Many thanks to all those who supported our Christmas Concert in Hambleton Parish Church on Sun 13th Dec. Once again, the church was full and the show was a success. £470 was raised, which has been distributed between the Lancs and S.Cumbria Kidney Patients’ Association and the Children’s Society.

Our next concert ‘Spring Serenade’ will be held on Fri 6th May at 7:30pm in the URC Hall, Hambleton and Sat 7th May at 2:30pm.

PROTECT WYRE GROUPWe had hoped to bring you more information about Secretary of State, Amber Rudd’s announcement that she wants companies to build many more gas plants in the UK to plug

the gap between renewables and nuclear as coal power is phased out. Neither is there an update on the talk of these gas plants being subsidised with grants and the industry being reported as appearing cautious and suspicious following the unexpected cutting of renewable subsidies which potentially increases the risk of investment and leaves developers out of pocket should the same happen.There is however an ongoing update on the uncontrolled gas leak at Porter Ranch in Los Angeles. Those of you with access to Google will be able to read a daily account of the

trials and tribulations of the population there and the current inability of the company to stemtheflowofmethanefromtherupturedwell.Natural gas is 80 percent methane and the compound is dozens of times more potent as a greenhouse gas than carbon dioxide in the first20yearsafteritisreleased.Because methane is a health hazard, more than 2,000 families have been relocated and another 2,600 families are awaiting relocation assistance from Southern California Gas Company, which owns the storage facility.Thegasfirststartedescapingon23rdOctober2015 and at its peak in late November, the leak was reportedly releasing 58 metric tons of methane an hour. The effect of the leak, which is still loading the atmosphere with greenhouse gases, is comparable to adding 7 million cars to the road. The leak is now down to 36 metric tons an hour, but it’s not expectedtobefixedforanothertwomonths.An estimated $13 million of gas has been lost to the atmosphere as of mid-January and to stop the leak, the company is drilling a relief well to the giant natural storage area about 8,500 feet beneath the surface but this could be well into February before it is completed.Officials, looking formore immediate relief,came up with the plan to burn the gas but concern was expressed that the damaged well could be vulnerable to a blowout, which would allow an even greater release of environmentally damaging gases or potentially cause an explosion.However as mentioned last month, the storage in Los Angeles differs to that proposed at Preesall as Porter Ranch is an old sandstone oil field whilst the Preesallproposal is to store gas in new caverns solution mined out of layered salt which may well prove problematical if undetected cracks, faults and fissures are found to bepresent.

Another difference is the way in which the Porter Ranch gas outage was discovered. Local residents fell ill due to the noxious effects of the gas additive which as well as creating an unpleasant smell caused nausea, headaches, nosebleeds and vomiting.If a similar outrage happened here, it wouldn’t be as easy to detect because the additives are only added to the stored gas when it is processed prior to entering the National Transmission System. Until then it could roam underground as a silent killer just waiting to be ignited. If this sounds too far fetched then remember Hutchinson, Kansas in 2001 where gas escaped from an underground gas storage facility and travelled 8 miles underground before surfacing and igniting.On a slightly brighter note, an extension to an existing gas storage scheme near Middlewich in Cheshire is going to be scrutinised by the PlanningInspectoratebecauseitisclassifiedas a Nationally Significant InfrastructureProject and it requires a Development Consent Order from the Secretary of State.This is the same format as the Inquiries held here and the public there are being invited to register as interested parties prior to the 6 month Examination. The scheme is for 19 cavities to store up to 500 million cubic metres of gas and there are plans to hold the displaced brine in tanks until used by local industries which differs from Halite’s plans to dump the millions of tonnes of super saturated brine into the sea off Rossall.The cynic in us says public opinion won’t be considered but if it is then we have a case to be re-examined. If it isn’t and the scheme goes ahead then surely it makes the Preesall scheme even more marginal and less attractive to would be investors.Ian Mulroy - Chair PWG www.pwgroup.org.uk

