This is especially true in the borough ofPierrefonds-Roxboro, whose electedrepresentatives and borough staff care alot about the development and promotionof all neighbourhoods: you can see this atwork every day.

I invite you to keep this guide in a safe placewhere you can easily find it. It will help you planyour activities since it has useful information foryour everyday life and will keep you informedof the many services available to you in yourborough.

MESSAGE FROM THE MAYOR OF MONTREAL

I amwriting these lines while summer is justaround the corner – at least we all hope it is. Thisbears some resemblance with some of our projectsthat meet with some delays. I keep being told tobe patient…that good things come to those whowait. Fortunately, our patience has paid off as wehave been able to capitalize on increased invest-ments that will help us domore. I can hear yousaying… that’s nice but at some point things haveto get done, and I agree – I am therefore very plea-sed to confirm that we will be launching work on afew projects shortly. For instance, we will addressa long standing and very valid request from oursoccer associations by building a new chalet andinstalling a synthetic soccer field in Grier park.As well, our library extension project, alreadyannounced a few times, will now be built with aLEED GOLD certification - a huge improvementon the environmental front.

Other projects however require more time…and patience. The urban boulevard in the landreserved of autoroute 440 and the PierrefondsOuest development for instance. There is a greatfocus on developing this area in an environmental-ly friendly manner – we will take whatever time isrequired to achieve a truly great outcome whichwill set an example for all others. I am convincedthat Pierrefonds Ouest will be the most extraordi-nary place to live on the island.

Over and above the Borough projects, there arethose initiated by citizens themselves. Citizenparticipation is still very present and two recentexamples come to mind. First well worth noting isthe July 1 parade that was saved and re-introducedin the calendar of activities of HeritageWeek.Many citizens worked very hard to rescue the para-de and thanks to their involvement and dedication,Pierrefonds-Roxboro citizens were able to join

together to celebrate Canada Day and pursue thetradition of this activity in our Borough. I wish tothank all those who lined the parade route andwho participated in making the parade a fun andsuccessful activity for all.

I have another compelling example! A young lady,barely 12 years old, who decided to put together ateam of students to perform fund raising activitiesthat would lead to the installation of a new gamemodule and the restoration of those alreadypresent in a local park. At the regular meeting ofCouncil in June, Kayleigh explained how she ralliedclassmates, parents, teachers and school manage-ment to her community oriented cause. Theseyoungsters developed an action plan that wouldallow them to contribute ‘in their own way’ to theinstallation of the park equipment they hoped toget from the Borough. They held a Hat Day, agarage sale and other events to raise funds andKayleigh presented the money raised to Council,in public, on June 1. These young citizens are ourfuture leaders, they are involved and committedand they only ask that we listen and guide them –they are fantastic to see. The Borough could notremain impassive in light of such a communityeffort spirited by the young students so we deci-ded to go ahead with some work ahead of schedu-le and by installing a new gamemodule in thepark. Once the work is completed, a plaque willindicate the contribution of our young partners.

These are only two examples of citizen participa-tion – I invite each and every citizen to get involvedin the community as it is a win-win formula anddefinitely what motivates me to remain on boardand open to your suggestions and comments.

Many citizens have questioned why the BoroughCouncil decided to reduce the household refusecollections for single family dwellings and buildings with 8 units or less, from twice weekly collections to only once. Just a note, buildings of 9 or more units, schools and business have remained at two collections per week.

When studying the 2009 budget, our indicatorsshowed that only 46% of households were regularly using the services of recyclable materials collections. Recyclables include paper,cardboard, plastic, glass, metal and aluminium,milk and juice cartons, etc. It is obvious that weremain far from our objective of recycling 60% of our waste.

To encourage all citizens to join in the collectiveeffort to recycle more we planned to provide one360 litres rolling bin, equipped with a cover to beused for recycling. This new initiative allowed usto consider reducing the number of householdrefuse collections from two to one per week while maintaining the recyclable materials collection as-is. Unfortunately, Ville de Montréalfaced severe budget restraints in 2009 and theadjustments required to balance the budget delayed the introduction of this program and the delivery of the 360 litre bins.

During this time, the Borough needed to renewthe contract for removal of household refuse andrecyclables for a period of 5 years. A disappoin-ting surprise awaited us when opening the tenders; regardless of our decision to reduce the refuse collections from two to one per week,the lowest price quoted by the suppliers was approximately 55% more expensive than the previous contract. This 55% increase represents 5 613 261 $ over the period of five years.

In 2008, the annual cost incurred by the Borough for these collections was approximately2 million$ whereas it is over 3 million $ for 2009,with one less collection. This amount representsclose to 10% of our overall budget – that’s 3 million $ needed every year for removal andtransportation of waste, refuse, recyclables,green residues, leaves and Xmas trees!

