Government of MP has decided to tender out for Energy Audit for MP

Distribution companies.

To discuss Scope Of Work for outsourcing of Energy audit function for the 3

Discoms

To discuss any questions / suggestions you may have around the scope.

To introduce the draft QR and Payment terms.

There will be no discussion or questions on the QR today. However, all

Objective for outsourcing Energy audit function

The guiding principle behind this exercise is to determine actual losses in the

power distribution system independently and to get an understanding of

segregation of technical and commercial losses in the system.

The intention is to take advantage of technological advancements and aim for

100% feeder and interface metering and conduct Energy audit.

Provision of this service will enable streamlining of Energy audit function at

discom level

Contract monitoring for this will be done by MP Power Management

Company.

PMCL shall award Discom wise tenders.

Highlights of tender

• Contract shall be awarded at Discom Level.

• Initial contract period shall be for 60 months (5 Years) which can be further extended by1 year at each instance upto maximum of 3 years, on mutual agreement between boththe parties on same terms and conditions as specified in bid documents.

• Commencement period of 30 days shall be given successful bidder to understand thepresent process and to arrange the necessary resource to carryout the assignment.

• The Agency shall submit the detail work plan before starting of work.

• Only one Discom shall be awarded to one agency.

General

• The Agency shall comply to all wage related laws (wages, PF, etc.) as notified by theGovernment from time to time for its employees;

• The Agency shall provide their prescribed uniforms, identity card, name badges andsafety items/kits etc. to his employees, as required under law;

• Police verification of all the persons engaged is to be ensured by the Agency.

• The Agency will ensure all its employees are covered under national Accidental Insuranceand National Life Insurance (Govt. of India Schemes)

• GIS survey upto consumer level of RAPDRP and NRAPDRP areas excluding ruralareas

• Quality check of survey to be done by discom

• Regular Updation of survey database as per changes in distributioninfrastructure

GIS survey and Design of Single line diagram

• GPS survey of 33 kV lines starting from EHV sub-stations, 33/11 kV sub-stations, 11 kV lines, distribution transformers, HT points and Interface pointsincluding sources of supply in RAPDRP and NRAPDRP areas

• Design of GPS survey data and SLD map

• Metering survey at 33 kV lines starting from EHV sub-stations, 33/11 kV sub-station, 11 kV lines, import-export points and HT junction points and Interfacepoints including sources of supply and verify the metering infrastructure status;

• Identification of failed/ burnt meter, modem, ME and other accessories.

• Agency will purchase meter, meter box, metering equipment (ME),modem etc. from the empaneled vendors only. The cost of materialwill be reimbursed to agency.

• Purchaser will empanel material manufactures and fixed the cost of allmaterials. Such empanelled costs shall be listed. Any other costs shallbe borne by the agency.

• Testing of all material (type tests, acceptance test, routine tests, etc.)at the time of stage and pre-dispatch inspection to be done by Discom

• Installation of feeder meters, ME, modem as per prescribed technicalspecifications.

• AMR based meter reading of feeder meters, import-export points and interface pointsetc as per scope of work;

• CMRI based meter reading in case of justified technical failure in AMR based meterreading;

• Frequency of meter reading: 4 no. readings per meter per day

• Approximate gap duration between two readings: 6 hours.

• Validation of meter reading data

• AMR based meter reading at 33 kV feeder level: min 98%;

• AMR based meter reading at 11 kV feeder level: min 95%

Reading of Feeder and Interface meter

• Technical / Commercial loss report at 33/11 kV sub-station, 33 kV, 11 kV line and DTR

• Energy audit report on a monthly and on cumulative basis;

• Power system monitoring reports such as monitoring of input energy at 33 kV and 11 kVfeeder level, load profile, supply hours monitoring, feeder wise loss profile etc;

• All reports to be generated on day 1 of each month for capturing gross values;Instantaneous reports to be generated on a daily basis;

• Maintenance of records.

• For the first year of operations, the agency will provide feeder level reporting and DTRlevel reporting in Urban areas (where data has been provided)

• Second year onwards DTR level reports are required for Rural areas as well.

DRAFT - Minimum Techno-commercial eligibility criteria for qualification

of bidsTechno-commercial Qualification requirement

Must have experience in meter reading and meter data management (meter data acquisition etc)through 2500 no. meters catering to consumers, feeders, distribution transformers etc throughAMR in any of last 3 years in India/Outside India in a single contract(In case of JV/Consortium, any partner shall meet minimum requirement)

Must have installed 1000 no. meters, ME and related accessories at feeder level in any of last 3years in India/Outside India in a single contract

Successfully executed at least 1 (one) contracts in performing GIS and GPS survey and assetmapping from utilities in India worth INR 5 Crore

Must have experience of specific IT system integration i.e.integration of meter management modules, meter data extractionmodules or experience in networking in power system in any 1 power utility in last 5 years inIndia/ Abroad* IT support such as AMC of computer hardware and software will not be considered forevaluation

Must have personnel enrolled under EPF act at least for last one year with experience:1. Team leader*: Having 10 years of experience in lead role for metering and meter reading inpower utilities2. Team member-Operations: Having 2 years experience for metering and meter reading in powerutilities2. Networking specialist: Having 2 years experience in IT networking and data integration

DRAFT - Minimum Techno-commercial eligibility criteria for qualification

of bidsFinancial Qualification requirement

The Bidder shall have Annual Turnover of INR 10 Cr during any one year of the last threefinancial years. (Copies of Audited statements like Balance Sheet, P&L statement and Income taxreturn) along with audit report certified by their appointed Statutory Auditor must be provided)

(In case of JV/Consortium, lead partner should meet minimum requirement)

The Bidder shall have INR 1 Cr cash in-hand or Cash Credit or Overdraft facilities allowed by anybank (valid certificate from their Bank, which is should not be more than 6 months old, should besubmitted)

Manpower requirement

Must have manpower strength of 100 personnel enrolled under EPF act at least for last one year

Note:1. Joint Venture is allowed upto 3 partners exclusive for 1 Company and cannot participate in other

Company with same JV partners;2. Bidder selected for proposed "Outsourcing of metering and billing for HT and LT consumers” tender for

any regions of a particular Discom shall not be awarded this tender for that Discom.3. Lead bidder shall comply with Financial QR, rest may be complied with JV partners4. If any of the bidder submits bids for all MP Companies' tenders, then award of contract will be given to

only 1 Company per Discom.
