Foundation for the Episcopal Diocese of Wyoming Grant Application Information

from

Our Father’s House, Ethete

A Community Project: Remodeling the Parish Hall Part A: Provide the following information:

1. Briefly summarize the charitable, religious or educational issue the proposal will address (maximum 1/2 page). Our Father’s House at St. Michael’s Episcopal Mission in Ethete is seeking funding to address much-needed repairs in the Parish Hall. Our goal is to have a Community Hall that will allow us to bring the people of Ethete and surrounding areas together for community meetings, birthday parties, wedding parties, receptions for graduation, including public meetings, etc. Members of the parish and members of the community want very much to do the work for this project. This is a significant demonstration of enthusiasm and hope for the future of St. Michael’s Circle. Bids for a plan to renovate the buildings of St. Michael’s Circle were received in March of 2017. That plan that was subsequently shelved. It was decided much work needed to be done by the Diocese in the community to move forward. The positioning of Rev. Roxanne Friday as a staff member of the Diocese is a step toward accomplishing this work. Roxanne’s work has resulted in much forward motion. This project is part of that forward motion. From the original 2017 bid, we will identify the aspects of renovation which relate to the community room, the kitchen, and the bathrooms only. Parishioners are thoroughly involved in this. Historically, the Parish Hall was notorious for Sunday afternoon gatherings after church with families. Today, the need to have a place to gather has been difficult for those families. Our Father’s House has been going through many changes with more people attending services throughout the year. The Parish Hall is the most utilized building in the St. Michael’s Circle by the community.

2. What is the grant amount you request? Describe how the grant funds will be used to

address the issue identified above, including target populations (maximum 1 page).

We are requesting a grant of $50,000. The grant funds will be utilized to renovate the community room, the kitchen and the bathrooms, and thereby address the need to have more community events like fundraisers and the gathering of the people

who have long supported St. Michael’s Episcopal Mission. It will likely be the starting point for discussion and dialogue on creating a Wisdom Center for Spirituality for the Episcopal Diocese of Wyoming. This is a community-wide effort that demonstrates an increase in volunteerism for the church and its mission. The only other place to meet is the Blue Sky Hall in Ethete, which is a building in need of extensive repairs by the Joint Business Councils of the Tribes.

3. List key project/program personnel; indicate the role each will play and their prior

relevant experiences (maximum 1 page).

Rev. Roxanne Friday, Episcopal Priest serving both Our Father’s House in Ethete and St. David’s Episcopal Church at Robert’s Shoshone Episcopal Mission in Fort Washakie. Roxanne was the former Chief Finance Officer and Grants Comptroller for the Eastern Shoshone Tribe. V. Aaron Friday, Sr., Senior Warden, Our Father’s House, and Head of Maintenance with Wyoming Indian Schools. Melissa Friday, Secretary Bishop’s Committee, Our Father’s House and Executive Director of Youth Prevention and Youth Ministries of Our Father’s House. Aleta Moss, Vestry Member, Our Father’s House and High School Basketball Coach and Teacher at Wyoming Indian High School.

4. Briefly summarize the evaluation process the applicant will use to determine the impact of the funded project/program (maximum 1/2 page).

An evaluation form will be created to determine the impact of the funded program that the community in general will be asked to complete throughout the process. Volunteers will be asked to fill out in-kind forms to place a value on their time with capture of comments on this whole renovation process.

5. Set forth the implementation time-line during next twelve months (maximum 1/2 page).

If the project or program is expected to continue beyond 12 months, please describe the expected future source of revenue for operating the project or program including any anticipated grant applications to Foundation. Mid-May 2018 to early July 2018:

• start demolition of area designated for these repairs • electrical updates, plumbing updates • drywalling and construction of bathrooms to be level with the main

flooring • replace hot water heater and furnace • renovate the kitchen area

Early July 2018 to end of September 2018: • have all walls up and ready for painting

• kitchen appliances and countertops installation October 2018:

• Finish all repairs and renovations. Complete project by mid-October 2018

6. Include project/program budget and budget narrative (maximum 1 page). The budget

should demonstrate all sources of other support, including an estimate of the value of the in-kind support of the applicant. See Program Budget on the following page.

