For those of you who have been with us for some me, it gives us great pleasure to know that you are happy staying with us and are sasfied with the services we pro- vided. I assure you that HomePort Hampton Roads will connue to improve and do our best in keeping our properes in p top shape, and in accommodang your needs. Now, the dreaded “New Year’s Resoluon!” Make a resoluon that means something, one that maers to you! Most of you are far from home servicing the greatest navy in the world, but remember you also have family and friends back home who care about you. So make it a point to remember your relaves and close friends during those special occa- sions throughout the year. I am sure they would appreciate hearing from you. And just a lile reminder, Valenne’s Day is right around the corner! For those of you deploying shortly, HomePort Hampton Roads wishes you “Fair Winds and Following Seas.” I hope to see you on your return. Did you know… On 13 November 1944, the destroyer USS Higbee (DD/DDR-806) was launched and later commissioned into service on 27 January 1945. The significance of the commissioning was the fact that USS HIGBEE was the first American warship to be named in honor of a woman. Mrs. Lenah S. Higbee was Superintendent of the Navy Nursing Corps during World War I. She was instrumental in lead- ing the Corps through it. Her outstanding achievements as Chief Nurse led to the Navy Cross being awarded. Mrs. Higbee was the first woman to receive this medal. She rered from the Navy in November 1922 and died on 10 Janu- ary 1941. Throughout history there have been women who made a significant impact on our navy, Mrs. Lenah S. Higbee was one of them. The Director New Chart the Course Training for 2016 The Chief of Naval Personnel announced Dec. 9 new training for 2016 that expands on exisng efforts made through Sexual Assault Prevenon and Response (SAPR) and fleet-wide training. The training is called Chart the Course (CTC) and will emphasize posive professional behavior and decision-making. Scenario- based videos and facilitator-led discussions will help Sailors determine how to make the right decisions and behave professionally when facing difficult situaons. "We want our Sailors to live and act, on and off-duty, on and offline, according to the Navy's Core Values and Ethos, as profession- als who treat each other with dignity and respect. With videos and peer-led discussions in Chart the Course, Sailors are going to see difficult moments, tough decision points, and learn what to do," said Rear Adm. Ann Burkhardt, director, 21st Century Sailor Office. Burkhardt described the training as opportunity to focus on making the right choices, understanding the consequences, and how it impacts readiness. Leaders expect that discussions among peer groups will cover a spectrum of behaviors and emphasize the im- portance of leaders at every level to "step up, and step in." The training details are outlined in NAVADMIN 280/15. The training topics include professional behavior, alcohol's impact on deci- sion making, sexual harassment, sexual assault, and retaliaon. New Chart the Course Training for 2016

The Chief of Naval Personnel announced Dec. 9 new training for 2016 that expands on existing efforts made through Sexual Assault Prevention and Response (SAPR) and fleet-wide training.

HomePort Hampton Roads would like to recog-nize Dylan Moller from Franklin, VA. Dylan is

stationed at the Navy Reserve Forces Command as a Yeoman. He has been in the Navy for

eighteen months.

Dylan enjoys playing baseball, video games, writing, working out and participating in Halo

Tournaments.

Dylan’s favorite sports teams are the Steelers and Red Sox.

CNP Stresses Modernizing Training, Learning at

I/ITSEC

Vice Adm. Bill Moran, the Navy's top personnel officer, stressed the importance of modernizing the way the Navy and U.S. military train.

"We must learn faster and quicker," said Moran. "We must increase the tempo and efficiency with which we train, and adapt our pro-cesses to be inherently receptive to innovation and creativity. And this change must occur at every level; as individuals, as teams, and as an institution."

On any given day, there are approximately 32,500 Sailors in the Na-vy's training pipeline. The new generation of Sailors has grown up in an information era where they have instant access to information, and have been raised to operate in a mobile environment.

"We want to meet Sailors where they are, and how they learn best," Moran said. "We're employing the best technologies to accelerate learning, make it more efficient, and are looking for more ways to continue to move these types of technologies to the fleet. I am en-couraged by what I've seen here; from flight simulators, to gaming technology, to live-fire weapons, to virtual and augmented reality. There's a lot of new and cutting edge technology at I/ITSEC this year."

NINE LAYER DIP

Ingredients:

2 Strip Lean Bacon - 1 16 0z Can Refried Beans Plain

1/2 C. Sour Cream - 1/2 tsp. Taco Seasoning

3/4 C. Shredded Cheddar Cheese

3/4 C. Guacamole (Frozen or Prepared is Fine)

1/3 C. Diced Tomatoes (about 1 Romano Tomato)

1 Tbsp. Fresh Cilantro Chopped Finely

2 Tbsp. Sliced Black Olives - 2 Tbsp. Sliced Green Onions

Directions:

Fry diced bacon until done, add refried beans and cook slowly

and stir frequently until the bacon and bacon drippings are

mixed through about 15 minutes, remove from heat. Mix taco

seasoning with sour cream and set aside.

Assemble:

To build 9 layer dip place ingredients in this order. Place

refried beans on serving platter spread out to 1 and 1/2

inches thick, cover with the following:

1/2 C. shredded cheese - 1/2 C. prepared sour cream

3/4 C. guacamole - diced tomatoes - diced cilantro

black olives - sliced green onion - 1/4 C. cheese for garnish.

Serve with crisp corn chips.
