We, at AME Trade, would like to thank all who participated at the 9thAnnual Africa PPP Conference & Showcase in Cape Town. A very special thank you to our speakers for sharing their expertise and our sponsors, DBSA, Fasken Martineau and Miranda & Associates for their support.
The event was officially opened by Bothwell Manikai, Principal, DBSA, with Debasish Mallick, Deputy Managing Director, Exim Bank of India, and the Hon. Mrs Manthabiseng Phohleli, Deputy Minister, Ministry of Health, Kingdom of Lesotho as the keynote speakers on the first day, who emphasised the importance of continuing to develop public private partnerships in Africa. On the 2nd day, H.E. Honourable Senator Hadi Sirika Minister of State for Aviation, Federal Republic of Nigeria, provided an overview of some of the current PPP projects in Nigeria.
The event was host to 58 speakers and 152 participants from 31 countries, including representation from 10 African PPP units. The productive practical training workshop on “Using project preparation tools to unlock the development of PPPs” provided technical assistance on how project preparation can benefit the development of PPPs. We hope that the training workshops continue to increase capacity and skills development.
Interactive discussions and presentations highlighted challenges, looked at available funding mechanisms and provided insight into some successful PPP projects. In addition to this, a number of new, bankable PPP projects were showcased. Each project will bring us one step closer to closing the infrastructure gap.
We look forward to seeing you all at the 10th Africa PPP conference, where we aim to continue to provide a platform to enable Public and Private partners to create successful infrastructure projects in Africa, and to hear how the knowledge gained at this event has worked towards advancing infrastructure development.

day 1 keynote addresses:
Bothwell Manikai of the DBSA, as an event sponsor, shared some background on its projects, work being done in the SADC region, and its plans to extend its reach to the rest of the entire African continent. The DBSA mentioned its recent plans to take a new route in delivering infrastructure on a meaningful scale, and its plans to take on more partnerships inordertounlockatleastR100billionworthofinfrastructuredevelopmentperyear–anincreaseofaboutthreetofourtimes what the DBSA has previously done.
DBSA discussed their view on PPPs and how PPPs will be vital in the delivery of infrastructure in the continent to stimulate growth. They will also assist regional integration, which is important for us to build the scale that is much needed for the kind of infrastructure development and economic growth that will better the lives of the people on the continent. In turn, the key objectives of building a prosperous and integrated Africa region free of poverty and dependence will be achieved.
Our keynote speaker, Mr Mallick from Exim Bank of India, shared some insights on the implementation of PPPs, specifically in infrastructure growth in India, where PPPs have been used to promote industrialisation efforts for export-orientated units and improve India’s exports and trade.
He discussed comprehensively some of the projects involving working on a number of development enterprises across Africa, including Burkina Faso, Mali, Marlowe, and Ghana. Other projects are working on decongesting the City of Lusaka in Zambia, their experiences in Ethiopia’s major transmission lines, Tanzania’s water supply project, and other traditional infrastructure, railway and electrical projects. He also spoke more about the credit lines programme.
He expressed more about some of the work that is being done through the Kukuza development, noting some of the challenges experienced in Africa and across the world in implementing PPP projects. These include the challenge ofacquisitionof landandbasic infrastructurechallenges.Hecommunicated theneedto learn fromoneanother inimplementing PPP projects, referring to India as a key point of reference as the country had implemented a number of PPP infrastructure projects. He highlighted the importance of tapping into the learnings from the country in implementing PPP projects elsewhere in the world.
The Honourable Mrs Manthabiseng Phohleli, Deputy Minister of the Ministry of Health of Lesotho spoke about the path of PPP’s in Africa saying, “We still have a long way to go if we want to address our ultimate goal of alleviating poverty and improving the lives of our people. To achieve this we need to invest in infrastructure, our people and continue to reform policy in order to strengthen Africa’s ability to mobilize private sector resources for infrastructure development.”

H.E. Honourable Senator Hadi Sirika, Minister of State for Aviation, from the Federal Republic of Nigeria presented some of the substantial progress Nigeria has been making through the utilisation of PPPs, with one of the main examples being the development of its air carrier capabilities and airport infrastructure. He explained how this would allow Nigeria to develop a strong advantage by supplying the main air carry option within the northwestern and central African region –aregionthatcontainsroughly600millionpeople.
He then showed representations of infrastructure development in Nigeria made possible through PPP agreements, including a ‘centre of excellence’ and the upscaling of education facilities. He pointed out that the legal system of Nigeria, in the form of a common law jurisdiction, allows for far more seamless integration of PPP projects. He then extended an invite to all foreign stakeholders to take advantage of the development opportunities being presented by Nigeria’s embracing of PPP projects.

He explained that despite coming from very humble personal beginnings, he and his family managed to pull themselves up to achieve professional ambitions. He mentioned being both a trained engineer and pilot as being part of his achievements thanks to educational opportunities, and stressed the importance of pursuing all educational activities, such as the 9th Africa PPP conference, as well as the expansion of educational infrastructure itself.

• EducationandhealthPPPscanassistcitizenstoimproveaccessandqualityofcare.
• ItwashighlightedthatwhiletherearedifferentPPPprogrammes,PPPsshouldbeproperlydefinedinordertoensure a common understanding. A donation by a private company should not be considered a PPP agreement, because that is not a PPP programme.
