MOST PUISSANT GRAND MASTER

To The Most Puissant Grand Council of Royal and Select Masters ofConnecticut in Virtual Assembly, 6 June 2020, greetings. Most WorshipfulGrand Master, Distinguished East, Companions, and Brothers all. It hasbeen an honor to serve the companions of this Jurisdiction as your MostPuissant Grand Master.

VisitationsI thoroughly enjoyed the visitations that I was able to make this year.

However, due to the COVID 19 pandemic many of the activities that welook forward to have been cut short, especially the out of state visitations. While some will be held virtually at later dates, it is not the same as seeingpeople face to face and sharing a meal with our companions. Even today, our own banquet and gathering had to be cancelled.

DispensationsThe following three dispensations were issued during my term of office:2019-001 – Menunketuck Council No. 36 January 29th, 2020

Dispensation issued to hold their February and March meetings onWednesday, 2/26/2020 and 03/25/2020 respectively at 8 EadesStreet, Branford, CT 06405 immediately after the regular meetingof Crawford Council #19. Meeting in Branford on 2/26 and 3/25should ensure an adequate number of companions to open, toconduct their business.

2019-002 – Hamilton Council No. 22Dispensation given to operate as Hamilton No. 9 until such time astheir charter is executed, as they have absorbed the members atlarge from Columbia No. 9 who had their charter arrested.

2019-003 – to all Constituent Councils March 25, 2020Dispensation to allow all Councils to postpone Stated/AnnualMeeting or hold virtual meetings via teleconference applicationsuch as Zoom, considering the COVID 19 Pandemic and theGovernor’s order to limit gatherings and the stay at home stay safemandate.

Dispensation 2019-001 was again granted, with the knowledge thatMenunketuck Council No. 36 had not voted to move their stated Februarymeeting prior to the request due to a lack of quorum the months beforehandand therefore had not opened. It was granted with the assurance that eachmember would be personally contacted regarding the change in date andvenue. On a positive note they did plan ahead for March.

Tri-State Cryptic FestivalThis was another event that was cancelled due to the COVID 19

pandemic. Hopefully, we will be able to host this event next year andactually meet with our fellow companions from Massachusetts and NewYork.

State of Cryptic Masonry in ConnecticutWhat to say about this that has not already been said. As this was my

second term as Most Puissant Grand Master, not much has changed sincemy report last year. Councils still struggle to meet; the Grand Recorder stillmust “beg” the councils to get their reports in on time and accurately.

Communications are still nonexistent from the councils to the GrandCouncil; we never know what they are doing and when. Part of this can beattributed to the fact that many times, due to other bodies meeting on thesame night, the council takes a back seat, and nothing is planned for thatevening.

Again, this year I asked that the Grand Council officers send me a copyof their inspections and visitations. Only a few ever complied with thisrequest. This is a sad situation. If we as Grand Council Officers do nottake our job seriously, how can we expect the councils to take us andthemselves seriously. We need to lead by example.

Our Grand Council is now smaller as I arrested the Charter of ColumbiaNo. 9 and allowed Hamilton Council to absorb their members. This was notan easy decision but I feel it was the only decision that could be made at thetime.

AwardsAgain, it is a sad state when councils do not nominate companions to

be recognized for their efforts in their councils.

Lincoln BibleThis year the Lincoln Bible is awarded to Harmony Council No. 8 for

being the only council with a net gain. While the gain was only 2 it is stilla positive. We will make arrangements to make the presentation at a laterdate.

Decisions1. At the stated meeting of Columbia Council No. 9 on June 18, 2019, asthat council continued to struggle to meet, and with continued problemswith their reporting to the Grand Council, it was my decision to arrest theircharter after this meeting. This was not a decision that was made hastily, butit was a necessary decision and a heavy one especially after just havingcelebrated the 200th Anniversary of the Grand Council.2. Members of Columbia Council petitioned Hamilton Council No. 22 tojoin the council. After talking to the TIM of Hamilton Council and theirvote to accept the members of Columbia, I agreed and gave dispensation for

Hamilton Council to begin operating as Hamilton No. 9, and asked them tosubmit new By-Laws to the Committee on By-Laws for approval.3. While during normal situations, the Constitution of the Grand CouncilArticle III, Section 1, states that on even years that the Grand Council willmeet in session at 1:00 pm. When the Grand Council is not in session TheMost Puissant Grand Master is the Grand Council. Whereas we findourselves in very trying times for which we currently have no provision inthe Constitution and Law. Since we are not meeting formally as a group butrather virtually to do only necessary business to continue moving our GrandCouncil forward, it is my decision that the Grand Council meet shortlyfollowing the Grand Chapter Virtual Meeting on Saturday, June 6 atapproximately 10:30 am.

