Welcome!

The Oregon Coastal Caucus is pleased to have you join the hundreds of other dedicated advocates for the promotion of prosperous economic development in our state’s rural-coastal region at our 7th Annual Economic Summit. Thank you for being here and for contributing your time and effort to this important work.

The annual Coastal Caucus Legislative Summit is an excellent way for our legislators and participants to improve their knowledge of our region’s challenges and opportunities, and explore statewide issues impacting our regional economies including carbon sequestration, ocean acidification, broadband, transportation, workforce training and housing.

We are presenting this year’s Oregon Legislative Coastal Caucus Economic Summit (OCCES) in partnership with the Confederated Tribes of the Siletz Indians and Chinook Winds Casino Resort and, special thanks to our primary partners: Spectrum and the University of Oregon.

The twin themes that share the platform at this year’s Summit are: (1) Student Success: Challenges and Opportunities in Education, and (2) The Sequestration of Carbon: A Collaborative Approach to Cap, Investment and Green Energy Job Growth. During the Summit, you will hear from key public and private sector leaders who will address these themes with the goal of sharing ideas for the enhancement of the potential for economic prosperity, social cohesion and cultural enrichment in our region and our state. As we focus on these themes, your participation will help direct our legislative work in the coming year.

Engaging panel discussions will enrich the dialogue and help to provide the foundation for the productive collaborations that are so vital to the crafting of workable solutions. You have an important role to play in sustaining and contributing to the very constructive discussions and meaningful outcomes that have become a hallmark of OCCES so please maximize your participation, by reaching out to those you have not met before, learn from one another and work together to build solutions to challenges we share in Oregon.

We want to thank in advance our guest speakers, sponsors, our Taste of the Oregon Coast presenters and all our attendees for visiting us on the coast. Speakers

Ron Wyden (D) United States Senator - Oregon

Oregonians know Ron as a senator who listens. Always citing the need to “throw open the doors of government for Oregonians,” he holds an open-to-all town hall meeting in each of Oregon’s 36 counties each year. Thus far, he has held more than 900 meetings.

Wyden serves on the Committees on Finance, Budget, Intelligence, and Energy and Natural Resources. He is ranking member of the Senate Finance Committee and the ranking Democrat on the Energy and Natural Resources Committee.

Wyden began college at the University of California-Santa Barbara where he won a basketball scholarship and played in Division I competition for two seasons

before transferring to Stanford University where he completed his Bachelor’s degree with distinction. He earned his law degree from the University Of Oregon School Of Law in 1974, after which he taught gerontology and co-founded the Oregon chapter of the Grey Panthers, an advocacy group for the elderly. He also served as the director of Oregon Legal Services for the Elderly from 1977 to 1979 and was a member of the Oregon State Board of Examiners of Nursing Home Administrators during that same period. He served in the U.S. House of Representatives from 1981 until his election to the U.S. Senate.

Senator Wyden’s home is in Portland; he is married to Nancy Wyden, whom he wed in September 2005. He has five children: Adam, Lilly, Ava, William and Scarlett. Besides his Washington DC office, Senator Wyden has six offices throughout the state of Oregon.

Jeff Merkley (D) United States Senator - Oregon

A son of a millwright, Jeff Merkley was born in Myrtle Creek, Oregon. His family moved with the timber economy to Roseburg and then to East Multnomah County.

Jeff began his career in public service as an intern with Oregon’s former Senator Mark Hatfield. After working in Washington D.C. for a few years in both the Pentagon and at the Congressional Budget Office, Jeff came back to Oregon to work with families to build homes as the head of Portland’s Habitat for Humanity.

He was elected to the Oregon House of Representatives in 1998. In 2007, he became Speaker of the Oregon House and held that post until his election to the U.S.

Senate. In 2009, he was sworn into the same senate seat once held by Mark Hatfield.

In the nine years he’s been in office, Jeff has been on the frontlines of debates around health care, financial reform, energy, reforming the Senate and working on solutions to the ongoing housing crisis and he will continue fighting for Oregon.

Kurt Schrader (D)United States Congressman - Oregon's 5th District

Congressman Kurt Schrader is currently serving his fifth term in the United States House of Representatives. He represents Oregon's 5th Congressional District, which includes all of Marion, Polk, Lincoln and Tillamook Counties as well as the bulk of Clackamas and small portions of Multnomah and Benton Counties. Before being elected to Congress, Schrader, a farmer and veterinarian for more than thirty years, established and managed the Clackamas County Veterinary Clinic in Oregon City and operated his farm where he grew and sold organic fruit and vegetables.

In 1996, Congressman Schrader was elected to the Oregon State House of Representatives. There he served as a member of the Joint Ways & Means Committee.

Schrader was one of five legislators asked by their peers to guide Oregon through the budget crisis of 2001-2002. Schrader was elected to the Oregon State Senate in 2003 and was immediately appointed to chair the Joint Ways & Means Committee. He continued to serve in that capacity until he was elected to U.S. Congress in 2008.

Congressman Schrader attended Cornell University where he received his BA in Government in 1973. He received his veterinary degree from the University of Illinois in 1977.

Suzanne Bonamici (D) United States Congressman, Oregon’s 1st District

Congresswoman Suzanne Bonamici has represented the First District of Oregon in Congress since February of 2012. Located in the Northwest part of the state, the district includes Washington, Yamhill, Clatsop, and Columbia counties and part of Multnomah County.

A leader on the Committee on Education and the Workforce, Bonamici is working to give everyone a better future and the opportunity to succeed. She is focused on strengthening public education and growing the economy. On the Science, Space, and Technology Committee, Bonamici is committed to investing

in research and innovation, and dedicated to making sure that policy decisions are based on science. Bonamici focuses on helping working families get ahead and

building an economy that works for everyone.

Bonamici worked her way through college in Eugene, first at Lane Community College and then at the University of Oregon, where she earned her bachelor's degree and law degree. Bonamici and her husband, Michael, have two grown children.

Brenda Meade Chairperson of the Coquille Indian

Brenda Meade has been chairperson of the Coquille Indian Tribe since 2012. She heads the seven-member Tribal Council, which exercises broad authority over the tribe’s administration, finances and diverse business enterprises. She previously worked as the Tribe’s Elders Coordinator and served as the Tribe’s Vice Chair.

Meade is passionately engaged in state, regional and national organizations working on Native American issues. These include the Legislative Commission on Indian Services, the Affiliated Tribes of Northwest Indians, the National

Congress of American Indians, the National Indian Gaming Association, the Governor’s Task Force on Oregon Tribal Cultural Items and the University of

Oregon’s Native American Advisory Committee.

In addition to tribal leadership, she is committed to re-establishing her tribe’s cultural traditions. She and her husband, Lyman Meade, organized the Tribe’s drum circle and dance group and she personally crafted most of the traditional regalia worn by the dancers. Her traditional beadwork and sewing have been featured in the Coos History Museum and the Hallie Ford Museum of Art.

Delores Pigsley Confederated Tribes of Siletz Indians Tribal Chairman

Delores Pigsley was born in Toledo, Oregon to Alfred and Maude Lane. The youngest of eight children, she lived and grew up at Chemawa Indian School, where her parents were employed. After graduation from Keizer Grade School, Pigsley attended Serra Catholic High School then graduated from North Salem High in Salem, Oregon in 1961.

