Why is overhaul required? • Accident rates in HA sites are considerably

lower than the industry average • Continual improvement is always welcome • New overhaul requirements are part of

holistic control which includes also enhanced technical assessment guidelines and revised PASS, PilingPASS and DemolitionPASS

Cross reference to “Code of Practice for Safe Use of Mobile Cranes” (published by Labour Department)

= Mobile Crane (excluding Crawler Crane) = Truck-mounted Crane

(irrespective of position of installation on truck)

What is “overhaul age”? • "Overhaul age" means the age at or beyond which

overhaul maintenance is required at least in accordance with the specified overhaul procedures including the Checklists of Critical Parts for Overhaul Maintenance of the respective types of major construction plant

What are “self-owned” plant? • “Self-owned” plant = plant owned by the Contractor

or by the Contractor’s parent, sister or subsidiary company for the exclusive use of the Contractor.

• In case the Contractor sublets part of the Works and the sub-contractor is on the appropriate Category of Housing Authority List of Piling Contractors, then “self-owned” plant include plant owned by the sub-contractor

What are the requirements? • Overhaul at specified intervals in addition to

compliance with all other statutory and contractual obligations

• Maintenance required by manufacturers must also be followed

• Detailed checklists in specification must be followed • Checklists are attached to Certificates of Overhaul • Contractor should keep all records

Who inspects and certifies overhauls? • “Competent Examiner” is a registered professional engineer

registered under Engineers Registration Ordinance and defined under HK Ordinance Cap. 59I, 59J and 59AC

• Cap. 59I = Construction Sites (Safety) Regulations • Cap. 59J = Factories and Industrial Undertakings (Lifting

Appliances and Lifting Gear) Regulations • Cap. 59AC = Factories and Industrial Undertakings (Suspended

Working Platforms) Regulation • Currently, two disciplines are eligible: Mechanical Engineering

and Marine & Naval Architecture

Which plant is exempted? • Tower cranes already installed on HA Sites on 6

August 2013 (the date of implementation of the overhaul requirements); and

• Gondolas already installed on HA Sites on 6 August 2013

• To avoid disruption to progress

Which plant has grace period? • Mobile crane (excluding crawler crane) • To ease hardship due to short-term limited capacity

of overhaul facilities • 18 months from 6 August 2013 • Within the grace period, submitting LALG-F3 instead

of Certificates of Overhaul is permitted • Acceptable LALG-F3 should be issued not earlier than

8 May 2013

Which plant has alternative arrangements? • Truck-mounted crane : contractors have 2 options


Provide Certificate of Overhaul for

the truck-mounted crane on all trucks entering HA sites

Provide and operate alternative lifting

appliances for offloading/uploading

from and onto such trucks

OR

(1) Site Staff / Safety Officer • Ensure all controlled plant has Certificate of

Overhaul; • Verify Certificate of Overhaul matches plant; • Keep record of plant ages and bring up for

action when overhaul is due.

(2) Plant owner/Contractor • Hire workshop to perform overhaul; • Pay for overhaul and certification; • May appropriately coincide overhaul with

regular maintenance; • Verify eligibility of Competent Examiner; • Provide alternative lifting facilities to assist

uncertified truck-mounted cranes.

(3) CM / CMR • Approve entry of plant taking into account the

evidences on compliance with overhaul requirements;

• Approve the alternative lifting facilities to assist uncertified truck-mounted cranes.