Recommendations1. That the incoming Most Puissant Grand Master, after he is installed,

give authorization to the Grand Recorder to levy fines to any Councilwhose monthly returns are not submitted on time automatically, As perthe Law, Section 104. I would recommend a $25 fine for monthlyreturns and the full $100 fine for the annual return. Maybe this way ourcouncils will submit their returns in a timely manner and accurately.

2. While there was an attempt to revive the York Rite CoordinatingCommittee this year, I again think that if this committee is to continue, they should meet more often and take on the additional roll of a long-range planning committee. If not, then I again recommend that thiscommittee be removed from the list of the Grand Council Committeesand the same be done in the other York Rite Bodies, and that theirChecking account be closed and the money distributed equally to theGrand Chapter, Council and Commandery.

I would like to thank all the companions for their efforts this year. Thiswas my fourth time in the Grand East and believe you me, it does not getany easier the more you do it. There are hard decisions that need to bemade, and you always second guess yourself, but I hope that I made theright ones.

While I cannot thank everyone personally, there are some that I need tomention in this report.

Chuck Fowler, thank you again for your dedication and years of serviceto both the Chapter and the Council. You HAVE been the pillar of theseorganizations.

Charles A. McCollum, what can I say that I have not said in my pastthree allocutions. As always you are my biggest sounding board and I valueyou opinions, whether I ask for it or not.

Finally to James Kleinkauf, it has been a pleasure working andtravelling with you this year. Even though this is not how we wanted to endthe year, and we missed out on a lot of the out of state visits, your friend-ship means a lot to me.

Companions, friendships are what makes Masonry the GreatestFraternity in the world. Hopefully soon we can return to our physicalmeetings and enjoy each other’s company face to face.

Again, I thank the companions for their confidence in me and lookforward to serving this Grand Council in the Future.

DEPUTY PUISSANT GRAND MASTER

What started out as a quiet year quickly turned out to be quite eventful. My plans to visit Councils in the spring were quickly squashed by theappearance of the COVID-19 pandemic that has and is causing so muchsuffering throughout our country. I had hoped to have my schedule openup in the spring as I cycled out of various offices, but a virus threw aproverbial spanner into the works. My apologies to the companions for notbeing able to get out and visit, and my condolences to all those who havelost family and friends to this disease.

Hopefully, as we come back to labor in the fall we can learn from thisand realize the positive lessons of Cryptic Masonry and use them to helprebuild our society and heal the divisions that have been uncovered, everremembering the Charge of Select Master to “Let uprightness and integrityattend your steps; let justice and mercy mark your conduct”. I look forwardto seeing all of you in the near future.

Martin Ede

GRAND PRINCIPAL CONDUCTOR OF THE WORK

It is a pleasure to serve this Grand Council. During the year, I was ableto attend six councils throughout the state with two more scheduled forMay. Sadly, several of the Council events that I had scheduled to attendwere cancelled due to the suspension of activities due to the COVID-19outbreak including the Tri-State Festival and Anointed Kings.

Several of our Councils are starting to take education and programs toheart, and I see the Companions attend and take part. The Councils thathaven’t added those two pieces have continued to struggle. During thesetravels, I saw many positives but this year the struggles far outweigh thegood. This year we lost a Council when they had their Charter revoked forinactivity, and there are several others that are in similar danger. If yourCouncil isn’t giving the members a reason to attend and be active other thanjust for the sake of being, then we are wasting their precious time. Thereare still too many other Councils that do little more than open, read minutes, and go home. If a Council wants to survive, let alone have a chance tothrive it needs to do more.

To that end I would strongly recommend that we as a Grand Councilrequire education activities within all of our Councils and that we create aGrand Arch Master who would serve as the Grand Council CrypticEducation Officer.

As the Grand Principal Conductor of the Work, I was assigned asinspecting officer for the following Councils:

Page 21: P R O C E E D I N G S - York Rite · CHARLES de MELO O’NEILL Charles de Melo O’Neill was born August 24, 1967 in Portugal. At the age of three his family moved to Camden, New

Buel 20This is a Council that is starting to move forward. They have officers

that are doing the work and supporting the efforts of the TIM. Several ofthe Officers are newer Companions and are learning but they have a solidmix of new and seasoned Companions to learn and grow together. I havebeen very happy to see this Council make positive strides during the lastcouple of years. They currently have a couple of candidates that havepetitioned.Columbia 09

Charter was Arrested. Council took the needed steps to merge withHamilton Council effective in April 2020. Currently wrapping up theiraffairs.Menunketuck 36

I have attempted to visit several times during the year, but unfortu-nately they were cancelled for lack of participation. Twice I drove down tofind an empty parking lot. They did request and received dispensation tohold an Assembly in Branford on 2/26, which conflicted with another eventon my schedule. They did an informational presentation in the fall forLodge but have not received petitions from that event.

As I have had time to reflect during this quiet time, we need to get allof our members active and if we don’t it is to our own peril.