The decision to encourage citizens to recyclemore will lead to a reduction of household refuse and this is both environmentally and economically sound reasoning. While many citizens have asked if their taxes would be reduced due to the reduction in service, the information above would lead to believe quitethe contrary. During the 2010 budget prepara-tion, the members of Council will need to addressthis situation, however, as we have done in thepast, I can assure you that everything will bedone to minimize or eliminate the impact of these added costs on your tax bills.

FINANCIAL SITUATION OF THE BOROUGHIn Pierrefonds-Roxboro, an average single familyhome was evaluated at $161,684 in 2006 while it is evaluated at $216,737 in 2009. A large majority of single family dwelling owners havehad only very slight tax increases of the past 4 years while 30%, whose property evaluationshave increased less than the average, have benefited from a reduction in taxes during thisperiod. The Borough’s administration is very rigorous and efficient when it comes to managingour finances. We have a comfortable accumula-ted surplus as well as a reserve of $964,000 forsnow removal purposes, and this will allow us toface the 2009/2010 winter with peace of mind.

On May 25th, we held our annual golftournament, The Nick Di Tomaso LGHFoundation Golf Tournament at theBeaconsfield Golf Club. The event soldout, raising approximately $100,000 for health care in the West Island.

REMINDERGARBAGE COLLECTIONPIERREFONDS AND ROXBORO SECTORSBasic rules for a more efficient refuse collection, which takesplace Mondays West of St-Jean Boulevard and on Thursdays,East of St-Jean Boulevard, once a week, all year round, even on legal holidays, except for Christmas and New Year’s Day:• Refuse shall be placed at the end of the driveway, close to

the street, behind the sidewalk, curb or ditch.

• Refuse must be deposited between 8 p.m. the night beforeand 7 a.m. the day of the pick-up.

We want to underline the exceptionalcitizen’s involvement to act in concreteterms for the environment by taking part inour Composting program this spring. Home

composting will allow you to significantlyreduce your ecological footprint. Wedistributed a record number of compostbins in 2009, showing the increasinginterest of the population for this practice.A special thanks to the Sociétéd’horticulture et d’écologie de Pierrefondsfor the great information session evening.We hope having new followers next year.

Congratulations to our citizens for the Compostingprogram success! Did you know

that?Grass clippings represent 30% ofwaste collected and transported tolandfill. Decomposition in landfill ofgrass and dead leaves producesmethane, a green house gas, as wellas a toxic liquid, the leachate thatpollutes ground and surface water.

According to the agronomistMicheline Lévesque in her bookL’écopelouse, grasscycling, that is to say leaving grass clippings on thelawn when mowing, stimulates soillife and increases soil fertility. It alsoallows to reduce the lawncare time by 38% in a year and provides 25 to50% of nutrients needs for free.

One could think that this practice will create thatch and choke the lawnbut it is false. On the contrary, byactivating soil life, the thatch isreduced. A good mowing frequencyand length will prevent grassclumping.

All mowers can be used for grass -cycling. From now on, adopt thislawncare practice.

Don’t forget! It is the time to

monitor white grubs in the lawn,

from mid-August to

mid-September.

A healthy lawn can

tolerate 5 to 10

grubs per square foot.

Planning ahead before planting is the bestapproach to avoid bad treatment andproblematic situations that leadunfortunately too often to cutting.

Before planting, consider:

- The distance separating buildings, sidewalks and parking, right-of-ways,hydro-wire proximity, etc.

- Existing municipal by-laws- The future landscaping projects

(pool, patio, shed, parking, etc.)- The type of soil, fertility and humidity- The desired shade (dense, medium,

light)- The tree dimension (height, width)

at maturity and the long term aesthetic effect desired (screen, frame)

- The presence of flowers and fruits (falling fruits can be quite unpleasant)

- The tree resistance to stress (diseases, insects, heat, drought) and hardiness of the tree.

When all conditions and dimensions areestablished, it is easier to choose a treethat suits the site. At the nursery, ideallychoose a tree of a diameter of at least2.5cm at 1 meter high from the collar.Choose a healthy and vigorous plant, wellshaped with a straight trunk, not injured.Take a look at the roots if possible. They should not be overly coiled aroundthemselves in the pot. If it is the case,coiled roots have to be cut before plantingto prevent strangulation. Avoid unbalan -cing the trunk and balled roots whencarrying and during transportation. Protect leaves and trunk from injuries and drying out. Plant your tree as soon aspossible once it is at home. Otherwise,place it in a cool and shaded area andmake sure that the soil is always moist.

How to plant a tree?

1- Plant on a cool and cloudy day.2- Dig the planting hole at the depth of the

root ball (at plant’s collar). The bottomwidth has to be of at least the diameterof the root ball and the top opening ofat least twice the width of the root ball.

3- Remove the tree from the container ifthere is one, except if it is a wire basketand burlap. Place the plant in the holeand make sure that the collar is evenwith the ground. If not, rectify the level.

