Sir Bill TaylorThe role of the Corporation Board is to
determine the strategic direction and mission
of the College in consultation with College
management and staff.
During 2013/14 we started a new phase with
the appointment of Dr Thomas Moore as
our Principal and Chief Executive and other
significant changes in senior professional
personnel. The Strategic Plan for 2014/15 is the
end product following thoughtful deliberation
by the Corporation Board on how to best
position the College, to ensure it continues as
that beacon of excellence for our students and
the community.
Through this Strategic Plan, we intend that
the College will remain in a strong position,
educationally and financially, for the years ahead
steered by a critical but supportive Corporation
Board and the continued commitment and
support of our students, our staff and our local
community.

Foreword from the Principal and Chief Executive
Dr Thomas J MooreHaving been in post at the College for just under
a year, this is my first Strategic Plan and one
which, I believe, will place the College in a strong
position to sustain its excellence in teaching,
learning, assessment and support but also
position the College to respond positively to the
challenges ahead.
The public sector remains under budget pressure
and changes in the external landscape facing
Colleges are also likely to have an impact on the
sector. In the face of these challenges, Blackburn
College will remain one of the best in the country
through the plans we have put in place. The
Strategic Plan is also very clear that Blackburn
College remains outstanding due to its staff, who
deliver the curriculum and support for, and with,
our students year after year. Our commitment to
the College staff team is rightly placed within its
own Ambition Statement for 2014/15.
I look forward to the year ahead and with a
shared commitment and passion from staff
and governors, we will to achieve the ambition
statements set out in this Strategic Plan.

Our Ambition: Students
At Blackburn College students will continue
to be our priority. The College has an
individualised approach to every student
throughout their journey at the College.
Equality, diversity and inclusion are key drivers
which inform our teaching, curriculum and
support services. Discrimination is tackled
through innovative strategies. There is a shared
commitment and determination that students
will receive outstanding teaching and support to
develop, achieve and progress.
Our employer engagement strategy ensures
we understand and respond to local, national
and international training needs as we shape
and design our curriculum. The College
will continue to develop sustainable routes
through the levels to provide progression to
higher education and employment. Collecting
and using destination data will inform the
curriculum and maximise job outcomes
throughout our provision.
Study Programmes in Further Education and our
Higher Education Provision will see a focus on
employability and social enterprise which will
create students equipped to contribute positively
now and in the future. The College has assessed
its position in readiness for the requirement for
English and Maths to be an essential component
for all students without a GCSE A-C and has put
focused provision in place to respond to the
differing needs of students.
Ambition Statement One
Deliver outstanding teaching, learning, assessment andsupport to our students, enabling them to progress
positively to further study or employment
The College aims to progress positively through
the scrutiny stage of the Foundation Degree
Awarding Powers process in 2014/15, allowing
the College to provide higher education bespoke
to student need and employer demand.
The College has high expectations of all its
students and staff and expects all lessons to be
good or outstanding. The College will focus
on a positive approach to the enhancement of
teaching, learning and assessment (to include
a blended learning model), highlighting and
disseminating best practice and supporting
areas requiring it through staff development.
The College’s tutorial and guidance offer
will continue to ensure consistently high
expectations and the achievement of learner-
specific targets, within the context of the local
issues facing young people and adults.
The College’s safeguarding team will continue
its work across College to support young people
and vulnerable adults. It aims to prevent, protect
and assist in resolving issues in partnership with
external services and the Local Safeguarding
Board.

Actions in support of Ambition Statement One
i. Review and develop the student voice
strategy ensuring students play an active
part in shaping teaching, learning and
assessment, including responses by the
College to the issues they raise;
ii. Develop a student engagement strategy to
direct our thinking across a range of aspects,
for example, student involvement in the
creation of staff development programmes,
organising student focus groups and
designing the ways in which we elicit
student ideas and responses;
iii. Review the College’s approach to the
enhancement of further and higher
education and training, and the associated
organisational development programme for
2014/15 onward, and implement changes as
required;
iv. Implement the Further Education Teaching
and Learning Codes of Practice and
processes for 2014/15, including a review
of the observer training programme, the
methods by which standardisation is assured
and the use of observation outcomes to
inform the sharing of good practice and a
developmental Organisational Development
programme;
v. Produce a Self-Assessment Report which
accurately reflects the College’s provision,
its strengths and targeted areas for
improvement;
vi. Implement the Self-Assessment Report
Action Plan for 2014/15 by the specified
deadlines, including the close monitoring of
under-performing courses;