GRAND RECORDER

I am pleased and privileged to offer the twelfth and FINAL report ofmy second tour of duty as your Grand Recorder. My special thanks to mostof the Recorders of the Constituent Councils for their cooperation andprompt response to my requests for information and their assistance. Icommend the Recorders for a job well done, and getting the reports to mein a timely manner.

My special thanks to Lady Muff who continues to support me in all myendeavors. Special thanks also to Associate Grand Recorder William L.Miller II, who has been a stalwart supporter and help during my infirmity. He has been a true friend and Companion, even transporting me to meetingsand doing errands. And to Associate Grand Recorder James S. McNeelyIV, thank you for lifting the burden of “Opportunities” from my wearyshoulders.

During the 2019 fiscal year, I received and turned over to the GrandTreasurer the sum of $13,818.00 of which $551.00 was received anddeposited directly by the Grand Treasurer.

Only a few copies of the 2019 Proceedings were printed in hard copy. Most of the Grand Recorders of other Grand Councils received theProceedings via email, as did Grand Council Officers, Past Most PuissantGrand Masters, Constituent Council Recorders for whom we had an emailaddress. Printed copies were sent to those known not to have computersand to the several libraries who maintain copies.

Of our now 12 Constituent Councils, all except two submitted theirAnnual Returns, mostly on time. The charter of Columbia 09 was arrestedby MPGM O’Neill, who subsequently granted the request of several of theirmembers to become members in Hamilton 22, should the latter agree toabsorb them. The vote was in the affirmative, and Hamilton Council willnow be known as Hamilton 9. Montgomery 2 is working on theirs, havingdifficulty as a result of the passing of their Recorder, Gary Littlefield. Menunketuck 36 has not submitted their Annual, including payment of theirper capita.

The membership summary which follows shows the previous ten yearsfor comparison purposes. As you can see, we have had a steady declineover that period, and it is obvious that we continue to lose members. Greetings were down this year, and dimits and NPD were a little higher, sowe suffered a net loss of 47. Of our 788 members, 13 are dual members, and 58 are Fifty Year members or are in the care of Masonicare or othersimilar institution. Our per capita tax base is now only 717, (a net loss of51).

GRAND CAPTAIN OF THE GUARD

As you may have surmised, I have been "out-of-service" for the pastnine months, comprising all of my tenure from the summer break to date.I injured my knee taking a "short cut" to the river next to our house. As ourBrother Robert Burns has observed: "The best laid plans of mice and mengang oft aglay." My plan was to accomplish a task sooner. Instead, I toremy quadricep tendon completely off the knee cap, delaying all my priorplans up to this point. I have required two separate surgeries, with largegaps of time for physical therapy in between. I've now begun physicaltherapy for the second round, which will take several months.

I expect to be able to travel by this fall. Full recovery (after a firstsurgery) is generally one full year. My second surgery was in February. The rules are different for recovery from the second surgery, so I may stillbe using crutches or a cane when I visit. Hopefully not.

All of this is by way of apology, and explanation, for my absence frommy Grand Council activities and responsibilities. I thank those who havesent greetings and well wishes. I now appreciate how welcome those kindgestures are.

That's all I have to report for the time being. Hopefully, I will besufficiently healed when our small portion of the planet has found its "newnormal", and we can all gather together as Companions and Brothers.

Brad Cooney

GRAND CONDUCTOR

It was a pleasure to serve as Grand Conductor in this Council. I lovetraveling throughout the state to join with my companions as I continue togrow in my knowledge of the state of Cryptic Masonry in Connecticut.

Again, I witnessed the effects of declining membership rolls. It appearsthat the York Rite of Freemasonry could take a deeper look at membershipin the future. From my experience thus far, it appears that we couldencourage mergers and/or bolster our recruitment efforts. In the beginningof the year, each of my Councils received educational materials from theMPGM. Unfortunately, our nation was struck by an invisible enemy, andall Masonic functions were suspended at the end of March. I did not havean opportunity to see how my Councils use the instructional resources. It

Page 25: P R O C E E D I N G S - York Rite · CHARLES de MELO O’NEILL Charles de Melo O’Neill was born August 24, 1967 in Portugal. At the age of three his family moved to Camden, New

is my hope that when business resumes, the leaders of every Council inConnecticut will plan educational opportunities at their stated assemblies.

The York Rite has much to offer those in pursuit of further light inMasonry. We need to become better at promoting our fantastic series ofdegrees and orders. One way to achieve this is to educate our members inthe mysteries of the degrees within the Cryptic Council.

