-0.

Their masterclass saw New Zealand reclaim the Chappell-Hadlee Trophy while Australia lost their outright hold on the world number one ODI ranking.

They slipped to 118 points, equal with South Africa, who beat Sri Lanka in Johannesburg on Saturday to go 3-0 up.

South Africa will overtake Australia if they win the remaining two matches in that series.

New Zealand skipper Kane Williamson said the series victory was the right response to the “tough times” when the Black Caps were beaten 3-0 in Australia two months ago, and Taylor paved the way.

New Zealand made 281 for nine, and although Australian captain Aaron Finch felt the target was gettable they were bundled out for 257 with three overs remaining.

Williamson won the toss and had no hesitation in batting first on the Hamilton wicket, correctly forecasting it would slow up as the day wore on and Boult would come into his own.

But given the prime early batting conditions, New Zealand appeared to

have under-performed despite Taylor’s 107 off 101 balls and his century partnership with Dean Brownlie, who made 63.

With rankings and the series at stake after New Zealand won the first ODI by six wickets and the second was washed out, Finch and Shaun Marsh made a flying start to Australia’s reply, averaging more than six an over.

Gabriel Jesus and Henrikh Mkhitaryan stole the

headlines as Manchester City and Manchester United made up

important ground in the race for Champions League qualification with wins yesterday.

Jesus, 19, marked his

full home debut for City by scoring twice, including a 92nd-minute winner, to give Pep Guardiola’s side a 2-1 win over Swansea City that lifted them up to third.

Mkhitaryan scored one goal and made another in a 3-0 victory at relegation-threatened champions Leicester City that took United to within two points of the top four.

Jose Mourinho’s side remain sixth, a position

they have occupied since November, but Arsenal, beaten 3-1 by leaders Chelsea on Saturday,

and Liverpool, stunned 2-0 by Hull City, are now

within reach.City are 10 points behind

Chelsea and a point below second-place Tottenham Hotspur, with Arsenal two points back, one point

above fifth-place Liverpool and two above United.

After three successive league draws, Mourinho changed tack for the trip to the King Power Stadium, bringing in Juan Mata for Michael Carrick and ditching his usual 4-1-4-1 system for a 4-4-2.

But United, who were missing Wayne Rooney through illness, looked off their game until a switch to a 4-2-3-1 formation mid-way through the first half.

The move brought Mkhitaryan into the number 10 role and he put United ahead in the 42nd minute, beating Robert Huth to Chris Smalling’s header on halfway

and sprinting clear to score.Less than 90 seconds

later it was 2-0 as Zlatan Ibrahimovic expertly steered Antonio Valencia’s cross past Kasper Schmeichel for his 20th goal of the season.

Mkhitaryan turned creator as United put the game to bed five minutes into the second half, facilitating a one-two with Mata that freed the Spaniard to beat Schmeichel at his near post.

- Jesus ‘strong and fast’ -It was Leicester’s 13th defeat of the campaign and kept Claudio Ranieri’s men a slender point above the relegation zone.

Jesus needed just 11 minutes to crown his full home debut for Manchester City with a goal as he put Guardiola’s men in front against Paul Clement’s improving Swansea.

Martin Olsson prevented Raheem Sterling from applying the finishing touch to David Silva’s low cross, but Jesus pounced to volley the loose ball past Lukasz Fabianski.

City completely dominated the first half, but took their foot off the pedal after the break and were punished when Gylfi Sigurdsson swept in a low, left-foot equaliser in the 81st minute.

But Jesus had the final say, tucking the ball into the net at the second attempt after his header from Silva’s right-wing cross had been parried by Fabianski.

“Many times this season in the last minute we have conceded. It is the first time we have won a game in the last minute,” Guardiola said. (AFP)

Nairo Quintana made the perfect start to a daunting

season as the Movistar rider survived the elements to win the Tour o f V a l e n c i a yesterday.

Frenchman Bryan Coquard claimed the shortened fifth and final stage from Paterna to Valencia ahead of compatriot Nacer Bouhanni and Dutchman Coen Vermeltfoort in 1hr 01min 23sec.

In strong winds that curtailed the stage, the Colombian Quintana finished safely among the peloton to stay 13 seconds ahead of Belgian Ben Hermans with his BMC Racing teammate Manuel Senni in third 19 seconds further adrift.

Defending champion Wout Poels was 52 seconds back on Quintana in fourth for Team Sky.

After winning the Vuelta a Espana last year, Quintana is targeting a Giro d’Italia-Tour de France double and showed fine early season form in storming to victory in Saturday’s fourth stage to move to the head of the standings. (AFP)

I was

expecting that,” he said.“I needed to come

up with some really solid play and even

though I didn’t quite play my best, I still managed to sneak a couple of birdies in there in the middle of the

back nine and move closer.”

was the big moment.“That’s obviously

where it all kind of finished. At the same time, Sergio hit a lovely shot to about two and a half feet and it was pretty

Hamilton

Vincent Aboubakar came off the bench to score a stunning winner

with two minutes left as Cameroon fought back from behind to beat Egypt 2-1 in a thrilling Africa Cup of Nations final yesterday.

Arsenal midfielder Mohamed Elneny had given Egypt the lead midway through the first half and Egypt looked to be on course to win an unrivalled eighth Cup of Nations crown in their first appearance at the tournament since 2010.

But Nicolas Nkoulou, who had come off the bench in the first half, headed in the equaliser just before the hour mark and fellow substitute Aboubakar slammed in the winner in the 88th

minute. That sparked bedlam in a near-

capacity crowd of more than 38,000 in Gabon’s capital, made up in its majority by Cameroonian supporters.

It is a fifth Cup of Nations crown for the Indomitable Lions, a first since 2002, and the first time they have beaten Egypt in the final in three attempts.

Egypt fell just short on their return to the competition after a seven-year absence, and the defeat will be especially painful for their coach Hector Cuper.

The Argentine was desperate to win a trophy after a career tainted by rotten luck in finals at club level, including back-to-back defeats in the UEFA Champions League with Valencia at

the start of the last decade.

Egypt have been derided at times for a defensive approach under Cuper, but they played their part in this rarest of things -- a genuinely entertaining final.

The Pharaohs had signalled their intent within two minutes as a delightful cushioned pass by Mohamed Salah set up Abdallah El Said, but his firm shot was well held by Fabrice Ondoa in the Cameroon goal.

Egypt then opened the scoring midway through the first period with a superb team goal.

Amr Warda and Salah combined on the right and the latter played the ball into Elneny in space in the area, the midfielder taking a touch to control

and another to steady himself before blasting high past Ondoa at his near post.

It was a brilliant finish from the midfielder who was returning to the side after missing his team’s last two games due to a calf injury.

The odds were now very much against Cameroon.

The last Cup of Nations final to feature more than a single goal came in 2004, when Tunisia beat Morocco 2-1. The last time a side came from behind to win the trophy was in 1994, when Nigeria beat Zambia 2-1.(AFP)