vii. Complete and evaluate the Annual
Programme Review for Higher Education,
using the outcomes to share best practice
and identify areas for development;
viii. Provide innovative, technology assisted
learning resources that encourage successful
and creative teaching and learning;
ix. Achieve the agreed Further and Higher
Education quality indicator targets for
2014/15 and reduce any significant
attainment gaps in line with our equality and
diversity strategy;
x. Work in partnership, across the College, to
ensure the success of the scrutiny stage of
the Foundation Degree Awarding Powers
process;
xi. Prepare for, and ensure, a successful QAA
Higher Education Review in 2015, producing
a self-evaluation document that represents
accurately the College’s provision;
xii. Implement the higher education academic
plan and the further education curriculum
plan;
xiii. Deliver study programmes that enrich and
equip our learners with skills for life and
employment, that prepare them to be full
participants in their community and that
foster ‘curious’ minds;
xiv. Implement the College’s English and Maths
intervention strategy to ensure that students
attend and achieve the required levels of
English and Maths;
xv. Review the College’s approach to
progression to higher education and
implement actions to increase progression
for students, where appropriate, to the
University Centre;
xvi. Ensure consistency in the use of
ProMonitor to identify and track learner
progress;
xvii. Continue to embed the use of Progress
Tracker to ensure learners have stretching
and challenging targets set for them, which
are used to motivate them to progress in
their learning;
xvii. Continue to develop the information
portal on the College intranet for reporting
key College data and provide training for
teaching staff on its use;
xvii. Continue to develop and implement
effective student welfare and financial
support packages, which support learners
to achieve by removing all possible barriers;
xvii. Review the progress to date with service
standards, to include student feedback. Self-
assessment action plans and service level
agreements to be in place for service
areas to respond to the College’s strategic
ambitions;
xvii. Take action to ensure a safe environment.
Evaluate the pilot of the Trips and Visits
on-line system and implement across

Blackburn College remains outstanding due to
its staff, who deliver the curriculum and support
for, and with, our students year after year.
This ambition statement outlines the College’s
commitment to its staff.
The College will celebrate and communicate
the many successes of the College, teams, and
individual staff, through direct and regular
positive feedback from line managers, the
College Leadership Team, the Executive Team
and Governors.
The College is committed to full staff
engagement, consulting and discussing on
issues which may affect them. The College’s
engagement strategy will see regular
communication with staff at team level, and
from the Executive Team. Drop-in meetings
with the Executive Team will be held monthly
and focus groups held on specific areas for
development. Members of the Executive
Team will ‘link’ to named curriculum centres,
attending team meetings and sitting in on
lessons. The College expects all managers to
treat colleagues with professional respect and to
communicate and consult effectively with their
teams.
Ambition Statement Two
Provide a supportive environment for staff, with effective communication and consultation, encouraging personal well-being
and professional development
The College will prioritise the recruitment
of, and investment in, highly qualified and
experienced staff to deliver excellent teaching,
learning, assessment and support to students. It
will promote equality actively and support and
encourage diversity within its staff profile.
The College will deliver staff development to
support and enhance the development needs
of both teaching and business support staff
in the roles they undertake to meet College
objectives. The drive for excellence will be
within a framework of support, with high
expectations on managers and staff to achieve
the College’s objectives. Continued professional
updating and academic scholarship and
research will be encouraged and supported,
against the background of the national
Professional Standards frameworks. The
College’s Organisational Development Strategy
will be developed in consultation with staff and
approved by the Corporation Board.
The actions within this ambition statement
will also include the College’s continued
commitment to good employee relations
through the recognised Trade Unions and wider
engagement activity.

