the Oregon Transportation Plan and the success of Intermodal Oregon
• There is no formal statewide vision for TO that guides TO in the state
• TO strategies are not always considered as solutions
• There is no formal, interconnected statewide TO “program” that guides TO in the state
• There is no policy framework substantiating the investments we are making now
• There is likely to be heavier reliance on TO solutions in the future
