Online survey for children and young people (birth to 18 years)
South Australia is developing an Outcomes Framework for Children and Young People (birth to 18 years) to monitor, track and report the outcomes of children and young people in 5 dimensions; health, safety, wellbeing, education and citizenship. The Outcomes Framework will guide the South Australian Government’s work for children and young people and target policy, legislation, funding and services to inform a cooperative, whole-of-government (state and local) approach to the setting of objectives or policies affecting children and young people. By having robust indicators and measures, the Outcomes Framework will allow longitudinal tracking and reporting and provide a way or means of telling how all children and young people in South Australia are developing and progressing over time. Feedback from children and young people, their parents, carers, families and others in South Australia will help determine the indicators and measures that are crucial to tracking and reporting the outcomes of our youngest South Australians. Open consultation on proposed indicators and measures were held from 5 April 2019 to 31 May 2019 (and submissions were accepted until 12 June 2019). Feedback from children and young people was obtained through focus groups, forums and a short online survey for children and young people from 5 April to 7 June 2019. The online survey content was developed with the Youth Affairs Council of South Australia and the Secretariat commissioned SoNET Systems to design the survey. The online survey was widely promoted as part of the open consultation including via YourSAy. In addition, it was promoted in all face-to-face consultation with children and young people.
About the survey
The short online survey asked children and young people to indicate their age, tick one or more of 15 categories of description eg disability, young carer etc (and/or to add an additional descriptor) and to provide their postcode. The survey had one ‘page’ for each of the 5 dimensions (topics) of health, safety, wellbeing (having a good life), education and citizenship. Five or more statements were listed for each topic and children and young people were able to select none, any or all of the statements that they agreed with and/or to complete a sentence such as ‘children and young people are healthy when…’. The topics of health, wellbeing and citizenship each listed 5 statements from which children and young people could choose. The topic of safety had 8 statements and the topic of education had 7 statements.

Results
A total number of 328 survey responses were recorded.
Analysis
Of the 328 online survey responses, 11 were removed from analysis on the basis that they had been essentially left blank (eg a respondent had only indicated an age but did not proceed with the survey). The analyses of the remaining 317 responses indicated the following participation rates:
62 responses from metropolitan Adelaide
210 responses from non-metropolitan areas of South Australia (noting that 193 responses [92%] are from the postcode 5725 [Roxby Downs])
45 responses had invalid or missing postcodes. The high response rate from postcode 5725 may be as a result of consultation carried out at the Roxby Downs Area School (RDAS) on 22 and 23 May 2019 at the invitation of the school principal, Ms Annette Williams, who is a member of the Council. Because the non-metropolitan data include the Roxby Downs data, non-metropolitan data have not been extrapolated or generalised for all of non-metropolitan South Australia. The first three graphs below indicate answers for 328 responses as follows:

‘Tell us about yourself’ categories/selection (two graphs). The online survey responses have been analysed for each of the 5 topics as follows:
1. Percentage of responses that selected at least one statement that they agreed with (in any of the five topics) – 317 responses
2. The number of statements selected for each topic (ie did they agree with one statement only or did they agree with more or even all of statements in that topic?) – 317 responses
3. Sub-category analysis by age (7-12 years and 13-17 years) – 317 responses
4. Sub-category analysis by postcode in metropolitan Adelaide and non-metropolitan SA – 272 responses (minus the 45 responses with invalid/missing postcodes)
5. Word clouds for the free text questions in each topic – 317 responses
6. Positive/negative sentiment analysis – utilising Bing lexicon which uses a program that labels and categorises words as either positive or negative – 317 responses.
The graphs featuring data for metropolitan SA include the description Metro SA. The graphs featuring data for non-metropolitan SA are headed Roxby Downs & Non-Metro SA to clearly convey that 92% of the data are from Roxby Downs (postcode 5725).

Health
The children and young people who responded to the online survey were asked to choose all of the statements that they agreed with from the following list:

I have enough food to eat
I have somewhere safe and stable to live
I can go to a doctor/dentist when I need to
I look forward to the future. Choosing one or more statements was not compulsory and if a child or young person selected none of the statements he or she could move to the next topic whether or not the sentence ‘Children and young people are healthy when…’ had been completed. The most commonly selected statements, with more than 8 out of 10 children and young people agreeing, were:
‘I have enough food to eat’
‘I have somewhere safe and stable to live’. The least agreed-with health statement was ‘I feel fit and healthy’, with fewer than 7 out of 10 children and young people agreeing with this statement. More than 5 out of 10 children and young people agreed with all 5 health statements. Only 1 in 10 children and young people agreed with only 1 health statement. Children and young people aged 7-12 years were more likely to agree with all of the health statements compared to those aged 13-17 years. For example, 9 out of 10 children and young people aged 7-12 years agreed with the two statements above (ie ‘I have enough food to eat’ and ‘I have somewhere safe and stable to live’). Children and young people from Roxby Downs and other non-metropolitan areas of South Australia1 were more likely to agree with all of the health statements compared to those living in metropolitan Adelaide.

The children and young people who responded to the online survey were asked to choose all of the statements that they agreed with from the following list:

I have a friend or friends that I can talk to
I stand up for myself and others. Choosing one or more statements was not compulsory and if a child or young person selected none of the statements he or she could move to the next topic whether or not the sentence ‘Children and young people are safe when…’ had been completed. The most commonly selected statement, with 8 out of 10 children and young people agreeing, was ‘I feel safe at home’. The least agreed-with safety statement was ‘I feel safe online’, with 6 out of 10 children and young people agreeing with this statement. Almost 5 out of 10 children and young people agreed with all 8 safety statements. Almost 2 in 10 children and young people agreed with 7 safety statements. Children and young people aged 7-12 years were more likely to agree with 6 of the safety statements compared to those aged 13-17 years.
The two statements that more 13-17 year olds agreed with (than 7-12 year olds) were:

I feel safe in my neighbourhood. Children and young people from Roxby Downs and other non-metropolitan areas of South Australia3 were more likely to agree with all of the safety statements compared to those living in metropolitan Adelaide.

The most commonly selected statement, with 7 out of 10 children and young people agreeing, was ‘I am learning useful things that will help me now and when I'm older’. More than 3 out of 10 children and young people agreed with 5 of the statements. One in 10 children and young people agreed with only 1 statement. Children and young people aged 7-12 years were more likely to agree with all of the statements compared to those aged 13-17 years. For example, 8 out of 10 children and young people aged 7-12 years agreed with the statement ‘I am learning useful things that will help me now and when I'm older’.
