WILLING(Consensus across key

stakeholders to participate)

NOT WILLING (Little or no desire among key

stakeholders to participate)READY (Basic foundation of RTI infrastructure is established)

Implementation Participation: These districts have installed key foundations of RTI infrastructure (At a minimum research-based core reading curriculum and universal screening) and there is consensus across the district to actively participate in the project. These districts would participate fully.

Non-Participant: These districts have not yet established basic infrastructure without support from OrRTI and they do not desire active participation in the project. These districts may not see “what’s in it for them” to receive support from OrRTI in their work. They may, however, passively seek technical assistance from our online postings and guidance.

NOT READY(Basic foundation of RTI infrastructure NOT established)

Readiness Participation: These districts want to participate in the project but have not yet installed systems to support basic RTI functions. These districts would be provided limited guidance and support for installing beginning components.

Non-Participant: These districts posses neither the desire nor the basic infrastructure for participating in the project. These districts may passively seek information on “what is RTI” “what does it mean” from online postings and guidance.
