    County Profile - Ottawa County, KS

    Ottawa County is one of the 105 counties in the state of Kansas. The 2007 populationsestimate lists the population at 6006. According to 2000 estimates, it has 721.11 squaremiles in land area and a population density of 8.5 people per square mile. The averagehousehold size is 2.46 persons (2000), and median household income is $41,093(2004) (US census Bureau).

    Population Estimates

    Ottawa County has a population of 6,006 as of July 1, 2007 (US Census Bureau). Thepopulation decreased by 2.55% from the year 2000 to 2007. As per the 2000 censussurvey, population of the county was 6,163 with median age of 40.1 years. In 2000,

    Ottawa County had about 20% of its population under the age of 15 years, 21.5% in theage group 15 to 34 years, 36% in the age group 35 years to 59 years and 22.3% of thepopulation above 60 years of age.

    Poverty Rates

    The current poverty rate for Ottawa County is less than that of the state. In 2005,Ottawa Countys poverty rate was 7.7 which increased to 8.4 in 2005. The poverty ratefor Kansas in the same period went from 8.9 to 11.7.

    Ottawa Countys current unemployment rate is 3.5 which is less than the state rate of4.1. The total labor force for the county increased by 1.4% in the last five years and by9.8% in the last ten years, but along with that the unemployed labor force also declinedby 11.8% in the last five years.

    Industry Totals for Ottawa County

    Industry employment in Ottawa County increased by 17 % from 1990 to 2007. Average pay (after adjusting for inflation)has grown by 8.57%, and the number of establishments in the same period decreased by around 1.85%. The number ofestablishments has gone up and down a number of times in the given time period. The number of establishments wasmaximum at 162 in 1990 and minimum at 144 establishments in 2007.

    Key Industries

    Ottawa County is home to some very well performing industries. These industries may be a part of existing or emergingclusters. For identifying key industries and clusters, three criteria were used:

    1. Location Quotient Location quotients (LQ) for industries at 6-digit NAICS levels were calculated with US industryemployment as a base. The cutoff for LQ was taken as 1.25 (based on previous studies, Cortright 2003).

    2. Average Wages Average wages at 6-digit NAICS codes were compared to US average wages. If any industryhas average wages 10% above the US average, it is considered to be a good performing industry.

    3. Growth Rate Growth rates for the employment were calculated over a three year time period from 2003 to 20064;growth rates above 5% are considered to be an indicator of good industry performance.

    Any industry that satisfies one of these three conditions is either a good performing industry or an industry with goodpotential for growth. There may or may not be a cluster existing in a region for every good performing industry, but if thereare good performing industries, a cluster may emerge in the near future.

    4There were two reasons for selecting 2003 base year. 1) The numbers were more likely to be free from 9/11 impacts as compared to 2001 or 2002 numbers. 2)

    NAICS definitions changed in 2002, so it was very difficult to bridge between 2002 & 1997 codes for some industries.

    Most of the industries with high growth rates are local instead of traded

    industries in Ottawa County. The highest growthrates are for the Wood Kitchen Cabinets & Countertop Manufacturing sector (NAICS 337110) followed by the NursingCare Facilities sector.

    Industries with Highest Location Quotients

    The sector Metal Tank, Heavy Gauge, Manufacturing (NAICS 332420) has the highest LQ in Ottawa County of 290.68.The top three sectors with highest LQ are a part of the Fabricated Metal Product Manufacturing. These are the sectors Metal Tank, Heavy Gauge Manufacturing; Electroplating, Anodizing & Coloring Metal; and Bolt, Nut, Screw, Rivet &Washer Manufacturing. Although there is only one establishment reported in each of those sectors, they provide for a totalof 158 jobs together. Also, there are four sectors with a high LQ that are a part of the Agribusiness cluster. The sectorsare Grain & Field Bean Wholesale; Farm & Garden Machinery & Equipment Merchant Wholesalers; Farm SupplierMerchant Wholesalers and Animal Production.

    Industries with Highest Wages as Compared to National Averages

    The Local Messengers and Local Delivery sector (NAICS 492210) has average wages around 49% above the nationalaverages. This may be because of two reasons this sector is a well performing industry with higher profits and they payhigher wages, or there is shortage of labor so to retain employees they have to pay higher wages. The annual averagewage for the sector is $41,264.

    National Growth ShareThis is the share of growth (decline) in local employment that can be attributed to growth (decline) in employmentat the national level.

    Industry Mix ShareThis is the growth (decline) in employment in the region that can be attributed to the growth (decline) in thatparticular industry at the national level.

    The industry with the highest local share in growth is the Electroplating, Anodizing & Coloring Metal industry. Theemployment in the sector increased by 43 jobs, and all of the jobs were due to local growth (Table 14). The second

    highest growth in employment was in Metal Tank, Heavy Gauge Manufacturing. In this industry there was a net growth of39 jobs, all of which were attributable to local growth in the region.
