Camas County Public Library Foundation Annual Meeting! Next Wednesday! Jackaløpe Season! Election 2018!

Correction! Surprising but true! A version of the letter below was published in last week’s Weekly Beaver, but was mangled by editorial errors. The version below has been dismangled with the help of the author. The Weekly Beaver regrets last week’s error. ❦

Opposed to Proposition 2! by Jeff Kreyssig In this November’s election, we have an important initiative on the ballot: Proposition Two, advocating Medicaid expansion in Idaho. What does this Proposition call for? It expands the existing Medicaid program to 100% taxpayer-funded “free” medical care to healthy able-bodied adults up to age 65 whose income is 133% of the federal poverty level or below and who are not eligible for other state insurance coverage. While health care for all Idahoans is important there are a number of serious issues with Prop 2.

1. It has no pathway for funding. Unlike other states like Utah and Montana who have identified tax increases, Idaho’s Prop 2 does not. The final version of the Milliman Report estimates a $105 million increase in spending for this expansion for Idaho over 10 years. That’s after all the “savings” that the proponents are claiming and the Federal support of 4.6 billion. Note* The report was revised 7 times.

2. The Feds are currently paying 90% and states that have enrolled are paying 10%. That agreement is through 2020. Who knows what happens after that. Once you start the program it will be really hard to say “sorry” and reverse the train. You own it.

3. All 33 states that have expanded Medicaid coverage to cover “able-bodied” individuals have found they grossly underestimated the number of enrollees. In many cases it

doubled what was expected. Medicaid was NEVER meant to cover people able to work. Currently it covers; Children who meet a % of Federal Poverty Level (FPL), Pregnant women: up to 133% of FPL, Parents: 20% of FPL, Disabled adults needing long term care. Why are we adding “able-bodied” childless adults?

4. This expansion is going to create yet another source of the Government “Dole”.

More big government, nanny state politics and a false platform for some politicians to champion. Despite what you may hear, the Idaho State Legislature is trying to address this issue. A proposal is being floated to move some of the worst cases to Medicaid, and encourage “able bodied”

people to work so they can be accepted by the ACA. We do not want to jump into this with both feet until we know how deep the water really is...

Sally Toone: “Smart & Articulate” Dear District 26 Voters: Once again I am asking you to support Sally Toone as our District 26 Representative for Blaine, Camas, Gooding and Lincoln Counties. My support has nothing to do with whether she is a Republican or a Democrat. It is because Sally relates to the farmer, the businessman, the educational community, and of course, all of them as taxpayers. She also relates to other Idaho decision-makers. Her ability to make rational decisions and communicate with other legislators contributed to a very successful first term as one of our current District 26 Representatives. Sally is a third generation educator and has the invaluable experience of a 37-year career as a math teacher in the Wendell and Gooding school districts. This experience allows her to relate to and understand the needs of our most precious asset; our children. Sally also understands the unique challenges of farmers and ranchers. She and her husband Mark, third generation farmer/rancher, own and operate family farms and cattle ranches in Gooding and Camas counties. Their two sons, along with their families, have returned to Idaho to raise their children and continue the family agricultural business. Well Study Bid Solicitation, Camas Conservation District

The Camas Conservation District is accepting bids to measure water levels from April to November. Overview: The CCD is accumulating data on depth to water on selected wells within this study. Water measurements will be taken five (5) times during the season. The information will be recorded in ink, on the provided data sheet to be submitted for review. Activities: 1. The contractor will provide a personal vehicle

including all fuel and maintenance of said vehicle. Mileage will not be reimbursed.

2. All wells will be pre-selected by the CCD Board of Supervisors.

3. Data collected by the contract worker will be submitted to the district at the monthly board meeting following the data collection date on the third Tuesday of each month.

4. The District will provide a 500’ electric measuring tape, batteries and disinfectant wipes.

5. The contractor will follow specific protocol including sterilization of tape prior to and following measurement of each well.

6. The wells will be visited once at the beginning of the month of April or as conditions permit, then four (4) other times during the season. Dates will be determined by the CCD Board of Supervisors. Tentative dates are as follows:

a. First week in May, prior to irrigation commencement

b. First of July, after snow melt. c. End of August d. November, after irrigation termination.

7. The District will provide training to the contract worker.

8. Payments to the contractor will be made once monthly at the CCD meeting third Tuesday of the Month.

Book Discussion Monday! Food: A Love Story! Speaking of jackalopes, the second “Let’s Talk About It” book discussion will be held Monday, October15 at 6.p.m. in the library meeting room, the very next day after Jackalope Worldwide Fame Day at the Wrangler! And you think this is a coincidence??????? The book being read for this program is Food: A Love Story by Jim Gaffigan. Gaffigan is a best-selling author, comedian, and actor, and this book is stuffed to the covers with tasty humor, often of the irreverent kind! Books are available now for check-out at the Camas County Public Library. The public is invited to take part in this program and discussion, augmented by refreshments! ❦

Roy Mink, Ph.D., makes a geothermal homecoming! Hey, Røy! Get down, Roy! 2,000’ down! The DOE/Utah State geothermal research drilling project west of Fairfield hit bedrock last week at 1,100’+, and began cementing and core-drilling operations to evaluate the conjectured existence of a high-temperature hydrothermal resource down below that might allow the generation of electrical power! The project spurred a field trip and hometown visit by distinguished Corral homeboy Leland “Roy” Mink, a University of Idaho geology Ph.D. with a long career in the geothermal power generation industry. Mink served as DOE’s Program Director for Geothermal Technologies in 2003 through 2006, and was a board member of U.S. Geothermal, which owned and developed geothermal power plants in Idaho and Oregon – the Raft River and Neal Hot Springs plants. Reservoir tests at the Camas-1 well are scheduled for this fall. ❦

Crossing over! Camas County Road and Bridge are nearing completion on a spectacular new bridge over Soldier Creek at Freegold Gulch. The old Freegold Bridge was fatally damaged in the 2016 floods, and the new bridge is being replaced with flood damage funding assistance from the Idaho Office of Emergency Management. The Freegold Gulch crossing, though vexed with seasonal water due to beaver dams and jackalope habitat immediately downstream, is a vital access to public land on the south side of the Soldier Mountains! ❦