At the January meeting our speaker was Canon Pam Wilding who provided a filmshow with music which took us back with happy memories to our visits to the Stones & Roses garden at White Coppice near Chorley andthelavenderfieldsinYorkshire.We were also shown pictures of her last trip to the Utugi Children’s Centre in Kenya. Pam works endlessly to raise money for the project she has been involved in for many years which is building a school for disadvantaged children. Now is a good time to start planning your display as all the nurseries in our area will soon be starting to stock many varieties ready for spring planting.Any container will do to create an alpine display (‘trough’ or ‘sink’ style are the best) but make sure water can easily drain out – like Mary Berry, your plants will not like having a soggy bottom.Use a good quality multi-purpose compost and mix in a generous amount of horticultural grit – you can get this from DIY stores and nurseries.For interest, place small rocks in the container for your plants to grow in and around.Next, head off to your local nursery and don’t be shy in asking for help. You’ll want to choose plants that are compatible, where growth rates are similar and where they like the same soils.Look for varieties that will provide you with all year round colour and choose as many evergreens as you can. Follow the planting instructions on the plant label.Once you’ve planted up your container, top dress with some alpine gravel – you can buy this gravel in lots of different colours and it transforms your display into a much more attractive feature!If possible place your container on ‘feet’ to aid with drainage and place it in a spot where ideally it would get sun in the morning and would be a little cooler in the afternoon.Water well when you first plant up andcontinue this for a few days to allow things to settle and starting growing. For many of us, gardening can be a bewildering prospect that can overwhelm to such a degree that we end up doing nothing at all. So start small and consider creating an alpine display in a trough or pot – or for the more ambitious you might try your hand at a modest rock garden.Alpines originate from high altitude rocky regions above the tree line. Because they’re so small the wind barely touches them and they’re able to carry the weight of heavy snow without being damaged. In hot sun their small hairy or leathery leaves protect

The Matthew Hesmondhalgh Memorial FundAlthough it may be difficult to believe thata young person may be at risk from heart problems the sad fact is that every week in theUKatleast12apparentlyfitandhealthyyoung people aged 35 and under die from undiagnosed heart conditions. As you may be aware, in 2011 we lost our beautiful 22 year old son, Matthew, to Sudden Arrhythmic Death Syndrome (SADS), and since then family and friends have been campaigning to raise awareness of young sudden cardiac death (YSCD). A simple but effective way to diagnose many cardiac abnormalities is through a quick, painless and non-invasive test called an ECG. A fund set up in Matt’s name has been able to offer this kind of testing free of charge to 400 people at two local screening events where12youngpeoplewere identifiedwith

PILLING BANDAfter a well-earned rest over the Festive Season, the band concentrated on rehearsals in preparation for the contest at the Guild Hall, Preston on 24th January. We chose to play ‘A Cambrian Suite’ by Michael Ball, which is based on three traditional Welsh melodies. This is the set piece for bands in our section at the qualifying heats for the National Championships which will take place in Blackpool in February. I shall report on the outcome of the Preston contest next month.The band’s annual meal and party was held this year at the Golden Ball Hotel, Pilling. A record number of about forty members and guests attended. Yet there is a simple way to throw this out and begintomakelonglastingchangestobenefityour life and that way is through discipline NOT motivation.

By this I mean that if you have joined the gym you set yourself a time or times each week and you go…regardless of how you are feeling!

By doing this you remove the emotion from your decision and it becomes automatic. This can be applied to a diet too or any other lifestyle change you make…ignore your old ego wittering away at you and stick to a decision. Stop treating exercise as something to do when it’s convenient and start setting a schedule for yourself to follow.

January has rapidly zipped by and we’re storming through February….so I thought I would ask a question: Has your ‘New year, New You’ zipped by and faded away too?

