The Anambra 2017 Governorship elec�on represents the fi�h off-cycle governorship elec�on a�er the 2015 general elec�ons. The Youth Ini�a�ve for Advocacy Growth and Advancement (YIAGA) is conduc�ng a comprehensive, long-term pre-elec�on observa�on of Anambra's 2017 Governorship elec�on under the Watching the Vote (WTV) project. This report is the second in a series of four (4) to be released by YIAGA in the build-up to the November 18 elec�on. The report highlights observa�ons from the first repor�ng phase, September 27, 2017 to the end of the second phase October 19, 2017 and offers recommenda�ons on steps for guaranteeing credible and peaceful elec�ons. YIAGA's goal in collec�ng this valuable informa�on is to enhance the integrity of the electoral process as well as facilitate evidence-based elec�on planning and programming.

1YIAGA entreats all poli�cal actors to intensify voter educa�on ac�vi�es or programs across the 21 LGAs using radio, community engagement and social media. There is need for audience-specific messaging targeted at special interest and marginalised groups.

2YIAGA encourages INEC's leadership to improve the monitoring of voter educa�on ac�vi�es at the local government level.

3Poli�cal par�es, tradi�onal and religious leaders are urged to complement INEC by dissemina�ng voter educa�on messages to their followers.

4YIAGA encourages candidates, members of poli�cal par�es and ci�zens to con�nue to abstain from using hate speeches or incendiary language as elec�on day approaches.

5YIAGA encourages marginalised groups to con�nually engage the electoral process, to further the goal of poli�cal inclusion in Nigeria's democra�c space

1. Compared to the first repor�ng period, there is a moderate level of preparatory ac�vi�es

undertaken by INEC in all 21 local government areas (LGAs) of Anambra.

2. There is low visibility of voter educa�on programs or campaigns by three (3) major

electoral actors: Independent Na�onal Electoral Commission (INEC), Na�onal Orienta�on

Agency (NOA) and civil society organisa�ons (CSOs).

3. Voter educa�on programs and messaging targeted at special interest and marginalised

groups (youth, women and people with disabili�es (PWDs) is absent.

4. Youth and women groups are increasingly engaging the poli�cal space through public

enlightenment and poli�cal campaigns.

5. The frequency of poli�cal party campaigns has increased across all LGAs observed.

6. There is minimal use of derogatory languages against candidates on the basis of their

gender, age and faith.

YIAGA's WTV has closely monitored the pre-elec�on environment processes since September 27, 2017. This entailed deploying long-term observers (LTOs) in each of the 21 LGAs of Anambra State to gather systema�c informa�on about the pre-elec�on environment, including early warning signs of electoral violence. To achieve this, YIAGA WTV LTOs are equipped with a checklist to observe and report on the electoral and poli�cal environment in the state. All YIAGA WTV LTOs are recruited from the LGAs within which they reside to observe electoral ac�vi�es rela�ng to voter educa�on, poli�cal campaign ac�vi�es, ac�vi�es of marginalized groups (youth, women, and PWDs) and elec�on-related violence in the pre-elec�on period.

Their reports cover ac�vi�es of the INEC, poli�cal par�es, NOA,CSOs, women and youth groups. The observers report on their observa�on findings on a bi-monthly basis via coded text messages to a YIAGA data centre. Within repor�ng �meframes, observers also report on early warning signs and cri�cal incidents demanding urgent a�en�on as soon as they happen. The reports are compiled and shared with relevant elec�on stakeholders for needed response.

YIAGA WTV PREO observa�on findings are not sta�s�cally representa�ve of the en�re state but does provide an indica�on of emerging trends during the pre-elec�on period. Unlike the WTV elec�on day observa�on methodology, YIAGA does not rely on sample-based observa�on to carry out its PREO observa�on. YIAGA, therefore, encourages users of this report to independently corroborate and respond appropriately to trends iden�fied in this report.

METHODOLOGY

During the repor�ng period, YIAGA WTV LTOs reported moderate level of elec�on-related preparatory ac�vi�es undertaken by INEC. For instance, about half (41%) of YIAGA WTV LTOs reported either observing or hearing one form of elec�on preparatory ac�vity undertaken by the Electoral Commission. Other related ac�vi�es observed during the repor�ng period include distribu�on of permanent voter cards (PVCs). A li�le over a quarter (29%) of YIAGA WTV LTOs reported either observing or hearing of distribu�on of PVCs undertaken by INEC.

Voter Information Workshops/campaigns

Availability of voter informa�on through voter educa�on or campaign is an important means to ensure that eligible voters exercise their rights of universal and equal suffrage and should be made available to the broadest possible pool of eligible ci�zens without obstacles. INEC and NOA have a mandate to inform Nigerian ci�zens about the electoral process and their effort is complemented by CSOs. Accordingly, the WTV LTOs monitored the conduct of voter educa�on workshops and voter informa�on campaigns organized by these three electoral actors. The WTV LTOs findings reveals that there were few voter educa�on or sensi�sa�on programs conducted by all three electoral actors. Our findings reveal a minimal increase in the frequency voter educa�on or sensi�sa�on programs compared to the first repor�ng period. Notwithstanding, there is paucity of informa�on on the upcoming elec�on for voters' use.

WTV LTOs also monitored poli�cal party campaign ac�vi�es, from pos�ng of party or candidates' posters and media ads, party mee�ngs and rallies in all of the 21 LGAs. WTV LTOs used a broad defini�on of rallies to include both party or candidate rallies and ward congresses organized within electoral districts. Overall, WTV observed an increasing level of party campaigns across the 21 LGAs, sugges�ng that poli�cal par�es are engaging voters for electoral votes as the elec�on approaches.

WTV LTOs were also charged with the responsibility of observing voter informa�on campaigns targeted at youth, women and PWDs. The observers reported low interven�ons aimed at enhancing the capacity or par�cipa�on of women, youth and PWD candidates or voters in the upcoming elec�on by both INEC, NOA and CSOs. Voter educa�on message have been generic and do not respond to the needs of marginalized and disadvantaged groups. Only 4% of WTV LTOs observed or heard INEC conducted voter educa�on targeted at women and none (0%) observed/heard NOA conducted voter educa�on targeted at any of the three marginalized or disadvantaged groups. Similarly, all WTV LTOs (100%) reported they did not observe or hear CSOs conducted youth, women and PWD-specific voter educa�on programs.

YIAGA's pre-elec�on observa�on also focused on observing the use of derogatory language or statements that incite hate or violence against a targeted individual or group by all electoral actors, especially poli�cal par�es. This is to enable YIAGA iden�fy early warning signs for conflict mi�ga�on. The WTV LTOs observed major poli�cal ac�vi�es such as: candidate rallies, poli�cal gatherings, media reports and statements by candidates and par�es, directly and indirectly for inflammatory and divisive rhetoric directed at individuals based on their age, origins, gender, religion and/or physical disabili�es. The LTOs reported to have heard violent physical or verbal a�acks on street/town poli�cal campaign trails in two (2) LGAs and hate speech against candidates or people because of because of either their gender or faith in not more than two (2) LGAs.

CONCLUSIONHaving observed the pre-elec�on environment over a period of �me, it is clear that elec�on campaign period is now in full swing and the ac�vi�es of poli�cal par�es and INEC are increasingly domina�ng the poli�cal space in the state. YIAGA WTV therefore assures the public that it will con�nue to observe the Anambra 2017 pre-elec�on environment and will duly share its findings with the public on periodically. Should any issue arise, YIAGA will expose it and call on the appropriate actors to resolve it.
