About JDC

Jersey Development Company (JDC) is the Government of Jersey’s property development arm. We are responsible for completing the development of the St Helier Waterfront and regenerating Government owned property no longer required for the delivery of public services.

We deliver new homes for local residents and new Grade A office space for the Island’s premier financial services industry. By investing in direct developments, returns to taxpayers are significantly enhanced and there is greater control over the design and quality of our built products.

Whilst it is imperative that we generate a profit, we do not maximise profits at all cost - we balance and invest in the social and/or the environment in all that we do.

Residential

The delivery of much-needed residential accommodation in existing urban areas is a key objective of the Island Plan. It’s imperative that we assist in providing more residential homes to islanders in order to balance the supply and demand.

We are also keen to assist first-time buyers and instead of requiring the 10% pre-sale deposit to be paid upfront, JDC has put in place a phased payment plan for the 10% deposit over the period of the build, enabling first time buyers to pay monthly instalments. This has been a successful scheme and to date this arrangement has been welcomed by 125 first-time buyers.

College Gardens

The former Jersey College for Girls building has been transformed into a modern and highly desirable residential community. We were honoured to have been entrusted with the regeneration of the former college at La Pouquelaye, the landmark building has now been restored to its former glory and helped regenerate that part of St. Helier.

The development provides 187 residential apartments, a mix of one, two, three and four bedrooms. All of the apartments were pre-sold off plan to local residents and the development was completed in phases with the final completion in May 2019.

College Gardens (continued)

Of the 187 apartments, 80 were Category A (Affordable) homes. Out of the 80 Affordable homes, 40 were social rented units and sold to the Jersey Homes Trust and 40 were shared equity units sold to eligible first-time buyers who had qualified through the Island’s Housing Gateway. These units were sold at a discount with prices ranging from £155,000 to £199,000 enabling 40 local individuals / couples - who were otherwise priced out of the housing market - the opportunity to buy their own home.

The listed building has been converted into 28 units. Adapting the building from educational use to residential use required significant adaption including a new internal structure and a new roof to ensure the units met the latest acoustic and thermal requirements. Two of the internal staircases have been retained, as has the internal corridor. Other features, such as skirtings and architraves in communal areas have also been reinstated.

The building has significant cultural, social and historical importance and an essential element of this project included building a partnership with the Jersey College for Girls and the JCG Foundation. The benefits and major cultural outcomes from this partnership have been the repatriation of the 1930’s oak panelled library and actively involving current JCG students in the research and design of the public art sculpture, which now sits within the grounds at College Gardens. These elements have been funded by JDC out of its percentage for art contribution for the scheme.

As well as making a significant contribution to affordable housing and regenerating a decaying listed building, the development generated a profit of £5million that will be repatriated via a dividend to the Government of Jersey.

Horizon is a 280 apartment residential scheme located on the last marina facing plot between Castle Quay and the Radisson Hotel. The new neighbourhood will also provide shops and restaurants on the ground floor. The scheme will add more vibrancy to the area, and through the introduction of two new pedestrian streets, will improve the connectivity to the promenades around the Elizabeth marina.

Designed by Skidmore, Owings and Merrill LLP, one of the largest and most influential architecture firms in the world, Horizon will provide a new standard of waterside living, reflecting the waterfront as a distinctive, thriving community and promoting an active and social lifestyle. JDC has entered into a joint venture with Groupe Legendre to deliver the project.

Pre-sales commenced in Nov 2017 and to date 215 apartments have been sold off-plan. Construction commenced in August 2018 and Horizon will be completed in three phases, phase one in Autumn 2021 and the final phase by Spring 2022.

IFC Jersey

Financial Services is the Island’s primary industry employing more than 13,000 people and directly contributing 40% of the Island’s GVA. It is vitally important that the island has the right infrastructure to support and grow the industry and this extends to the provision of modern and environmentally efficient office space. JDC is delivering a flagship business district that is providing the highest quality office buildings in Jersey.

The buildings offer column-free floor plates allowing occupiers flexibility on their use and fit-outs. The buildings also offer all-round excellent levels of natural light which has been scientifically proven to improve staff well-being and productivity.