We often start the year with the best of intentions and then old habits return and we are back to square one again. Therefore, in a bid to help you maintain and improve your health I thought I would dip into the world of motivation. Or rather, I have decided to get you away from the idea of motivation as the startingfactorforgoodhealth,gettingfitorforany other aspect of your life.

Motivation is great but it tends to wane quickly. We humans require short term stimuli or motivation fades away. Of course, we also use motivation as a way of doing nothing… ‘I’ll start exercising when I feel a bit more energetic, or at the start of the next month when I’m ready, or when I’ve got this weekend

Another common mistake is to start exercising too much too soon. This leads to aches and pains and an excuse to stop. Start slowly and build up…the key to success is not your speed but your consistency…think tortoise rather than hare!

If you maintain better exercise habits you will feel some positive changes in a month and

begin to see changes in two months. Believe me, if you maintain your discipline you will make lifelong improvements to how you feel, what you can do and how you look.

Do not forget that your body is very clever and after about six weeks it will become very efficientatwhateverexerciseyouaredoing,thus, improvements start to slow down or plateau. Make sure you change your routine every 6 to 8 weeks to challenge your body to adapt again, therefore, generating more improvements. You must regularly take your body by surprise.

Sadly many of us give up quickly because it is an effort….but the effort gets easier and exercising is a way of nourishing your body to thrive. Hold that line people and maintain your discipline!

As always you should make sure that your computer is fully updated with all security patches etc (Article 3, July 2015), and protectedbyafirewallandupdatedanti-virussoftware (Article 5, Sept). If you use online banking, make sure you have installed any extra security products recommended by your bank, eg. Rapport which locks down the connection between your machine and your online bank system, checks the bank website you use is genuine, and stops your data going to counterfeit sites.Try to type the shop or bank website address (URL) directly, eg. www.amazon.co.uk or www.halifax.co.uk, rather than finding themthrough a search engine or clicking on links in an email. Take care when typing the URL, it needs to be correct as even a small spelling mistake could take you to a dodgy site. If using a new retailer, make sure they are reputable – ask your family or friends and do a search online to see if there are any complaints. Double-check all details of your purchase beforeconfirmingpayment,andneverenterany payment details without checking that the link is secure – the web address should normally begin with ‘https://’; a padlock symbol should appear in the browser window frame (not on the page itself); and with some browsers the address bar or the name of the site owner will turn green.Paying by credit card offers greater protection eg. if the retailer goes bust before your goods arrive, but doesn’t always help in cases of fraud it the bank thinks that you haven’t taken enough precautions.

• 4 sprigs fresh thyme leaves• 225g/8oz carrots, peeled and sliced• 225g/8oz swede, peeled and roughly

choppedMethod:1. Season the lamb. Heat the oil in a large

frying pan and brown in batches for 4-5 minutes. Add the onions and cook for 1-2 minutes. Add the lentils, stock, rosemary, half the thyme leaves. Bring to the boil, reduce the heat and transfer to a large heatproof dish. Cover and cook for 2 hours or until the meat is tender.

2. 1 hour before the end of the cooking time add the carrots and swede.

3. Transfer the meat to a plate, remove any bones (if present) and return the meat to the soup.

4. Garnish with the remaining fresh thyme leaves and serve with crusty bread.

raising funds for the all-weather pitch.Garstang RVS Christmas LunchRoyal Voluntary Service is a volunteer organisation that enriches the lives of older people and their families across Britain and Lions are delighted to again sponsor this festive get together.Local FloodingFamilies whose houses were flooded wereapproached, initially with regard to replacing children’s damaged Christmas presents, but as these were all saved, it was suggested

that Lions replace any school items which were destroyed. Two families, who had re-located to living in hotels, were approached and school shoes, school uniform and other materials required for study, have been replaced by Club funds.The Club also helped a couple whose cottagewasfloodedandwhohadtore-locateto temporary accommodation, with limited facilities to enjoy their Christmas Dinner at the local hostelry. OVER WYRE ART SOCIETY

Let’s hope the weather has improved when you read this article. Our indoor painting classes proved popular in January with an opportunity to test new paints and paper after the winter break.