The history of the Confederated Tribes of Siletz Indians since termination in the 1950s to restoration in 1977 has been one of growth and prosperity. Delores served on the Restoration Committee and the Gaming Committee, both landmarks in the tribes’ successful operation and business. Delores credits the

success of the tribe to the past and current tribal council leaders, and to many national tribal leaders serving as mentors. The rebuilding of a tribe takes leadership

and community support.

In her capacity as Chairman, Delores works with Bureau of Indian Affairs, Indian Health Service, Administration for Native Americans, Department of Labor, many other federal agencies, Oregon Governors and local governments. Delores is an active tribal delegate to the National Congress of American Indians, Affiliated Tribes of Northwest Indians, the National Congress of American Indians, Chairman of the Oregon Legislative Commission on Indian Services and the National Indian Gaming Association.

Billy J. Williams U.S. Attorney, Chief Federal Law Enforcement Official in Oregon

Billy J. Williams has been the U.S. Attorney and the chief federal law enforcement official in Oregon since May 2015. Williams was re-appointed by President Donald J. Trump on November 17, 2017 to serve a four-year term. He was confirmed by the senate on March 7, 2018 and his presidential commission was signed on March 13, 2018.

Williams is an 18-year veteran of the Department of Justice, joining the U.S. Attorney’s Office in October 2000. He has held multiple leadership positions including First Assistant U.S. Attorney, Chief of the Criminal Division, Chief of the Violent Crimes Unit and as the district’s Indian Country Assistant U.S. Attorney and Tribal Liaison.

Williams has served on a number of Attorney General Advisory Subcommittees. He is currently appointed to serve on the following subcommittees and working groups: Native American Issues Subcommittee, Civil Rights Subcommittee, Border & Immigration Subcommittee and Domestic Terrorism Executive Committee. He is also the Public Lands Focus Area Leader for the Marijuana Issues Working Group. Williams is a member of the Ninth Circuit Fairness Committee and the District of Oregon Implicit Bias Steering Committee.

Prior to his federal service, Williams served as a Senior Deputy District Attorney in Multnomah County where he supervised the Career Criminal Unit. As a state prosecutor, Williams handled major crimes of violence, including aggravated murder, adult and child sex offenses, domestic violence, narcotics trafficking, vehicular homicide and officer-involved shootings.

Williams received his bachelor’s degree in criminal justice from Washington State University in 1981 and his law degree from the Willamette University College of Law in 1989.

Tobias Read Oregon State Treasurer

Elected Oregon’s 29th State Treasurer in 2016, Tobias Read is a collaborative problem solver who draws upon his management, political and finance policy experience to serve Oregonians as Treasurer.

He has worked in the U.S. Treasury and as a liaison between designers, engineers and manufacturing units for Nike Inc. In 2006, he was elected to the Oregon House of Representatives, where he served a decade and championed legislation to invest in public education, improve state financial management, finance critical infrastructure improvements and to help Oregonians save for a

more secure future.

While serving in the Oregon Legislature, he pushed to strengthen the state’s rainy day fund, which was a key factor that helped the state to earn a credit rating upgrade in 2011. He led efforts to promote infrastructure projects using innovative public-private partnerships, and was a chief sponsor of the Oregon Investment Act, which streamlined Lottery investments in promising Oregon startups.

In 2015, he was a chief sponsor of the Oregon Retirement Savings Plan, the first operating state-sponsored retirement program which launched in mid-2017. The plan enrolls Oregon workers who lack access to a retirement savings option through their employers, allowing hundreds of thousands more Oregonians to retire with dignity after a lifetime of work. Tobias earned his bachelor’s degree from Willamette University and his MBA from the Michael G. Foster School of Business at the University of Washington. He lives in Beaverton, OR with his wife, Heidi Eggert, and their two children.

Peter Courtney (D) President, Oregon State Senate

The most veteran member of the Oregon Legislature, Senator Peter Courtney is now serving a record-setting eighth term as Senate President. Courtney was first selected Senate President in 2003 when the Senate was evenly divided with 15 Democrats and 15 Republicans. Courtney is in his fifth term as a State Senator, representing portions of Salem, Gervais and Woodburn. He previously served seven terms in the Oregon House of Representatives, including four terms as House Democratic Leader.

Courtney has been an out-spoken leader in the state's efforts to prepare for a Cascadia Subduction Zone earthquake. Most notably, he led the creation of the

Seismic Rehabilitation Grant Program which provides funds to make schools and emergency services facilities safer in the event of an earthquake.

Courtney, long known as a champion for mental health services, led the charge to increase funding for mental health treatment. The Senate President's efforts to improve mental health care in Oregon began in 2004 when he was among a group that discovered the unclaimed cremated remains of more than 3,500 Oregonians who had died while patients at the Oregon State Hospital. The story of the "Room of Forgotten Souls" served as catalyst for the effort to replace the state mental hospital facility built in 1883.

In his 32 years in the Legislature, Courtney has sponsored nearly 200 measures which have become law.

Tina Kotek (D) Speaker, Oregon House of Representatives

Before her election to the Oregon House of Representatives in 2006, Speaker Kotek worked as the policy director for the non-profit advocacy organization Children First for Oregon. Prior to joining Children First, she was a public policy advocate for Oregon Food Bank.

Some of Speaker Kotek’s legislative accomplishments include: helping to pass landmark legislation that ended discrimination based on sexual orientation and created domestic partnerships for same-sex couples; redesigning the state’s welfare program; prohibiting discrimination against holders of Section 8 vouchers; restricting the use of a job applicant’s credit history when making hiring decisions; and strengthening Oregon’s early childhood system to help all

children be ready to succeed in school.

With the Speaker’s leadership, Oregon has become a leader in passing laws that improve economic opportunity, such as increasing the minimum wage, strengthening retirement security, expanding access to paid sick leave, prohibiting racial profiling and guaranteeing health insurance for all children. In the 2016 and 2017 sessions, she was particularly focused on the state's housing crisis through a variety of strategies to preserve existing affordable housing, increase the supply of needed housing and protect tenants in an unpredictable rental market.

Speaker Kotek holds a B.S. in religious studies from the University of Oregon and an M.A. in international studies from the University of Washington. She lives in North Portland with her wife Aimee and their dogs Rudy and Wicket.

Cliff Bentz (R) Oregon State Senator – District 30

Senator Cliff Bentz was raised on the Whitehorse Ranch in Fields, Oregon, and the Actin Ranch in Drewsey, Oregon, both in Harney County. He attended Regis High School in Stayton, Oregon.

After acquiring his Bachelors of Science degree (cum laude, 1974) from Eastern Oregon State College in La Grande, Oregon, Senator Bentz earned his Juris Doctorate (1977) from the Lewis and Clark Northwestern School of Law in Portland, Oregon. He has been a partner at the law firm of Yturri Rose, LLP, since 1981, where he specializes in water and business law. He is a member of the Oregon and Idaho Bar Associations. He also owns and operates a commercial real estate business and a row crop farm.

Senator Bentz has previously served as director and Chairman of the Ontario 8C School District Board and the St. Peter Elementary School Board, as well as serving on the Project DOVE (Domestic Violence Eliminated) Board and the Eastern Oregon University Foundation Board. He served on the Oregon Water Resources Commission from 1988 until 1996 (Chair, 1994-96) and as a board member of the Oregon Historical Society.

