Overview of the Agricultural Sector The agricultural sector recorded positive growth in 2018, having increased by 25.7 percent. Total agricultural GDP also grew by 3.9 percent from EC$90.5 million in 2017 to EC$94 million in 2018. The subsectors also recorded positive growth, with the livestock sector recording the highest rate of growth at 14.1percent. Growth in the banana sector increased from 4.6 percent to 5.2 percent. After being on a decline from the previous year other crops recorded a 4.5 percent increase. Though the fishing sector recorded positive growth of 0.6 percent it was on a decline compared to last year 25.8 percent. Forestry sector also exhibited similar pattern dropping from 2.9 percent to 1.3 percent. Overview of the Agricultural Sector

The agricultural sector recorded positive growth in 2018, having increased by 25.7 percent. Total

agricultural GDP also grew by 3.9 percent from EC$90.5 million in 2017 to EC$94 million in

2018. The subsectors also recorded positive growth, with the livestock sector recording the

compared to last year 25.8 percent. Forestry sector also exhibited similar pattern dropping from

2.9 percent to 1.3 percent.

Bananas

Total banana exports to the United Kingdom exhibited a 5.8 percent increase from 8898 tonnes

in 2017 to 9416.6 tonnes in 2018. Regional banana exports increased by 0.2 percent with a

corresponding quantity of 11.13 tonnes more being exported. Barbados continued to be the main

regional export destination accounting for 51.7 percent of regional exports.

Non-traditional Crops

The quantity of local agricultural produce purchased by supermarkets increased by 5.8 percent,

likewise the quantity purchased by hotels grew 3 percent. There was an increase in most crop

categories purchased by both supermarkets and hotels.

Fisheries

The total quantity of landed continued to decline from 1669 tonnes to 1633 tonnes, representing

a 2.2 percent decrease. The harvest sites which yielded the most fish were Vieux-Fort,

accounting for 30 percent of local fish supply, followed by Dennery at 21 percent and Micoud

and Castries each accounting for 6.8 percent of local supply. Non-sample sites collectively

accounted for a considerable proportion of the local supply at 20.8 percent. The three most

common fish species were tuna, dolphin and king fish, together accounting for 50 percent of the

local fish supply.

Livestock

There was a 10 percent increase in poultry imports- an increase of approximately 492 tonnes.

Local poultry production increased slightly by 0.5 percent. Saint Lucia imported almost three

times as much chicken as it produced, with local chicken production standing at 2187.5 tonnes

and imported chicken standing at 5368 tonnes. Egg production increased by 30.7 percent, there

were no imports of eggs. Pork imports accounted for 49 percent of meat imports, while beef

imports accounted for 37 percent.

Banana Industry

Banana exports to the United Kingdom increased by 5.8 percent in 2018 valued at EC$15.6

million. St Lucia National Fair Trade Organization (SLNFTO) recorded steady increases in

exports for the first three(3) quarters of 2018 before decreasing to 1434 tonnes in the fourth (4).

However the Tropical Quality Fruit Company (TQFC) only facilitated exports for the first and

second quarter of 2018.

Like the previous year SLNFTO handled the majority of bananas exported in 2018( 98.6

percent) followed by Tropical Quality Fruit Company (TQFC) who handled the remaining 1.4

percent of bananas exported in 2018. During the period 2014 – 2018, Saint Lucia recorded the

largest banana export figures to the UK with its highest being 9417 tonnes in 2018, with an

equivalent value of EC$15.6 million.

Regional exports of bananas

There was a slight increase by 0.2 percent in regional banana exports in 2018, the equivalent of

approximately 11.13 tonnes of bananas valued at EC$5.3 million. Barbados was St Lucia’s main

destination for regional banana exports, purchasing 51.7 percent of total Banana exports for 2018

over the past two (2) years, Barbados, Antigua and Trinidad have been most consistent importers

of banana from St Lucia.

There were fluctuations in the prices of banana inputs in 2018. There was a 10 percent increase

in the price of Blue Diothene, whereas there was a decrease in the price of Twine, dropping from

EC$55-$93.00 per roll to EC$40.00- $91.00 per roll. There was an increase in the cost of

fertilizers, albeit by a small margin juxtaposed to previous years. Likewise there were increases

in the price of weedicides, with the exception of Basta and Reglone which had a small

percentage decrease in price. There was a decrease in price range of Amistar fungicide, from

EC$53.00 -$65.00 in 2017 to EC$52.00 -$53.00 in 2018. The price range of Nematicide Vydate

increased from EC$177.00 -$195.00 in 2017 to EC$180-$259.00 in 2018.