IFC 1 and IFC 5 have been built to a high-quality with a design and specification on par with the world’s leading finance centres. JDC works hard to ensure the quality of the design and the end product, both in terms of completed buildings and surrounding public realm, enhances the built environment of St Helier.

The first building - IFC 1 - was completed in 2017, fully let and sold in 2018 for £43.7m (reflecting a yield on rental income of 5.94%). This sale crystallised an open market land value of £3.9m and generated a profit of £7m.

The second building - IFC 5 - was completed in 2018 and is currently 90% let with a further 5% in legal hands. IFC 5 was recently sold for £47.6m (reflecting a yield on rental income of 5.75%). This sale crystallised an open market land value of £4.25m and generated a profit of £6.55m.

The net returns from IFC 1 and IFC 5 of £10.9m and £10.8m respectively will be used to fund public infrastructure and/or the acquisition of further development sites (that in turn will generate enhanced returns to benefit the people of Jersey).

The demand from tenants wanting new high-quality office accommodation continues and we hope to be commencing construction of IFC 6, the third IFC building in Q1 2020.

A planning application for IFC2, the fourth building in the IFC, will be submitted in the autumn.

Trenton Square

We are committed to balancing the private built space and the open civic space and the inclusion of open public spaces is an integral part of the design of the IFC. These new areas of public realm and widened footpaths provide ‘breathing space’ between the buildings, improve connectivity between the town and the waterfront and enable semi-mature trees to be planted along Castle Street and the Esplanade.

Trenton Square is the most significant new area of public realm to be created in St Helier since 2011. The square is approximately the size of Liberation Square and will be expanded further when IFC 6 and IFC 2 are completed. Trenton Square has been designed with clear emphasis placed upon attracting people into the space, creating a strong and distinctive focus and maintaining variety and interest to provide an active and vibrant environment. We were able to re-instate the former sea wall and re-use some of the old sea wall to form pavement curb edges.

Public Realm

The public realm and landscaping around St Helier’s Waterfront is one of the real successes of this part of town.

JDC funded the delivery of these extensive new public spaces and continues to be responsible for the ongoing maintenance and upkeep of these areas, which include: Les Jardins de la Mer, Marina Gardens (on top of the Waterfront car park), Weighbridge Square and Trenton Square.

We also organise and/or fund the Christmas lighting and Christmas tree displays at the Weighbridge, La Route du Port Elizabeth and Trenton Square.

The quality and extent of these open public areas provides an excellent arena for various events and we are keen and supportive to see the Waterfront areas used for a variety of public and charitable events. There is now an annual schedule of events that takes place on these Waterfront areas.

The Company actively encourages the Waterfront Estate to be used for community events. The public spaces we have created around the Waterfront, help to build a stronger and more vibrant town, which also promotes an outdoor active lifestyle, for islanders and visitors to benefit and enjoy.

We are delighted to see the successful commencement of the Waterfront Junior Park Run at the Waterfront every Sunday at 9am. This area provides a safe environment for children aged between 4 and 14 to enjoy getting active. The 2K run is a great training platform for the Jersey Standard Chartered Marathon 3K Fun Run which the Company is sponsoring for anyone over the age of nine years. The Marathon is taking place on Sunday 6 October.

JDC also assists with facilitating the annual Super League Triathlon and sponsors The Jersey Motoring Festival, both events encourage community engagement as well as attracting visitors to our beautiful island.

Community Engagement

Community is at the heart of our development projects and we recognise the importance of supporting the community in our development projects.

JCG Library RepatriationGifted to the College in 1930 to mark its 50th Anniversary, the oak panelled library remained within the La Pouquelaye building after the Jersey College for Girls relocated to Mont Millais. The library comprises an oak panelled interior fitted out with recessed bookshelves with a classical pediment over the entrance doors from the corridor with the Jersey coat of arms crest. Two sets of iconic columns are also notable features.

Given the significant historical and cultural value of the library, JDC approached JCG to see whether they would be interested in receiving their library back (as opposed to the library being lost from public view in someone’s private apartment). We worked closely with JCG head, Carl Howarth, and it was quickly established that the College’s Mont Millais building had a similar sized room that was used as a library.