Senator Bentz was appointed to take the House District 60 seat in the Oregon House of Representatives on January 28, 2008. He was elected to the seat for a full 2 year term in November of 2008. He was appointed to take the Senate District 30 seat in the Oregon Senate on January 4, 2018, and was sworn in on January 8th. He has served in the 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, and 2018 Legislative Sessions.

Currently, Senator Bentz serves on the following Senate Committees: Joint Committee on Carbon Reduction (Co-Vice Chair), Senate Energy & Natural Resources Committee, and Senate Judiciary Committee, as well as several work groups and task forces.

Senator Bentz is married to Dr. Lindsay Norman, DVM. They have two children: Allison & Scott. The family lives on their farm seven miles from Ontario, Oregon.

Michael Dembrow (D) Oregon State Senator - District 23

Michael Dembrow is the state senator for District 23, covering portions of NE and SE Portland and the city of Maywood Park. Michael currently serves as Chair of the Senate Environment and Natural Resources Committee. He also sits on the Human Services Committee and the Judiciary Committee.

In addition to his legislative committee assignments, Michael also serves on the Oregon Workforce Investment Board, the Oregon Youth Conservation Corps Advisory Committee and the Oregon Commission on Asian and Pacific Islander Affairs.

Michael is a retired English instructor at Portland Community College's Cascade campus in North Portland. He taught writing and film studies at the college beginning

in 1981, and served as the President of the PCC faculty union for 16 years. In 2007, Michael was appointed by Gov. Ted Kulongoski to the State Board of Education. Michael's passion for film drives his involvement in the Cascade Festival of African Films, which he helped create in 1991. He was also one of the first members of the Portland chapter of Jobs With Justice. Michael earned his undergraduate degree in English from the University of Connecticut and his Master's degree in Comparative Literature from Indiana University.

Mark Hass (D) Oregon State Senator - District 14

Mark Hass is an Oregon State Senator representing Beaverton, Aloha, and Washington County. He served three terms in the Oregon House of Representatives from 2001 to 2007. Hass is Chair of the Senate Finance and Revenue Committee, is Co-Chair of the Joint Committee on Tax Credits and serves on both the Senate Education Committee and Senate Committee on General Government and Accountability.

Throughout his time in the Legislature, Hass has been a key player on tax and education policy. His first bill passed into law created tax incentives for

businesses to create college scholarship programs for their employees. Hass is an outspoken leader on the need to reform Oregon's volatile tax code and

advocates a plan that balances changes in Oregon's tax code to increase revenue with common-sense reforms of government spending. He also championed full-day kindergarten, higher education reforms and the Oregon Promise.

Prior to serving in the Legislature, Hass spent 20 years as a journalist. Most notably at KATU television where Hass won an Emmy Award in 1998 for writing. When he's not serving in the Legislature, Hass works in the private sector as an account manager for Cappelli Miles, an advertising and brand identity firm with offices in Portland and Eugene. Hass graduated from Tigard High School and earned a B.S. from the Journalism School at the University of Oregon and an M.A. from American University in Washington D.C. In 1995, Hass founded the Hass Journalism Scholarship to help young Oregonians pursue careers in journalism.

Tim Knopp Oregon State Senator - District 27

Tim Knopp is a native Oregonian who has lived in Central Oregon for over 39 years. He and his wife, Melissa, have been married over 30 years and have 4 children: Reagan(his wife, Caitlynn), Emilie, Daniel, and Grace.

His background includes nearly 20 years as a small business owner and community service as a former little league coach and board member of the Bend Chamber of Commerce as well as serving as a current board member of affordable housing non-profit, First Story. Tim is the Executive Vice President of the Central Oregon Builders Association and the Executive Director of

Building Partners for Affordable Housing.

Tim previously served in the Legislature from 1999 to 2005 for three terms, including one as Oregon House Majority Leader. He led the PERS Reforms of 2003 that saved taxpayers billions. Moreover, Tim helped pass legislation protecting the kicker by putting it in the Constitution, where in 2007 it ultimately returned over a billion dollars belonging to the taxpayers. He's been a champion for small business and job creation. Senator Knopp was appointed Vice-Chair of the Senate Workforce Committee and serves as a member of the Health Care & Human Services committees during the 2017 Legislative Session. Tim was elected to his first term in the Oregon State Senate in November 2012 and elected Deputy Republican Leader in 2014. Senate District 27 encompasses the Central Oregon communities of Bend, Redmond, Sunriver, and Tumalo.

Lew Frederick (D) Oregon State Senator - District 22

Oregon State Senator Lew Frederick first took office on October 30, 2009 during a swearing-in ceremony in the House Chambers of the Oregon Capitol Building. Professionally he is a Strategic Communications Consultant, focusing on Strategic Planning, Community Relations, issues and Media Crisis Communications. He is a former board member of the Oregon State Board of Education, Oregon Shakespeare Festival and Oregon Museum of Science and Industry. Born in Pullman, WA, he has only Alaska to visit to reach all 50 states. He grew up in the South, Midwest and New England and went to college in Indiana (Earlham College).

He’s a PhD candidate at Portland State University and has studied at MIT, Morehouse, and the Woods Hole Marine Biological Laboratories. With an academic

background in biology, theater, and political science, his professional life has included seventeen years as a television reporter at KGW-Channel 8 in Portland, thirteen years as the Director of Public Information for the Portland Public Schools, teacher, actor and ranch-hand.

Ken Helm (D) Oregon State Representative - House District 34

Ken Helm is the State Representative for Oregon House District 34. Among his legislative duties, he serves as the Chair of the House Committee on Energy and Environment and as a member of the Joint Committee on Carbon Reduction, the House Committee on Economic Development and Trade and the Joint Ways and Means Subcommittee on Natural Resources. Representative Helm earned a Juris Doctorate from Willamette University College of Law and built a robust practice in land use law prior to joining the Oregon Legislature.

Through growing up in Oregon and pursuing a career in land-use law, Ken has developed a deep appreciation for protecting our natural spaces. As an attorney,

he worked with local residents to stand up to development projects that would hurt our community. Through land-use work at Metro, he has been heavily involved in how

we can best grow our economy and create jobs, while also preserving farmland and green spaces. He believes in standing up for our shared priorities: creating opportunity and passing on our natural legacy to future generations. Becoming a state representative is his latest step in pursuit of these goals.

Sherrie Sprenger (R) Oregon State Representative - House District 17

In 2008 Sherrie was appointed as House District 17's State Representative, where she represents 57,000 citizens in Linn and Marion Counties, including the communities of Detroit, Gates, Idanha, Lebanon, Lyons, Mill City, Scio, Stayton, Sublimity, Sweet Home and Waterloo.

Within the Legislature, Sherrie serves on the House Education Committee, House Judiciary Committee and the House Agriculture and Natural Resources Committee. Before being appointed to the House Legislature, Sherrie worked as a Deputy Sheriff for Benton and Grant Counties and was also a small business

owner. Aside from her volunteer work on the Oregon School Boards Association and as a volunteer within the schools of her community, Sherrie served as Chair

on the Lebanon Community School Board.

Pam Marsh (D) Oregon State Representative - House District 5

Pam Marsh was elected to the Oregon House of Representatives, District 5, in November 2016 after four years as a member of the Ashland City Council. Pam is currently the Vice-Chair of the House Committee on Economic Development and Trade and serves on the House Revenue and Energy and Environment committees and the Joint Ways and Means Subcommittee on General Government. She is a member of the State Broadband Advisory Council and the Oregon Retirement Savings Board (OregonSaves).

