Clear project rationale:
• Which problem does the project solve?
• Who is the target group?
• What is best solution to the problem (Suitable technology)
Project definition :
• Components part of the project scope;
• Necessary components not part of the project scope.
-> Clear demand-supply analysis

Description of the target group, e.g.:
• Current access to and use of similar infrastructure;
• Distribution of income (over the target area), poverty level;
• Household composition, FHHs, gender related issues;
• Knowledge of the advantages of the infrastructure, cultural aspects.
-> Include in the consultations (for the ESIA), e.g. survey a sample of households
Project surrounding and institutional context:
• National sectoral policy and how the project is in line with the policy;
• Which (institutional) parties play a role in the sector;
• Related donor interventions, any possible overlap and/or complementarity.

are expected to cooperate

next years
