    History of relations

    Te history o Europe has been inuenced by

    exchanges and interactions between peoples and

    cultures across the Mediterranean Sea. Te EU

    has cooperated with its Mediterranean neigh-

    bours or several years. Structured cooperation

    between the EU and its Southern neighbours

    began in 1995 when the EU and MediterraneanPartners agreed to launch a Euro-Mediterranean

    Partnership at a Summit meeting in Barcelona.

    Te Barcelona Declaration laid down the oun-

    dations o a new regional relationship, aiming at

    achieving peace, stability and growth in the

    Mediterranean Partner Countries. Tis involved

    structured dialogue and closer cooperation in

    three policy areas: Political and Security Dialogue

    Economic and Financial Partnership

    Social, Cultural and Human Partnership

    Te countries participating in the Barcelona

    Process are now part o the European Neigh-

    bourhood Policy (ENP) developed in 2004, ol-

    lowing the enlargement o the EU, to avoid the

    emergence o new dividing lines in Europe. Tis

    has reinorced bilateral relations with the EUs

    neighbours to the East and South, notably

    through bilateral action plans taking into account

    each coutrys specic needs and characteristics.

    Since July 2008, the Partnership was renewed

    and renamed Union or the Mediterranean

    and given a resh impetus, through the develop-

    ment o strategic projects such as the the estab-

    lishment o maritime and land highways, a

    Mediterranean Solar Energy Plan and the de-

    pollution o the Mediterranean Sea.

    In addition to regular high-level political

    meetings, many thousands o proessionals, stu-

    dents, artists, civil organisations, companies and

    local and regional governments work together

    to translate the political commitments into ac-

    tions on the ground.Te ollowing section highlights some o our

    experiences in implementing the Regional Pro-

    grammes in the South Mediterranean region.

    Regional cooperation

    Regional co-operation has a strategic impact as it

    deals with issues that dierent Mediterranean Part-

    ners have in common, while complementing na-tional policies and promoting south-south

    cooperation and integration. Above all, the Re-

    gional Programmes unction as a orum or dia-

    logue. Tey bring together people rom the Partner

    Countries, despite their dierences, to engage in

    discussion, exchange views and experiences.

    Trough our programmes we have witnessed the

    birth o many ormal and inormal networks which

    orm a steady motor behind the many structured

    initiatives.

    Te regional approach contributes to dening

    and implementing policies in elds ranging rom

    energy, environment and transport, to gender,

    youth, education and culture. Achieving equality

    between men and women, or example, is an objec-

    tive in most o the Mediterranean neighbouring

    countries, ollowing commitments made at a Min-

    isterial meeting in Istanbul in 2006. Region-wide

    support on gender issues is on-going. Te Women

    in economic lie programme tapped into the eco-

    nomic potential o women,while the Enhancing

    Equality between Men and Women in the Euromed

    Region programme supports the ull implementa-

    tion o the Convention on the Elimination o All

    Forms o Discrimination Against Women

    (CEDAW) and increases knowledge on gender-

    based violence.

    Integration

    One o the aims in EU policies today is the

    strengthening o regional markets. Te EU has

    over y years o experience in developing and

    implementing a well unctioning single market

    or goods and services, people and capital, and

    has witnessed the signicant benets this has

    brought EU citizens.

    Within our programmes we share our experi-

    ence, and in many areas neighbouring countries

    already work amongst themselves towards re-

    gional market structures or closer cooperation

    with the EU. For example, the so-called Agadir

    Agreement comprising Egypt, Jordan, Marocco

    and unisia aims at creating a ree trade agree-

    ment between these member countries, boosting

    trade between them and the EU and attracting

    EU and international investment. Tese coun-

    tries will have to bring product requirements and

    production practices in line with EU standards

    and regulation. Tey receive signicant technical

    and nancial support to progress in that direc-

    tion. Another example o regional integration

    brings together the Mashreq countries Egypt,

    Jordan, Lebanon and Syria. Tey are working to-

    wards a regional gas market, which is considered

    a rst step towards integrating their gas market

    with the one within the EU.