Waddington architects drew up detailed plans of each panel and during the Summer of 2015, specialist joinery contractor Whittinghams, sensitively adapted the timber shelving, panelling and associated features to suit its new location within the first floor of JCG’s Mont Millais building.

The successful repatriation of the oak panelled library has safeguarded this important cultural feature for the longer term and ensures the library continues to be used by JCG pupils for its intended purpose for many generations to come.

A two-year ‘Percentage for art’ public art project that reflects the important, social, economic, educational and cultural achievements made by the former Jersey College for Girls, was completed and installed at the College Gardens residential development in October 2018.

The project actively involved students from JCG where they researched how women’s roles in society had changed between 1888 to 1999 during the period of the school’s life at the former college building.

After reviewing the school’s history and most notable alumni, a selection of students worked closely with commissioned artisanal stonemason Derek Tristram. The students made a couple of visits to Derek’s studio where they had the opportunity to carve their very own piece from Caen Limestone, gaining some valuable experience and knowledge from the expert.

On the students final visit prior to installation, the students signed their names on the inner side of the pieces before they were sealed together and installed at College Gardens. Similar to when departing students used to sign their names on the timber walls of the dome at the former College building.

The final piece carved out of granite, titled: ‘The Fates & Muses’ tells the story of the many remarkable students who attended Jersey College for Girls and who went on the achieve great things in their lives. The sculpture was installed in front of the old Greek theatre in the gardens, leaving a cultural legacy for future generations.

Last September, the Company was delighted to support a Masterplan community arts and education project with Hautlieu A-Level photography students. The project based on the theme ‘Future of St Helier’ involved students exploring specific streets, areas and neighbourhoods around the urban vingtaines of St Helier. This was accomplished by students researching past archives and images examining St Helier’s built-environment, urban living, diverse communities, town planning, land use and re-generation projects.

Students researched historical town records, such as past and present Masterplans and the current review of the Future of St Helier, as well as analysing images from collections in the Société Jersiaise Photographic Archive, depicting St Helier’s town and life back in the late 19th and early 20th centuries.

Supported by a series of workshops, students, learned about narrative in contemporary photography, how to construct a visual story using their images from shoots as an inspiration for their own photographic work.

The outcome of students’ work was first published as a 52-page newspaper supplement distributed with the Jersey Evening Post in September 2018. The newsprint has now been transformed into an outdoor display installed onto the temporary hoarding at IFC Jersey, adjacent to Trenton Square.

These fascinating images provide an opportunity to see how young people have explored and interpreted diverse areas of town, using photography as a tool to communicate how they feel about the Future of St Helier.

Project partners and collaborators also included; Masterplan Project, Société Jersiaise Photographic Archive, Archisle, The Jersey Contemporary Photography Programme, MJP Architects, JEP and Camerons Limited.

Twenty-five mature trees which included five Pinus pinea (Stone Pines) measuring up to eight metres high were dug out and transferred from one spot on the Horizon site to an area 50 metres away. A special mechanical spade was brought over from the UK to move the twenty year old Acers and Stone Pines.

Environmental considerations were at the forefront of this operation to ensure these established trees were preserved with the assistance of specialists Belle Fleurs Garden Consultancy and Plant Supply with Glendale Civic trees from the UK.

It’s believed this was the first time a mechanical spade had been used in Jersey to transfer the trees. Moving each tree took approximately one hour.

For the past four years, the company has had the privilege to be involved with the annual Pride of Jersey Awards organised by the Jersey Evening Post. The awards recognise remarkable groups or individuals who have gone beyond all expectations and have helped to enhance the lives of others around them.

JDC sponsored the ‘Child of the Year’ award as we felt this aligned with the company’s purpose: to invest in future generations, supporting economic growth and stability for the benefit of all islanders, and specifically, our children’s future prosperity.

Last November, a JDC team supported ‘Child of the Year’ winner Harry De Gruchy-Wilson and Ports of Jersey with a static cycle/rowing challenge raising money for Children in Need at Jersey airport. This Ports of Jersey event raised £3,917 on the day.

As a new corporate partner of the National Trust for Jersey we were keen to support the Trust’s purpose of preservation of buildings, lands, features and plant life.
