Vision+Mission+CoreValuesOverbrook Educational Center (OEC) is a K-8 public school located in West Philadelphia that serves a unique population of learners. Through a lottery system, OEC provides an excellent education for children from all over the city with a focus on visually impaired and blind (VI) students. Our mission is to prepare students to become positive, productive citizens who can live independently and with purpose to serve others. We focus on accountability through owning our actions, resiliency by putting forth our best effort, and kindness by ensuring we care for others while honoring diversity. Our ultimate objective is to prepare students to honor the diverse learner by providing excellent instruction for all students including students who have an individualized education plan (IEP).

ProfileOECisapublicschoolservingapproximately275studentsingradesK-8.Studentsareadmittedthroughaspeciallotterysystem.Approximatelyonethird,or33%ofstudentsreceivespecialeducationservices.OECpridesitselfontheschool’svisionprogramastheonlypublicschoolinthecityofPhiladelphiathatcaterstostudentswithvisualimpairments.TheuniquenessoftheOECstudentpopulationcentersonteachingalltotrulyhonordiversity.OECislocatedon67thandLansdowneAvenueintheOverbrookSectionofWestPhiladelphia.Theethniccompositionoftheschoolconsistsof84.7%AfricanAmerican,9.3%Other,3%Latino,1.5%Asian,and1.5%White.OECisaTitleIschooland100%ofstudentsareeconomicallydisadvantaged.Thestaffconsistsofapproximately18classroomteachers,15teacherassistants,8busattendants,afulltimeK-3literacylead,counselor,nurseandspecialeducationliaison,alongwithfulltimemusic,art,andtechnologyinstructors.WehavealsoincludedaparttimephysicaleducationinstructoraswellasaparttimeSpanishinstructor.OECalsohasapsychologist,aspeechtherapist,andaphysical/occupationaltherapist.

Whereareourstudentsnow?Inthegraduatingclassof2015,36eighthgradestudentsattendedthefollowingschools:39%wenttoCentral,GeorgeWashingtonCarver,orParkwayCenterCity.19%accountedforFranklinlearningCenterandPrivateSchoolPlacements.42%oftheclassattendedoneofthefollowing:CAPA,Building21,ParkwayWest,Prendergast,TheUSchool,Motivation,PaulRobeson,NeumannGoretti,HillFreedmanWorldAcademy,Palumbo,HighSchooloftheFuture,Constitute,andMastery.
Inthegraduatingclassof2016,34eighthgradestudentsattendedthefollowingschools:39%wenttothefollowingfourschools:TheWorkshopSchool,EngineeringandScience,FranklinLearningCenter,andOverbrookSchoolfortheBlind.24%ofstudentswenttooneofthefollowingfourschools:ParkwayCenterCity,Saul,Lankenau,andFreireCharter.Theremainderoftheclass,approximately37%ofchildren,attendedoneofthefollowingschools:ScienceLeadershipAcademy,GirlsHigh,Bodine,Constitution,ParkwayWest,WestCatholic,Fels,Northeast,Roxborough,TheUSchool,NewCanaanHighSchoolinConnecticut,andMasteryCharter.

10KeyGoalsGoal Focus Areas S.M.A.R.T Goals
1 IEP Goal Mastery
By June 2018, 85% of special education students will have made 15% or more of progress towards their IEP goals per marking period in order to move towards independence as measured by our progress monitoring tool in the EASYIEP system.
2 Literacy K-3: By May 2018, 81% of all students will read on level in the general education classrooms in order to attain our district wide goal of having 100% of 8 year olds on reading level (using the DRA as a measurement tool). 4-8: By May 2018, 85% of general education students will earn a 3 or 4 on a text dependent analysis (TDA) response based on the PSSA TDA rubric.
3 Math By May 2018, general education students will grow 20% of their envisions pre-course diagnostic assessment, or maintain an 80% or higher on their post-course assessment.
4 Science 80% of all OEC students will be able to identify the key steps in the Scientific Method by May 2018, through a school wide science fair (grade appropriate and specific) in which a scientific paper or project is the final product.
5 Attendance By May 2018, the number of special education children who receive a warning letter about nonsatisfactory attendance will decrease from 29 children to 15 children (identified as chronically truant) and reduce our overall chronically truant population from 17.5% to 12%.
6 High Quality Instruction
100% of staff at OEC will earn an overall rating of proficient or distinguished by June 2018, as measured by the Danielson rubric in order to

provide high quality instruction to students and 88% or more will return to OEC to instruct for the 2018-2019 school year.
7 Staff Retention 88% or more of staff will return for the 18-19 school year.
8 Professional Development
By June 2018, 85% of teachers will have agreed that PD supported their needs and was differentiated (through the use of a google doc form).
9 Family Involvement
By June 2018, 100% of teachers will have planned one field trip each cycle for parents to engage in a meaningful learning experience with their student(s) in order to increase our overall school climate score by 10% as rated by the school progress report to 87% and maximize family involvement.
10 Ensures School Safety
By June 2020, a safe play area will be created in order to ensure zero head injuries occur and a bridge will be built between the two buildings to create a safe and connected school community in order to increase accessibility for our blind and visually impaired population to have an opportunity for the least restrictive environment.