    Major donor

    Te EU is the regions major donor, with the Eu-

    ropean Commission providing the lions share

    o its regional support through its EuropeAid

    Co-operation Ofce. For the period 2007-2013,

    some activities under the Union or the Mediter-

    ranean are being nanced through the EuropeanNeighbourhood and Partnership Instrument

    (ENPI), or which a total amount o 12 billion

    is oreseen, o which approximately 10 percent is

    allocated or regional projects.

    Te ENPI allows or every country to articu-

    late its own ambitions in dialogue with the EU.

    Tis can involve working towards ree trade, de-

    veloping inrastructure, tackling environmental

    or energy related issues, creating closer cultural

    relations or stimulating contacts between stu-

    dents, journalists and other proessionals.

    Te European Union is committed to taking

    this cooperation urther through its Regional

    Programmes and by providing the platorm or

    continuous dialogue.

    Tis publication oers an overview o projects

    unded, illustrating the depth o the Partnership

    and how regional cooperation engages the

    Neighbourhood countries in a constructive di-

    alogue and contributes towards building an area

    o peace, security and prosperity.

    Under the Euro-Mediterranean Partnership,

    which remains a cornerstone or the EUs inter-

    action with its southern neighbours, the Regional

    Programme is acilitating a dialogue between the

    Euro-Mediterranean Partner Countries on sen-

    sitive political and security issues. Tis dialogue

    aims at building a shared understanding and cre-

    ating a common area o cooperation.

    Four projects are unded, which seek to achieve

    change, not only through this dialogue but also

    via the strengthening o local institutions.

    Te projects are grouped under the policies

    justice, reedom and security, migration and po-

    litical dialogue. Issues such as judicial reorm

    and security matters, the ght against terrorism

    and crime, are acted upon, along with issues re-

    lated to legal immigration, migration and devel-

    opment and illegal immigration, increase o

    knowledge on the Partnership and support to

    the Middle East Peace Process.

    he project is structuredaround three componentscovering access to justice and

    legal aid, the resolution ocross border amily conlictsand the adaptation o legisla-tion in line with the relevantinternational conventions oncriminal and prison law.It ollows on rom EuroMedJustice I.

    What does it do?he project will set up work-

    ing groups, training sessionsand "on-the-job study visits" topromote the consolidation o aregional and subregional dy-namic in judicial cooperationon civil and criminal mattersand the administration o jus-tice through closer dialogueand exchanges o experienceand good practices betweenthe EU countries and the

    Mediterranean Partners.It also seeks to help the legalsystems unction in accordancewith principles o independence,transparency and good gover-nance; to encourage theimplementation o realistic alter-natives or resolving cross border

    amily conicts in an eectivemanner; to promote the signing,

    ratication and application o in-ternational conventions on civil,criminal and prison law, plus thesetting-up o the structures nec-essary or their eectiveimplementation. Furthermore, itwill create a network o specialistsin judicial matters, an interpro-essional community o judges,lawyers and other experts in theEuro Mediterranean region.

    EuroMed Justice IIContributes to the development of a Euro-Mediterranean area of cooperation on jus-tice, through strengthening the development of the institutional and administrativecapacity of Partner Countries and good governance

    ObjectivesIt aims at strengthening policecooperation between the EU

    and the Mediterranean PartnerCountries, in the ght againstall major types o organisedcrime such as terrorism, drugtrafcking, human trafcking,weapons, nuclear, bacteriolog-ical and chemical substances,nancial and cyber crime etc.

    It is a ollow-up to EuroMedPolice I, which set up a networko specialised police ofcers and

    trainers, promoting the ex-change o inormation and bestpractices.

    What does it do?

    It holds specialist inormationsessions dealing with practicalpolice cooperation, carries outtraining on policy cooperationor senior ofcers rom spe-cialised services in the PartnerCountries and organises week-long study visits. It is alsocreating an updated, secure in-

    tranet website or senior policeofcers rom the Mediter-ranean Partner Countries in

    order to allow better exchangeo inormation and good prac-tices between them and theircounterparts rom EU coun-tries. Senior ofcers rom thepolice, customs and securityservices, specialised servicesand special intervention unitsare involved.

    EuroMed Police IIStrengthens cooperation between the police forces of the EU and Mediterranean PartnerCountries in the fight against organised crime

    ObjectivesIt aims at strengthening coopera-

    tion in the management omigration so as to build up theMediterranean Partners' capacityto provide an eective, targetedand comprehensive solution tothe various orms o migration.

