The Occupational Safety and Health Council (OSHC) and the

Central Work Environment Council for the Construction Industry

of Sweden (BCA) jointly organized a study tour called

"Benchmarking Study on Construction Design and Integrated

Safety, Health and Environmental Management" to Stockholm,

Sweden in September 2003. The purpose of this tour was to

study the Swedish experience in integrating Safety, Health and

Environmental (SHE) management and the latest construction

technology, and to see how the Swedes practise SHE measures

in project management in order to reduce the risk. Through the

use of interactive lectures, participants can now improve their

SHE performance with reference to the actual operation of

integrated SHE management in Sweden.

The study tour began on 29th August and there

were 21 participants from different fields of the

construction industry, including consultants

from OSHC. The main focus of the tour was a

one-week programme that included lectures,

workshops, group discussions, site visits and

case studies. The lectures covered topics

relating mainly to SHE management, and the

lecturers were mainly from legislative bodies,

the BCA, and from unions, contractors and the

academic field. One of the lectures, conducted by Professor

Safety Promotion and Safety Behaviour. The lectures were

followed by related group discussions and case studies, so that

the participants could achieve a deeper understanding of the

subjects.

During the site-visiting section, the participants were invited to

visit several offices and construction sites, including civil

engineering and building construction projects. For example,

on the second day of the programme, the tour visited Skanska

Sweden's head office to explore the working environment and

facilities, and then continued on to a bridge construction site to

observe the latest OSH technology and actual SHE management.

On 5th September, the participants carried out their final group

discussion, the topic of which was to discuss possible and

practical ways to improve construction design and integrated

SHE management in the Hong Kong construction industry using

the Swedish experience. This function marked the end of the

study tour.

A study visit is an effective way to benchmark. In order to provide

opportunities to understand how a hotel can implement the Safety

Management System (SMS) and also to share the experience of

carrying out the Occupational Safety and Health (OSH) best

practices, the Green Cross Group organised a benchmarking visit

to The Kowloon Hotel in the afternoon on 23 September, 2003.

The benchmarking visit attracted 26 participants from various fields,

such as the hotel industry, property management, club management

and the engineering industry.

The visit began with an introduction and explanation

from the representative from the Occupational Safety

and Health Council (OSHC), which was followed by a

presentation detailing the requirements for the

implementation of the SMS and preparations for the

OHSAS18001 by Mr. Daniel Y.S. Leung, Human

Resources Manager, The Kowloon Hotel.

According to Mr. Leung, the reason for the implementation of a

SMS in The Kowloon Hotel is that the management recognises that

occupational safety and health is an integral part of its business

performance, and that to set up a safety management system and

to provide a safe and healthy workplace are the responsibilities of

the hotel. In 1996, The Kowloon Hotel started to carry out a series

of safety measures and install a number of safety systems.

The SMS of The Kowloon Hotel has a wide remit that includes hotel

staff, customers and visitors as well as equipment and facilities. The

key points of the system include the utilisation of appropriate

resources to achieve defined safety standards, the fulfilment of

employees' responsibilities relating to occupational safety and

health, and the provision of communication and support to them,

etc. In 1999 and 2000, The Kowloon Hotel adopted a "5S Good

Housekeeping Policy" and an "Occupational Safety & Health

Policy", which aimed to prevent work injuries through organising

the workplace and its procedures. For example, The Kowloon Hotel

requires the on-duty supervisors of all operational departments to

conduct a daily inspection of their own areas before starting work

and to use the obtained data to produce a report which includes a

checklist for improvements. Moreover, The Kowloon Hotel carries

out fire drills every year, which includes 6 daytime drills and 6 night

drills, with the procedures being reviewed after each drill.

In 2002, The Kowloon Hotel underwent the OHSAS18001:1999examination. In order to achieve its goals, the hotel set up itsprocedures according to the OHSAS18001:1999 requirements, andimplemented control measures. Six supervisory-level staff memberswere professionally trained and were appointed to be the hotel'sinternal safety auditors, to provide suggestions for improvementsto non-conforming areas. The Kowloon Hotel provided regulartraining and promotional activities to ensure that all its staff membersunderstood the safety and health standards. Since theimplementation of the SMS, cases of injuries have significantlydecreased. Eventually, in April 2003, The Kowloon Hotel successfullyachieved OHSAS18001:1999.

