CHAPTER 2 – School Operations

School Hours: Standard office hours for Black Hawk Middle School are 7:00 a.m. to 3:45 pm. Students will NOT be permitted in the building before 7:00 a.m. All students should go directly to a supervised area upon arrival. If students have special circumstances that have been approved by the administration, they may be permitted or required to be in another designated location. Students must leave the building and grounds by 3:00 p.m. unless they are attending a supervised school event.

Visitors: All visitors should identify themselves through the video entry system at the main entrance (door #5). Upon entering the building, visitors must report directly to the main office. With guidance from the office staff, visitors will use the Raptor system. This system requires a photo ID and will run a background check. This system will then print out a picture identification badge for the visitor. Students from other buildings are not permitted as visitors without authorization from an administrator.

Parents or guardians that wish to accompany their student to lunch or class will need to give 24 hour notice to the office and be cleared through the volunteer background screening process. Adults that have not cleared the background screening process will not be permitted to interact with students other than their child. The 24 hour notice allows the office time to verify the background screening status. Visitors may not photograph, video, or audio record in any setting that other students, other than their child, are present, or could be present, without written consent from an administrator. Pick Up & Drop Off: In the interest of keeping students safe, all pick up and drop off should be done at the circle drive located in front of doors 5 and 6 of the Middle school. Students crossing Kuhl Avenue traffic in front of the school is not safe. Please follow the proper circle drive procedures, similar to airport pick up and drop off zones. For the safety of all students, a staff person may ask you to move your vehicle.

Grades & Grade Cards: Grade cards are distributed at the end of each quarter. Grades are based on a 4-point scale. Remember, all students and parents can have access to grade information on the SIS Portal. The district’s approved grading scale and equivalent percentages are as follows: 95-100 = A = 4.000 points BHMS Honor Roll System: 90-94 = A- = 3.667 points Based on Grade Point Average (GPA) at quarter grade card 87-89 = B+ = 3.333 points 83-86 = B = 3.000 points Principal’s Honor Roll = 4.000 GPA 80-82 = B- = 2.667 points 77-79 = C+ = 2.333 points A Honor Roll = 3.667 – 3.999 GPA 73-76 = C = 2.000 points 70-72 = C- = 1.667 points B Honor Roll = 3.000 – 3.666 GPA 67-69 = D+ = 1.333 points 63-66 = D = 1.000 points 60-62 = D- = 0.667 points 0-59 = F = 0.000 points Missing Assignments: Any student work that is considered missing may be turned in for credit up to the end of the quarter grading cycle. Penalty for such late assignments shall not exceed 30% off for each assignment. Cumulative Assessments may be given at the end of each semester. These assessments could be worth as much as 10% of the semester grade. Academic Recovery If a student earns a failing grade at the end of the quarter (1st or 3rd) or at the end of 1st semester, they will be assigned specific learning standards through an online program. The student will be required to complete these standards during learning lab. If the student completes the requirements, a grade change will be issued. If a student earns a failing grade at the end of 2nd semester, they will have to attend summer academic recovery in order to complete the necessary grade level standards. Once the student has completed the requirements, a grade change will be issued for second semester. Grade Cycle: Quarter 1 October 16- Grades Given at PTC Quarter 2 Jan 4- Report Cards Mailed Home Quarter 3 March 13- Grades go home with 8th hour -7th/8th grade; 6th hour -6th grade Quarter 4 May 21-Grades Mailed Home

Parent Portal:

Accidents at School: Every injury of significance in the school building, on the school grounds, at practice sessions or any event sponsored by the school must be reported immediately to the person in charge, the school nurse, and to the main office as soon as possible.