    It will assist them in creatingmechanisms to promote opportu-nities or legal migration, supportor measures to promote the link-age between migration and

    development and the stepping upo activities to stamp out peopletrafcking and illegal immigra-tion, and to manage mixed ows.

    What does it do?Te project will set up mecha-

    nisms such as working groups,training sessions and "on-the-job study visits" to combat illegalmigration in the Euro-Mediter-ranean region efciently, incompliance with the undamen-tal rights recognised byinternational conventions. It willalso make legal migration an in-strument or economic, socialand cultural development in the

    EU and ENPI South countries,or example by promoting eec-tive mechanisms or transerringmigrants' unds between the EUand Mediterranean PartnerCountries. Te project will

    strengthen collaboration withthe ENPI South countries on

    legal economic migration, andimprove inormation available tomigrant workers, and their con-ditions and prospects.

    It is made up o our dierentcomponents covering: legislativeconvergence in migration law,labour migration, the ght a-gainst illegal immigration andthe relationship between migra-tion and development.

    Euro-Med Migration IIContributes to the development of a Euro-Mediterranean area of cooperation on mi-gration and assists Partner Countries in their efforts to find solutions to various formsof migration

    through workshops, seminars,conerences, a newsletter and awebsite. It seeks to widen de-bate on issues such as the Euro-Mediterranean Partnershipand the ENP and provides aorum o discussion on sensi-tive issues, contributing to thepolicy and security process.Te network undertakes andpromotes studies, and submits

    its ndings to private and pub-lic organisations, both nationaland multilateral. It also oers amechanism by which the viewso civil society can be repre-sented to decision-makers.

    Te network holds regular

    meetings with senior ofcialso the Euro-Med Partnership

    to discuss policy and securitymatters, while maintainingclose contacts with the Com-mission and the Council. Itmaintains active contacts withother institutes interested inMediterranean aairs. Activi-ties are monitored by a steeringcommittee, elected every twoyears by the (annual) generalassembly.

    ObjectivesTe programme supports localand international civil society

    initiatives that promote peace,tolerance and non violence in theMiddle East, seeking to con-tribute to the rebuilding ocondence within each societyand between societies. Initiativescan be undertaken by each o thetarget countries, individually orjointly, or together with partnersrom EU Member States or othereligible countries (Algeria,

    Egypt, Israel, Jordan, Lebanon,Morocco, Syria, unisia, urkey,West Bank & Gaza, beneciarieso Pre-Accession Assistance orMember States o the EuropeanEconomic Area).

    Te MEPP seeks to strengthenthe capacity or conict resistanceand empower marginalised par-ties as well to build trust between

    Israelis and Arabs by increasingregional cooperation in areas suchas integrated cross-border issues

    (environment, municipality is-sues, community development,technical disputes and alike).

    What does it do?Te main instrument o MEPP isthe EU Partnership or PeaceProgramme (PP), which sup-ports initiatives in areas which arelikely to have a direct impact onpeoples everyday lives and wel-

    are, including practical activitiesto promote communication andunderstanding. Projects includending and implementing mech-anisms or conict managementand educating communities aboutconcepts and skills or dealingwith disputes and or promotingpeace. Te PP also seeks tostrengthen and increase direct

    civil society relationships and co-operation, based on equality andreciprocity between Israelis, Pales-

    tinians and other Arabs.An annual call or proposals is

    published and the selection ismade by a committee composedo representatives rom each othe three EC ofces managingthe programme (the EC echni-cal Assistance Ofce to the WestBank and Gaza, the EC Delega-tion in Israel, and the ECDelegation in Jordan). On aver-

    age, 15 projects are selectedeach year, with a maximum du-ration o 36 months, and ECcontributions ranging rom50,000 500,000.

    Objectives"Support to FEMIP" is a und-

    ing envelope o 32 million peryear rom the CommunityBudget, which contributes tothe FEMIP (Facility or Euro-Mediterranean Investment andPartnership). FEMIP was setup in 2002 by the European In-vestment Bank (EIB) and has various sources o unding,such as the EIB's own re-sources, as well as the FEMIP

    rust Fund to which the Euro-pean Commission contributes.FEMIP places greater empha-sis on helping to oster privatesector activity in the region as a

    way to underpin growth andgenerate employment opportu-

    nities. Financial support isdirected towards private sectorprojects and also to publicprojects that help to create anenabling environment or theprivate sector to ourish.