Prior to joining the legislature, Pam was actively involved in management and operation of Green Springs Inn and Cabins. Her family continues to own the

business, now managed by her husband and son. From 2006-2012 Pam worked as Deputy Director of a local nonprofit providing drug and alcohol prevention and

treatment. She served as Executive Director of Ashland Emergency Food Bank from 2012 until December 2016. Pam has lived in Southern Oregon since 1994, when she and her husband, Diarmuid McGuire, moved their four children from Palo Alto, California, to the mountains above Ashland.

Richard Vial (R) Oregon State Representative - House District 26

Representative Richard Vial currently serves as Chair of the Washington County Planning Commission and as a member of the Clean Water Services Advisory Commission. In the Oregon Legislature, Rep. Vial serves as Vice Chair of the House Interim Committee on Transportation Policy; House Interim Committees on Judiciary, and Health Care and a member of the Joint Committee on Transportation. He also serves on the Joint Interim Legislative Committees on Carbon Reduction, Legislative Policy and Research, and the Joint Interim Task Force on Addressing Racial Disparities in Home Ownership. His service further includes chairing the Drone Legislative Workgroup and he is a member of the

Juvenile Justice and Universal Access to Health Care Workgroups.

Rep. Vial is a multi-engine instrument pilot and has worked extensively with private airports on land use issues. He is Co-Chair of the Legislative Aviation Caucus and a member of the Oregon Innovation Council Task Force.

Barbara Smith Warner (D) Oregon State Representative - House District 48

Barbara Smith Warner is State Representative for Oregon House District 45, which includes Northeast Portland, the city of Maywood Park and the Parkrose area. She serves on the House Revenue Committee, House Rules Committee, the Joint Ways and Means Committee, the Joint Education Subcommittee of Ways and Means, Joint Tax Credits Committee and the Joint Transportation, Preservation, and Modernization Committee.

She is passionate about the issues that affect the families of House District 45 and all of Oregon – access to quality education, health care for all, good living-wage jobs, a diverse and efficient transportation system, and safe communities.

As a field representative to U.S. Senator Ron Wyden, Barbara's role was to serve as a conduit between the Senator and community groups and constituents across the state. Barbara grew up in Erie, Pennsylvania, and graduated from Gannon University. In addition to volunteering at Beverly Cleary School, Barbara also volunteers with her Neighborhood Association, the PTA, St. Andrew's Food Pantry and the Children's Book Bank.

Jeff Reardon (D) Oregon State Representative - House District 48

Born and raised in the blue-collar town of Kelso, Washington, Jeff is a Vietnam Era Veteran who earned the highest rating possible during his term, E5, while serving on a nuclear submarine in the Western Pacific. He holds a Bachelor’s Degree in Education from Western Washington University.

Jeff began his career as a teacher in the Parkrose School District where he taught Industrial Arts for five years before taking a job at Tektronix. During his 21-year career there, Jeff advanced from technical writer to corporate communications manager. While working at Tektronix, Jeff continued to devote time to his

lifelong passion of education by serving on the David Douglas School Board for a decade. Jeff later went on to teach at David Douglas High School, educating

students in the career-technical field for another decade. He retired from teaching in June.

As a lifelong educator, Jeff knows investments in our schools are critical to the success of our students and our state. He has seen firsthand how cuts make it increasingly difficult for teachers to provide a quality education as class sizes swell and the school year shortens.

Melissa Cribbins Coos County Commissioner

Melissa Cribbins has served as a Coos County Commissioner since her election in 2012, and is the current Board Chair. Prior to her election, Melissa was an attorney for the Coquille Indian Tribe. In her role as County Commissioner, Melissa has worked to improve economic opportunities for the citizens of rural Oregon while maintaining their quality of life.

She was raised in rural Coos County, Oregon. After graduating from high school, Melissa attended Portland State University and received a bachelor’s degree in microbiology and biochemistry. She spent ten years in the drinking

water industry before attending law school at Gonzaga University. Melissa graduated cum laude from Gonzaga, and returned to Coos County to practice law.

Melissa currently serves on the Board of the Land Conservation and Development Commission and the Energy Trust of Oregon.

Elizabeth MacKay Québec Government Representative in Los Angeles

Ms. Elizabeth MacKay is Delegate for the Québec Government Office in Los Angeles and the Québec Trade Office in Silicon Valley. The Québec Government Office in Los Angeles covers thirteen states in the Western United States and Ms. MacKay is Québec’s official representative on this territory.

During her 30-year career, mainly in the public sector, Ms. MacKay has held senior roles in the Québec Ministry of Finance, Ministry of Tourism, Ministry of Aboriginal Affairs, and Regional Economic Development Organizations. Her leadership skills and wide-ranging professional experience allow her to support

Québec's interests in the Western U.S., including the promotion of cultural, environmental and trade policies. A former professional athlete, Ms. MacKay was

chosen to represent Canada in diving, but did not compete in the boycotted 1980 Moscow Olympics. She holds a degree in Communications from Université Laval, in Québec City, Canada.

Liam Stone Managing Director, Alberta Washington Office

A native Albertan, Liam started work with the Government of Alberta’s Washington Office in April 2013. As Managing Director, Liam oversees office operations and focuses on the energy and environment issues that are critical to Alberta’s trading relationship with the United States.

Prior to joining the Washington Office, Liam held various senior positions within four Alberta ministries including Chief of Staff to the Deputy Minister of International and Intergovernmental Relations, Senior Policy Manager at Executive Council where he provided advice to the Premier and Cabinet on

energy and environment policies and Director of Federalism and Constitutional Affairs where he advised ministries on intergovernmental issues.

Liam also served as Senior Policy Advisor to a federal minister at Environment Canada and Intergovernmental Affairs. His policy files included chemicals management, species at risk, regional economic development and forestry community recovery.

Karen Perry Senior Policy Analyst - National Telecommunication and Information Administration

Karen Perry is a Senior Policy Analyst with the National Telecommunication and Information Administration’s BroadbandUSA program at the U.S. Department of Commerce. Ms. Perry works with stakeholders to develop programs and policies that advance broadband deployment, adoption and use. Karen has worked on broadband from a number of perspectives: nonprofit, commercial, philanthropic, and governmental. Ms. Perry has been a contributor, author, or editor for three major national broadband policy documents: Connecting America – The National Broadband Plan (Federal Communications

Commission’s 2010), the Broadband Opportunity Council Report and Recommendations (NTIA 2015).

As a Senior Program Officer at the Bill & Melinda Gates Foundation, Karen helped build capacity for library advocacy and improve broadband connectivity at public libraries. Karen has over twenty-five years of experience in telecommunications, working with Bell Laboratories, AT&T, and related firms. Ms. Perry holds a Bachelor of Science in Electrical Engineering (BSEE) from the University of Washington and a Master of Science in Electrical Engineering from Cornell University. She lives in Seattle, Washington.

Matthew L. Garrett Director, Oregon Department of Transportation

As Director of the Oregon Department of Transportation, Matthew Garrett manages an agency of about 4,500 people and a biennial budget of $3.5 billion. He assumed the directorship in December 2005.

Matthew started with ODOT in 1997 as liaison to local government and quickly transitioned to serve as the agency’s Chief of Staff until June 2003. In that capacity, he supervised the Government Relations Section and the Office of Employee Safety. He had the responsibility for the department’s “external relations” along with providing day-to-day coordination, direction and management support to the department’s executive management team.