Personal Property: The school is NOT responsible for lost or stolen items. Students are encouraged to secure their belongings with a lock. Items that cause a disruption to learning or a safety hazard will NOT be allowed. Students are not permitted to trade or sell items on school property. (ie – Tech Deck, Fidget Spinners, Slime, Electronic Devices, etc…) Cancellations: The “School Messenger” telephone system will be utilized for cancellations and other important information. Please make sure your contact information is up to date. Changing Address/ Phone/ Email: Promptly inform the office if you change your address, telephone, or email. It is very important that the office be made aware of all changes for safety purposes. Technology Use Policy: In order to use the computers, information networks, and the internet at Warren County R-III School District, students and their parents must agree to the “Technology Usage & Internet Safety Policy.” This is completed as part of the District’s online registration. Students and parents must have a technology agreement on file in order to use district technology. Eligibility for Activities/ Events: Eligibility to attend activities and other special events will be determined on the type of activity planned. Attendance history along with incidents of misconduct which result in Academic Reassignment, Bus Suspension, or Out of School Suspension can be deciding factors used to determine eligibility to participate or attend. Activities for Students:

● Clubs – A variety of clubs will be described through school announcements throughout the school year, based on student interest. Each student shall be required to return a signed drug testing consent form prior to participation for before and after school activities. In order to participate in clubs during learning lab, students must adhere to monthly qualifications.

● National Junior Honor Society – Honor society recruits students who have a grade point average of

3.667 or above and who are of good character. Induction ceremonies are held for new members after

the end of first semester. Each student shall be required to return a signed drug testing consent form prior to participation.

● Student Council – Student council is the representative government of the student body. It acts as

the liaison group between students, teachers, and administration. Each student shall be required to return a signed drug testing consent form prior to participation.

● Socials – There will be socials held throughout the year. The same rules that apply during the school

will apply during the social. A student must be in good standing behaviorally in order to attend any social. STUDENTS ABSENT ON THE DAY OF THE SOCIAL WILL NOT BE ALLOWED TO ATTEND. Students are expected to remain at the social the full time, unless a parent comes to the door to pick them up early.

Attendance at Varsity Football Games: All students below 9th grade attending varsity football games must be in attendance with their parent or guardian. Parents are allowed to bring 3 guest students with them and are responsible for those students. During the game, students are required to remain in a seat in the bleachers. Extra-Curricular Sports: The following sports activities are a part of the Black Hawk Middle School Sports Program for which students will be given a copy of the student athletic and activities eligibility standards. They are required to provide a completed physical form and adhere to all regulations set forth in the policy handbook, which includes the drug testing consent form.

● Cheerleading – Fall and Winter squads consist of 7th and 8th grade students. ● Cross-Country – 7th and 8th grade students may participate. – Fall Season ● Football – 7th and 8th grade students may participate. – Fall Season ● Volleyball – 7th and 8th grade students may participate. – Fall Season ● Softball – 7th and 8th grade students may participate – Fall Season ● Basketball – 7th and 8th grade students may participate. – Winter Season ● Wrestling – 7th and 8th grade students may participate. – Winter Season ● Track – 7th and 8th grade students may participate. – Spring Season

Field Trips: Students must also be in good standing in regards to academics, attendance, and behavior in order to be eligible for a field trip. Students attending school sponsored field trips must pick-up their assignments prior to the day of the trip. All students will be expected to return this work on the first day back to school.

Leaving School:

● Students are expected to remain at school the full day, unless a parent comes to the office. Parents must sign-out students in the main office. If returning the same day, they must sign back in at the main office.

● Those students leaving school without permission will be considered truant and consequences could follow as per the student discipline code.

● Leaving for lunch is not permitted. Lockers:

● Student lockers are the property of Warren Co. R-III School District. ● Student lockers remain at all times under the control of the School District. ● Students are expected to assume responsibility for their own lockers and the security of its contents.

THEREFORE, YOU MUST ONLY USE THE LOCKER ASSIGNED TO YOU. ● Students are encouraged to secure their belongings with a lock. The school is NOT responsible for

lost or stolen items. a. Please do not use “Hardened Steel” Locks as these can be difficult to cut if the student forgets

their combination or key and requires the lock to be cut by school personnel. ● Do NOT share lockers. Each student is assigned their own locker. ● Warren Co. R-III School District retains the right to inspect lockers at any time. ● Book bags, drawstrings, purses, etc. should remain in lockers during school hours.

