IntroductionSeats, tables, rubbish bins, signs, bicycle racks and drinking fountains are items of street andpark furniture that contribute to the quality of the streetscapes and open spaces of a municipality.The colour, style and quality can enhance ordetract from the character of an area and theimage of a municipality as a whole. A co-ordinatedrange of furniture provides an opportunity for unifying the streets of an area and strengtheningmunicipal identity, and at the same time, providinga high level of user amenity.

Currently the City of Glen Eira has an ad hocrange of styles of furniture throughout its streetsand open space areas. The streets are dominatedby a range of colour styles. Some seats are not onlyuncomfortable but are also of little aesthetic value.Bins, bicycle racks and other street elements canbe found in colours ranging from green to orangeand even within individual shopping strips two or three different styles of furniture, in two or more colours. Likewise the parks and gardenshave a variety of furniture styles and colours of furniture, many of which detract from the character and quality of the landscape while providing poor levels of user comfort.

The aim of this strategy is to avoid an ad hocapproach to selecting and installing furniture and signs. This strategy presents cohesive and co-ordinated ranges of furniture for Glen Eira'sstreets and open space areas.

Executive SummaryThis document is intended to be a formal policydocument of Council and review of all previousinformal furniture strategies for the City of Glen Eira.

At least five basic ranges of furniture have beenidentified. From these, two basic styles of furniture have been selected as standard formatsto be used for upgrading, or redesigning park and streetscapes.

1. A ‘Standard Range’ suitable for both street and parkscapes. This is of a modern style andappearance, incorporating simple elegant lines,and is compatible with the Heritage Range.2. A ‘Heritage Range’ used in areasidentified as worthy of maintaining theirhistoric significance. This is of anEdwardian/Interwar style.

These were chosen on the basis of:

1. Consistency of style

2. Initial purchase cost of furniture

relative to the intricacy of the style

3. Ability of people with disabilities

to successfully use the furniture

4. Consideration of council’s ability

to service (eg rubbish removal)

and maintain the furniture

5. Reduction of time in obtaining spare

parts and cost of holding spares

Areas that have designated heritage significance,and designs incorporating heritage or rusticranges would remain until there is a plannedmajor redesign or, deterioration of the furniturerequires a large proportion to be replaced. In this case heritage areas requiring significantupgrades would be redesigned using the proposedHeritage Range, to maintain the heritage theme.Rustic areas will be phased out and eventually convert to the ‘Standard Range’.

Bentleigh, East Bentleigh, Carnegie and the DerbyRoad (Phoenix Project) shopping precincts will

retain their unique colours and furniture stylesuntil major re-planning takes place. At that timethey will revert to heritage or standard styles.

Other types of furniture having styles consistentwith the two ranges will include:

1. Street lighting

Recommended Standard FurnitureA ‘burgundy’ colour has been chosen as the predominant colour theme to help strengthen the municipal image and avoid the over use of 'Brunswick Green'. Black is proposed for selected historic gardens and shopping centres to strengthen heritage character. Materials used in the furniture combines metal (powder coated or painted in 'burgundy', or black) and oiled timber (kiln dried Ironbark). All furniture designs are based on standard items available from reputable Victorian manufacturers.

Part A of this strategy covers streetscapes, including residential streets and main roads. The majority of furniture and signage is located at the strip shopping centres. Additional items of furniture, predominantly seats, are located at the bus and tram stops throughout the municipality. Part B covers the furniture and signage requirements for the parks and gardens of Glen Eira.

Consideration has been given to existing furniturein each park and shopping centre.

Streetscape Character Types

1. Heritage Areas: These are areas in the municipality identified in the Heritage Study as being of some historic significance. This category includes commercialareas and residential streets within Elsternwickand Ormond.

2. Major Strip Shopping Centres:Three major strip shopping centres in the municipality in Elsternwick, Bentleigh and Carnegie have established street furniture themes. Furniture in these centres may include seats, picnic tables, lights, planter boxes, bins, drinking fountains and cafe screens. The size of these shopping strips warranted the use of a distinctive range of furniture and each centre has an existing furniture range.

