Box 182081 Columbus, Ohio 43218-2081 614-466-4344 Equal Opportunity Employer Suspensions/Restrictions If a probationary driver license holder under the age of 17 is convicted of having committed one moving violation during the first six months of license issuance, the person must be accompanied by a parent or guardian whenever operating a motor vehicle during the six-month period commencing on the date on which the person pleads guilty to, or is convicted of, the moving violation or until the person attains the age of 17, whichever comes first. Effective April 6, 2009, a probationary driver license holder placed under their parent/guardian restriction may petition the court for one time only, limited driving privileges. A person’s temporary permit or probationary license can be suspended for periods of up to one year if the person is convicted of multiple moving violations or if the person is convicted of any alcohol-related offense. A person whose temporary permit or probationary license is suspended has to meet a number of requirements before their permit or license can be returned, including completion of a juvenile driver improvement program and retaking the driver’s examination. A driver under the age of 21 with a Blood Alcohol Content level of .02 to .07 faces penalties under a charge called Operating a Vehicle after Underage Alcohol Consumption (OVUAC). showsthatyoung,inexperienceddriversposeserioussafetythreatsnotjusttothemselves,buttootherdriverswhosharetheroad.Statisticsshowteendriversareinvolvedinmorecrashesthananyotheragegroup.Theyarealsofoundatfaultinthosecrashesatasignificantlyhigherratethanolderdrivers.

Theproblemscontributingtothesehighercrashratesincludedrivinginexperienceandlackofadequatedrivingskills;excessivedrivingduringnighttimehours;risk-takingbehavior;poordecisionmaking;andimpaireddriving.

Toaddresstheseproblems,trafficsafetyresearchersdevelopedgraduateddriverlicensing(GDL)toextendthelearningprocessforyoungnovicedrivers,allowingmoretimetodevelopsafedrivinghabitsandgainknowledge,experienceandskills–skillsthatlastalifetimeandsavelives.StudiesshowadoptingGDLlawscanleadtoasubstantialdecreaseofteencrashesfrom20to50percent.

Ohio’s (GDL) law, fully enacted on January 1, 1999, and amended on January 4, 2007 established a three-stage licensing program:

Stage 1: Temporary permitStage 2: Probationary licenseStage 3: Full license

hio’sGDLlawstatesthatalltemporarypermitholdersbetweentheagesof15½and18mustreceiveaminimumof24hoursof

classroominstructionandeighthoursofbehind-the-wheelinstructionindrivertraining.

Inaddition,theymustcomplete50hoursofdrivingwithaparentorlegalguardian,includingatleast10hoursofnighttimedriving.Parentsorguardiansmustverifythehoursinwriting,underpenaltyoffalsification.

Probationary License

• Inordertobeeligibleforaprobationarylicense,atemporarypermitholdermustcompletethedrivertrainingrequirementsnotedabove.

• Thedrivermustbeatleast16yearsoldandmusthaveheldatemporarypermitforatleastsixmonths.

• ThedrivermustalsosuccessfullycompletetheOhiodrivingandmaneuverabilitytestspriortoissuanceofaprobationarylicense.

• 16-year-oldlicenseholdersareprohibitedfromoperatingamotorvehiclebetweenmidnightand6a.m.,unlessaccompaniedbyaparentorguardian,withthefollowingexceptions:Thelicenseholderisdrivingtoorfromwork(musthaveinimmediatepossessionwrittendocumentationfromtheemployer),toorfromaschoolactivity,orinanemergencysituation.

• Licenseddriverswhoare17yearsoldarerestrictedfromdrivingbetweenthehoursof1a.m.and5a.m.,unlessaccompaniedbyaparentorguardian,withthesameexceptionsasabove.

• Licenseholderswhoare16yearsoldshallnotoperateamotorvehiclewithmorethanonepersonwhoisnotafamilymemberoccupyingthevehicleunlessaccompaniedbyaparent,guardianorlegalcustodian.

• Attheageof17,thenumberofvehicleoccupantsislimitedtothetotalnumberoforiginallyinstalledsafetybelts.Alloccupantsmustbewearingsafetybeltswhenthevehicleisbeingdrivenbyaprobationarylicenseholder.

• Theprobationarylicenseisvaliduntilage18.

Temporary Permit

• Atemporarypermitcanbeobtainedatage15½inOhio.Thepermitisvalidforoneyear.

• Passknowledgeandvisiontestsatadriverlicenseexamstation.Alistoftheselocationscanbefoundatwww.bmv.ohio.gov.

• Afteryouhavesuccessfullypassedyourvisionandknowledgeexams,youmayobtainareceiptwithaconfirmationnumbertopresentatadeputyregistraragencytoobtainyourtemporaryinstructionpermitidentificationcardwithin60daysofpassingyourknowledgeexam.

• Whendrivingwithatemporarypermit,youmustbeaccompaniedbyaparent,guardianorlicenseddrivinginstructorseatedinthefrontpassengerseatuntilyouturn16yearsold.Then,youmustdrivewithalicenseddriverage21orolderseatedinthefrontpassengerseat.

• Driversmustcarrytheirtemporaryinstructionpermitidentificationcard(TIPIC)withthemwhileoperatingavehicle.

• Thenumberofvehicleoccupantsislimitedtothetotalnumberoforiginallyinstalledsafetybelts.Alloccupantsmustbewearingsafetybeltswhenthevehicleisbeingdrivenbyatemporarypermitholder.

• Permitholdersundertheageof18areprohibitedfromdrivingamotorvehiclebetweenmidnightand6a.m.,unlessaccompaniedbyaparent,guardianorlegalcustodianwhoholdsavalidlicense.
