1. Background

The transportation system in Peel plays a key role in attracting and retaining a range of industries and businesses and directly impacts the competitiveness of Peel's businesses, the availability of high-quality jobs and supports a vibrant local economy. strategic enhancements to the transportation system that supports our economic competitiveness.

The Peel Goods Movement Task Force was established at the direction of Regional Council to bring together key stakeholders from private and public sector companies and agencies that have an interest in the efficient movement of goods.

Goods Movement is a Term of Council Priority (TOCP 15) for 201 1-2014 that sets out to improve the efficiency of goods movement in Peel with the collaboration of the Peel Goods Movement Task Force. This Council Priority is aligned with Goal 4 of the Region's Strategic Plan to support and influence sustainable transportation systems.

Staff has updated Regional Council over the past two years through Council reports dated March 4, 2009, titled "The Establishment of a Goods Movement Task Force in Peel" (Resolution 2009-317) and April 14. 201 1, titled "Peel Goods Movement Task Force Status Update" (Resolution 201 1-424).

2. Peel Goods Movement Task Force

The Peel Goods Movement Task Force is a partnership of key representatives from private and public sector companies and agencies involved in the movement of goods. The Region and the area municipalities are represented on the Task Force by the Regional Chair and Regional Councillors.

The mandate of the Task Force is to:

Develop a common vision for goods movement in the Peel area; Provide a forum to bring together key public and private sector stakeholders to guide future improvements to the goods movement system, to facilitate the exchange of information and to develop common messages on issues affecting goods movement; Monitor, review and provide input and feedback on regional, provincial and federal initiatives related to goods movement; and. Develop an action plan and partnerships for the implementation of short, medium and long-term improvements to the goods movement network in Peel.

The Task Force has met six times since its inception (most recently on November 18, 201 1) and hosted a goods movement conference. Discussions at the inaugural meeting in December 2009 set the direction for the Task Force; that the role of the Task Force should be that of a "change agent", with a focus on the here and now - taking concrete short-term measures to improve how goods are moved -while also identifying the policies and actions needed to bring about long-term, system-wide changes.

Subsequent meetings of the Task Force have consisted of:

Discussions to develop and prioritize an Action Plan for the Task Force; Hosting 300 transportation experts and government and industry leaders at a goods movement conference titled "Delivering the Goods: Meeting Freight Challenges through Partnerships and Innovations";

Presentations by private and public sector members on their company'slagency's role in the movement of goods, steps they have taken to improve how they move goods, and concerns they have about the goods movement system; Discussions on goods movement issues of concern to member companies/agencies; Reports by the Technical Working Group on work carried out on behalf of the Task Force; and Tours of member company's/agency's facilities.

3. Goods Movement in Peel

Goods movement and manufacturing are key to Peel's economic vitality. Peel Region is a significant freight hub for the Greater Toronto and Hamilton Area (GTHA), Southern Ontario and the rest of Canada. Goods Movement is critical to Peel because:

Approximately $1.5 billion worth of goods move through Peel every day; Manufacturing, wholesale trade, and transportation and warehousing account for nearly 30 percent of Peel's employment; Peel accounts for 15 percent of Ontario's exports; There are approximately 2,000 trucking companies in Peel; Truck activity in Peel represents about 25 percent of all truck activity in Ontario; Toronto Pearson International Airport handles more air cargo than the Vancouver and Montreal airports combined; The CN Brampton and CP Vaughan intermodal terminals are two of the largest in Canada; Metrolinx's 'Cost of Congestion' study in the Greater Toronto and Hamilton Area in 2006 indicated the annual cost of congestion to commuters was $3.3 billion and the annual cost to the economy was $2.7 billion (total of $6 billion). The cost is projected to increase to $15 billion in the next 25 years; Traffic congestion and travel delays have been identified as major challenges by the goods movement industry. The cost of congestion in Peel Region is $845 million per year.

4. Peel Region Goods Movement Strategic Plan

Members of the Peel Goods ~ovement Task Force and its Technical Working Group identified a list of actions to improve how goods are moved within and through Peel. The proposed actions range from "quick wins" to address existing and short-term challenges to actions aimed at influencing longer-term improvements.