3. Small Shopping Strips:This covers all other commercial areas, scattered throughout the municipality. Furniture may include seats and picnic tables, tree guards, planter boxes, lights and bins.

4. General Streetscapes:This category includes all streets not within heritage precincts or strip shopping centres.Furniture is generally provided only at bus ortram stops and taxi ranks, unless otherwiserequested or deemed necessary.

Two shopping centres are located within historic areas, in Elsternwick and McKinnon(named as Ormond 1 Historic Area in AndrewWard's heritage study). These two areas presentopportunities for improving the identity of thehistoric areas as a whole by introducing a complete range of ‘heritage style’ furniture.Other heritage areas have very little street furniture, with perhaps just one or two seats at a bus stop. Introduction of heritage style street furniture in these areas is recommendedonly if there is an introduction of heritage overlaycontrols under the planning scheme. Street furniture could then be introduced in conjunctionwith other capital works projects and with guidelines for property treatments, to enhancethe heritage character of the areas.

Bentleigh Shopping Centre is located on the boundary of an identified historic area.However, a large investment in a range of contemporary street furniture in flame red, in association with other streetscape works, by the former Moorabbin Council, precludes the introduction of a ‘heritage range’ of furniture in the near future.

Both Glen Huntly. and Centre Roads have longsections of commercial development with someunclear distinction between the various centres. In these roads distinctive landscape treatmentscan be used to help identify the shopping centres,under control of different trader groups, and torelieve the monotony along these roads. Thestreetscape treatments may just vary in colour or in larger centres (without heritage significance)a different colour of furniture could be used, consistent with the corporate colour scheme.

In all other shopping centres, it is recommendedthat the standard range of furniture be utilised, as is proposed for general streetscape use at tram and bus stops.

Table 1 summarises the furniture strategy for thevarious streetscapes in Glen Eira until a completereview and/or redevelopment of a particularstreet/area takes place.

Part B: Parks and GardensThe various parks and gardens in the City of GlenEira present a range of landscape character types.A co-ordinated range of furniture has been selected for each of the landscape character types as outlined below. This range of furnitureexpands upon the broader municipal themes forfurniture proposed in Part A of this strategy andincludes the following items:

■ rubbish bins

Landscape Character Types

The parks and gardens have been divided intofour main categories reflecting their dominantlandscape features and overall visual image, as follows:

1. Historic Parks and Gardens Areas of public open space developed in the Victorian/Federation period or Inter-war period that still display their original design, and which are of some identifiable heritage significance*(2). They are generally of a formal layout and are dominated by exotic vegetation, and often incorporate annual displays.

2. Informal Parks and Gardens Areas of public open space, usually have a mixof native and exotic vegetation characterised by informal groupings of trees, garden beds with tree, shrub and perennial planting and open lawn areas.

3. Sporting ReservesAreas of public open space dominated by open grassed spaces in the form of ovals for specified sports, generally with perimeterplanting of large trees, predominantly conifers and eucalypts.

4. Naturalistic Parks Areas of open space areas dominated byindigenous and native vegetation in informal groupings.

A standard range of park furniture is proposed forall sporting and informal parks. While most parksand gardens in Glen Eira can be categorised underone of the above headings, many do have sectionsthat are distinctively different to the major areas. For the purposes of this strategy some of thelarger parks have been divided into two sections where it was deemed appropriate to introduce a different style of furniture in one part of the park. For example,Murrumbeena Park, while categorised broadlyas a sporting reserve, is linked to but separatefrom a narrow strip on the west side that hasbeen categorised as an historic garden area. This space survives in relatively intact layout, in a formal symmetrical style, with some original tree planting. Heritage style furniture is proposed for this part of Murrumbeena Park,linked by colour and materials to the furnitureproposed for the rest of the park.

Table 2 lists the various parks and gardens inGlen Eira and their landscape character type,plus the proposed range of furniture to be used.