As the Grand Conductor, I was assigned to inspect the followingCouncils: Crawford No. 19

I was able to visit once. The Council Leadership is currently workingon a plan to address declining membership. The TIM opened the Councilafter a Mark Master Degree in October, and I presented the educationalmaterials from the MPGM to him. Hopefully, the Companions willcontinue their journey in the Council soon.Suffield No. 23

I made four visits this year. The Council was opened for business ontwo of these visits. The officers are working hard to develop a plan to keepthe Council on track. Unfortunately, Bard Tiegen, the Recorder, moved outof state. Bard was an influential member of Suffield Council whose rolewill not be easy to fill. The Companions were especially excited aboutplans to celebrate their 150th anniversary. I looked forward to my springvisitations, so that I could be in company with these fine Companions.Lee No. 25

I made three visits this year. The Companions at Lee were alwayswelcoming and provided refreshment after each meeting. This always mademy Friday trip to their Council something to look forward to. I presentedtwo companions their 200th Anniversary jewel and was able to complete aninspection on their Royal Master Degree in February. I know I would haveenjoyed my spring visitations.

In closing, I implore each of our Councils to implement plans to recruitnew members, to offer strong educational programming at each assembly, and to reach out to their membership to encourage attendance. I lookforward to resuming work in the quarries once the restrictions are lifted.

GRAND STEWARD

It has been a pleasure to serve the Grand Council and the Most PuissantGrand Master this year. I do want to thank MPGM Charles O’Neill for theconfidence he had shown in allowing a relative neophyte to start theprogressive line. Thank you, Chuck, for your advice, when called upon. I needed it!

I’ve had the privilege of traveling both with and without him to thevarious Councils around the state. I regret not making all the meetings, nor

every Council this year, but will endeavor to improve on this record in thefuture. I did attend Cushing (natch-its my own) and Montgomery in NorthWindham. It was with pleasure watching the latter rebuild itself and startmeeting regularly.

I was able to complete two of my required inspections; specifically,Paugussett # 16 on the 10th of December, and Washington # 6 on the 12th. Very busy week that, but very enjoyable evenings both. The degree workwas excellent, and my thanks to the MPGM and PMPGM CharlesMcCollum for their help.

I was looking forward to doing my other two; specifically, Wolcott #1, and Montgomery # 2 to be accomplished this year, but Covid-19 hadother ideas. In the interest of personal safety and protection, all in-personmeetings have been cancelled. Wolcott has the reputation of excellentdegree work & records keeping, so there is no doubt in my mind that theywould have passed. Montgomery # 2 is rebuilding and their effort isclearly bearing much fruit. I look forward to visiting them again andassisting, if needed, a very bright future come into being.

COMMITTEE ON INSURANCE

Our General Liability policy providing coverage for the York Ritebodies of CT has been written for a number of years by New HampshireInsurance Company (an AIG company.) There is a primary policy with a$1,000,000 limit of liability with an excess policy providing an additional $1,000,000. The non-owned auto coverage provides $1,000,000 excess of

Page 31: P R O C E E D I N G S - York Rite · CHARLES de MELO O’NEILL Charles de Melo O’Neill was born August 24, 1967 in Portugal. At the age of three his family moved to Camden, New

2020 Royal & Select Masters of Connecticut Page 31

the vehicle owner’s underlying policy. Coverage for damage to rentedlocations such as Masonic Temple Corporations is $300,000. Medicalpayment coverage is limited to $10,000 per person. Our insurance agency,A. F. S. & V., and agent Dorry Watkins, have been monitoring ourinsurance needs for many years and she has worked to keep us up to dateon any required changes, subject to the realities of the insurance market place. She has indicated that they do not have access to other insurers willing to write the coverage.

The premium charged for this single policy is apportioned between theGrand bodies based on membership at the beginning of the policy year.Grand Chapter pays the entire premium and is reimbursed by GrandCouncil and Grand Commandery. This appears to be an equitable basis forpremium sharing as the cost of insurance protection/coverage should reflectthe total involved time of individual Companions and Sir Knights. Theannual premium may be adjusted slightly (both up and down) as total membership numbers change, thus reflecting this changes in membership.

At our request, two years ago we changed the annual renewal date ofthe coverage. This change makes the provision of current membershipnumbers of the three bodies easier to arrive at and thus the premium sharingand calculation more timely. The new renewal date became May 24 as aresult.

Less than one week prior to May 24, 2019, the renewal date, we wereinformed of the new premium for the coming year. In spite of an approxi-mate 12% reduction in the total number of members (the basis for premiumcalculation) our premium increased nearly 13% over the prior period. Thiswas tantamount to a 25% increase in our rates. As there was not time leftto market the offering, we had to accept it. The annual premium became$6,585.

The quote from AIG for the 2020 renewal is $7,600, another increaseof 18 %!

In consequence of last year’s increase, the committee began late in 2019to evaluate options. For this purpose, we have been working with theAuburn Insurance Agency (AIA) in Massachusetts. They specialize inhandling various Masonic programs. Their market of choice for this typeof policy at the moment is the Philadelphia Insurance Company (PIC)which seems to be gaining headway writing Masonic business. They alsowork with other agencies but PIC is not free with information as to whothey are.

AIA has a proprietary set of endorsements with the PIC for Masonicbusiness. This sets them apart from anyone else placing Masonic businesswith PIC or other companies. In addition, as of late, we have been informedthat there have been a number of companies which have decided to exit thefraternal business and the AIA has been picking up additional accounts asa result.