In June 2003, Matthew assumed duties as the ODOT Region 1 manager (Greater Portland Metropolitan Area), directing a staff of more than six-hundred in the design,

development and implementation of complex multi-modal transportation systems for the most densely populated geographic region in the state.

Prior to his work at ODOT, Matthew worked on the personal staff of U.S. Senator Mark O. Hatfield from 1994 to 1997. Matthew has served as a member of Doernbecher Children’s Hospital Junior Executive Board and the Red Cross Oregon Trail Chapter Transportation Committee.

Matthew serves on the Board of Directors of the American Association of State Highway and Transportation Officials (AASHTO) and is the Chairman of the AASHTO Standing Committee on the Environment. In this capacity he provides leadership in the challenging areas of environmental regulation and programmatic streamlining, climate change, and storm water management.

Matthew is a graduate of George Washington University with a degree in political science.

Peter Daugherty Oregon State Forester

Peter Daugherty, selected by the Board of Forestry as Oregon’s 13th State Forester, leads the Department of Forestry in its mission to serve Oregonians by protecting, managing and promoting stewardship of Oregon’s forests. He also helps the Board carry out its mission to lead Oregon in implementing policies and programs that promote sustainable management of Oregon's public and private forests.

State Forester Daugherty joined the Department in 2007. He served most recently as the Private Forests Division Chief, where he worked on best forest

management practices for water quality and on forest health, family forestlands, and urban forestry. Over the course of his career, he has worked as a private forest

economist and a professor of forest management and ecological economics. He also enjoyed time as a U.S. Forest Service research forester.

He has a doctorate in forest management and economics, and two bachelor’s degrees—a B.S. in forestry and a B.A. in political science and dramatic art—all from the University of California at Berkeley. He is a member of the Society of American Foresters and the International Society of Ecological Economics.

Janine Benner Director of the Oregon Department of Energy

Janine Benner is the director of the Oregon Department of Energy (ODOE), where she provides leadership and policy direction to the Department’s 85 employees and oversees its $31 million budget. Janine joined ODOE in 2017 as assistant director for planning and innovation. In this role, she lead the department’s work on clean energy policy development and implementation of energy efficiency programs and services. Janine came to ODOE from the U.S. Department of Energy (DOE), where she was served as associate assistant secretary in the Office of Energy Efficiency and Renewable Energy, the largest government funder of clean energy research and development. Before that, she

served as deputy assistant secretary in DOE’s Office of Congressional and Intergovernmental Affairs. Janine also spent 12 years working for Congressman

Earl Blumenauer (D-OR), first as an energy and environmental policy advisor and then as deputy chief of staff. She grew up in Portland, OR and has a degree in history from Princeton University.

Tom Byler Director - Oregon Water Resources Department

Tom Byler is the Director of the Oregon Water Resources Department. Prior to this role, Tom served nine years as the Executive Director of the Oregon Watershed Enhancement Board. Before OWEB, Tom worked as a Natural Resources Policy Advisor for Governor Kulongoski and Governor Kitzhaber. Prior to this work, he acted as the legislative and policy coordinator for the Oregon Water Resources Department. Tom was born and raised in Pendleton. He received his B.A. from Willamette University and earned his law degree from the University of Oregon School of Law.

Chadwick Dearing Oliver Pinchot Professor - Forestry and Environmental Studies, Director - Global Institute of Sustainable Forestry

Since 2002, Chad Oliver has been the Pinchot Professor of Forestry and Environmental Studies and Director of the Global Institute of Sustainable Forestry at the Yale University School of Forestry and Environmental Studies. Before that, he spent 27 years in the Pacific Northwest as a Professor at the University of Washington, where he worked extensively in Oregon, Washington, Alaska and the Inland West. He is from South Carolina, received his PhD from Yale University and was briefly at the Harvard University Forest.

He has written and edited books, scientific and technical papers and Congressional Reports and testimonies on forest growth and management, forest

product utilization and life cycle analysis, fire and biodiversity concerns, the spotted owl issue and global issues. He has travelled extensively. His latest book has just been published this summer, entitled Global Resources and the Environment (Cambridge University Press) with his wife as coauthor.

Dr. Linda Schott President - Southern Oregon University

Dr. Linda Schott grew up on a cattle ranch in the Texas Hill Country. After graduating from Bandera High School, she attended Baylor University and received a B.A. in history and German in 1979. She then attended Stanford University, earning an M.A. in History in 1982 and a Ph.D. in History and Humanities in 1986. Dr. Schott returned to Texas to begin her teaching career, working first at Texas State University, then at Texas Lutheran University, and then at the University of Texas at San Antonio where she was an assistant and associate professor of history and American Studies as well as the Director of the Center for the Study of Women and Gender. In 2003, Dr. Schott moved to Eastern Michigan University as Director of the Women’s and Gender Studies

Program. In 2006 she became head of the Department of History and Philosophy as well as Associate Dean of the College of Arts and Sciences. In 2008, Dr. Schott

began serving as the Dean of the School of Arts, Humanities, and Social Sciences at Fort Lewis College in Durango, Colorado. In 2012, Dr. Schott became the president of the University of Maine at Presque Isle.

Dr. Schott is a specialist in intellectual history and the history of women in the United States. She has published several articles on women in Texas and in the peace movement and is also the author of Reconstructing Women’s Thoughts: The Women’s International League for Peace and Freedom, 1915-1941, published by Stanford University Press in 1997.

Dr. Schott is married to Thomas Fuhrmark and has parented 5 children. She enjoys hiking and camping, baking pies, trying out vegetarian recipes, reading mystery novels, and watching basketball.

Beverly E Law Oregon State University Professor - Department of Forest Ecosystems & Society Global Change Biology and Terrestrial Systems Science

Dr. Beverly Law is Professor of Global Change Biology & Terrestrial Systems Science in the Department of Forest Ecosystems & Society, and an Adjunct Professor in the College of Oceanic and Atmospheric Sciences. She is an American Geophysical Union Fellow and Aldo Leopold Fellow.

Dr. Law’s research focuses on the effects of climate change, fire, and management on ecosystem carbon and water cycling, addressing issues such as vulnerability of forests to drought-related mortality, and ecological implications

of human actions intended to minimize drought and fire effects. She is an author or co-author of over 200 peer-reviewed publications. Dr. Law served as Science Chair

of the AmeriFlux network of 100+ land-atmosphere research sites (2000-2011), Chair of the Global Terrestrial Observing System – Terrestrial Carbon Observations (GTOS-TCO), and on the National Research Council committees “Verifying Greenhouse Gas Emissions: Methods to Support International Climate Agreements,” and “Air Quality Management in the U.S.” Currently, she serves on the international advisory board of the European Integrated Carbon Observation System.

Dr. Law has testified before U.S. House and Senate Committees on a variety of issues, such as "Managing forests in response to climate change including for natural resource adaptation and carbon sequestration," and "Monitoring, measurement, and verification of greenhouse gas emissions."