Lunch: Students are provided a lunch period each day. They may bring their own lunch, purchase a lunch, or buy Ala-Carte items at individual prices. Proper behavior will be expected while in the lunchroom. Loss of privileges, such as eating with friends, or more severe consequences will occur for excessive disruption. Lunch money should be put into an envelope and labeled WITH STUDENT FIRST AND LAST NAME & AMOUNT for pickup during first hour. All lunch money should be deposited by 9:00 a.m. Please fill out the Free and Reduced Lunch application even if you don’t think you will qualify. Transportation Any offense committed by a student on Transportation provided by or through the district shall be punished in the same manner as if the offense had been committed at the student’s assigned school. In addition, transportation privileges may be suspended or revoked. For the safety and security of our students, please notify the office if transportation procedures change.

Guidance & Counseling:

● Counselors are available to assist students with academic and social/emotional concerns. Appointments can be made for students in several ways. The student can ask the teacher to email the counselor and the counselor will see the student as soon as possible. The student can also stop by the counseling office, as time between classes allows, and schedule a time. Parents may also schedule appointments by telephone.

● The counselors may request to see a student, or in the case of emergencies, students may request permission from teachers to see the counselor. Parents are encouraged to contact the guidance department should they have questions or concerns regarding their child’s course of study or personal needs at school.

● Topics of discussion may be, but are not limited to the following: peer mediations, homework problems, attendance, bullying, teacher-student relationship, and friendship concerns.

● Schedule changes may require administrative approval.

Health & Medication Services: The middle school has a full-time registered nurse on staff. Students must obtain a pass to visit the nurse’s office from a teacher. Only emergencies visits are allowed between classes. Any student infected with a contagious or infectious disease or has had a temperature of 100 degrees or higher shall not be allowed to attend school for at least 24 hours after the fever has dropped (without medication) or medical authorities have indicated that the student may return. Immunization records are required and maintained for all students. DTP (Diphtheria, Tetanus, Pertussis), Polio, MMR (Measles, Mumps, Rubella), and Hepatitis B are all required by Missouri law for the 6th, 7th, and 8th graders. Tdap (tetanus, diphtheria and pertussis) will be required for all incoming 8th graders at the beginning of each school year. Over-the-Counter Medications The district may administer over-the-counter medication to a student upon receipt of a written request and permission to do so by a parent/guardian. The district will provide Advil or generic substitute, Tylenol or generic substitute, upon written permission from parent/guardian up to twelve (12) doses per semester. Further dosage will only occur with written doctor’s permission. All over-the-counter medications must be delivered to the school nurse or designee in the manufacturer’s original packaging and will only be administered in accordance with the manufacturer’s label. Prescription Medications The parent/guardian must provide the district with written permission to administer the medication before the district will administer the prescription medication to the student. The prescription label will be considered the equivalent of a prescriber’s written direction, and a separate document is not needed. Emergency Medications All student-occupied buildings in this district are equipped with prefilled epinephrine auto syringes. The school nurse or another employee trained by the school nurse may administer this medication when they believe, based on training, that a student is having a life-threatening anaphylactic reaction.

Epinephrine will only be administered in accordance with written protocols provided by an authorized prescriber. The Board will purchase an adequate number of prefilled epinephrine auto syringes based on the recommendation of the school nurse, who will be responsible for maintaining adequate supplies.

The school principal or designee will maintain a list of students who cannot, according to their parents/guardians, receive epinephrine. A current copy of the list will be kept with the devices at all times. Students are not allowed to keep medication in their bags or lockers. Doing so may result in disciplinary measures. *NOTE: All medications must be brought in to school by an adult. Students are not allowed to bring medications to school.

CHAPTER 4 – Frequently Asked Questions about BHMS:

1. Why is middle school important? a. This is when you choose paths to take in life that later become roads you will travel…Choose Wisely!