We received a proposal from the PIC. The PIC currently insures theYork Rite bodies of Massachusetts and Maine on a basis similar to that

Page 32: P R O C E E D I N G S - York Rite · CHARLES de MELO O’NEILL Charles de Melo O’Neill was born August 24, 1967 in Portugal. At the age of three his family moved to Camden, New

Page 32 The Most Puissant Grand Council 2020

proposed. In addition, they handle the Grand Lodge of Connecticut, the CTconstituent Lodge Masonic Temple Corporations (which choose to havethem do so) and the York Masons Hall Corporation in East Hartford.

The PIC proposal has comparable and sometimes greater limits than theAIG policies which are due to expire on May 24. The proposal alsoincludes “Crime” coverage - a coverage which we currently do not have.[Commercial Crime coverage is designed to meet the needs of organizationsother than financial institutions (such as banks). A commercial crime policytypically provides several different types of crime coverage, such as:employee dishonesty coverage; forgery or alteration coverage; computerfraud coverage; funds transfer fraud coverage; kidnap, ransom, or extortioncoverage; money and securities coverage; and money orders and counterfeitmoney coverage.] The proposal also includes Liquor Liability for Masonicevents provided Connecticut State regulations and licensing laws areobserved.

The PIC proposal is for an annual premium of $6,284 - a little less thanthat of the expiring policy. Your committee, following review with thethree York Rite body presiding officers, has accepted their proposal.

In addition, your committee, working with the AIA, has been lookinginto the purchase of Directors & Officers (D&O) insurance coverage for each of the three Bodies. This type coverage, written by the Great American Insurance Company (GA), is for the purpose of protecting thoseserving in executive positions (i.e. Line Officers) in each Grand York Ritebody from any lawsuits filed against them for “alleged injury” arising outthe performance of their duties. It also provides coverage for the respectiveGrand Body Corporations. Without such insurance, the personal assets ofthose serving as officers are at risk.

While officers and directors of not-for-profit entities are exempt fromliability under both state and federal law, in our litigious society, this wouldnot prevent a party from alleging injury and filing suit. Until a court ofcompetent jurisdiction makes a ruling on the applicability of the exemptionlaws, or if the court decides that the exemption does not apply to the caseunder consideration, there are legal expenses to be paid. This insuranceprovides coverage for those legal expenses.

Details of the coverage:

D&O and EPLI

Company: Great American Ins. Co.Inception 05/24/2020 or later

Employment Practices Liability Insurance (limit shared with D&O)

$500,000

Fair Labor Standards Act Defense Sub-limit $500,000

Donor Data Loss Crisis Fund Sub-limit $ 10,000

Page 33: P R O C E E D I N G S - York Rite · CHARLES de MELO O’NEILL Charles de Melo O’Neill was born August 24, 1967 in Portugal. At the age of three his family moved to Camden, New

2020 Royal & Select Masters of Connecticut Page 33

Additional A-side Limit (part of all D&O policies) $250,000

Terrorism Travel Reimbursement Funds $ 50,000

Workplace Violence Counseling Fund $ 50,000

Incident Crisis Fund $ 50,000

Telephone Consumer Protection Act Sub-limit $100,000

For this kind of coverage, each of the Bodies must make their owndecision and purchase their own policy. The premiums quoted for theselimits are as follows:

Grand Body Annl Premium Deductible

Chapter: $ 538 $1,000

$ 512 $2,500

Council: $ 524 $1,000

$ 499 $2,500

Commandery: $ 521 $1,000

$ 496 $2,500

If it can be budgeted , the committee recommends each of the GrandBodies consider purchasing this coverage with a $1,000 deductible toprotect those who serve as Grand Officers (or Directors).

We have determined that it is not possible to include constituent unitsin the Grand Body policies. It would be necessary that they be individuallypurchased. If any of them are interested in such coverage, they should letthe committee know so that we can make the appropriate inquiries. Beaware that it is likely that the minimum premium for issuing any policy forthis coverage will be about $500.

MASONIC JURISPRUDENCE

In accordance with Section 5f of the Constitution of The Most PuissantGrand Council of Royal and Select Masters of Connecticut, Most PuissantGrand Master, Charles D. Dispensations2019-001 – Menunketuck Council No. 36 January 29th, 2020

Dispensation issued to hold their February and March meetings onWednesday, 2/26/2020 and 03/25/2020 respectively at 8 Eades Street,Branford, CT 06405 immediately after the regular meeting of CrawfordCouncil #19. Meeting in Branford on 2/26 and 3/25 should ensure anadequate number of companions to open, to conduct their business.

2019-002 – Hamilton Council No. 22 March 25, 2020Dispensation given to operate as Hamilton No. 9 until such time as their

charter is executed, as they have absorbed the members at large fromColumbia No. 9 who had their charter arrested.