204.ATTENDANCE
TheSchoolReformCommissionrequiresthatschoolagestudentsenrolledindistrictschoolsattendschoolregularly,inaccordancewithstatelaws.Theeducationalprogramofferedbythedistrictispredicateduponthepresenceofthestudentandrequirescontinuityofinstructionandclassroomparticipationinorderforstudentstoachieveacademicstandardsandconsistenteducationalprogress.Attendanceshallberequiredofallstudentsenrolledindistrictschoolsduringthedaysandhoursthatschoolisinsession,exceptthataprincipalmayexcuseastudentfortemporaryabsencesuponreceiptofsatisfactoryevidenceofmental,physical,orotherurgentreasonsthatmayreasonablycausethestudent'sabsence.Urgentreasonsshallbestrictlyconstruedanddoesnotpermitirregularattendance.TheSRCconsidersthefollowingconditionstoconstitutereasonablecauseforabsencefromschool:1. Illness.2. Quarantine.3. Recoveryfromaccident.4. Requiredcourtattendance.5. Deathinfamily.6. Educationaltoursandtrips,withpriorapproval.7. Authorizedschoolactivities.

Allabsencesshallbetreatedasunlawful/unexcuseduntilthedistrictreceivesawrittenexcuseexplainingthereason(s)fortheabsence,tobesubmittedwithinthree(3)calendardaysoftheabsence.Failuretoprovideawrittenexcusewithinthree(3)dayswillresultintheabsencebeingcountedpermanentlyasunlawful/unexcused.Allabsencesofthree(3)ormoreconsecutiveschooldaysshallbesupportedbyaphysician’sstatementverifyingtheillness.Allabsencesofnine(9)ormorecumulativeschooldaysshallbesupportedbyaphysician’sstatementverifyingtheillnessTheSRCshallreporttoappropriateauthoritiesinfractionsofthelawregardingtheattendanceofstudentsbelowtheageofseventeen(17).TheSRCshallissuenoticetothoseparents/guardianswhofailtocomplywiththerequirementsofcompulsoryattendancethatsuchinfractionswillbeprosecutedaccordingtolaw.Attendanceneednotalwaysbewithinschoolbuildings.AstudentshallbeconsideredinattendanceifpresentatanyplacewhereschoolisinsessionbyauthorityoftheSRC;thestudentisreceivingapprovedtutorialinstruction,orhealthortherapeuticservices;thestudentisengagedinanapprovedandproperlysupervisedindependentstudy,work-studyorcareereducationprogram;thestudentisreceivingapprovedhomeboundinstruction.Theabsenceand/orearlydismissalofstudentsshallnotbegrantedforprivateinstructioninactivitiessuchasmusic,dancing,etc.The SRC shall permit a student to be excused for participation in a project sponsored by a statewide or countywide 4-H, FFA or combined 4-H and FFA group upon written request prior to the event.
TheSRCwillrecognizeotherjustifiableabsencesforpartoftheschoolday.Theseshallincludemedicalordentalappointments,courtappearances,familyemergencies,authorizedschoolactivities,andotherlegitimatereasonsdeterminedbythebuildingprincipal.TheSRCshallexcusethefollowingstudentsfromtherequirementsofattendanceatdistrictschools,uponrequestandwiththerequiredapproval:1. Oncertificationbyaphysicianorsubmissionofothersatisfactoryevidenceandon
approvaloftheDepartmentofEducation,childrenwhoareunabletoattendschoolorapplythemselvestostudyformental,physicalorotherreasonsthatprecluderegularattendance.
2. Studentsattendingahomeeducationprograminaccordancewithlaw.