focus on a reduction in short-term absence

Ambition Statement Three
Ensure financial stability and the effective use of resources in order to invest in our students and our staff
The College’s approach to ensuring the College
is financially stable and is able to respond
positively to the challenging and changing
external funding landscape will be the key
focus of this ambition statement. In the first
instance this ambition statement will ensure the
College meets its income and budget targets,
whilst developing a three year financial plan
on the basis of the future changes to funding
streams and funding agency allocations.
Income generation activity will be increased
and enhanced to ensure profitability, including
implementation of the commercial and
international strategies and plans put in place to
accompany increased targets with measureable
outcomes.
With the completion of the new building phase
of the College’s Master Plan estates strategy,
attention will focus on the effective use of the
facilities, through efficient timetabling and
rooming, plus the planned maintenance of the
College’s Old Victoria, Grade II listed, building.
The College will consider options for the
creation of additional student social space and
identify sources of funding to realise this plan.
This ambition statement involves the production
of a resource utilisation and investment plan,
including setting measurable targets and staff
utilisation analyses. Value for money and
sustainability will continue to be key drivers in
these plans.

Actions in support of Ambition Statement Three
i. Implement the College’s financial plan
for 2014/15 and develop further for future
years, to include increased and enhanced
income generation, reduced reliance on
income from government further and higher
education funding contracts and profitability
through commercial and international
work, as well as efficiency savings and other
budget reductions;
ii. Review apprenticeship recruitment to
increase apprentice starts and ensure targets
are achieved for 2014/15, protecting the
College’s income position by positioning
itself for the Apprentice Funding Reforms;
iii. Produce a 24+ learner loan growth strategy
to increase income in an area attracting
increased levels of government funding;
iv. Continue to source grant and project
funding to increase income and to
supplement College funds;
v. Complete the existing Master Plan for the
renewal of the campus during 2014/15 and
undertake a review associated with the
future development of the campus to ensure
the College estate remains sustainable, fit for
purpose and of a high standard;
vi. Undertake a review of student social
space within the College campus and
develop proposals for addressing any
recommendations arising from the review;
vii. Implement the College’s agreed approach
to blended learning, taking into account the
government direction with regard to on-line
and technology enhanced learning;
viii. Achieve the College’s income targets for
2014/15;
ix. Produce and monitor the College’s cash flow
position to ensure College solvency;
x. Achieve the pay as a % of income in 2014/15
target as assumed within the budget;
xi. Agree the College’s higher education fees
policy for 2016/17 onward;
xii. Set targets and monitor staff utilisation,
room utilisation and computer utilisation to
ensure the effective use of resources.

approved budgeted income for 2014/15;
ii. Achieve the learner number and income
targets set for the College’s agency-funded

Ambition Statement Four
Work in partnership with others for the benefit of Blackburn College, Blackburn with Darwen, Lancashire and beyond
The College is committed to its wider Corporate
responsibilities within Blackburn with Darwen,
Lancashire and beyond. This commitment will
manifest itself during 2014/15 with increased
partnership activity with colleagues from a
range of agencies external to the College, other
education and training providers and employer
engagement re-focused on meeting the needs
of employers and the economy.
The College believes firmly that education is
fundamental to transforming lives, as is evident
in the College’s mission statement. We see
the outcomes of education as threefold: the
development of knowledge and skills of value
to the students, and to the community and
the country, both now and in the future; the
development in our young people and adults of
a desire and capacity to contribute to a cohesive
community as good citizens; and the fostering
of independent thinking and development of
‘curious minds’.
The College vision is for young people and
adults to achieve their full potential regardless
of their background or starting point. Raising
the aspirations of individuals is key to raising
the aspirations of a community. In our view
excellence in teaching and learning is the
route to that achievement and we believe in
an entitlement within the community to an
excellent teaching, and learning experience
which meets their individual needs.
As an outstanding College, we have a key role
in delivering a high standard of education and
training for the young people and adults within
our community and are keen to support other
institutions and to share best practice and also to
be informed by best practice elsewhere.
With this vision in mind, the College will apply
to establish an Academy Sponsorship Trust
during 2014/15. We would expect to drive up the
standard of education in any school we engage
with as a sponsor, and help to raise aspirations
of the young people in our area through close
links with our further and higher education
provision. Building progression routes from
School to College for those who would seek
to attend Blackburn College and easing the
transition process, can only be of benefit to the
young people within Blackburn with Darwen.
The College will provide a comprehensive
transition strategy for young people, working in
partnership with schools, to guide and support
applicants into College following Year 11. The
College will also continue its supportive work to
deliver elements of the national curriculum at
Years 10 and 11 for those young people for whom
school might no longer be the most appropriate
environment.
The College’s partnership ambition will also
see increased collaborative work with other
education and training providers and through