2019-003 – to all Constituent Councils March 25, 2020Dispensation to allow all Councils to postpone Stated/Annual Meeting

or hold virtual meetings via teleconference application such as Zoom, considering the COVID 19 Pandemic and the Governor’s order to limitgatherings and the stay at home stay safe mandate.

In each case where a written request for dispensation was made, aftera vote of the Council at a previous Assembly, the dispensation was granted. In each case, the Councils were ordered to provide ample notification to itsmembers of the dispensation. Each of these dispensations were made inaccordance with the Laws and Constitution of the Grand Council, and thegranting of them is within the prerogatives of the Most Puissant GrandMaster.

In the case of the first dispensation, the Most Puissant Grand Masternoted that a vote of the Council to request the dispensation had not beenheld as the Council had been unable to meet the months prior. The grantingof this dispensation is therefore not in accordance with Grand Council Law. This Committee understands the need for granting it and supports therequirement that all members be personally contacted regarding the change.

Decisions1. At the stated meeting of Columbia Council No. 9 on June 18th, 2018 asthat Council continued to struggle to meet, and with continued problemswith their reporting to the Grand Council, it was my decision to arrest theircharter after this meeting. This was not a decision that was made hastily, butit was a necessary decision and a heavy one especially after just havingcelebrated the 200th Anniversary of the Grand Council.2. Members of Columbia Council petitioned Hamilton Council No. 22 tojoin the Council. After talking to the TIM of Hamilton Council and theirvote to accept the members of Columbia, I agreed and gave dispensation forHamilton Council to begin operating as Hamilton Council No. 9, and askedthem to submit new By-Laws to the Committee on By-Laws for approval.3. While during normal situations, the Constitution of the Grand CouncilArticle III, Section 1, states that on even years that the Grand Council willmeet in session at 1:00 pm. When the Grand Council is not in session, theMost Puissant Grand Master is the Grand Council. Whereas we findourselves in very trying times for which we currently have no provision inthe Constitution and Law. Since we are not meeting formally as a group butrather virtually to do only necessary business to continue moving our GrandCouncil forward, it is my decision that the Grand Council meet shortlyfollowing the Grand Chapter Virtual Meeting on Saturday, June 6th atapproximately 10:30 am.

Decisions 1 and 2 are in compliance with the Grand Constitution,Section 5a, and are within the prerogatives of the MPGM. As the GrandConstitution is silent on whether or not the MPGM can change the time ofthe Annual Assembly during times of emergency, but in order to accom-plish the required activities of the Grand Council virtually, this committeefinds no reason not to allow the change as it was submitted to the member-ship with 30 days notice.

Proposed LegislationThere were no proposals for legislation changes presented to the

Committee

All other aspects of the report of the Most Puissant Grand Master arealso in accord with the requirements of Section 5f of the Constitution of theGrand Council. This committee wishes to thank Most Puissant GrandMaster O’Neill for his clear and concise report.

As some members of this Committee also serve on the Grand ChapterJurisprudence Committee we recommend to both the incoming MostPuissant Grand Master and the incoming Grand High Priest, that the twoCommittees work together in an effort to standardize the Constitution andLaw of both Grand Bodies where possible.

Page 36: P R O C E E D I N G S - York Rite · CHARLES de MELO O’NEILL Charles de Melo O’Neill was born August 24, 1967 in Portugal. At the age of three his family moved to Camden, New

Page 36 The Most Puissant Grand Council 2020

We recognize that there are specific requirements for each body thatmay not be needed in the other, but it is our belief that the similarities aremuch more. This would require potentially renumbering of sections andsome verbiage changes, including perhaps showing a section as unused inone body so as to keep the other numbers matched.

Should this recommendation be adopted both Committees wouldpresent to their respective Grand Body a rewritten Constitution and Law atthe next Annual Session which will then lay over for one year prior tovoting for approval.

No further actions were required of this committee. We wish to thankthe Most Puissant Grand Master, his officers and the members of the MostPuissant Grand Council for the opportunity to be of service.

COMMITTEE ON NECROLOGY

It is written in the Book of the Wisdom of Solomon,“But the souls of the righteous are in the hand of God, and no

torment will ever touch them. In the eyes of the foolish they seemedto have died, and their departure was thought to be an affliction, and their going from us to be their destruction; but they are atpeace. For though in the sight of men they were punished, theirhope is full of immortality. Having been disciplined a little, theywill receive great good, because God tested them and found themworthy of himself; like gold in the furnace he tried them, and likea sacrificial burnt offering he accepted them. Let us remember the 25 Companions of Constituent Councils who havelaid down the working tools of life and journeyed to that undiscoveredcountry this past year, especially our worthy Companions, James P.Keaveny, who served as Most Puissant Grand Master in 1993, and Gary A.Littlefield, PTIM, who was serving as Grand Historian of this GrandCouncil at the time of his passing.