TheSRCmayexcusethefollowingstudentsfromtherequirementsofattendanceatdistrictschools:1. Studentsreceivingtutorialinstructioninafieldnotofferedinthedistrict'scurricula
fromaproperlyqualifiedtutorapprovedbytheSuperintendent,whentheexcusaldoesnotinterferewiththestudent'sregularprogramofstudies.
2. Homeboundchildrenunabletoattendschoolontherecommendationoftheschool
physicianandtheschoolpsychologistorapsychiatristandapprovaloftheSecretaryofEducation.
3. StudentsenrolledinspecialschoolsconductedbythePhiladelphiaIntermediateUnit
No.26ortheDepartmentofEducation.ReligiousHolidaysandReligiousInstructionUponwrittenrequestbyaparent/guardian,anabsenceforobservanceofastudent'sreligiononadayapprovedbytheSRCasareligiousholidayshallbeexcused.TheSRCshall,uponwrittenrequestoftheparents/guardians,releasefromattendanceastudentparticipatinginareligiousinstructionprogramacknowledgedbytheSRC.Suchinstructionshallnotrequirethechild'sabsencefromschoolformorethanthirty-six(36)hoursperschoolyear,anditsorganizersmustinformtheSRCofthechild'sattendancerecord.TheSRCshallnotprovidetransportationtoreligiousinstruction.Nostudentsoexcusedshallbedeprivedofanaward,eligibilitytocompeteforanaward,theopportunitytomakeupatestorworkmissed,orpenalizedinanywayduetoanabsenceforareligiousholidayorreligiousinstruction.EducationalTours/TripsTheSRCmayexcuseastudentfromschoolattendancetoparticipateinaneducationaltourortripnotsponsoredbythedistrictifthefollowingconditionsaremet:1. Theparent/guardiansubmitsawrittenrequestforexcusalpriortotheabsence.2. Thestudent'sparticipationhasbeenapprovedbytheSuperintendentordesignee.3. Theadultdirectingandsupervisingthetourortripisacceptabletothe
parents/guardiansandtheSuperintendent.TheSRCmaylimitthenumberanddurationoftoursortripsforwhichexcusedabsencesmaybegrantedtoastudentduringtheschoolterm.

TheSuperintendentordesigneeshallannuallynotifystudents,parents/guardiansandstaffaboutthedistrict’sattendancepolicybypublishingsuchpolicyinstudent/parenthandbooks,districtwebsiteandotherefficientmethods.TheSuperintendentordesigneeshalldevelopadministrativeproceduresnecessaryfortheimplementationofthispolicywhich:1. Ensureaschoolsessionthatconformswithrequirementsofstatelawandregulations.2. Governthekeepingofattendancerecordsinaccordancewithlaw.3. Distributeannuallytostaff,students,andparents/guardiansSRCpoliciesandschool
rulesandregulationsgoverningstudentattendance,absencesandexcusals.4. Imposeontruantstudents’appropriateincrementaldisciplinarymeasuresfor
infractionsofschoolrules,butnopenaltymayhaveanirredeemablynegativeeffectonthestudent'srecordbeyondthatwhichnaturallyfollowsabsencefromclassroomlearningexperiences.
5. Identifythehabitualtruant,investigatethecausesoftruantbehavior,andconsider
modificationofthestudent'seducationalprogramtomeetparticularneedsandinterests.Habituallytruantreferstoabsencesformorethanthree(3)schooldaysortheirequivalentfollowingthefirstnoticeoftruancygivenafterastudenthasbeenabsentthree(3)dayswithoutlawfulexcuse.
6. Ensurethatstudentslegallyabsenthaveanopportunitytomakeupwork.7. Issuewrittennoticetoanyparent/guardianwhofailstocomplywiththecompulsory
attendancelaw,withinthree(3)daysofanyproceedingbroughtunderthatlaw.Suchnoticeshallinformtheparent/guardianofthedate(s)theabsenceoccurred;thattheabsencewasunexcusedandinviolationoflaw;thattheparent/guardianisbeingnotifiedandinformedofhis/herliabilityunderlawfortheabsenceofthestudent;andthatfurtherviolationsduringtheschooltermwillbeprosecutedwithoutnotice.
RepeatedinfractionsofSRCpolicyrequiringtheattendanceofenrolledstudentsmayconstitutemisconductanddisobediencethatwarrantthestudent'sreferraltothestudentassistanceprogram,suspensionorexpulsionfromtheregularschoolprogram,orprovisionofalternativeeducationservices.However,studentsmaynotberemovedfromdistrictenrollmentsolelybecauseofexcessiveabsences.References:SchoolCode–24P.S.Sec.510,1301,1318,1326,1327,1327.1,1329,1330,1332, 1333,1338,1339,1354,1501,1504,1546,2103