Jack Barth Executive Director of Oregon State University’s Marine Studies Initiative

Jack Barth is the Executive Director of Oregon State University’s Marine Studies Initiative. He is also a Professor of oceanography in Oregon State University’s College of Earth, Ocean, and Atmospheric Sciences (CEOAS). Jack received a Ph.D in Oceanography in 1987 from the Massachusetts Institute of Technology and Woods Hole Oceanographic Institution Joint Program in Oceanography. His research seeks to understand the complex spatial structure and time variation of coastal ocean circulation and water properties, and how these influence coastal marine ecosystems. Jack is particularly interested in marine low-oxygen zones

and has led a number of research, technology development, and ocean observing system projects off Oregon and around the world. He presently serves on the Oregon

Ocean Policy Advisory Council’s (OPAC) Scientific and Technical Advisory Committee, contributing to the design, implementation and evaluation of a set of marine reserves along the Oregon coast. Jack is a Fellow of The Oceanography Society and the American Meteorological Society.

Ethan ElkindDirector of the Climate Program, Center for Law, Energy & Environment (CLEE), UC Berkeley School of Law

Ethan Elkind is the Director of the Climate Program at CLEE and leads the Climate Change and Business Research Initiative on behalf of the UC Berkeley and UCLA Schools of Law. He taught at the UCLA law school’s Frank Wells Environmental Law Clinic and served as an environmental law research fellow. He has a background in the California Environmental Quality Act (CEQA), climate change law, environmental justice, and other environmental law topics. In 2005, he co-founded The Nakwatsvewat Institute, Inc., a Native American nonprofit organization that provides alternative dispute resolution services and

support for tribal governance, justice and educational institutions. His book on the history of the modern Los Angeles Metro Rail system was published by

University of California Press in January 2014.

Rob Bovett Legal Counsel, Association of Oregon Counties

Rob Bovett currently serves as Legal Counsel for the Association of Oregon Counties (AOC), where he primarily works on policy matters relating to governance, elections, ocean issues, and drugs. He previously served as the elected District Attorney (2009-2014) and appointed Assistant County Counsel (1992-2009) for Lincoln County, Oregon. He is the author of many of Oregon’s drug laws, including those relating to meth lab control.

Mr. Bovett created numerous state and local initiatives that provide science-based solutions to problems caused by substance abuse, such as HOPE and other

diversionary programs. He has authored many opinion pieces on drug policy, including those published by The Oregonian and The New York Times, has

provided over 500 presentations regarding drug policy, and has appeared on numerous programs, such as Good Morning America, National Public Radio, and PBS NewsHour and FRONTLINE.

Duncan Wyse President, Oregon Business Council

Duncan Wyse has been president of the Oregon Business Council since 1995. OBC is a private, non-profit, non-partisan organization whose members are principally chief executives at some of Oregon’s largest enterprises. OBC focuses the knowledge and resources of its members on key, long-range public policy issues facing Oregon, such as economic development, education, health care, transportation, and public finance. OBC has launched many statewide initiatives, including the Oregon Business Plan and Oregon Learns. Duncan also serves as the Executive Director of the Oregon Business Council Charitable Institute.

Prior to OBC, Duncan was executive director of the Oregon Progress Board, a state agency where he developed Oregon Shines, Oregon’s long-range strategy for

economic growth, and Oregon Benchmarks, indicators measuring how Oregon is doing as a people, place, and economy. Wyse earned a B.A. degree from Pomona College and an M.A. in Business Administration from Stanford University.

Ash Vasudeva Vice President - Strategic Initiatives

Ash Vasudeva is vice president of strategic initiatives, where he oversees the Carnegie Foundation’s policy and communications efforts to build the field’s capacity for improvement research and networked improvement communities. Prior to joining Carnegie, Vasudeva was a senior program officer at the Bill & Melinda Gates Foundation, where he focused on supporting school systems to implement college and career ready standards and strengthen educator effectiveness systems.

Previously, Vasudeva was co-executive director of Stanford University’s School Redesign Network, where he developed the LEADS network (Leadership for

Equity and Accountability in Districts and Schools), which enabled superintendents and their cabinets to collaborate on systems-reforms with faculty from Stanford’s School

of Education, School of Business and School of Design (d. school). Vasudeva taught science at Pasadena High School and entered the field through Teach for America. He received his Bachelor of Science degree from Carnegie Mellon University and his doctorate from the University of California, Los Angeles.

Laurie Shannon Office of the Superintendent of Public Instruction Chair - Washington Adult Education Advisory Committee

Laurie Shannon is the current Program Supervisor for Reengagement, Graduation, and Truancy for the Office of the Superintendent of Public Instruction and is the current chair of the Adult Education Advisory Committee for the state of Washington. She is also leading the work on the supports for secondary schools identified for comprehension and comprehensive low graduation under ESSA. She holds a BA and BS and teaching certification from The Evergreen State since 1984. In 1992, Laurie completed her Masters in Counseling at the University of Puget Sound. She holds a Career and Technical

Education Directors certification from Central Washington University. Laurie has worked as a Teacher, Counselor, Dean of Students and adjunct faculty in a variety of

educational settings, including alternative schools, comprehensive high schools, middle schools, and a skills center before coming to OSPI.

Tara Kini Director of State Policy at the Learning Policy Institute

Tara Kini is Director of State Policy at the Learning Policy Institute, where she leads state policy efforts on issues such as educator quality, school finance, curriculum and assessment to advance deeper learning, supporting the whole child and early care and education. She has two decades of experience working in public education as a civil rights attorney, classroom teacher and teacher educator. Previously, she was a senior staff attorney with Public Advocates, where she represented community-based organizations and low-income students and parents in education impact litigation.

Tara taught English and history for six years in California public schools and served as a faculty supervisor with UC Berkeley’s teacher education program.

Kini is a member of the State Bar of California. She received a J.D. from UC Berkeley School of Law and a M.A. and teaching credential from Stanford University, where she also received her B.A.

Dave Robertson Vice President, Public Policy – Pacific Gas & Electric

Dave Robertson oversees PGE's Corporate Communications, Government Relations, Environmental Policy and Corporate Social Responsibility departments. He joined PGE in 2004. Before taking on the role of vice president in 2009, Robertson served five years as director of PGE's Government Affairs department.

Robertson has more than 20 years of experience in the energy policy area. Before joining PGE, he served as director of government relations-west for Pacific Gas & Electric's National Energy. Robertson was a member of U.S. Sen. Mark Hatfield's legislative policy staff in both Washington, D.C., and Oregon.

Robertson is a member of the Portland Business Alliance Executive Committee, the Oregon Business Association Board and the Portland Center Stage Board. He earned a

bachelor’s degree in political science from Willamette University.

Bill Edmonds Director of Environmental Management and Sustainability NW Natural

Bill is the Director of Environmental Management & Sustainability at NW Natural. In his current position he oversees a team that takes up current environmental compliance challenges and manages customer programs that touch the environment. He’s recently taken on the challenge of helping the company develop new, innovative efforts to reduce overall greenhouse gases emissions. These efforts include connecting renewable natural gas produced from organic sources to the NW Natural system. Prior to working at NW Natural, Bill has been in the electric sector, worked as an environmental

consultant and served as a staff member at the California Public Utilities Commission. Bill currently serves on the Board for the Community Cycling

Center and PECI. He is a past board member of the Oregon Environmental Council, Earth Advantage and The Climate Trust. Bill has a degree in Political Science from Williams College and a Masters in Public Policy from UC Berkeley.

