Federal Initiatives

• Department of Energy Study (DOE) Congestion Study

– The DOE 2005 Congestion Study resulted in the designation of the Mid-Atlantic Area National Corridor as a National Interest Electric Transmission Corridor (NIETC)

– DOE is conducting the 2009 Congestion Study

• NE ISO/RTOs have provided input to DOE

• Draft Report expected in July; Final Report in August

• DOE Eastern Wind Integration & Transmission Study (“EWITS”)

• DOE Funding Opportunity Announcement (FOA) for Interconnection-Level Transmission Analysis & Planning

– Issued June 15, 2009

– Responses Due August 14, 2009

– Awards to be made by December 31, 2009

Eastern Interconnection Planning Collaborative (EIPC)• EIPC will provide an integrated, interconnection-wide

view of regional plans and provide analysis identifying any gaps relative to state, provincial, regional or federal policy goals.  – This analysis may extend to examining the effectiveness and

system impacts of a variety of transmission alternatives

• EIPC will use an open and transparent process with a grass-roots approach to the roll-up of regional plans, consistent with FERC Order 890 principles and existing processes

• EIPC will not determine cost allocation, will not deal with siting or permitting issues, and will not set energy policy

• Three meetings have been held– 22 Eastern Interconnection planning authorities now

participating– Includes Canadian entities

• Will work with states and NARUC to better define their role

• Continue to develop skeleton into an over-arching process to present for stakeholder comment

• Finalizing Analysis Group Agreement to set structure and funding for technical analysis work

• Assembled a team to develop a proposal in response to DOE FOA for funding of the EIPC approach

Reliability Regulation

North American Electric Reliability Corporation (NERC)

– Independent, self-regulatory, not-for-profit organization with mission to improve the reliability and security of the bulk power system in the U.S., Canada and part of Mexico

– Established in response to the 1965 blackout– Compliance with NERC Reliability Standards

became mandatory and enforceable in the U.S. in 2007

– NERC was named as the ERO by FERC

Northeast Power Coordinating Council (NPCC) Includes New York, New England, Ontario, Québec, and the Maritimes Formed as voluntary, not-for-profit, regional reliability organization in 1966 Restructured in 2007 as the ERO Regional Entity for the Northeast

New York State Reliability Council (NYSRC) Not-for-profit organization established in 1999 Responsible for Reliability Rules specific to the New York State Power System U.S. law authorizes New York State to impose more stringent reliability standards

Reliability Planning

• NERC Planning Committee – Oversees all planning related standards– Prepares and approve the NERC Annual RAS report– Coordinates the ERAG study forums

• NPCC Task Force on Coordination of Planning– Responsible for all NPCC planning criteria and standards– Responsible for reviewing and approving Area reviews both

transmission and resource adequacy– Reviews and approves all SPS– Oversees the NPCC tie benefits study, seasonal and longer term

resource adequacy assessments

Interregional Coordination

• ISO/RTO Council (IRC)

– Develops effective processes, tools, and standard methods for improving electricity markets and planning

– Coordinates with FERC/DOE on issues (e.g.- Interconnection Queue; DOE Congestion Studies)

• Northeast Power Coordinating Council (NPCC)

– Enforces NPCC and North American Electric Reliability Corporation (NERC) criteria

– Conducts and coordinates regional studies of system adequacy

• Northeastern ISO/RTO Planning Coordination Protocol

– Coordinates planning activities among ISO-NE, NYISO & PJM

• Coordination among the New England states

– ISO performing economic analysis

• Regional Energy Efficiency Initiative

– Stakeholder process by which ISO seeks to better understand the magnitude of state-sponsored energy efficiency programs. Coordination among the New England states

• Project Cost Estimation and Controls Working Group

– Improve quality and timeliness of cost estimates