DisciplineProcessAndRewardsThisyearweareimplementinganewPositiveBehaviorInterventionSystem.Ms.Weiss-CohenandMs.Wainwrightaretakingtheleadonthisandwillshareadditionalinformationduringourbacktoschoolnightandwithstudents/familiesduringthefirsttwoweeksofschool.Studentsingrades7-8willbeprovidedwitha“checksystem”thatwillbeexplainedtoparentsbyteachers.Studentsingrades5-6willuseasimilarchecksystemasawaytotrackstudentbehavior.Studentsingrades3-4willuseaclipup/clipdownsystem.StudentsingradesK-2willusethecolorchart.Aschooldisciplineformwillbeusedthatiselectronicthatarenon-pinkslipinfractions.Allstaffwillberesponsiblefortheinformationsubmitted.Wheninfractionsoccurwithstudents,ateacherwillsubmitanelectronicformsothatstudentbehaviorscanbedocumentedandsupportmaybegiventocelebratesuccessesandhelpimprovebehaviors.
DismissalProcedures
1. Every staff member will be given a list of squash students and children who are permitted to leave before 3pm.
2. All teachers will walk students down to either the gym (bus students) or outside for general education students. In case of inclement weather, all children will be lined up in the gym.
3. All teachers must walk down to the gym or outside at 3pm and wait until 3:09pm for dismissal instructions.
4. 3rd/4th/5th grade students will exit from stairwell G -gym (behind the gym) to line up.
5. 6th/7th/8th grade students will exit at the front door (stairwell M – main door)
6. K/1st/2nd graders will exit from either the annex or main building depending on the day.
7. Ms. Foote, Ms. Peake, or Mrs. Easley will lead dismissal.
EarlyDeparturesStudentswillbedismissedearlyonlyformedicalappointmentsandexcusedabsences.EarlyDismissalwillnotbehonoredafter2:30pmaspreparationfordismissalisalreadyinprogress(unlessitisan

FireDrillsAsaprecaution,firedrillswillbeconductedonceamonthtoorientstudentsandteacherstotheproperevacuationmethods.Teachersmustinformtheirstudentsoftheproceduresandexits.Noticeshavebeenplacedineveryclassroomdesignatingthestairwellandexittobeusedasthefireexit.Atthesoundingofthealarm,studentsexittheroom.Beforeleaving,theteacherwillseethatalldoorsareclosedandlockedwithlightsout.Teacherswillremainintheclassuntilthelaststudentisoutandmustaccompanythegroup.Running,playingaround,oranyformofroughconductwillnotbepermitted.AreasoutsidehavebeendesignatedasSafeAreas;theseareasareinopenareasawayfrom“thebuilding,”firelanes,andparkedvehicles.Teacherswillaccompanytheirstudentstoasafearea.Everyonemustleavethebuildingviathenearestexit.Everyoneistoleavethebuildingduringafiredrill.Classrollwillbecheckedbytheteacherimmediatelyafterreachingthesafeareausingeitherarollbookorattendancesheet.Missingstudentsmustbereportedtotheprincipal.Anallclearviawalkietalkieswillbe

Role of the Guidance Counselor The guidance counselor:
• Confers with students individually, in groups, and through classroom guidance lessons.
• Consults with teachers, administrators, and other school personnel to enhance academic, career, and personal growth in all students.
• Meets with parents/guardians to form partnerships to increase student success.
• Assists parents and students in the use of community resources/agencies.
• Assists in the development and support of School Wide Behavioral programs, including a Peer Mediation program, a student-student buddy system, and an adult-student mentoring system.

• Coordinates school wide guidance activities, such as Peace Day, Kindness Day, Career Day, etc.
Visiting the Guidance Counselor
Students may visit the guidance counselor:
• During class time with a pass only from the teacher, an administrator, or the counselor.
• In the case of an emergency (visibly distressed student, suicidal threat, knowledge of a trauma occurring outside of school), the teacher will immediately inform the counselor so that the student can be seen right away and parents will be contacted.
Referring a Student
• Anybody may refer a student to counseling. Referral forms will
be made available and may be dropped off in counselor mailbox or in counselor office.
• Counselor will be available to observe students who are having behavioral difficulties in class at the request of the teacher or administration.
• Emergency situations should be treated as stated above: Call counselor immediately.
Conferences with Parents Periodically it will be necessary for the counselor to meet with a parent. If the parent would like the teacher at the conference, the counselor will make every effort to schedule the meeting during a teacher’s prep period. If the teacher is not able to attend the conference, the teacher will fill in a short form provided by the counselor with information about how student is doing in class.