The project budget is a $71,000. We hope for $50,000 from the Foundation to offset the costs of materials and supplies; $21,000 will be offered by skilled volunteers in the form of their labor.

7. Include a brief statement of the level of support the applicant church will provide. Our Father’s House is committing 30% of the cost of the project as matching funds in the form of in-kind, skilled labor. Aaron Friday will oversee that labor. Again, the parish is very excited to be able to do this work.

8. Each application must be accompanied by a letter of support from the sponsoring,

Episcopal-entity governing board (church vestry) which is a written affirmation by one or more officers of that board that the entity approves the application and makes provision for the support described in the application (maximum ½ pages). Please see Appendix A

9. Include the most current financial statement of the applicant (church) including both a statement of revenue and expenses for the year-to-date and a balance sheet for the month ending prior to the application date.

Part B: Provide a narrative answer to each question:

12. How will the project/program help the applicant church “grow in mission” (see page 1)?

How will the project help “establish congregational vitality” (see Grants Guidelines #2)?

The impact we foresee will be the healing of the people who grieve enormously from many factors from Wind River Indian Reservation quality of life. There is a lot of low income families who need this kind of support and with the Help Center headquartered in this location, we will begin to see some healing. The impact will also be joining together spiritually within the community between traditional and Christian faiths. This will be a new beginning for all people.

13. How does the project/program place your congregation into action—active ministry and

outreach—outside your faith community (see page 1)? In addition to the skilled labor offered by members of the congregation and the community, a strong commitment of support has been verbally expressed by many in the congregation that they would volunteer for any part of this project. The people have expressed their support by pledging that they will be part of the renovation and the after-care of the building.

14. If the project or program is addressing an issue likely encountered in other communities,

please describe how the applicant is prepared to share with other communities the experience it expects to derive from the project or program.

Our Father’s House has already expressed partnerships with other communities surrounding the Wind River Indian Reservation. This renovation/repair to the Parish Hall will be an additional part of those goals that we have shared with them now, and what we plan to do in the future.

Part C.: Following are general grant standards applied for all applications.

1. The Foundation Grants Committee with assistance of the staff of the Foundation will fulfill both administrative and advisory responsibilities for the granting programs. The administrative responsibilities include soliciting proposals, reviewing and prioritizing the proposals based on the perceived merit of each, and, finally, recommending whether or not the grant should be allowed, and advising the respective granting agency on the highest priority proposals for funding.

2. The Grants Committee, working in cooperation with Foundation staff, will be responsible for distributing information about the granting programs. Electronic and hardcopy information on the programs will be distributed to all Episcopal clergy and senior wardens throughout Wyoming. Media press releases will also be utilized. In subsequent years, Episcopal clergy and senior wardens, and other interested parties throughout the Diocese of Wyoming will receive grants program information.

3. The Grants Committee grants requests using the criteria identified in Parts A and B, and in the Grants Guidelines. The Committee Chair will communicate to the granting agency the rankings and related information developed by the Committee members through the review process.

4. The Grants Committee chair will gather from the granting agency its final decision on funding individual proposals and will promptly disseminate all final decisions. It is assumed that after the granting agency has acted, the funding will be available no later than 90 days following that decision, subject to timely acceptance of the grant by the successful applicant.

5. All grant recipients will be required to sign a letter of commitment, developed by the Grants Committee, to use the money for the purposes for which it was awarded and to provide follow-up documentation (e.g.,

final evaluation report and expenditure summary) needed by the Grants Committee and Diocesan office staff to complete their review.

6. The Grants Committee with the assistance of Foundation staff will conduct an appropriate evaluation to determine how effective each local congregation was in implementing its charitable, education or religious program funded by the grant. This evaluation will be completed within 3-months following the completion of the funding cycle, for awards made the previous calendar year.