effective joint working we will seek to take
action to meet the needs of our local community
and to share and learn from each other from
a position of mutual respect. The College will
seek to engage positively with the Lancashire
Local Enterprise Partnership to drive the skills
development strategy across Lancashire.
The College’s employer engagement strategy has
seen active positive progress in working closely
with employers and their networks, not only
through the curriculum teams but also through
the College’s business engagement team. We are
developing a better understanding in order to
respond to their skill needs now and in the future.
The College’s commitment to entrepreneurship,
work experience and social enterprise will
create students who are in a strong position to
contribute to the workforce and find meaningful
employment. Appropriate advice and guidance
will continue to be provided to employers on the
training options available to them including, but
not limited to, work placements, traineeships,
supported internships, volunteering,
apprenticeships and foundation degrees. The
College will also continue its positive work with
Job Centre Plus to support a significant number
of people through its Skills for Work and Sector
Based Work Academies.
The College’s strong relationship with Blackburn
with Darwen Borough Council will continue,
working together as equal partners, for the
benefit of the local and wider community. This
will be illustrated by the joint capital project of
the new Blackburn Sport and Leisure Centre
which will open in 2014/15.

Key Facts about our Community
Blackburn College and Blackburn with Darwen
• 148,000 people live within the borough of
Blackburn with Darwen. There is a younger
than average age profile with 29% of its
population aged 0-19
• The large minority ethnic population
represents 30% of the total population and
the numbers of British Minority Ethnic (BME)
school children is growing at a faster rate
than the indigenous population
• The borough is ranked 17th of 326 districts in
England in terms of the average score from
the Indices of Deprivation 2010
• Of the 148,000 residents of the borough an
estimated 51% live within areas classified as
being within the most 10% deprived in the
country
• 60% of school leavers achieved 5+ A*-C
GCSEs (or equivalent) including English
and Maths in 2013, 0.5% above the national
average for all schools. The district had been
2% below the national average in each of the
previous 3 years.

increased significantly and, at 92%, are now
above the regional and national average.
The participation rate for 16 year olds is 96%
compared to 94% nationally and for 17 year
olds the borough rate is 89% compared to

14% have no qualification, compared with
11% for the North West. The proportion with

Blackburn with Darwen adults are less likely

the 5.6% figure for the North West.

• Each year the College provides learning
opportunities to 15,000 students at all
levels and across a wide range of sectors,
meeting the needs of the local community.
Over 3,000 of which are higher education
students
• There has been a 9% growth in the
proportion of 16-18 classroom-based
learners studying at level 3 between 2011/12
and 2013/14, matching the improved GCSE
results in the district
• Increasing proportions of full-time learners
progress internally from level 1 to level 2,
level 2 to level 3 and into higher education at
the University Centre at Blackburn College.
Nearly 50% of 16-18 year old apprentice
completers progress from intermediate to
advanced apprenticeships
• Despite relative underperformance at GCSE
level in the borough, the success rate of
Pakistani young people is consistently
strong at the College

a foundation degree at UCBC, over 500 in
2012/13 with 72% going on to enrol to a full
honours degree
• 98% of businesses would recommend the
Training People at Blackburn College for
their training needs and services
• 1 in 5 of our University Centre degree
graduates gained a First Class honours
degree in 2013
• The College attracts approximately 400 ESOL
learners every year and achievement rates
are consistently over 90%
• The College supported over 2,500 students
with a learning difficulty and/or disability in
2013/14, 37% of whom were 16-18 year olds
• The College has supported over 2,500
unemployed people in the last two years by
providing a range of short courses tailored
towards local labour market needs, with 99%
success rates for 2012/13
• Working closely with Job Centre Plus and
various local and National employers the
College has also supported a significant
number of people through the Sector Based
Work Academy initiative, leading to job
outcomes for many.