Soft pastel won’t adhere to smooth paper and watercolour paints need absorbent paper. Cheap quality paints are alright for practising but good quality paints will have stronger pigment, better mixing qualities and are less likely to fade.

February will be a busy month. We are working towards our exhibition in Poulton Library commencing Mon 29th Feb. We will be portraying local scenes in pen and wash.

Please try to visit the exhibition and identify the locations. We are fortunate to have tuition for this from a local artist.

Later thismonthwewillbepractisingfiguresketching in costume and at speed so this is sure to be entertaining.

SHOVELS FUN RUNHere we are again, time to get preparations underway for this year’s, the 32nd, annual Charity fun run/walk which will take place on Sunday 1st May. Where at? You guessed correct – it’s the Shovels, Hambleton! Run commences at 10:45am, followed by the walkers at 11:00 am.

This year we are making a special request that all entrants try to raise at least £5 to £10 in sponsorship since we have found increasingly in recent years that most entrants raise nothing at all and whilst we appreciate that you all pay an entry fee for taking part if this is our only means of raising funds for the manyworthwhile charitieswhobenefit fromthe event (around 20 last year alone), then we are going to have to seriously consider increasing the entry fee which of course will possibly have a knock-on effect of reducing the number of entrants, something that we really do not want to happen!

I have to report that Paula Turner has resigned from the committee this year and I would like to take this opportunity of thanking her for her hard work and commitment over the last couple of years.

Anyone at all who may be interested in joining our committee is welcome to attend our next monthly meeting, probably to be held at the Shovels around mid-February. Notices will be posted in the pub in early February giving exact date and time.

I could tell you all about Sea Bank House and its facilities as if I was describing a hotel, for example the beautiful Individual rooms, some with sea views, the designer bathrooms, Wi-Fi, HD televisions, telephones and the glorious sea views from the lounges...

Saturday Morning Football ClubThe weather might be wet but the Wyre Juniors Saturday Morning FC kids are playing no matter what.

When the weather is very wet sessions move indoors into the Sports Hall so please still come along for a fun session every Saturday from 10:30am until 11:30am. Remember to bring both football boots and trainers in case we are indoors. Players should also have shin padsandbringanonfizzydrinkwiththem.

SMFC is for Children in Reception, Yrs 1, 2 and 3, of all footballing ability. We teach basic football skills based on enjoyment of the game with games and exercises that make football fun.

Coaching at the SMFC is done by experiencedFAandUEFAqualifiedcoaches.As the children graduate from the SMFC we aim to start a team made up of children in their school year for them to be a part of.

Special mention must go to Gary and Michelle, the landlords of The Grape’s at St Michaels. The team did a great job providing warmfoodandbeertolocals,officials,mediaandevenMPsthroughouttheflooding.

I was also incredibly impressed by the efforts of Mrs Brough, Headteacher of St Michael’s Primary School, who along with her staff and volunteers have ensured local facilities for her pupils are provided. ‘The show must go on’ as they say!

I was pleased to see that work is now underway on the Broughton By-Pass. Although it has been many years in the

making,itisnowfinallybecomingareality.Ido believe that when completed, it will bring benefittoallroadusersinthearea.Weallknow the frustration of being held up at the Broughton Cross Roads. I was pleased to play a part in helping direct Government funding to the Preston City Deal.

I have been contacted by a number of a constituents in relation to Lancashire County Council’s decision to withdraw all subsidies and terminate all local bus service contracts from April.

Like residents I am very concerned at these proposals and I am making my objections known to the County Council. I am also seeking advice from the Secretary of State for Communities and Local Government on the legality of these proposals.