Let us remember their fellowship and their devotion to our belovedCraft as we hold them up in prayer:

ARNOLD STEPHEN GROT

JAMES ROYAL CASE AWARD

PersonalBorn to Arnold Simon Grot and Olga Cynthia (Lonak) Grot on August

25, 1949 in Gary, Indiana, Arnold Stephen Grot was the 5th of 6 childrenin his family. He graduated from Andrean High School and went on toPurdue University, where he received a Bachelor of Science degree inEngineering Science. After a whirlwind summer romance at the Universityof Washington (where he took an intensive Chinese language course) hemarried Nancy Sarah Kleinbach in the summer of 1972 in the small wheatfarming community of Connell, Washington. Two years later he wasawarded a Master’s degree in Metallurgical Engineering by the Universityof Tennessee in Knoxville.

Diploma in hand, they packed up his car and drove to Hartford CT tostart a career at Pratt and Whitney in June 1974. After six months of livingin an apartment on Asylum Hill, they moved to Glastonbury which theynow consider their hometown.

Arnie and Nancy raised four daughters (Rachel, Erin, Cymbeline andJoelyn) in Glastonbury. The next generation of family is in full force now. Three grandchildren born in the United Arab Emirates are now, with theirmom, living with Arnie and Nancy in Glastonbury. Another four live inNorth Carolina. There are two boys and five girls in the mix.

Arnie has developed many interest and hobbies over the years. Thereis usually a science fiction book from the library resting beside his chair. From the old-time writers to the newest releases, he reads them all. And theinterest expands to sci-fi movies.

Starting back when he first moved to Glastonbury, Arnie startedrunning. Those first short runs have progressed to doing marathons. Thefirst official race was the Manchester Turkey Day run, which he ranannually for over thirty years until arthritis in his left knee curbed hisrunning. Marathon running has taken him to several states, and he has runthe Hartford Marathon multiple times. A highlight of his marathon careerwas running the Dubai Marathon in the United Arab Emirates.

Nobody else has taken up the hobby of cutting up wood for burning ina wood stove as energetically as Arnie. Every year big trucks roll down thedriveway to deliver 20-foot-long logs. Cutting the logs to stove length, stacking the lengths, splitting the lengths into split wood with his ax andmaul and then restacking to season occupy a good part of his time. He hasactually worn out many axes, and mauls don’t stand a chance of surviving.

With all of this going on, Arnie has been actively involved in Toastmas-ters, American Society of Metals, Connecticut Purdue Alumni Club and ofcourse, the Freemasons. And, in addition, he bakes pies to serve asrefreshments at various meetings, and has become skilled at the brewer’sart, supplying ales and other brews on occasion.

Martin was born in June 1967, in Durham in the northeast of Englandto Eileen and the late Terence Ede. When Martin was two, the family, nowincluding a sister Helen, moved down south first to Swanmore and then toWaltham Chase (both close to Portsmouth on the south coast) where helived for over twelve years. Martin attended Meoncross School, but thenin 1975 moved to Portsmouth Grammar School for a more academiccentered education and remained there until 1985 when the family movedto the USA. While in England, Martin was active in the cub scouts as wellas fencing, judo and lots of reading.

On arriving in the US, Martin spent a year at Amity Regional HighSchool and then entered the University of Connecticut in fall of 1986,graduating in 1990 with a BS in Geology. He took his first job as a projectgeologist at Technical Environmental Specialists in Manchester. Over thenext few years, he also worked for Environmental Management Consultantsand Environmental Products and Services, before making the decision tomove into science teaching. He entered Southern Connecticut StateUniversity, earning a MS in Environmental Education as well as a scienceteaching certification. He was employed in Central High School inBridgeport CT, teaching ninth grade physical science as well as electives inEnvironmental Science. After 3 years, he moved to teach in both highschools in Stratford CT, and then to the Independent Day School inMiddlefield CT, where he taught middle school biology and physicalsciences; all the while continuing his studies at SCSU primarily inAmerican History. After teaching, he returned to school at Porter & ChesterInstitute to study Low Voltage Electronics, with a view to starting a smallbusiness or returning to teaching at the technical school/college level. Lately, he has been able to become semi-retired to devote more time tohistoric and philosophical studies, with an aim to writing more in depth onphilosophy and our Craft.

In 2010, as a result of his American History studies and growing respectfor the Founding Fathers, he became a United States citizen taking his Oathof Citizenship in New Haven.

Martin has many interests including the martial arts, having attained ablack belt in Aikijitsu Karate, travel and golf. Ever the student of history,he has traveled to various European countries as well as Mexico, Italy,Egypt and Turkey. His passion for reading and history lead to an interestin Freemasonry spurred by the fact that his old school had a Masonic lodgeassociated with it, and later by the writings of John J. Robinson, inparticular “The Pilgrim’s Path”.

