The facility staff organization shall include the following:

a. A total of three non-licensed operators for the two units is required in all conditions. At least one of the required non-licensed operators shall be assigned to each unit.

5.2.2 Unit Staff The unit staff organization shall include the following:

b. Those licensed operators counted toward minimum shift crew

composition required by 10 CFR 50.54(m)(2)(i) shall be licensed for both units.

c. Shift crew composition may be less than the minimum

requirement of 10 CFR 50.54(m)(2)(i), 5.2.2.a, and 5.2.2.g for a period of time not to exceed 2 hours in order to accommodate unexpected absence of on-duty shift crew members provided immediate action is taken to restore the shift crew composition to within the minimum requirements.

d. A radiation protection technician shall be onsite when fuel

is in the reactor. The position may be vacant for not more than 2 hours, in order to provide for unexpected absence, provided immediate action is taken to fill the required position.

2. By an individual with a Bachelors Degree or equivalent in a scientific or engineering discipline with specific training in plant design, and response and analysis of the plant transient and accidents; or

3. By an SRO license holder previously approved by the

Nuclear Regulatory Commission as an exception to the minimum STA education requirements of Specification 5.2.2.g.2, provided the following conditions are met:

i. With both units in MODE 1, 2, 3, or 4, the STA

shall be an SRO license holder in addition to the two SRO license holders required,

ii. With one unit in MODE 1, 2, 3, or 4, and the other

unit in MODE 5 or 6, the STA shall be an SRO license holder other than the SS, and

iii. With one unit in MODE 1, 2, 3, or 4, and the other

unit defueled, the STA shall be an SRO license holder in addition to the one SRO license holder required.

6.4 Procedures

6.4.1 Written procedures and administrative policies shall be established, implemented and maintained that meet or exceed the requirements and recommendations of Sections 5.1 and 5.3 of ANSI N18.7-1972 and cover the following activities:

a. The applicable procedures recommended in Regulatory Guide 1.33, Appendix A, November 3, 1972;

5.2.2 Plant Staff

The plant staff organization shall include the following:

a. An auxiliary operator shall be assigned to the shift crew with fuel inthe reactor. An additional auxiliary operator shall be assigned tothe shift crew while the plant is in MODE 1, 2, 3 or 4.

b. Shift crew composition may be one less than the minimumrequirement of 10 CFR 50.54(m)(2)(i) and Specifications 5.2.2.aand 5.2.2.f for a period of time not to exceed 2 hours in order toaccommodate unexpected absence of on-duty shift crew membersprovided immediate action is taken to restore the shift crewcomposition to within the minimum requirements.

c. At least two licensed Reactor Operators shall be present in the control room during

reactor startup, scheduled reactor shutdown and during recovery from reactor trips.

d. The Shift Manager or Control Room Supervisor # shall be in the control room at all times other than cold shutdown conditions (T ave < 200°F) when he shall be onsite.

e. An individual ## qualified pursuant to 6.3.2 in radiation protection procedures shall be

on site when fuel is in the reactor.

f. All REFUELING OPERATIONS shall be observed and directly supervised by either a licensed Senior Reactor Operator or Senior Reactor Operator Limited to Fuel Handling who has no other concurrent responsibilities during this operation.

g. A Site Fire Brigade ## of at least 5 members shall be maintained onsite at all times. The Site Fire Brigade shall not include members of the minimum shift crew necessary for safe shutdown of the unit and any personnel required for other essential functions during a fire emergency.

h. The Shift Technical Advisor shall serve in an advisory capacity to the Shift Manager on matters pertaining to the engineering aspects assuring safe operation of the unit.

6.2.2.3 Individuals who train the operating staff and those who carry out the health physics and quality

assurance function shall have sufficient organizational freedom to be independent from operating pressures, however they may report to the appropriate manager on site.

6.3 UNIT STAFF QUALIFICATIONS

6.3.1 Each member of the unit staff shall meet or exceed the minimum qualifications of ANSI/ANS 3.1of 1978 for comparable positions unless otherwise noted in the Technical Specifications, with thefollowing exceptions: 1) the licensed operators who shall comply only with the requirements of 10 CFR 55, and 2) individuals who do not meet ANSI/ANS 3.1 of 1978, Section 4.5, are not considered technicians or maintenance personnel for purposes of determining qualifications but are permitted to perform work for which qualification has been demonstrated.

6.3.2 The management position responsible for radiological controls shall meet or exceed the qualifications of Regulatory Guide 1.8 of 1977. Each radiological controls technician/supervisor shall meet or exceed the qualifications of ANSI-N 18.1-1971, paragraph 4.5.2/4.3.2, or be formally qualified through an NRC approved TMI-l Radiation Controls training program. All radiological controls technicians will be qualified through training and examination in each area or specific task related to their radiological controls functions prior to their performance of those tasks.

6.3.3 The Shift Technical Advisors shall have a bachelor's degree or equivalent in a scientific or engineering discipline with specific training in unit design, response and analysis of transientsand accidents.

6.4 TRAINING

6.4.1 A training program for the Fire Brigade shall be maintained and shall meet or exceed the requirements of Section 600 of the NFPA Code.