I was disappointed to learn that the County Council has reserves of over £300 million

The facts are these – Lancashire County Council has a statutory requirement to provide adult social care and child protection services, and with a high proportion of elderly residents it may be that in due course these essential services make up the entirety of the Council’s expenditure. The decision to allow Councils to keep businessrateswillnotevenmeetthestaffingbill incurred by the Council when the rise in the Minimum Wage comes in. Yet, while the demand for the services that must be delivered grows, there is no commensurate growth in funding, indeed funding from the Government to Councils continues to be cut. Which, in turn means that the Council has less and less discretionary money to spend, and the end result is that our communities lose services.I have an ongoing dialogue with Lancashire County Council to express the concerns raised by residents and I am seeking meetings with the various bus operators to inquire about their planning to maintain vital transport links in our communities. In addition, I will also continue to raise the question of how much can be withdrawn from our local communities, before we can stretch no further, and things begin to break.Lancashire County Council is currently seeking residents’ opinions on the proposal to remove bus subsidies and I would encourage you to share your concerns with the County Council through that process as well at www.lancashire.gov.uk/council/get-involved/consultations/consultation-on-budget-proposals-for-2016-2021.aspxFloodingThe other big issue has been the floods.Since December I’ve been meeting with individuals, businesses and farmers affected

Many of you have contacted me to raise your concerns about the County Council’s proposal to withdraw subsidies to buses and the Knott End to Fleetwood ferry, and to close libraries and museums across the county. I share your concerns. Maintaining public transport links is vital to our communities. Many travel to go to school or work, to access medical services or to see friends and families. If we lose these services some

As I meet with groups concerned to see their land returned to productive use and theirhousesprotectedagainstflooding, it isdisturbing to hear how much these groups feel that they have been sacrificed asaccountants somewhere have decided that their homes and businesses are not worth protecting. As we look for long term solutions to the challenges of climate change, I’m keen to work with the local people who know their land best, and ensure that their voices are heard as plans are made. Stalmine with Staynall Residents’ Association

Christmas Lantern Making and Parade

The light of Christmas came early to Stalmine on 7th December when more than 100 residents joined the SSRA lantern procession to mark the start of the village’s festive celebrations.

Walking from the Village Hall to St James’ churchyard for the Christmas tree lights switch on, participants used lanterns made the previous week at Stalmine Primary School.

This was the second year running that the Stalmine Residents’ Association organised lantern making at the School with the help of Head Teacher Judith Foster.

At the Church they were greeted by the sound of the Over Wyre Junior Band who played

carols during an open air service led by Rev Dyllis Dickinson. Following this participants were able to enjoy mulled wine and hotpot and a Fair Trade stall while children visited Santa in his grotto and took part in craft activities.

Congratulations go to our Christmas Lights winner, Aron in Birch Close. Well done, Aron, and a big thank you to all those who joined in our 2015 Christmas events.

On a very serious note, your SSRA is contacting Ben Wallace and Wyre Borough Council about the proposed cuts to our bus service, Knott End Library and the ferry.

We have already lost Stalmine’s permanent Post Office and Knott End bank and thiswhen the Over Wyre population is growing. We shall also contact Lancashire County Council on these issues plus Wyre Borough Council on their proposal to charge for green bin collections.

The next Residents’ Association meetings are Tues 2nd Feb and Tues 1st March, 7:00pm at Stalmine School. A warm welcome is assured to one and all.

Budget 2016/17

In January every year the Town Council has to agree its budget for the following year and set the precept. The precept is the total amount the Council will receive through the council tax. This year, the Town Council has set the precept at £75,412.

While this equates to an increase of £8.11 per year for a Band D property, a sum of £10,000 has been included as an earmarked reserve to allow the Council to contribute to local services which may be under threat.

Councillors also agreed that, if this sum was not used for the purpose for which it wasidentified,itwouldbeusedtooffsetthepreceptinthefollowingfinancialyear.

It also includes money for projects such as CCTV, WW1 commemoration and Christmas lights.