His path to Freemasonry truly began when a family friend asked if hewas interested in a free dinner from Hiram Lodge No. 1. Martin acceptedand was raised in Hiram Lodge in November of 1999. While finishingevening classes, he became interested in the Scottish Rite and the York Rite.

This made it a very special year, havingbecome a citizen in the months before the session and making his first visitto Independence Hall and the National Constitution Center trulymemorable. He is also the secretary for the Masonic Temple Associationof New Haven and historian for Hiram Lodge.

Martin has become quite fascinated with the history, philosophy andesoteric nature of Freemasonry leading to membership in not only bothConnecticut research lodges but also in the Scottish Rite Research Society, the Grand College of Rites, the Philalethes Society and the MasonicSociety.

ACCEPTANCE ADDRESS

It is with honor and humility that I accept my election as Most PuissantGrand Master for our Grand Council for the ensuing year. I thank thecompanions for their trust, and I will do my best to live up to the needs ofour Grand Council. These are trying times indeed that we are living in atthe moment, with the pandemic and civil unrest that has surfaced from longstanding and oft hidden divisions within our society. It is at times like thisthat we need to be strong and look to the lessons and purpose of Freema-sonry and bring those teachings to the fore in our lives.

I would also like to thank my Mum and sister for their continuedsupport and understanding and that of my late father, who I think would bestill somewhat bemused by all of this Masonry. On this 76th anniversary ofD-Day, I would like to acknowledge the service of both my grandfathers inWorld War II: Bob worked as a welder and repairer at the aerodrome inCilloth, Northern England working on Spitfires and Wellingtons; andWalter who landed in Normandy on D-Day+3 in the 79th ArmouredDivision. I salute all our veterans involved in all wars.

As your MPGM, I will continue as I did as Grand High Priest andcontinue to promote the York Rite throughout our jurisdiction. There is stillwork to be done and I recommend that you continue to speak up in yourLodges and Blue Lodge Councils on the benefits of the Chapter andCouncil for all Masons, and those of the Commandery to all ChristianMasons. As the York Rite, we are the keepers of the complete HiramicLegend and of the real word and grip of a Master Mason. We should nevertire of whispering good counsel and education to our brothers.

As we move forward with, hopefully, in person meetings in the Fall, Iwould like to see at least some form of education and discussion on non-degree nights that will better prepare our companions. I recommend the useof the Cryptic Masonry Education Course, easily ordered through Amazon. We are still facing falling numbers and the better educated we are, the betterprepared we will be to express the benefit and need of the Cryptic degreesto our Brethren. We may be looking at further mergers in our GrandCouncil and if companions see the need, let your Grand Officers know sothat we can help in the transition and make the process as smooth andsuccessful as it should be.

Assuming all things being equal, I will be representing our GrandCouncil at the General Grand Chapter and General Grand Council Triennialin Louisville in September. As I have noted in previous officer reports tothis Grand Council, we should be looking at becoming members of theGeneral Grand Council. We are the oldest and original Grand Council andas such we should be a proud member. Unfortunately, over the last fewyears there has been much misinformation and misunderstanding spreadabout. As an example, the idea that General Grand can tell us to change ourtitles is just not true – period, and they don’t want us to change either andwould welcome us as we are. Hopefully as I travel around this year andvisit, I can answer any questions or concerns that any companion may have. As I said a couple of years ago, both we and the General Grand Council willbe stronger together.

We are the oldest Grand Council, and we should be proud of this andof the importance of our degrees. As noted in the Charge of a Select Masterthat having attained our degrees “you have passed the circle of perfectionin Ancient Masonry…you must be sensible that your obligations areincreased in proportion to your privileges. Let it be your constant care toprove yourself worthy of the confidence reposed in you”.

My companions, now is the time to look to our obligations andstrengthen Cryptic Masonry in Connecticut, its birthplace. Again I thankyou of the honor to serve you, and I will endeavor to humbly labor throughthe Ninth Arch to the SV so that the secrets we are keepers of can be spreadto all Master Masons.

( The Order of the Silver Trowel )

ANNUAL REPORT 2020

Because of the Pandemic, there was no meeting of the ConnecticutCouncil of Anointed Kings during the Cryptic Year 2019-20. By orderof Thrice Illustrious King Clyde W. Kayser II, the next meeting will beduring the month of May in 2121. The officers elected and installed onMay 29, 2019 remain in office until then.

SCRIBE-TREASURER’S REPORT

Inasmuch as the Connecticut Councils report only annually as ofMarch 31 to the Grand Council, the records of the Council of AnointedKings must of necessity reflect the same date of currency. The Necrol-ogy Report for the year ending March 31, 2020 shows four Thrice Illus-trious Companions, Leonard F. D’Amico, Arthur H. Carlstrom, James P.Keaveny and Gary A. Littlefield as having passed to the other shore. Thus, as of March 31, 2020, there are approximately 156 members of theConnecticut Council of Anointed Kings.

Fraternally,

Richard A. EpplerScribe/Treasurer