4- Make sure that the trunk is straight.5- For balled and burlapped trees, remove

the first third (1/3) of the wire basket,burlap and twine.

6- Use a mix of tree planting soil andcompost and pack down with feet untilthe soil is even with the ground leveland collar.

7- Build up a 15cm(6’’) rim to forma saucer aroundthe root ball andadd an 8cm (3’’) layer ofmulch coveringthe plantinghole. Keep thetrunk free of mulch. Water generously.

8- Stake the trees exposed to strongwinds. The tree must be free to move.Place the stake on the prevailing windsside. Use a metal stake and a flexiblesling.

9- Except for broken branches, the treedoes not need to be pruned right afterplanting.

Post-planting maintenance

- Watering for the next three (3) weeksfollowing planting is crucial. Waterthoroughly and deeply once or twice aweek, even if it is raining. In case of aprolonged drought during summer orfall, deep watering is necessary.

- Add extra mulch around the tree whenneeded to keep it thick and make surethat the collar is free.

- Check regularly any stakes to avoidinjuries to the trunk. Remove themwhen they are no longer needed (one or two years).

- At all times, avoid causing injuries tothe bark of your trees with your gardentools like the mower and weed trimmer.By doing so, you will prevent manyproblems and all tree advantages willbenefit you and many generations tocome…

Since 2004, Ville de Montréal has adopteda by-law prohibiting the use of pesticidesoutside buildings. In 2006, the Ministèredu développement durable, de l’environ-ne ment et des parcs du Québec hasprohibited the sale and use of turfcarepesticides.

Among the products that are prohibited onthe borough territory, there are syntheticherbicides like the selective herbicidesthat kill broadleaf weeds without killingthe grass.

Unfortunately, some people and lawncarecompanies still use those herbicideswithout telling their clients and neighbourswith an appropriate sign, that is to say ared sign indicating “Do not walk on thetreated surface”. It often happens thatcompanies post a green sign advertisingthat NO pesticide was used and that thearea is safe. Some will even write in theircontracts, invoices and publicities that thetreatments are natural and safe and thatthey respect municipal and provincial by-laws.

To protect your health, the health of yourchildren and pets, here are some signs ofillegal herbicide use:

- The products used often have strongchemical odour and acute exposure toherbicides can be irritating for eyes,skin and respiratory track. If yoususpect having been in contact with apesticide, rinse your skin with waterand soap. Avoid walking on the treatedsurface for 72 hours. See a doctor for a persistent irritation.

- Few hours to many days after theapplication, the broadleaf weeds likedandelions and plantain will start todeform and curl like cork-screw. Theleaves can also take the shape of aspoon. Broadleaf weeds completely die after many days but grasses remainunaffected. These symptoms are knownby experts as synthetic hormonalherbicides that can not be caused bynatural products.

Whoever transgresses the pesticides by-law is liable to a fine up to $1000 for a first offence and up to $2000 forsubsequent offences. For companies thatcommit subsequent offences, the fine cancome up to $4000.

Green Patrol 2009For the third consecutive year, thePierrefonds-Roxboro green patrol workedthis summer on informing and educatinghouseholds on the steps to take for betterprotecting our environment.

Demonstrating originality and determi -nation, the 3 youths who composed the2009 green patrol reached through kiosks,door to door or animations all of thecitizens of Pierrefonds-Roxboro during the9 weeks of the project: 8th June 2009 to7th August 2009.

In order to increase their impact, the greenpatrol led 2 green theme days, a first on home composting, a second on therecovery of rainwater and greening. Here are the common themes on which the patrol spent 50% of their time thissummer:

Organic waste management: - Yard residues - Green collection- Promotion of home composting

and vermicomposting

Recovery of rainwater and greening - Disconnection of eaves troughs of

residences with roofs in slope - Greening of walls or paved areas

During these days, the group of patrollersheld simultaneous kiosks of awareness inover 20 different locations on the island of Montreal. These awareness days havebeen publicized in local newspapers.

The project of the environmental educationpatrollers was created in 2005 by theConseil régional de l'environnement deMontréal (CRE Montréal) in partnershipwith the management of the environmentof the city of Montreal, the boroughs, the program Emploi-été Canada and theregroupement des Éco-quartier (REQ).

The project's main objective is to raiseawareness on various environmentalissues affecting the community of Montrealand to encourage them to take steps aspart of the actions of the first strategicplan for sustainable development inMontreal.

Specifically, the Green Patrol enablesstudents in environment or sciences togain experience working with the public in the environmental sector.

Since its opening in April 2007, the éco-quartier Pierrefonds-Roxboro coordinatesannually the work of the green patrollers.

If citizens are concerned with the reportsof the patrollers, they can always consultthe website of the CRE Montreal.

The citizens of Pierrefonds-Roxboro will be able throughout the year to informthemselves at the éco-quartier on allissues addressed by the Green Patrol inparticular and on all environmental issuesin general.