Royal British Legion and Remembrance Sunday Parade

Councillors have agreed to help support the organisation of the Remembrance Sunday Parade in light of some of the problems experienced by the Royal British Legion when organising the parade last November.

LCC Proposed Cuts

Councillors discussed the cuts to services proposed by the County Council which include withdrawing funding from the Knott End to Fleetwood Ferry, the closure of Knott End library and the withdrawal of bus subsidies and support for the Young People’s Service.

Councillors referred to the well attended public meeting on Wed 16th Dec and the problems which both individuals and the community would face if those services were lost and these will be included in a response to the Leader of the County Council.

Councillors also agreed to list the library as a community asset if Lancashire County Council did take the decision to close the library.

We meet in the Methodist Church in Knott End and are looking for volunteers to join us to help run weekly meetings. Girlguiding welcomes volunteers of all backgrounds, ages, cultures, faiths and abilities. We are flexibleandvolunteeringcanbearrangedtofitaroundabusylifestyle.

Our incredible volunteers contribute more than ten million hours to guiding every year. Some give us a couple of hours here and there – helping out with driving for trips and holidays, fundraising and events planning, or even doing the annual accounts for local groups. Others give their time as Leaders or Assistant Leaders for units, providing girls and young women with a space where they can be themselves.

Whatever your skills and interests and no matter how much time you have to spare, one of our volunteering roles is bound to suit you.

Rainbows is all about developing self-confidence, building friendships, learningnew things and having fun for girls aged fiveandsix.Theyget theirhandsdirtywitharts and crafts, try out cooking and playing games. It’s all about learning by doing.

Brownies are aged between seven and ten. Through regular meetings, special events, day trips, sleepovers, camps and holidays, Brownies learn new hobbies, play music, explore other cultures and get adventurous outdoors. Girls can also extend their knowledge and abilities by working towards Brownie interest badges covering many different hobbies and activities from Science investigator to Circus skills.

STALMINE PARISH COUNCIL NEWS

Budget for 2016/17

In January every year the Parish Council has to agree its budget for the following year and set the precept.

The precept is the total amount the Council will receive through the council tax. This year the Parish Council has set the precept at £21,010 which equates to £39.05 per year for a Band D property, an increase of £4.33 a year.

The budget includes money for projects such as the summer planting programme, a contribution to the fund established to buy a new bus shelter and money towards a project to commemorate the end of WW1.

Rural Crime

There has been a spate of incidents in Stalmine and surrounding villages and the Parish Council would like to encourage all residents to sign up to the Police “In the Know” service (details below). Lancashire Constabulary – In the Know

Cuts Proposed by Lancashire County Council

County Councillor Vivien Taylor attended to brief Councillors on the various budget cuts proposed by LCC. Councillors were particularly concerned about the proposal to withdraw the bus subsidies which would mean no service to or from Stalmine and the effect that that would have on anyone who does not have access to a private vehicle. Councillors were also concerned about the proposal to close either Knott End or Garstang library which would mean one area without a library. Councillors questioned why both libraries could not be retained on a part time basis rather than the “either/or” proposal and all these points will be made to LCC.

Play Facilities for Older Children

Following receipt of a letter from a young resident, the Parish Council has agreed to provide play facilities for older children at the bottomof the playing field, subject toWyreCouncil as landlord agreeing.

If permission is given the Parish Council would need to show support for the idea in any grant funding bid and would therefore encourage parents and children to let them know what kind of facilities they would like to see. The final design will be subject toconsultation before grant funding is sought.

Walney Extension Community Fund

The next stage of the consultation process has now been announced and public exhibitions will be held at Gregson Community & Arts Centre, 33 Moorgate, Lancaster between 2:00pm and 7:00pm on Tues 23rd Feb and at Fleetwood Town Football Club, Park Avenue, Fleetwood from 12 noon - 5:00pm on Wed 24th Feb.
