One of the most important initiatives in Non Formal Education in the
Philippines in the last 10 years is the Alternative Learning Systemwhich is a major component of basic education with a clearly defined
role within the overall educational goal. Thus the Bureau of Non
Formal Education is renamed to Bureau of Alternative Learning
System.

The Bureau of Alternative Learning System
(BALS) is mandated to address the needs ofbasic education of the out-of school youthand adults in the country particularly in far-flung and isolated communities, to raise the
level of literacy in the target areas andimprove the quality of life of individuals andfamilies in remote and underservedcommunities.

x A community-based program for illiterate out-of-schoolyouth and adults to develop basic literacy skills: reading,writing and numeracy.
2. Continuing Education Division (CED)
as defined by the 1986 meeting of the Asia and thePacific Programme of Educational Innovation forDevelopment (APEID), covers all educationalopportunities taking place outside the literacy andprimary education programs, including the enrichmentsof the learning environment to activate and sustainmotivation for learning.
It provides extra-curricular activities which furtherenhance the learning process.

The bureau outlines its functions as:1. serving the needs of those unable to avail offormal education;
2. expanding access to educationalopportunities; and
3. providing opportunities for the acquisition ofskills to ensure employability, efficiency,productivity, and competitiveness in the labormarket.
BNFE funds come from three main sourceswhich are: the General Appropriations Act,loans from the Asian Development Bank, andfunds from other international agencies such asUNESCO, UNICEF, ACCU, and elsewhere.

1. BASIC LITERACY PROGRAM (BLP)
o A community-based program for illiterate out-of-schoolyouth and adults to develop basic literacy skills: reading,writing and numeracy.
2. ACCREDITATION and EQUIVALENCY (A&E) PROGRAM For literates who have not completed ten years of basic
education (for elementary and secondary level drop-outs). The age limit is 13 years old and above for the elementary
drop-out and 15 years old and above for the high schooldrop-out. It also implements a wide array of other relatedprograms and projects in partnership with local andinternational organizations.
To attain this vision and fully implement the AlternativeLearning System in the Philippines, the Alternative LearningSystem (ALS) Mobile Teacher Program was conceptualized asa means to bring education where the learners are. It is animmediate response to the demand of millions of target
learners for some kind of relevant learning interventionthrough the Alternative Learning System.

For the full and effective implementation of the Alternative Learning
System (ALS), Mobile Teachers have been deployed and assignedto areas where the unreached and underserved population of thecountry is.
Due to lack of manpower in the implementation of ALS programs inthe field, the Bureau of Alternative Learning System requested forthe service of some formal school teachers to be designated as full-time District ALS Coordinator (DALSCs).
Both Mobile Teachers and District ALS Coordinator conduct intensivecommunity-based learning sessions for illiterate out-of schoolchildren, youths and adults and those who have not finished tenyears of basic education.
3. INDIGENOUS PEOPLES EDUCATION PROGRAM ( IPEP)
A program that aims to develop an IP culture-sensitve core
curriculum, learning materials and assessment tools/instruments.