As a Northwest-based nonprofit, Climate Solutions advances local, regional, and national action on climate and clean energy through championing transformational policies and market-based innovations, and catalyzing powerful partnerships. As Oregon Director, Meredith develops and implements policies and programs to accelerate Oregon’s transition to a clean energy, low-carbon economy. She previously worked as a Climate and Energy Attorney for the Natural Resources Defense Council where she advanced policies for deploying renewable energy, creating clean energy jobs and increasing energy efficiency in the U.S. and internationally. Meredith holds a JD from Boston College Law

School and a Bachelor of Science in Political Science from Santa Clara University.

Dr. Elaine Oneil Director of Science and Sustainability, Consortium for Research on Renewable Industrial Materials

Dr. Elaine Oneil is the Director of Science and Sustainability for CORRIM (Consortium for Research on Renewable Industrial Materials), a university research consortium that has spent the last 21 years conducting life cycle inventory and life cycle assessments on wood products from cradle to grave. Dr. Oneil has spent nearly 30 years in the forest sector, starting in forest operations and management, transitioning to research on climate change, timber supply modeling and analysis, forest carbon dynamics, life cycle assessment of forest operations and bio-based products, and most recently into the public policy

arena as it pertains to forest sustainability and land management. She has Bachelor of Science in Forestry from the University of British Columbia and MSc

and PhD degrees from the University of Washington. Until recently she served as Executive Director of CORRRIM and regularly spoke nationally and internationally on the topic of forest carbon accounting and life cycle analysis.

Jana Gastellum Program Director, Climate - Oregon Environmental Council

Jana has lead state and regional work to build a low- carbon and equitable economy for over eight years at the Oregon Environmental Council. Founded in 1968 by concerned Oregonians across the state, Oregon Environmental Council is a membership-based, nonpartisan nonprofit. Her recent portfolio includes advancing policies on clean transportation, renewables and efficiency, and expanding low-carbon economic development. She has over a decade of experience developing policy and building coalitions.

She previously worked for the United Nations Foundation/Energy Future Coalition on U.S. and international opportunities to advance clean energy

development, promote energy security, and helped launch the 25x’25 renewable energy alliance with national agricultural leaders. She holds a B.S. and M.S. in Earth

Systems from Stanford University.

Betsy Johnson (D) Oregon State Senator – District 16 Oregon Coastal Caucus Chair

Senator Betsy Johnson (D-Scappoose) is serving her third term in the Oregon Senate. In the 2017 Legislative Session, Senator Johnson served as the Vice Co-Chair of the Joint Committee on Ways and Means, Co-Chair of the Ways and Means Transportation and Economic Development Subcommittee, and member of the Ways and Means General Government Subcommittee. Senator Johnson also served on the Joint Committee on Transportation Preservation and Modernization and on the Joint Legislative Policy and Research Committee.

Senator Johnson received her undergraduate degree in History from Carleton College in Northfield, Minnesota and her Law degree from the Northwestern School of Law, Lewis & Clark College.

A licensed commercial pilot of both fixed and rotor-wing aircraft, she founded Transwestern Helicopters, Inc. in 1978. The helicopter division of the firm was sold in 1993 and the company, now known as Transwestern Aviation, Inc., is managed by her husband, John Helm. In September 1993, Senator Johnson was selected as Manager of the Aeronautics Division of the Oregon Department of Transportation, a position she held until September 1998. During the 1999 Legislative Session she was Vice President for Legislative Affairs for the Oregon Pilots Association, where she successfully championed legislation that created the Oregon Department of Aviation.

Senator Johnson has served on numerous local, regional and national boards and commissions, including the Oregon Health Sciences University Foundation, Doernbecher Children's Hospital, the Oregon Public Broadcasting Foundation and the High Desert Museum. Senator Johnson currently serves on a number of regional boards, most recently elected as a member of the Board of Visitors, Northwestern School of Law of Lewis and Clark College. She also serves as the President of the Samuel S. Johnson Foundation.

David Brock Smith (R) Oregon State Representative – District 1 Oregon Coastal Caucus Vice Chair

Oregon State Representative David Brock Smith, House District 1, is from Port Orford and is a third generation Southwest Oregon resident of the area he now represents. A former Chair of the Curry County Board of Commissioners and the elected Association of Oregon Counties (AOC) District 4 Chair are just two of the positions he has held in his extensive history in local government.

David has been blessed to serve on four House Committees, as well as one Joint Committee working with the Oregon State Senate. All of which involve critical work for

our District in Southwest Oregon. Vice Chair - Economic Development & Trade, Vice Chair – Joint Committee on Carbon Reduction, Agriculture & Natural Resources, Energy &

Environment, Early Childhood & Family Support.

David is also on key State Legislative Task Forces and Commissions. Some of those are: Vice Chair- Oregon Legislature's Coastal Caucus, House Republican State Delegate- (PNWER), House Republican - Opioid Task Force, House Republican- Maritime Workforce Task Force, Chair- Oregon-China Sister State Relations Council’s Southern Oregon China Connection, Global Warming Commission, and Co-Convener Task Force on Sudden Oak Death with Senator Merkley.

Deborah Boone (D) Oregon State Representative – District 32 Oregon Coastal Caucus Member

Deborah Boone has served seven terms in House District 32, which includes Clatsop County, half of Tillamook County and a bit of western Washington County. She has been appointed to most of the House committees over the years but focused on Emergency Preparedness, Ocean and Fisheries, Renewable Energy and Hydrokenetic Ocean Energy, Veterans Services and Human Services.

Many of the bills she championed were minor enabling legislation to move ocean energy issues forward. Her work in emergency preparedness drove her to sponsor bills that

would support ocean and tidal energy devices, so the coastal communities would have a source of power after a disaster. Some of her legislation includes the award winning HR3, the

Oregon Resilience Plan. Once a plan had been developed and an implementation plan designed she shepherded another bill to create the Office of Resilience within the Governor’s cabinet. A bill to utilize unwanted species by-catch that had been thrown overboard was written and passed providing a way to use the fish and stop wasting it. It now goes to food banks.

She is a member of the legislative Coastal Caucus, a bi-cameral bi-partisan caucus of representatives and senators who serve Oregon’s coastal communities. Her style of legislating encompasses working collaboratively with all stakeholders as well as the other side of the aisle and giving others credit for the work. She has worked for many years in climate change with the Canadian team in California that includes Ontario and Quebec, learning from them how to design a carbon reduction system that fits Oregon.

Her last full session in 2017 was challenged when her husband was battling brain cancer and she became his full-time caregiver. She is forever grateful to Sen. Betsy Johnson who selflessly picked up the slack and was instrumental in helping get votes in the Senate including a bill to allow volunteer firefighters a tax check-off in the ninth attempt for passage. It was especially important as her husband spent more than 20 years as a local volunteer fire chief. She will retire at the end of the current term.

Senator Arnie Roblan (D) Oregon State Senator – District 5 Oregon Coastal Caucus Member

Senator Arnie Roblan represents the scenic and rugged central Oregon coast comprising the 5th Senate District, which includes the Oregon coast from Coos Bay to Oceanside and parts of Polk and Yamhill counties, including Neskowin, Otis, Blachly, Grande Ronde, Siletz, Eddyville, Swiss Home, Ada, Pacific City, and parts of Fall City, Willamina and Sheridan.

For the 2018 legislative biennium, Roblan will served as Chair of the Senate Education Committee, as well as on the Senate Environment and Natural Resources Committee and

Senate Rules Committee. He is also a member of the powerful Joint Ways and Means Committee and serves on the Education Subcommittee. Recently, Sen. Roblan was named Co-

Chair of the bipartisan, bicameral education committee to explore best practices employed in Oregon’s most successful schools and address the gaps that are limiting student success in other schools.

