About the CPS

The Crown Prosecution Service(sometimes called the CPS) wrote thisplan.

The Crown Prosecution Service looks atevidence from the police when they thinka crime has happened. Evidence is all theinformation about the crime.

At the CPS, we decide:

● if there is enough evidence from thepolice about a crime

● if it is important to take the caseto court.

The CPS is not part of the police, we dowork with the police but we are verydifferent.

It is the job of CPS staff to describe andexplain all the evidence and why we thinkthe person has committed the crime.

We are the people who go to court tomake sure criminals are punished.

We give information and support tovictims and witnesses.

It is the job of a judge and sometimes ajury in the court to decide if someone hasdone the crime and what theirpunishment should be.

This is our plan for the next 5 years.

We have written this paper for:

● all our staff

● organisations we work with

● people in our communities.

It explains what we want to achieveby 2025.

By 2025 we want to all our work to beindependent and fair for:

● victims

● witnesses

● defendants

● the public.

But crimes are changing so we need tomake big changes too.

Lots of people helped us by giving theirideas on what we should do or change:

● the public

● people who work for the CPS

● people who use the criminal justicesystem

● other organisations.

This helped us understand the things weare good at that need to stay the same.

It also helped us understand the thingswe could do better, so we can keepimproving.

Keeping the things we do well andworking on the things we could do betterwill help everyone who works for the CPSevery day. And help us make gooddecisions.

Listening to lots of people and finding outwhat they think reminded us how usefuland important it is to work with the publicand other organisations.

Why do we need this plan?

We need to change the way we work sowe can do better casework and be readyfor any changes in the way crimeshappen.

This plan will help us get ready for thesechanges and think about how they willaffect our people, our work and others:

Our people

We want the best people to work for us.We want to help them use their skillswhen they work for us.

Lots of different people will work for usand we will make sure everyone can workat their best and do the things theydecided they wanted to do.

This means finding different ways forpeople to work and giving everyone thesupport and training they need.

Our work

More crimes will use technology and wewill also need to use technology to findevidence. We will also need to usetechnology to keep up with the changesin the world around us.

But there will still be many jobs that onlypeople can do such as deciding if someoneshould go to court or not.

Using technology for some things will giveour staff more time to support victims,witnesses and defendants.

Other people and organisations

We listened when members of the publichave asked us to do more to supportpeople when they are victims orwitnesses of crime.

This means we will think about differentand better ways of giving people the rightsupport in a way that is right for them.

To do this better we will work closer withother services and organisations.

We will also work closer with peopleoutside the CPS to explain and helpcommunities understand how we workand what we do.

Our work with other organisations willhappen in England and Wales. But weknow it is also important for us to workwith people across the world on crimesthat happen in different countries.

The work we plan to do

Our job at the CPS is to make sure peopleget justice when a crime has happened.

We will make sure we do this by workingin a way that is fair and independent.

We understand the law. We plan to keepour staff up to date on how to usetechnology to make sure people feel safeand trust us.

These 4 things are very important to us.We call them our values:

1. Respecting people

This means we will be caring andthoughtful towards all our staff andthe public. We will understand thattheir choices are important to them,listen to them and support their needs.

2. Being independent and fair

This means the way our staff makedecisions will treat everyone equallyand not be decided by other people.

3. Being honest and admitting if we dosomething wrong

This means that we understand thatwe might not always get things right.We want people to trust us and knowwe will say when we are not right andwork to get better.

4. Finding better ways to run servicesthat are worth the money we spendon them.

We are always looking for ways to getbetter and we will work to keep doingthis, so we are always improving.

Everyone who works for the CPS will helpmake this plan work.

1. Our people

Our staff are the most important thing wehave. If we look after our staff, then morepeople will want to work for the CPS andwill stay with us for a long time.

We will support lots of different people towork for us, stay in their jobs and do well.We will help people fit their jobs aroundtheir families and other important thingsin their lives.

If we support our staff to be healthy anddo well, wherever they work, these thingswill happen:

● we will employ and include peoplefrom lots of different groups

2. Using technology better

We are all using technology more.

We must use it to support victims andwitnesses, and to investigate more onlinecrime and fraud.

Technology will also help us collectinformation in a better way to help usmake decisions about prosecutions.

If we spend money on new computersand technology and train our staff to usethem, these things will happen:

● we will trust our technology to keepinformation safe

● we will use the information we get tohelp us improve how we work

● we will try new ideas

3. Strong partnerships

We work in all parts of the criminal justicesystem in England and Wales.

This means we talk to lots of differentorganisations and communities about:

● how we can help people trust us

● how we can help people understandwhat we do.

We will work and talk with local andnational organisations and differentcommunities to:

● find out what people say we do welland what we could do better

If we talk to different parts of thegovernment, other countries and ourcommunities about better criminal justicesystems, these things will happen:

Casework is when we collect informationand decide whether a case should go tocourt or not.

Our staff make these decisions throughworking together and with otherorganisations.

It is important to work well with otherorganisations so cases are dealt withquickly and people know what ishappening.

If we use our skills and understanding ofthe law to do really good casework, thesethings will happen:

● the right person will be prosecuted forthe right crime

● we will deal with cases well and ingood time

5. Making sure the public trust us

We always try to find out what the publicthink.

Hearing what the public think of usmatters. We are always trying to find newways for you to talk to us.

But some communities and defendantsstill do not trust us. We need to find waysto build this trust by helping themunderstand how we decide things.

This includes working with localcommunities to do the good work theyexpect from us and treat everyone fairly.

It is important for people to trust us sothey feel they can safely speak up asvictims or witnesses.

If we work with other organisations tosupport victims, witnesses anddefendants fairly, these things willhappen:

● victims and witnesses will feel wetreat them fairly even if things do notgo the way they wanted

● our staff will have the skills they needto do well in supporting people

We hope other organisations will also usethis plan and understand how we canwork together to make things better.

Business planA paper that sets out what things a business wants to get donein the future and how it will do them.

CaseworkCollecting information and deciding whether a case should goto court or not.

CrimeDoing something that is against the law.

Criminal Justice SystemThe police, courts, probation service and prisons.

DefendantThe person who is accused of breaking the law.

EvidenceInformation that proves whether someone is guilty of a crimeor not.

FraudLying about something to get money or other things that belongto another person.

JuryA group of ordinary people who listen to all the information andevidence in a case. They talk to each other and decide as agroup if someone has or has not done the crime.

JusticeLaws that are fair for everyone.