The action items are categorized in the following four Strategic Directions:

1. Pursue Infrastructure Improvements; 2. Partnership, Communication and Advocacy; 3. Systems Optimization of Existing Infrastructure; 4. Planning and Forecasting.

Twenty-three action items are prioritized into a five-year Action Plan. Twelve action items will commence in Year 1 (2012), seven action items in Year 2 (2013), two action items in Year 3 (2014), one action item each for Year 4 (2015) and Year 5 (2016). The Action Plan is a living document and will be updated every 3 years as the Goods Movement Program evolves.

Implementation of the Action Plan will be coordinated in partnership with the Ministry of Transportation Goods Movement Policy Office, Metronlix's GTHA Urban Freight Study initiatives, the local area municipalities and private-sector members.

Further detailed information is available in Appendix I1

The overall intent of the plan is to leverage existing resources in the capital budgets from other sections within the Transportation Division, and to complete the majority of the improvements through existing capital budgets. Projects and project details will be prioritized through a "goods movement lens".

A copy of the entire Peel Region Goods Movement Strategic Plan is available in Appendix 111.

5. Financial Implications

Funding for the Goods Movement Program is identified in the approved 2012 Capital Budget and Capital Forecast under Capital Project 12-7720.

6. Next Steps

Staff, with guidance from the Task Force, will continue to develop partnerships and collaboration between the public and private-sectors while executing and implementing the action items identified in the Plan for the safe and efficient movement of goods. Staff will continue to apprise the Regional Council on progress made and improvements delivered to the transportation system in Peel Region.

7. Conclusion

Traffic conaestion and travel delavs have been identified as maior challenaes bv the aoods movement;ndustry. Congestion affects the reliability and predictability of moving within and through Peel and, therefore, impacts Peel's economic competitiveness.

Staff recommends that Regional Council adopts the Peel Region Goods Movement Strategic Plan as endorsed by the Peel Goods Movement Task Force for implementation to facilitate the safe and efficient movement of goods within and through Peel Region.

APPENDIX II

Five-Year Action Plan

Year 1 (2012) of the Action Plan focuses on 12 action items to optimize the Region of Peel's existing infrastructure and systems:

Prioritize intersection improvements to increase truck traffic flow on key corridors; ldentify and implement access improvements to Toronto Pearson International Airport; ldentify and implement access improvements to CN Brampton and CP Vaughan lntermodal facilities; Prioritize improvements to at-grade rail crossings; Advocate for improvements to border crossings; Advocate for streamlining and expediting the Environmental Assessment process; Enhance traffic signals to accommodate and increase better traffic flow along goods movement corridors; Develop and implement a Regional Information Technology Services (ITS) Strategic Plan and Network; Develop an enforcement mechanism for road construction projects; Improve incident management; Advance Freight Transport Management recommendations; Develop and implement a Strategic Goods Movement Network.

Year 2 (2013) of the Action Plan contains seven action items that primarily focus on partnership, communication, advocacy and systems optimization:

13. Advocate for changes to the employment density targets that support freight hubs; 14. Advocate for improved provincial and federal goods movement planning and greater

inter-regional co-operation; 15. ldentify additional federal and provincial funding sources for the 400 series highway with

401 as a high priority corridor; 16. ldentify opportunities to strengthen connections between government and private-sector

industry; 17. Develop and implement a backhaul freight matching program and pilot project; 18. Create a Peel truckers' map that employs GPS and includes routes and by-law

references; 19. Quantify economic benefits of freight to Peel's economy.

Year 3 (2014) of the Action Plan contains two action items that address infrastructure improvements, planning and forecasting, and implementing recommendations from Years 1 and 2:

20. Research truck-only lanes and implement a pilot project; 21. Develop an economic case for freight village;

Years 4 and 5 (2015 and 2016) of the Action Plan focus on planning and forecasting items as well as continuing to implement recommendations from the first three years.

22. Develop a data sharing program between the government and industry; 23. Support the establishment of a goods movement Centre of Excellence.