During the Q&A section of the benchmarking visit, participantsraised questions. One of them was whether implementation of SMSrequires enormous capital investment.Mr. Leung said that it largely required manpower and time - as, forexample, when organising promotional activities, improvingworkflow, designing courses and training staff members - ratherthan enormous amounts of money.

What would be the next target after achieving the OHSAS18001:1999?Mr. Leung replied that at this stage, the most important thing wasto maintain the level of occupational safety and health in the hotel,because OHSAS18001 alumni enterprises were subject to annualinspections. In addition, Mr. Leung said he would very much like toshare his valuable experience of the development andimplementation of the SMS with his counterparts, in order toimprove the occupational safety and health performance within thehotel industry...as well as other industries.

After sharing the experience of the implementation of the SMS inThe Kowloon Hotel, participants then studied the safety measurescarried out by the departments of engineering, food & beverageand housekeeping, as well as the front office. Examples of thesewere: noise control in the machine room, and safety measuresinstalled for detergent use, and while tidying up the rooms.

The Kowloon Hotel's successful experience of implementing SMS,and the hotel's subsequent carrying-out of the mandated OSHmeasures, can serve as a benchmark paradigm for all other hotels.

CLP Power gained an overwhelming results score that secured itseveral awards in the Hong Kong Occupational Safety and HealthAward 2003, namely the Safety Management System Award (Other),the Safety Promotion Award and the Safety TechnologicalAchievement Award. 32 Green Cross Group members subsequentlyvisited CLP Power's West Region at West Kowloon CentenaryBuilding, 1 To Wah Road, Jordan, Kowloon on 21 October, 2003where representatives from CLP Power shared their valuableexperiences with them.

Mr. K C Ng, Regional Manager-West of CLP Power and otherrepresentatives from CLP Power delivered a brief introductionregarding the content and the structure of CLP's Safety ManagementSystem. One of the characteristics of the system is that it fosterspartnership with its contractors to ensure the system can beimplemented effectively.

CLP Power devotestremendous efforts topromote the concept ofworkplace safety. Tocater for requirementsfrom staff at all levels,CLP Power has launcheda c o m p r e h e n s i v epromotional plan to enhance safety awareness amongst employeesand contractors, elements of which for example, consist of a hostingseminar, a safety quiz, and a site visit and conference. In addition,the company also spreads safety messages to staff through variouschannels. For instance, it promotes different types of messages,including safety messages, at its IT corner, which is located in aplace with high-density foot-traffic and which includes a plasmascreen in its inventory, thus enabling staff to grasp the informationat first hand.

CLP staff then showed a short film to demonstrate how to use themodel that won the Safety Technological Achievement Award-Mechanical Proof Load Testing. The representatives then invitedGreen Cross Group members to identify the condition of a polewith the traditional hammering test. Company representativesfurther revealed that achieving "Zero Accidents" is the company'scorporate goal and that it always strives to achieve this goal.

Good Housekeeping is the key to safeguardingthe safety and health of employees. By virtue

of imp lement ing the concepts o f"Organization, Neatness, Cleanliness,

Standardizat ion and Disc ipl ine",organizations can establish neat and tidyw o r k i n g e n v i ro n m e n t s . G o o dHousekeeping not only helps tominimize the risk of accidents andoccupational disease, but also helps toestablish safe and healthy workingenvironment, to improve work efficiency,

to increase employees' loyalty, toenhance their sense of responsibility as

well as to boost their morale.

Occupational Safety and Health Council is nowputting forward the "Good Housekeeping

Partnership Scheme", with an objective ofintroducing the concept of Good Housekeeping to

organizations through workshops. Moreover, free-of-charge GoodHousekeeping advisory services will be provided to selectedorganizations among those participating in the workshop. Throughthe partnership scheme, the Council provides expect opinions tothe selected organizations with respect to their workplaces to attainthe best practices of Good Housekeeping. These organizationsshould illustrate the spirit of the scheme to share their experiencesand skills with other organizations, so as to make more Green CrossGroup members benefit from it. The scheme will be launched intwo phases. Green Cross Group members are invited to collaboratewith us to improve housekeeping at workplace.

GreenCross Group organized two benchmarking visits in September and Octoberrespectively and were well received by member organizations. 1. Visit to HSBC – HSBC CentreHSBC and its subsidiary in Hong Kong have 17000 staff in total. Implementationof OSH policies to staff from all disciplines in a sizable organization is not aneasy task. HSBC has implemented several OSH projects including Display ScreenEquipment Programme, We Care Programme and Tellers' WorkstationImprovement Programme recently with remarkable results.
