DANGEROUS GOODS MANAGEMENT FOR TODAY’S GLOBAL SUPPLY CHAINAs transportation professionals, we all know how important a solid supply chain is to our business. From a logistics perspective, the idea of risk minimization is at the top of the list, but hazardous materials/dangerousgoods management is often not specifically identified. Yet, the common hurdles we all face are a lack of consistency in the global transport regulations and the ability to locate the regulations.

Additional challenges are encountered in countries without federal preemption and when there is a lack ofgeneral knowledge of the regulations or inconsistent enforcement.

To help overcome the challenges, COSTHA continues to expand its efforts globally. And, we’re challenging participants at the UN Sub-Committee of Experts on the Transport of Dangerous Goods (UNSCOE TDG) to identify where their domestic regulations are published and to recognize when their domestic regulationsare not aligned with the international regulations.

For this year’s forum, we continue to identify geographies where regulations are more aligned, those that still present challenges, and actions being taken to achieve alignment and clarity in the regulations.

SAFE AND COMPLIANT TRANSPORTATION OF LITHIUM BATTERIES BY GROUND AND AIRThis course provides in-depth and up-to-date information on how to ship lithium batteries under 49 CFR multi-modally and the IATA Dangerous Goods Regulations by air. The course will cover classification, packing, marking/labeling (including the new lithium battery mark and label), documentation, and related exceptions as well as used or damaged batteries.Opportunities for discussion, examination, and a certificate for successful completion are included.

TOXIC SUBSTANCES CONTROL ACT (TSCA) RECORDKEEPING REQUIREMENTSTSCA affects any business that uses, processes, imports, or manufactures chemicals.The rules are complex and enforcement is stringent, making accurate and detailed recordkeeping and reporting mandatory for successful compliance. Essentially static fornearly forty years, the Frank R. Lautenberg Chemical Safety for the 21st Century Act has made some noteworthy changes to the US chemical management law. This four-hour workshop will examine the various recordkeeping and reporting requirements implemented under TSCA. It will detail what you must collect, report, and keep on file to remain in compliance. Topics will include the Chemical Data Reporting rule for existing chemicals and the Premanufacture Notification rule for new chemicals, and more. In addition, we’ll discuss the latest EPA regulatory initiatives as mandated by the Lautenberg Act, including the chemical inventoryreset and existing chemical risk evaluations.

ADVANCED AIR DANGEROUS GOODS RECURRENT This course provides students with a refresher in the knowledge to read and apply the IATA Dangerous Goods Regulations, as well as how to comply with new requirements in the 59th Edition. It will cover 49 CFR versus IATA DGR variations, terms and definitions, proper shipping names, hazard classes, identification numbers, packing groups, state and operator variations, packaging, labeling, marking, and certification paperwork. TRANSPORT DANGEROUS GOODS CANADA REGULATIONS (TDGR) The Canadian Transportation of Dangerous Goods Regulations (TDGR) and US Hazardous Materials Regulations of Title 49, Code of Federal Regulations (49 CFR) are similar, but not identical; most variations, but not all of them, are dealt with by a reciprocal agreement that establishes procedures for cross-border shipments. This half-day training program will provide anoverview of the TDGR regulations, and identify areas where reciprocity does and does not apply. TDGR Training is mandatoryfor all personnel preparing shipments, shipping, or receiving hazardous materials/dangerous goods within, to, or from Canada.

NORTH AMERICAN AUTOMOTIVE HAZMAT ACTION COMMITTEE (NAAHAC) MEETING NAAHAC is an issue-driven, action-oriented voluntary working group of hazardous materials/dangerous goods transportation professionals within their respective North American and key supplier organizations. NAAHAC’s purpose is to consider and respond to the vital hazardous materials/dangerous goods issues of its membership. By leveraging its combined vehicle component and regulatory expertise, NAAHAC members examine pending and current hazmat regulations to develop concise, informed responses for submission to the appropriate authorities. NAAHAC strives to work with the regulators for the purpose of providing safe and realistic solutions to HazMat transportation issues impacting global commerce. COSTHA NAAHAC membersmeet to discuss current issues with key regulators and industry experts.

AIR CARRIER ROUNDTABLE (ACRT)This group actively represents air carriers from all segments of the industry. The ACRT and COSTHA staff continue to successfullypetition the US DOT for regulatory clarification, extensions and alignment of regulations with the UN Model Regulations andthe International Civil Aviation Organization. COSTHA Air Carrier Roundtable members meet during the annual forum to discusscurrent issues with key regulators and industry experts.

IVODGA MEMBERSHIP MEETING AND SPEAKERS PRESENTATIONThe International Vessel Operators Dangerous Goods Association (IVODGA) is an international organization comprised of representatives of the ocean common carriers of the world, operating under the flags of several nations. IVODGA members meet during the annual forum to discuss current issues with key regulators and industry experts.

CHINA WORKING GROUPThe China Working Group has established a delegation to participate in the US DOT – China Ministry of Transport (MOT) Transportation Forums. We have also established key alliances with trade associations and consultants who can assist when critical issues arise. MEXICO WORKSHOPMany members have facilities in Mexico and have questions and concerns about reciprocity and how the Mexican government aligns with the UN Model Regulations. In response, COSTHA created the working group and organized meetings with The Secretariat of Communications and Transportation (SCT) of Mexico, other government agencies, and agroup of interested trade associations in Mexico City. This workshop will review previous projects and outline next steps.

EXPLOSIVES WORKING GROUPExplosives manufacturers and shippers have come together in this working group to discuss the many issues that they face such as the excessive expenditures required to use only US-based testing labs, approval for hand-held explosives and explosivesclassification by analogy, etc. The working group meeting will provide the opportunity for companies to meet one-on-one in a small group environment with regulators to discuss explosives-related issues.

The initial scope of the working group is defined as: business shipments of limited quantity or consumer commodities ground transport via small parcel carriers in the US, encompassingbusiness-to-business and business-to-consumer shipments.
