In April of 2014, I was contacted by V/Richard Outzen, owner of the IndependentNews and Rick’s Blog, reference a Cyberstalking complaint. V/Outzen told me that anunknown individual(s) had created a blog named Dick’s Blog in an attempt to harass him. Heprovided me with printed copies of Dick’s Blog, which appeared to me a mirror blog of Rick’sBlog, to include images of V/Outzen. I reviewed several of the articles in Dick’s Blog, whichwere primarily derogatory towards V/Outzen. He told me that someone had also posted linkson his daughter’s Facebook.com profiles, which were links to Dick’s Blog.

Based on the information provided by V/Outzen, I researched Dick’s Blog andfound that the website dicksblog.biz, was owned by StableHost. On May 2, 2014, I requested asubpoena for the account holder information and Internet Protocol (IP) history thatStableHost had on record for the website dicksblog.biz. On May 19, 2014, StableHostprovided with the following results:

StableHost also provided me with the IP address of where the website was ordered.The IP address was 68.1.114.40. I researched this IP address and found that it was registeredto a Cox Communications subscriber.

On June 5, 2014, I requested a subpoena for the Cox Communication’s accountholder information for IP address 68.1.114.40. On June 19, 2014, I received the subpoenaresults from Cox Communications. The IP address was registered to Derek Cosson of 1622 N.7th Avenue, in Pensacola, FL.

On July 29, 2014, I met with the State Attorney’s Office for a case review. Afterreviewing V/Outzen’s case they declined to prosecute. I recommend this case be closed.
