Introduction SkillsIQ is a not-for-profit Skills Service Organisation (SSO) supporting industry in developing standards to equip the people-facing workforce with the right skills for jobs now and into the future. SkillsIQ is funded by the Department of Education and Training to support the Industry Reference Committees (IRCs) responsible for the development and maintenance of training packages in the following sectors:

• Community Services • Health • Local Government • Public Sector • Floristry • Hairdressing and Beauty Services • Funeral Services • Retail Services • Sport, Fitness and Recreation • Tourism, Travel and Hospitality.

IRCs drive the process of training package development and are made up of people with experience, skills and knowledge of their particular industry sector. IRCs are responsible for the provision of strategic input and advice that represents the needs of their workforce and ensuring training package products reflect these needs.

SkillsIQ, under the direction of the Sport and Recreation IRC has prepared a Case for Change that supports the proposed review of nationally recognised outdoor recreation training package products to ensure they reflect the skills needs of the Australian outdoor recreation workforce.

The purpose of a Case for Change is to request the commissioning of training package product review. The development of a Case for Change includes research and analysis, industry engagement and scoping activities to detail:

• information about the review process • an industry supported case and rationale for change to training package products • expected impact of the change, including on the industry sector and on the VET

sector • an assessment of the benefits and estimated costs to industry and the VET sector

expected from the proposed change/s, including an assessment of impact on productivity if the change is not made

• the extent to which cross industry competencies can be used to support skills outcomes for the industries covered

• any external impacts such as the regulatory environment or changes to industry practice which are driving the proposed change

• recommendations on whether a qualification is suitable to be delivered as a traineeship or an apprenticeship arrangement, providing evidence of consultation with state and territories and evidence that their views have been considered

• advice about industry’s expectations of training delivery (including expectations around the duration of training, mode of delivery, work-based learning strategies and learner characteristics).

The Case for Change, approved by the IRC, was submitted to the Australian Industry and Skills Committee (AISC) through the Department, on 25 January 2017 for its consideration. If approved, an activity order will be issued allowing training package product development to commence.

This document provides a summary of the process undertaken to develop the Case for Change and the proposed future direction of nationally recognised outdoor recreation training package products.

The Case for Change proposes an extensive and thorough review of current nationally recognised Outdoor Recreation training package products, including:

• 4 x Qualifications • 291 x Units of Competency • 76 x Skill Sets.

Project overview At its 22 August 2016 meeting the Sport and Recreation IRC endorsed the proposed plan for Case for Change development. To facilitate the input of industry experts SkillsIQ, under the direction of the Sport and Recreation IRC, convened the Outdoor Recreation Technical Advisory Committee (O Rec TAC), bringing together a select number of individuals with the requisite background to provide guidance on skills needs and challenges in this area.

To inform the skills needs analysis and Case for Change development, published papers by the former Industry Skills Council, Service Skills Australia, were reviewed by the O Rec TAC, industry forums and webinars were conducted in partnership with state peak bodies and Industry Training Advisory Bodies (ITAB’s) and other consultation as listed below.

Summary of findings

The key driver for change is the need for a skilled workforce and volunteer sector to provide outdoor recreation activities to the community of Australia. Employers have concerns about the current content, structure and assessment requirements of the outdoor recreation qualifications, reporting major inconsistency in the level of competence of graduates. There is widespread support for a full review of the outdoor recreation training package products.

A summary of issues highlighted during industry consultation process is outlined below.

Content The following themes emerged in relation to the training package product content, indicating a need to update a number of areas to support quality outcomes:

• redesign of skills sets so that they align to industry accreditation schemes where relevant

• address duplication across units of competency • consider the use of pre-requisites for some skills specialisations • review the core packaging of qualifications.

Industry Experience Participants in consultation forums highlighted the need to strengthen the assessment requirements to ensure learners gain experience working with actual clients as part of the consolidation of skills.

There was also strong support for industry experience being a pre-requisite to entering into the Diploma of Outdoor Recreation. This will require thorough consideration in the review process as there are broader implications that may affect accessibility of training at this level.

Qualification Structure It is proposed that the core packaging of qualifications be reviewed to reduce duplication and incorporate the following essential cross functional skills: risk management; instructional methods; leadership; weather interpretation and basic navigation.

The packaging rules of outdoor recreation qualifications are of great importance, as industry stakeholders have expressed that, in fact, unit of competency choice and skill sets are the main consideration for employers rather than the qualification level. Industry would like to explore the potential to increase the number of specialisations packaged within each qualification.

Employers have requested that consideration be given to the introduction of a management stream in the Diploma qualification. This would allow learners to choose between higher activity skills units and/or higher management, supervision and facilitation units, increasing the flexibility and relevance of the qualification.

Assessment The inconsistent quality of training and assessment remains a key concern for industry. Employers report a huge disparity in the competence of graduates between different training providers. This has resulted in a lack of trust in the current training package products. Careful and measured review of assessment requirements for each unit of competency will be an important component of this review.

Equine Units of Competency The outcomes of the ASQA strategic review into equine training will require careful consideration and consultation with equine industry specialists and collaboration with other SSOs. Addressing these recommendations will be a key focus of the proposed review and will result in significant change, in particular to Assessment Requirements.

Standards for Training Packages Existing training package products have not yet been transitioned to the Standards for Training Packages, this proposed review process would see all training package products developed to align with the Standards for Training Packages. The development of Assessment Requirements has been of particular interest to industry. The work required to ensure the decisions made in this space improve the quality of graduates will be a focus of industry.

