The Rights and Duties of Self-Government.
T h e exercise of the franchise in a democrat ic community is as much a public d u t y as a private right o f citizenship. W h i l s t the generalisation that a people get* the Government it deserves m a y be too sweeping, it contains at least a modicum of truth. W h e n the e lectorate has c e a s e d to c a r e w h o m it appoints to speak for it, it can scarcely compla in if the po l icy of its de legate does not conform to establ ished principles o f representation.
S o , with its fate in the ba lance , "Horn S o i t " again emerges from the darkness into which its editorial committee retired when lack o f advertising support m a d e it impossible to carry o n what they still consider to b e an import-ant funct ion within the Univers i ty of S y d n e y . It publishes with but one purpose, n a m e l y to impress upon the Student B o d y of the Univers i ty , if it is not d u l y impressed a lready , the vital necessity of attending the general m e e t s * ca l l ed for to-morrow, and of expressing at that meeting their considered opinion of the n e w constitution, a resume of which is published in this issue, and which has been arrived at after mature consideration b y the of the four main associations o f which it is proposed to form the Students ' Representat ive Counci l . W e w o u l d point out that it is in draf t form only , and subject^ to whatever modif icat ion the majority deems desirable . A l l
Horn Soi t attempts, by this issue, is to induce the waverers to attend, and to vote. M o s t students, w e f e d sure, need no pressing.
It has been fairly generally agreed that some re-organisation of the student b o d y is necessary . It is not o n l y needed to prevent a recurrence of the last Fest ival fcasco. It vital ly affects the we l fare of every student even the future of the A l m a Mater . U n d e r existing conditions, w e must fa i l to realise our possibilities. Let us establish a constitutional framework w h i c h net only ensures adequate sa feguards , but also enables us to make s teady advance along the road of real progress.
Evolut ion , rather than revolution, assisted at the birth of the constitution n o w submitted. It does not seek to break up the present order, but rather attempts to knit existing institutions together, and to remove a number of in iotH anomal ies w h i c h form a rather formidable barrier to unity. T h a t unity is strength is perhaps a trite expression, but that d o e s not prevent it from attaining the status of truth. If unity can be reached through the proposed constitution — a n d it behoves us to give it a fair t r i a l — t h e n it wi l l have been of nnmense value.
T h e objects of the Students Representat ive Counci l are not n e w . E v e r y society w h i c h n o w exists within the Univers i ty has more or less the same aims. B u t . by combining the efforts of all organisations, it should be in a m u c h better position to realise those aims.
Representat ion has been arrived at on a fair and equitable basis, a n d . w e think, adequate ly sa feguards the interests of the smaller bodies . F o l l o w i n g general ly the lines of organisation in m a n y of the larger Universit ies of the U n i t e d States, its principles are ult imately democratic . It protects the interests of every student, gratfciate. undergraduate and diploma. W h i l e not perfect , it provides a foundat ion on which m a y be built, in years to come , a solid and enduring form of government.

Statute No. 12 provides that "at all lectures , examinat ions and public ceremonia l s of the Univers i ty undergraduates must appear in acade-mic dress. Provided that the Profes-sional Board shall have p o w e r t o e x e m p t students attending certain c lasses from wear ing academic dress at these c lasses where such a c o u r s e i s deemed e s p e d i e n t . " T h e Gui ld Counc i l sets the example by insisting o n the wear ing of g o w n s at its meetings.