2. What are the top priorities of BHMS? a. Safety and Learning

3. Where do I go when I arrive in the morning? a. There are several supervised areas available to students in the mornings. b. Students should not be at lockers until after 7:35. c. Some supervised areas require character cash to enter and some do not.

4. What is the deal with cell phones, including pictures and videos, at BHMS? a. You can use them at lunch and during passing time. b. Don’t have them out in class unless a teacher grants permission. c. Remember, you need someone’s permission to take their picture. d. Videos are not allowed without permission from a staff person. e. NEVER ALLOWED in restrooms or locker rooms!

5. Why should I lock my lockers? a. When items are not secure, they can disappear. b. ALWAYS lock your lockers!

6. Can I miss school and still participate? a. Students must be at school all day in order to be eligible for extra-curricular activities for that day

unless they have PRIOR approval of the administration. 7. How can I help stop bullying?

8. What is the big deal, we were just playing around? a. More times than not, students “playing around” ends up with injury either physical or emotional.

Horseplay is not permitted at BHMS. 9. Can I come back into the school if I forgot something??

a. At 3:45pm the office closes; therefore, you must return before then if you want to get back into the school.

10. Why does nobody answer the phone at the school in the afternoon? a. The office closes at 3:45; therefore, if you need to reach someone, please call before that time,

otherwise, please leave a voicemail. 11. Why does the school care about my attendance?

a. Research shows that the better your attendance, the more you learn. b. Of students with better than 90% attendance, the average GPA was higher than 3.0. c. Of students with lower than 90% attendance, the average GPA was in the lower 2’s.

12. Why do we talk about sick days? a. In the real world people usually get sick time or sick days from their job. b. Students can master that concept by considering a given amount of sick days at school.

13. Can we paint our faces or write on our clothes or skin? a. Writing on the body, skin, or clothing is NOT permitted at BHMS. b. Face paint is NOT permitted at BHMS. (Unless it is school spirit on a school spirit day, and does not

cover the whole face.) 14. Am I allowed to use cologne/perfume while at school?

a. Yes, as long as it is in a designated area such as a restroom or lockerroom. b. Please do not use these items in the hallways or classrooms.

Public Notice Statement

All responsible public agencies are required to locate, evaluate, and identify children with disabilities who are under the jurisdiction of the agency, regardless of the severity of the disability, including children attending private schools, children who live outside the district but are attending a private school within the district, highly mobile children, such as migrant and homeless children, children who are wards of the state, and children who are suspected of having a disability and in need of special education even though they are advancing from grade to grade. The Warren County R-III School District assures that it will provide a free, appropriate public education (FAPE) to all eligible children with disabilities between the ages of 3 and 21 under its jurisdiction. Disabilities include autism, deaf/blindness, emotional disorders, hearing impairment and deafness, intellectual disability, multiple disabilities, orthopedic impairment, other health impairments, specific learning disabilities, speech or language impairment, traumatic brain injury, visual impairment/blindness and young child with a developmental delay. The Warren County R-III School District assures that it will provide information and referral services necessary to assist the State in the implementation of early intervention services for infants and toddlers eligible for the Missouri First Steps program. The Warren County R-III School District assures that personally identifiable information collected, used, or maintained by the agency for the purposes of identification, evaluation, placement or provision of FAPE of children with disabilities may be inspected and/or reviewed by their parents/guardians. Parents/guardians may request amendment to the educational record if the parent/guardian believes the record is inaccurate, misleading, or violates the privacy or other rights of their child. Parents have the right to file complaints with the U.S. Department of Education or the Missouri Department of Elementary and Secondary Education concerning alleged failures by the district to meet the requirements of the Family Educational Rights and Privacy Act (FERPA). The Warren County R-III School District has adopted a Local Compliance Plan for the implementation of State Regulations for the Individuals with Disabilities Education Act (IDEA). This plan contains the agency’s policies and procedures regarding storage, disclosure to third parties, retention and destruction of personally identifiable information and the agency’s assurances that services are provided in compliance with the General Education Provision Act (GEPA).