Non- Traditional Crops

Despite a downward trend in previous years, there was a 6.2 percent increase in the total volume

of local agricultural produce purchased by selected marketing outlets. As such increased in value

from EC$13,066,954 million in 2017 to EC$14,259,272 million in 2018. Overall supermarkets

purchased approximately 4 times more local agricultural produce than hotels in 2018. Most crops

recorded growth in quantity purchased. The most significant increases include fruit and tree

crops which rose by 6.3 percent, purchase of vegetables increased by 11 percent, Musa species

increased by 1.7 percent, purchase of root crops rose by 15.6 percent and purchase of herbs and

spices increased by 15percent. On the other hand miscellaneous crops fell by 4.7 percent.

The quantity of local agricultural produce purchased by selected hotels increased by a small

margin of 3 percent after being on a decline for the previous two consecutive years. This increase

in purchase generated a 5.9 percent increase in revenue, equivalent to EC$6.7 million from the

hotel sector.

Fisheries Sector

There was a 2.6 percent decrease in the estimated total quantity of fish landed from 1669 tonnes

in 2017 to 1633 tonnes in 2018. This fall in tonnage may be the result of several factors,

including high levels of sargassum seaweed and shifts in participation of persons from fishing to

other activities.

The landings in Vieux- Fort, Dennery, Micoud and Castries accounted for the largest quantity of

fish landed in St- Lucia, with Castries and Micoud recording the same quantity. The quantity of

fish landed on non-sample sites also formed a sizeable proportion of the total quantity of fish

landed. While Castries and non-sample sites recorded increases in fish landings of 54.2 percent

and 10.7 percent respectively, fish landings in the major sites namely Vieux-Fort, Micoud and

Dennery declined by 6.1 percent, 11.2 percent and 9.7 percent respectively.

Notwithstanding a decrease in quantity from the previous year, Tuna, Dolphin and King fish

species were the major fish species landed in 2018. Dolphin formed 23.9 percent of the local

supply, Tuna 21.5 percent and king fish accounting for 4.7 percent of the total volumes of fish

species landed in 2018. Other fish species collectively, including snapper, lobster, conch, lionfish

and Blue/white Marlin accounted for 49.8 percent of the total quantity of fish landed.

Fish Imported

The tonnage of fish imported increased by 15.6 percent in 2018. The value of imported

fish in 2018 grew by 6.0 percent to EC$23.1 million, as in previous years this indicates an

increase in the prices of imported fish during the period under review. Further analysis indicated

62.6 percent increase in imports of frozen and chilled fish valued at EC$3.7 million. Likewise

the year 2018 saw an increase in the import of canned fish by 12.2 percent with an equivalent

value of EC$12.9 million. On the other hand there was a 10 percent decline in the import of other

types of fish, however this decline did not greatly affect the overall quantity of fish imported as

2018 still recorded a 15.6 percent increase in total imports.

In 2018 total fish imports exceeded local fish landings by 396 tonnes. It can be noted that

Saint Lucia generated more revenue from its local fish supply than it spent on fish imports. The

value of the local fish supply for 2018 was EC$27.7 million while total fish import expenditure

was at EC$23.1 million.

Livestock Sector

Poultry Imports

Total poultry imports increased by three (3) percent, having risen from 9,436 tonnes in 2017

to 9,717 tonnes in 2018. Consequently, total poultry import expenditure increased by 8 percent.

Chicken imports accounted for 86 percent of total poultry imports and rose by 4.3 percent – from

8255 tonnes to 8606 tonnes. Turkey accounted for 11 percent of total poultry imports, however

decreased by 7 percent to 1070.4 tonnes. Imports of whole poultry accounted for 0.6 percent of

poultry imports, increasing by 32 percent in 2018. The value of whole poultry imports increased

by 26.6 percent in 2018. The quantity of necks, backs and wings imported in 2018 declined by 5

percent to 4287 tonnes in 2018,while imports of other poultry parts increased by 10.1 percent to

5368 tonnes.

Egg Production

The average laying stock on farms (number of hens) rose by 29.2 percent increasing from 65,000

hens in 2017 to 85,000 hens in 2018. As a result there was a 30.7 percent increase in the quantity

of locally produced eggs and a 30.7 percent increase in total revenue to EC$10.4 million. Saint

Lucia continued to be self-sufficient in egg production in 2018 which resulted in zero eggs

imports under the review period.

Local Poultry Production

Total local poultry production increased by 0.56 percent, from 2175.4 tonnes in 2017 to 2187.5

tonnes in 2018. This corresponds with a 5 percent increase in value. Production of whole chicken

increased by 20.3 percent whereas production of mixed parts decreased by 10 percent. The value

of whole chicken increased by 24.8 percent and the value of mixed parts declined by 5.46

percent.

A slight increase of 1.1 percent in pork purchases was recorded in 2018. Purchases increased from

204.6 tonnes in 2017 to 206.8 tonnes in 2018, as result there was an increase in the value of pork

purchases by 1.3 percent to EC$2.7 million.