HallSupervision/TardyPolicy*Ifastudentarrivesafter10AMorleavesbefore1PMwithoutavalidexcusenote,thestudentwillbemarkedintheSCNashalfadayunexcused.TwohalfdayswilladduptoonefulldayintheSCN.StudentsaretoarriveatOECby8:30am.Studentsarelateat8:31amoranytimethereafter.StudentswillreceivealateslipfromthemainofficeviaMs.LilesorMs.Peake.1. After 3 lates - a verbal warning will be provided to parents via a phone call. 2. After 5 lates - a written letter will be provided to parents. 3. After 7 lates - a conference will be scheduled with the parent along with a second letter. 4. After 9 lates - a third letter will be written along with documentation of the previous two letters, a recommendation of 1 week of detention in grades 4-8 and for students in grades K-3, a second conference with the parent will be scheduled. Every student must be provided with a hall pass and every teacher must have a sign-in and sign-out log-book in their room to keep documentation of when students have departed the classroom. If a student is in the hallway without a pass, the student will automatically receive a lunch detention. At the start of the year, every teacher will receive a packet of hall passes and must copy and replenish them on their own. The hall pass is outlined below.

SchoolAdvisoryCouncilSACs are peer elected, collaborative teams composed of family members (majority), the school principal, teachers or other school based staff, students (for schools with grades 7 – 12), and community members. SACs champion the work for improved student achievement, effective teaching in the classroom, parent and community engagement in the educational process, and communication and support between home and school.

OnJune16,2016,theSchoolDistrictofPhiladelphiaadoptedcomprehensivePolicy920—“SchoolAdvisoryCouncils”—withtheintentofsignificantlyincreasingtheinvolvementoffamiliesandthecommunityintheeducationalprocessandmakingSACscatalystsforchangeinourschools.Thepolicywasdesignedtoensurethe

establishmentofanactiveandengagedSchoolAdvisoryCouncilineachDistrictschoolforthepurposeofaccomplishingthefollowingtwoimportantgoals:
1.)Toencouragefamiliestobecomeactivelyengagedintheeducationoftheirchildren,andtorepresentparentvoicesandadvancetheirroleintheeducationaldecisionmakingprocess;and

SuspensionsSuspensionarealastresort.However,itisnecessaryattimestosuspendcertainstudentsfromeducationalparticipation.Inadditiontotheschoolpledgeandthe5P’s,eachclassroomteachershouldhavetheirownmanagementsystem.Firmbutappropriateactionsshouldbetakenuponanyinfraction.Consistencyandinterventionsshouldminimizeincidentsthatcouldescalatetosuspension.Forallsuspensions,thestudentinvolvedmustbeofferedmake-upworkassignments.Anystudentsuspendedfromschoolshallremainawayfromtheschool’scampusduringthesuspensionperiod.Otherwise,thestudentwillbechargedasatrespasser.Uponthestudent’sreturnto

Uniforms1. Khaki Bottoms 2. Solid red, grey, black, or white polo shirt or OEC t-shirt. 3. Students may wear sweaters that go over their uniforms (cardigans)
during fall and winter months that are either white, grey, red, or black solid colors.
4. For Gym – All Black or Grey Sweats/T-Shirts/Sweatshirts. Please ensure students wear sneakers.
5. If a hooded sweatshirt is worn, at no point during the school day should the hood be up over a child’s head.

Volunteers
Allstudentsingrades5-8willberesponsibleforcompleting25hoursofvolunteerservicebyJune,2018.Studentswillbeprovidedwithformstocompletetheirvolunteerworkhours.Thisisnotonlyagreatwayforstudentstobuildtheirinvolvementinthecommunity,butitisagreatwaytohelpothersandgiveback.The“C”inOECistocareforallandvolunteeringisagreatwaytodoso.Thiscanbedoneinschoolassistingateacher,onSaturdaysatschoolduringspecialevents,duringlunch(withapassfromateacher)oratrecess/lunch(helpingtocleantables,bearecessmonitor,etc.).Studentswillbeprovidedwithmultipleopportunitiestoreachtheir25hours.Itisuptoeachindividualstudenttokeeptrackoftheirloghours.Theymustgetsignaturesfromstaffmembersofsuchhoursandashortdescriptionofthetaskscompleted.Everystudentingrades5-8whocompletestheirhoursbyJune,2018willreceiveaspecialpartyandprizefortheireffortstoimprovetheschool.Intermsofadultvolunteers,ifyouareinterestedinvolunteeringattheschool,pleasecontactMs.BonitaClough-Liles,Ms.CharisseChampion,orMs.SophiaPeaketosetupyourvolunteerhoursandtoensureallyourclearanceshavebeenmetandarecompleted.