A long-time public servant, Senator Roblan brings with him 34 years as an educator – having worked as a math teacher and ultimately elevating to the role of principal at Marshfield High School – as well as four terms as a state representative, including two terms as Co-Speaker, and one term as a state senator.

He has received the Milken Education Award and recognition as a Distinguished Alumnus by the UO. The Oregon Business Association named him the Statesman of the Year in 2011. Arnie is a member of the influential Coastal Caucus, a longstanding bicameral bipartisan group of legislators that address issues on behalf of coastal and rural Oregonians by building consensus on ways to promote regional prosperity. He is also President of the Pacific NorthWest Economic Region (PNWER) a public/private non-profit created by statute in 1991 by the states of Alaska, Idaho, Oregon, Montana and Washington, the Canadian provinces of British Columbia, Alberta, Saskatchewan, and the Yukon and Northwest Territories.

Caddy McKeown (D) Oregon State Representative – District 9 Oregon Coastal Caucus Member

Representative Caddy McKeown represents House District 9 that includes Coos Bay. Representative Caddy McKeown is a 4th generation Oregonian, born and raised in Coos Bay. Her public service began on the Coos Bay school board, where she served for 11 years. She went on to be appointed to the Board of Commissioners of the Oregon International Port of Coos Bay, where she served for nine years and worked to acquire and rehabilitate the Coos Bay rail line.

In 2012, she was elected to represent coastal portions of Coos, Douglas, Lane and Lincoln counties in the Oregon House of Representatives. Current committee assignments include

the House Agriculture & Natural Resources committee as well as the House Economic Development and Trade committee. She continues to serve as Co-Chair of the Joint Committee on Transportation Preservation and Modernization, a role in which she and a bi-partisan, bi-cameral 14-member committee successfully designed an historic state-wide transportation package in 2017. She is also proud to be a member of the Legislative Commission on Indian Services, the Pacific States Marine Fisheries Commission, as well as serve on the Oregon Coastal Caucus.

When she can, she enjoys being home with her husband and two Labradors.

David Gomberg (D) Oregon State Representative – District 10 Oregon Coastal Caucus Member

Serving his third term in the Oregon Legislature, David Gomberg represents House District 10 on the central coast, ranging from Tillamook to Yachats and inland to Sheridan.

Representative Gomberg currently serves as the chair of the House Economic Development and Trade Committee, is co-chair for the Ways & Means Transportation & Economic Development subcommittee, and is a member of Ways and Means Committee and Emergency Board. Gomberg has also been appointed to the Ocean

Science Trust, the Governor’s Small Business Cabinet, Oregon Innovation Council and the Governor’s Commission on Senior Services.

David is a graduate of Oregon State where he earned a Bachelor’s Degree in Political Science, served as student body president, and earned a Masters in Political Science, Economics, and History. He then earned his MBA at Willamette University.

Gomberg is also co-owner of Gomberg Kite Productions, an internationally recognized designer and manufacturer, and a business ideally suited to the Lincoln County economy as well as its natural surroundings. He has performed for Walt Disney, the Super Bowl, and in 40 different countries. In 2005, David was inducted into the Kite Hall of Fame.

Among his “awards and accomplishments”, he lists 30 years of marriage to Susan Gomberg.

Senator Heard has the pleasure of representing Oregon Senate District 1. This southwestern district of the state includes our coastal communities from the California boarder up through just south of Coos Bay, extending east to the cities of Roseburg, Riddle, Glendale, Winston, Myrtle Creek, and Canyonville!

Born and raised in Roseburg Oregon, Senator Heard has had the honor of serving his community in the Oregon State Legislature since 2014. A small business owner in Douglas County since 2004, Senator Heard has worked hard to protect small business

Transportation Carbon Reduction: Allowances for New Sources of Revenue or Incentives to Reduce Greenhouse Gas Emissions?

The Oregon Global Warming Commission 2017 Report to the Legislature showed an increase in emissions in the state, largely due to higher transportation emissions. The Department of Environmental Quality noted that approximately one-third of Oregon's greenhouse gases come from the transportation sector. Oregon’s Clean Fuels program was established to reduce the carbon intensity of transportation fuels by way of deploying cleaner transportation fuels, such as lower carbon ethanol, natural gas, biogas and propane.

Utilities-Energy-Are We There Yet – Creating a Path Towards Renewable Energy

The energy sector plays a critical role in the planning of renewable energy technologies and their role in developing cleaner efficient energy technologies. With the deployment of solar- and wind-powered electricity as alternatives to traditional sources of energy, there are still major obstacles to renewables that affect economic opportunities in rural communities. The Oregon Global Warming Commission’s report suggests that unlike much of the world’s forested lands, Oregon forests appear to be net accumulators of carbon. This opens possibilities for our state’s natural resources to become part of the global solution to reducing carbon. State Broadband: the best broadband infrastructure technologies for rural-coast communities

The Oregon Broadband Advisory Council (OBAC) and a Broadband Advisory Council Fund were created in the 2009 Legislative session to help ensure the implementation of statewide broadband strategies. Ten years later, the digital divide continues to exist in Oregon and telecommunications technology is changing rapidly. What are the underlying conditions that prevent or deter Oregonians from accessing broadband service and utilizing the array of applications it offers from which they can bene�it? What is needed now to address the digital divide?

Rural Oregonians like urban residents want fast, affordable internet that allows them to work remotely, use online services, and access government data. However, the 21st century economy is leaving many behind, and there are still Oregonians with a crucial need still unmet.

Fifth generation wireless (5G) is the “hot new thing” in telecommunications infrastructure and is driving massive new investment. But, what is it, what does it mean for rural, and what can be done to take advantage? If 5G is not the solution, what is? How do we build partnerships to actively encourage broadband deployment in rural areas?

Student Success: Perspectives from Oregon’s Nine Federally Recognized Tribes Oregon’s nine federally-recognized Indian tribal governments were in existence prior to the formation of the United States of America, and thus retain a unique legal status. For a long time, Oregon has recognized the importance of continued communication and collaboration, through state legislative and executive actions with its tribal government partners, beginning with SB 386 (1975). The bill created the Legislative Commission on Indian Services and made Oregon a leader in promoting positive state and tribal relations to benefit all Oregonians. The panel will discuss how our tribal students achieve success, while still maintaining their cultural customs and values in educational systems that do not always recognize those important aspects of tribal students’ upbringing.

University Presidents’ Roundtable Panel: Challenges and Opportunities for Student Success in Higher Education A conversation featuring Oregon university presidents discussing how post-secondary public institutions are implementing innovative outcome-based initiatives to improve the pipeline and access to college, student success, career preparedness, and degree completion. This panel’s dialogue will include students from each of the universities. Panelists will address how their institutions collaborate with Oregon’s K-12 system to help advance student readiness, as well as discuss Oregon’s aspirational goals for educational achievement. Those include both the 40-40-20 plan dating back to 2011 and the more recent Future Ready Oregon initiative that focuses on adult learners.

During the 2018 Legislative short session, the Oregon Department of Justice produced an opinion suggesting that the Oregon Constitution prohibits local government or state agencies from delegating authority to a third-party contractor who exercises discretion. This leads the Oregon Department of Consumer and Business Services, Building Code Division to issue new rules prohibiting local governments from wholly contracting certain services.
