Houseless : Those do not live in buildings or census houses but live in open road side, pavements, in hume pipes, under flyovers and staircases or open places of worship places / mandaps, railway platforms etc.

Quality of dwelling unit : (i) Persons live in Kutccha/temporary/houses with

wall/roof made from temporary materials such as grass, bamboo, plastic, polythene, mud, un brunt bricks, wood etc.

(ii) Persons living in Semi-pucca/ Semi-permanent houses, pucca houses less than two rooms(iii) Insecurity of Tenure : whether ownership based or rented accommodation, uncertain or illegal land tenure,(iv) Absence of basic civic Services : Lack of civic services such as electricity, water supply, sanitation, & sewerage as well as accessibility to kitchen.

within the premises.

(i) Time Based : If a person is unemployed for a significant proportion of time or duration of his/her employment is uncertain or irregular.

(ii) Nature of Occupation : Informal/Casual , low-end occupation with low and uncertain wage earnings such as domestic workers, washer man, caretakers, street vendors, cobbler, hawker, transport worker, drivers, conductors, helpers, cart puller, rickshaw puller, shop workers, delivery assistants, attendants, waiters etc.

(iii) Semi bonded/bonded employment or undignified or oppressive condition labours such as beggars, rag pickers, sweepers, sanitation workers, construction workers, plumbers, masons, electricians, Mechanics, assemblers, Repair workers welders, security guards, coolies, head load workers etc. (iv) Stability/Nature/Period of Payment : Whether the payment of wages is daily, weekly or monthly . whether the periodicity of the payment is predictable or irregular.

• (a) Gender Based vulnerabilities : This refers to female-headed households, lack of education of women-headed household, lack of access to viable, regular employment.

• (b) Age Based Vulnerabilities : (i) Minor-headed household (MiHHs) : Households headed by children with no adult member present.(ii)Old age : Aged urban poor have considerably low quality of life with greater risk of injury or disease and incapability to generate income.(iii)Education Vulnerabilities : Lack of education.

• (iv) Health Vulnerabilities : Disability [disability of sight, speech, hearing, movement and form of mental retardation], Chronic Illness [Cancer, HIV/AIDS, Leprosy etc.]

• (v) Social stratification-based vulnerabilities : These include society-based and/or religion-based stratification with wider implications of inclusion or exclusion of access to civic services or social security, health and/or education such as Schedule Caste/Tribes, OBCs, Minorities etc.

Methodology finalized by Government of India. Hand Held Device (HHD) will be used for door to door

canvassing . Hand Held Device (HHD) and Data Entry Operator to be

provided by ECIL on behalf of BEL.

Initiatives for SECC-2011 in Urban Areas

SECC IN Urban Areas will be conducted simultaneously with Rural Areas.

Collectors; ADM-CUM-PD, DUDAs & Tahasildars are Principal SECC Officers [PSO], {except for three Municipal Corporations,} ADSOs & Charge Officers respectively for Urban Areas as well.

Commissioners of Municipal Corporations will be the Principal SECC-2011 Officer [PSO] for the Municipal Corporation areas.

Dy. Commissioners of the Municipal Corporations will be ADSOs.

All Executive Officers will be Additional Charge Officers.

Training of Master Trainer Facilitators & Master Trainers will be conducted in consultation with PR Deptt [ nodal Deptt. for SECC-2011 in State] at State level.

All Collectors have been requested to engage required Enumerators/ Supervisors / Master Trainers [MT] / Master Trainer Facilitators [MTF] under intimation to this Deptt.

ULBs instructed to identify employees to be engaged as Enumerators /Supervisors in ensuring SECC-2011 by 07.08.11 and report to PSO concerned.

Other stipulations as decided by PR Deptt. will be applicable for SECC in Urban Areas as well.

Grievance Redressal Mechanism

Grievance Cell-cum-Control Rooms may be opened in the office of each Charge officer/PSO to attend any complaints on all issues.

All Grievance Cell-cum-Control Rooms may maintain a proper register detailing the complaints received and action taken.

All complaints must be attended within a time frame of 5 days.