Pork constituted the highest level of meat imports in 2018. There was a 10.1 percent increase in

pork imports in 2018, from 1302 tonnes in 2017 to 1434 tonnes in 2018. Expenditure on pork

imports grew by 3.3 percent to EC$8.2 million. Beef constituted the second highest level of meat

imports in 2018 at 652 tonnes, albeit a 24.9 percent decrease from 2017; importation of beef

declined from 868 tonnes in 2017 to 652 tonnes in 2018. This is followed by mutton at 326 tonnes,

a 17.7 percent decrease from 2017. Chevron was the least imported meat at only 51 tonnes, import

of chevron declined by 32 percent in the year 2018. Overall, the value of mutton registered the

most substantial increases, followed by pork with a 3.3 percent in value whereas beef and chevron

recorded a decrease in value, recording 12 percent and 37 percent respectively.

Livestock Products

Milk represented 78 percent of total livestock products imported in 2018, followed by cheese

which constituted 19.5 percent and butter/butterfat which constituted 2.5 percent. Unlike the

previous year total milk imports increased by 28.5 percent in 2018, from 3923 tonnes in 2017 to

5041 tonnes in 2018. Also, there was a 9.6 percent increase in cheese imports, whereas

butter/butterfat imports declined by 10.6 percent. Overall , total imports of livestock products

increased from 5255 tonnes in 2017 to 6465 tonnes in 2018 representing a 23 percent increase in

2018.

Agricultural Financing

The year 2108 registered a decline in the number of loans approved for Agricultural and fishing

activities. The number of loans approved decreased by 17.1 percent, with a total value of

EC$849,000. There was a major decrease in the value of total loans this value fell by 64.9

percent in 2018 compared to the previous year where growth was at 250 percent. Loans for

livestock decreased by 41.7 percent, decreasing in value from EC$1.6 million to just

EC$156,000 in 2018. Loans for fishing also drastically decreased from eight(8) loans being

approved in 2017 to just a total of three(3) in 2018 with a value of EC$81,000. Loans for crop

development decreased by a small margin, having approved eight loans(8) in 2018 compared to

the ten(10) loans approved in 2017, however despite a lower quantity being approved for 2018,

the value was certainly greater than the previous year. For 2018 total crop development loans had

a value of EC$224,000 compared to EC$197,000 in 2017. On the other hand, other loans

increased from five(5) loans in 2017 to eleven(11) in 2018, increasing by 41.6 percent in value.

Food Trade Balance

For the past four consecutive years, Saint Lucia’s trade balance on food exhibited significant

deficits and 2018 was no exception. The deficit worsened by 5.5 percent to EC$335.8 million in

2018 and the level of food imports was more than ten times that of food exports. Food exports

showed a 14.5 percent decrease with a corresponding decrease in value of EC$5.3 million, this

certainly was not sufficient to close the gap between imports and exports. Food import

expenditure increased by 3.5 percent to EC$367 million in 2018. Food exports did however

comprise a more substantial proportion of total domestic exports in 2018 compared to 2017,

comprising 28 percent of domestic exports as opposed to 17 percent in 2017 valued at EC$31.2

million in 2018.

Total domestic exports decreased by 47.6 percent to EC$109.8 million in 2018. Total imports

however increased, though on a small scale. Total imports grew by 0.4 percent to EC$1.8 billion

in 2018.

Composition of Food Imports

For the sixth consecutive year, meat and meat preparation, cereal and cereal preparation ,

vegetables and fruits and dairy products and eggs were the four major categories of food items

imported in 2018, together comprising 70 percent of total food imports. Despite slight

fluctuations in these four categories, they did contribute to the increased food import bill which

grew by 3.4 percent to EC$367 million in 2018.

The value of meat imports and meat preparations rose by 6.9 percent to EC$79.3 million. This

was followed by a slight increase in dairy products and Eggs, exhibiting a 10.7 percent increase

in value to EC$46.8 million in 2018. There was a slight decrease in vegetables and fruits,

decreasing in value by 0.9 percent to EC$63.7 million. Similarly there was a decrease in the

value of cereal and cereal preparation figures showed a 2.9 percent decrease with a

corresponding value of EC$65.4 million in 2018.

Exports of selected agricultural produce increased by 15.0 percent in 2018.Exports increased

from 5620.05 tonnes valued at EC$6.2 million in 2017 to 6464.85 tonnes valued at EC$8.7

million in 2018. With the exception of bananas, plantain, breadfruit, mango and avocado

continued as the four main regional exports for 2018. In addition exports of grapefruit, Aroids,

Sweet potato, yam and pumpkin grew exponentially in 2018, with Aroids recording the largest

increase of these. Grapefruit increased from 2.16 tonnes in 2017 to 45.73 tonnes in 2018. In

addition breadfruit exports grew by 49 percent to 320.16 tonnes valued at EC$1million in 2018,

compared to 51 percent decline in exports in the previous year.

After recording 1.8 tonnes of pineapple in 2017 despite zero exports during the previous four(4)

years, there was a 74.4 percent decline in 2018, from 1.80 tonnes in 2017 to 0.46 tonnes in 2018.

After recording an increase in export of hot peppers in the year 2017 there were zero exports in

2018.
