URJA MITRA AT A GLANCE

Ministry of Power, Government of India has set the challenging task of ensuring

“24 x 7 Power For ALL” across the Country. While past two years have seen tremendous

pace of work on the same, Power availability and reliability still remain a matter of concern

for Government as well as the power consumers.

In order to empower citizens of India, Ministry of Power has initiated “URJA MITRA”

Scheme. Developed by RECTPCL (REC Transmission Projects Company Limited, a

subsidiary of M/s Rural Electrification Corporation Limited), “URJA MITRA” is a shining

example of cooperative federalism.

It is first of its kind of an application which shall provide a platform (Web-Portal as well as

Mobile App) for State Power Distribution utilities to disseminate Power Outage information

to urban / rural power consumers across India, on their fingertips, through

SMS/email/push notifications.

It is a move towards Digital India and is based on the Hon’ble Prime Minister’s principle of

Pro-People Good Governance (P2G2).

Dissemination of Power Outage Information with respect to Date / Time of the outage to

consumers through Vernacular SMS/Email/Push notifications on their mobile phones

Real-time Power Outage Information of all areas of the Country on Urja Mitra Mobile App

and citizen dashboard of Web Portal

Facilitates consumers to intimate Power Distribution utilities regarding specific Power

outages in their areas through Mobile App

Facilitates field staff/AEs/JEs to broadcast Power Outage Information through Mobile App

/ Web Portal

Power Outage information display on Discom’s Web Portal and Call Center for better

Government - Consumer Connect and effective Outage Management System

Facility to extend / restore / cancel / reschedule any Power Outage

Integration with Meter Data Acquisition Systems (MDAS) to give real-time tripping

information to concerned Field staff.

Current StatusData of around 6.5 crore Rural/Urban/mixed feeder consumers of 33 DISCOMS already linked on web portal

Application Live in 20 Discoms with consumer base of approximately 3 crore. Around 3.5 crore SMS sent till date

Data of another 13 Discoms with consumer base of 3.5 crore already uploaded in the system and application is expected to be live in these Discoms by March 2017.

Platform to view & address consumer grievances on Power Outages.

REC Transmission Projects Company Limited (RECTPCL) was incorporated in January 2007 as

a wholly owned subsidiary of Rural Electrification Corporation (REC) Limited ( a Government of

India Enterprise) with the objective to promote, organize or carry on the consultancy services

and/or project implementation in any field relating to transmission, distribution, and generation

of electricity in India or abroad.

RECTPCL is working on many initiatives of Ministry of Power as well as various consultancy

assignments in transmission and distribution sector. Our firm has been mandated as Bid

Process Coordinator (BPC) by Ministry of Power for selection of developers as Transmission

Service Provider for Inter State Transmission System (ISTS) through Tariff Based Competitive

Bidding process. From time to time, Ministry of Power, GoI allocates new transmission projects

to the BPC.

Till date, 23 Projects have been allocated to RECTPCL for selection of developer through Tariff

Based Competitive Bidding process and out of this RECTPCL has concluded the bidding

process of 19 projects. RECTPCL is also the implementing agency for 11kv Rural feeder

Monitoring Scheme of Ministry of Power.