    What does it do?"Support to FEMIP" providescapital to the private sector onterms that are not available local-

    ly. Tis is done mainly throughrisk capital operations (e.g. par-ticipations via equity orquasi-equity), and acilitatedthrough technical assistance. Risk

    capital is invested directly or indi-rectly in order to support the

    private sector or to strengthen therole o the local nancial sector.

    Between 2004 and 2007,more than 60 technical assis-tance contracts have beensigned by the EIB through abudget o 105 million whichwas allocated or this pur-pose. Risk capital operationshave been inanced since the1970s. Under MEDA II

    (2000-2006), the EIB com-mitted a total o 182 millionto risk capital operations.

    Environment Recognising that the environment is ragile and is de-teriorating, its protection and improvement have be-

    come a key sector o Euro-Med cooperation. Tis

    cooperation includes tackling water scarcity and

    quality, as well as natural or man-made disasters, the

    ransportEfcient transport links between the EU and the MPC, as well as between the Partner Countries them-

    selves, is vital or the development o commercial exchanges, socio-economic reorm and the good unc-

    tioning o the Euro-Med Partnership. An integrated, sae and efcient transport system in the

    Mediterranean is considered key or the development o stability in the region and an increase in inter-

    regional trade. A common EU-MPC road map towards the establishment o such a transport system,the Regional ransport Action Plan (RAP) or the Mediterranean 2007-2013, was adopted during the

    EuroMed ransport Forum in 2007.

    Te RAP comprises a set o actions in dierent transport sectors (maritime, road, railways and civil avi-

    ation) and targets mainly regulatory (institutional) reorm, the opening up o transport markets, the

    development o inrastructure and especially interconnections, saety and security o transport systems

    and the smooth unctioning o the multimodal reight transport chain. Te implementation o these ac-

    tions is overseen by the EuroMed ransport Forum and its dierent working groups (WG on Inra-

    structure and Regulatory Issues, WG on aviation, WG on GNSS, WG on Maritime Aairs, Ports and

    Short Sea Shipping).

    ObjectivesIt aims at improving transportconnections between the EUand its Mediterranean neigh-bours and to promote theMotorways o the Sea (MoS)concept, and assisting the Part-ner Countries in urtherimplementing the maritimetransport and port operationsactions as adopted in the Re-

    gional ransport Action Plan(RAP), a road map or trans-port cooperation adopted in2007 (covering 2007-2013).

    Acting as a catalyst or eco-nomic and social development,the MoS project seeks to makemartime transport connectionsconnecting the north and thesouth o the Mediterraneanmore efcient and more reli-

    able by improving and inte-grating intermodal andintegrated port and transportservices.

    What does it do?It promotes the MoS concept,osters the development otransport intermodality in theregion, and supports pilot ini-tiatives with a higher maturity,

    quality, relevance and potentialimpact. It ocuses on the selec-tion and design o a number oMaritime Motorways to linkthe (non-EU) East and South-ern Mediterranean ransportSystems and the EuropeanEN- and develops innova-tive partnerships betweenpublic and private stakeholders.

    Te MoS project acilitates

    partners in understanding themarkets, current ows, trendsand orecasts, it helps themadapt inrastructures, equip-ment and technologies andpromotes cooperation and serv-ices integration.     mented between 2006-2008. Itis connected to the Euromedransport Programme and alsonanced by EuropeAid.

    What does it do?It promotes a coherent, eectiveand uniorm implementation othe relevant international con- ventions and rules preventingpollution rom ships in order to

    protect the marine environ-ment, and supports thesustainable improvement o theprotection o the Mediterranean

    against the risks o accidents atsea and marine pollution.

    It ocuses on ve activities:Flag State implementationthrough assessing the currentsituation and providing shortand long-term training; Saetyo navigation ocusing on thedevelopment o trafc moni-toring systems; Strengtheningthe human element primarilyrelating to the ISM code andhuman inuence i