Job role alignment There is significant industry support to review the job roles aligned with the outdoor recreation qualifications. A key issue raised was the need to move away from the current distinction between ‘Guides’ and ‘Instructors’ and instead use the job title of ‘Outdoor Leader’. Industry put the view that in practice, some degree of instruction will always be required or that practitioners will operate at both levels for their job.

There is support to review the core units of competency to focus on leadership, risk management, and instructional method to provide core skills for leadership in the outdoors. See Figure 1: Proposed job role alignment for more detail.

Industry Imperatives Consideration of the following will be an important part of the review of each unit of competency:

• Physical Location - Remote/semi-urban • Activity Type - simple/complex e.g. archery vs canyoning; 2 hours vs multi day • Environmental Context - dynamic/static e.g. alpine vs indoor • Supervision/Support - direct/indirect/remote/none (supervision) • Group Type - dependent participant/independent participant • Activity outcome – level of learning expected from activity

Overview of proposed qualification structure Certificate II in Outdoor Recreation This qualification level is primarily an introduction to outdoor recreation providing an individual with the skills to apply fundamental outdoor activity skills, follow risk management policies and procedures, be responsible for own performance and participate in group activities.

Volunteer groups and schools may require their leaders and teachers to participate in Certificate II level units of competency to ensure mastery of foundational skills prior to conducting outdoor activity sessions.

Job roles in industry may include:

• Volunteer Activity Leader • Assistant Activity Leader

It is anticipated that there will be minimal adjustments to subject matter of the “demonstrate and apply” units of competency with the majority of change occurring to the Assessment Requirements.

Certificate III in Outdoor Leadership The intent of this qualification is to prepare students for assistant leader and leader roles in the outdoor recreation industry. Industry reports this qualification as being aligned to centre based program staff, activity leaders and guides. A leader typically operates with a level of autonomy and within a defined environment. These individuals have an underpinning knowledge of arrange of outdoor recreation activities and have the capacity to introduce activities to participants with a base line level of instruction.

These individuals have responsibility to establish an effective learning environment for groups of participants in an outdoor setting, manage the needs of a group and deliver outdoor activities within organisational activity guidelines and risk management policies. Activities are carried out in a controlled operating environment without supervision. Where activities are carried out in an uncontrolled environment support is available via radio or phone contact and support is less than one hour away.

Job roles in industry may include:

• Group Leader • Activity Guide • Session Leader • Instructor • Outdoor Educator

It is anticipated that there will be changes to the core units of competency to place a greater focus on outdoor leadership. Further, a revision of activity specialisation is proposed in order to remove duplication and where appropriate combine units. Industry has requested consideration for the inclusion of three activity specialisations.

Graduates typically work in the following operating environment: controlled environment without supervision; uncontrolled environment with supervision support within radio or phone contact. Support less than 1 hour away.

Certificate IV in Outdoor Leadership This qualification level applies to Outdoor Leaders and Instructors in the outdoor industry. The leader will function with a high level of autonomy, and operate in a variety of settings including uncontrolled environments in remote locations. They will have a high level of knowledge in at least two activity specialisations and have the capacity to guide an activity

session and/or conduct a series of instructional sessions for the outcome of skills development and acquisition by participant.

These individuals will have the capacity to create an outdoor recreation program/activity and adapt program delivery to meet the needs of participants. They will conduct risk assessments and adapt a program based on risks associated with weather, environmental factors and group needs. They will have the capacity to manage a group for an extended period of time with minimal support. Activities are carried out in both controlled and uncontrolled environments with minimal program support. Support is more than one hour away.

Job roles in industry may include:

• Trip Leader or Guide • Group Leader • Activity Specialist • Field supervisor • Staff Trainer • Activity instructor

It is anticipated that there will be changes to the core units of competency to place a greater focus on outdoor leadership. Further, a revision of activity specialisation is proposed to remove duplication and where appropriate combine units, revision of assessment criteria. Industry has requested consideration for the inclusion of three to four activity specialisations and the use of pre-requisites for all guide and instruct units at this level.

Graduates typically work in the following operating environment: controlled and uncontrolled environment with minimal program support. Support more than 1 hour away.

Diploma of Outdoor Leadership/Management This qualification level applies to specialist instructors, and senior staff with management responsibilities. Feedback from industry suggests that there is a need to consider two elective streams at this level:

• Outdoor industry management • Activity specialist.

Outdoor industry management may focus on: theory of adventure based learning, risk management, business practice, policy and program development relative to industry standards, program logistics management.

Activity specialists may focus on: specialised risk management and policy development of a specific activity area, purchasing and maintenance of specialised equipment, training others, provision of activity expertise and skills development coaching. The operate in a variety of environments and are capable of operating independently and within a team.

It is anticipated that there will be significant industry consultation to revise this qualification and further define qualification coverage.

Job roles in industry may include:

• Camp managers • Program manager • Infield supervisor • Director • Program specialist • Activity guru • Client manager • Risk manager • Training co-ordinator

Next Steps SkillsIQ is pleased to report that the Case for Change was approved by the AISC at the February 23 Board Meeting.

Estimated timeframes The AISC has requested that the review be completed in 12 months, meaning the target date for completion will be April/May 2018. This work will be conducted under the direction of the Sport and Recreation IRC.

In addition, the AISC has requested that the review of the equine units of competency be completed by August 2017. The Sport and Recreation IRC has authorised the establishment of an Equine Technical Advisory Committee to help guide the review in a timely manner. We anticipate inviting public comment on Draft 1 Equine Units by 22nd May.