PART B : PARKS AND GARDENS

OUTDOOR FURNITURE STANDARDS AND REQUIREMENTS

Upgrading Standards The styles portrayed will be deemed as the standard image to be presented in the Glen Eira City Council domain.

All engineering, product and quality standards not affecting the styles presented, will be underconstant review. Where a better product, quality,or process is evaluated to be preferable to theexisting strategy standard, it will be presented for inclusion at the following update of the strategy document.

Requirements forSupplying FurnitureAll specifications are minimum standards for thequantity and quality of the specified componentsin each piece of furniture.

■ Where a significant part of the specifications in this document are derived from a supplier company brochure and/or drawings, they will be denoted by a ‘★’ followed by the company name.

■ Tenderers supplying to the ‘★’ specification must source the furniture from the company notarised, or (a) show that their design doesnot contravene that company’s intellectualrights, (b) propose an alternative specification.They must show that it is equivalent or betterthan the denoted supplier’s product, and adviseGlen Eira City Council of the source of supply.

■ Requirements for Metal Coating: Metal parts are to be powder coated in therelevant colour according to specification, egburgundy colour to match Dulux powder coatcolour number 51720, and green to match powder coat colour 52037 or painted using a re-coatable gloss paint such as Dulux‘Acrathane’ (anti-graffiti quality) or similar to match Pantone 492.

■ Requirements for Timber Staining:Timbers are to have clear oil finish.(a) Use Quantum Timber Finishes. 5/A Apsley Place, Seaford Victoria 3198 Telephone (03) 9776 8831 Fax (03) 9782 4417

(b) Pre-coat Dirty wood should be cleaned with timber cleaner and let dry prior to treating. Flood coat with one coat of ‘Aquatec’. Soak as much as possible intocracks and grain. Application can be by brush,roller or spray. Clean up with soap and water.

(c) Stain Coat Use Quantum Timber Finish, ‘Timbre Plus Old Gold’ with stain pigmented with Glen Eira City Council Burgundy colour.This may be applied using a brush, roller orspray. The timber should be dry and free from contamination. For best results coat timber to achieve maximum penetration with the first coat. If spraying, recommend airless spray 13 tip with 20 degrees – 30 degrees fan,1000 PSI tip pressure, use normal protectionie mask, overalls, and watch your over spray. Wash off with soap and water before it dries. Coverage of first coat on hardwoods is about 1 litre per 4 to 6m2. Subsequent coats 7 to8m2 per litre. Two coats over the pre-coat are recommended. Drying time for ‘Timbre Plus’ should be 30 minutes to touch dry at 20ºC.

■ Signage:The difficulties inherent in combating graffiti and vandalism will necessitate the continualevaluation of new finishes and materials. Standard practice for graphics and lettering will be to mask and spray with industrial enamel paint. Parks and streetscapes wherevinyl cut lettering may be deemed suitable, are to be specified as 7-year premium grade. Premium grade outdoor vinyl lettering must be coated with 3M Scotchlite 1150 protective overlay film, or proven equivalent. In areas of repeat vandalism a cheaper Intermediate grade or Cal + may be specified where the life (3 to 5 years) of the vinyl is not expected to outlast its possible repair timeframe, but if used must have a specified sealingcoat applied.

■ Concrete Slabs and Post /Bollard Support:1. Concrete slabs laid as a base for street furniture such as benches and picnic sets are to extend a minimum 300mm beyond the perimeter frame of the furniture. Concrete to be 100mm thick or 75mm with F72 reinforcement mesh.

2. Bollards: foundation slump 70, 300mm minimum depth. Concrete filled with or without reinforcement bars as specified for heavy duty applications.

3. Sign supports need to be checked with Council’s Engineering Department for specifications. These will vary due to wind loading factors on the size of sign.

Fixing:Timbers to be back-fixed to frame, with tamper proof, galvanised self-driving 8 gauge 25mm screws. Bolt fixed to concrete surface by 4 of M10 x 50mm zinc-plated dynabolts (with at least two security bolts) burred to restrict tampering.
