of Bills and Gas and Electric Rule 1 - Definitions

Purpose

The purpose of this advice filing is to modify Electric and Gas Rules 9 – “Rendering and Payment of Bills”, to provide PG&E the authority to automatically enroll customers into Electronic Billing rather than send a paper bill when customers sign up for or use electronic payment options through Pacific Gas and Electric Company's (PG&E) website.

In addition, PG&E is proposing to expand the definition of “Mailed” in Electric Rule 1 to include all electronic means of communications and add the term “Mailed” to the list of definitions in Gas Rule 1 that currently does not exist.

These changes align with customer preferences and are expected to increase participation in PG&E’s Electronic Billing program without limiting customer billing options.

Background Many of PG&E’s customers pay and receive billing information electronically as customer awareness of, and access to, PG&E’s online services continues to increase. This is supported by the fact that as of 2016, 3.3 million users have established online profiles on PGE.com. Of those registered online profiles, 2.3 million users logged into PGE.com at least once to view various pages within the web site during 2016. Seventy percent (70%) of visitors to PGE.com will log into “Your Account,” and up to eighteen percent (18%) of the visitors are frequent users who access their account information more than ten times per month.

As of July 2017, 66 percent of PG&E’s customers pay their bills electronically through various channels on a regular basis; however, only 33 percent of PG&E’s 6.4 million customers are enrolled in PG&E’s Electronic Billing program. Customer participation in the Electronic Billing program has experienced low organic growth at an average of one

This participation level aligns with JD Power’s nation-wide study of large electric utilities that shows 40 percent of customers surveyed currently receive their electric bill electronically, compared to 65 percent of customers who pay their bill online.

In 2015, California Public Utilities Commission (CPUC or Commission) approved a similar request submitted by Southern California Edison Company (SCE) in Advice 200-G/3202-E where SCE requested to revise its Gas and Electric Rule 9 to increase customer participation in electronic billing.

Tariff Revisions This advice letter proposes the transition of PG&E’s default bill format from paper to electronic as a first option for those customers who pay their bills electronically. PG&E’s customers who do not pay their bill electronically will be unaffected by the changes requested in this advice letter and will continue to receive a paper bill.

Currently Electric and Gas Rule 9, Section E.4 only allows recurring electronic payment of bills if the customer has submitted a valid email address and agreed via email to the suppression of all future paper bills. To address customers’ electronic billing preferences and increase exposure to, and participation in, PG&E’s Electronic Billing program, PG&E requests authority to automatically enroll any electric or gas customer who makes an electronic payment into the Electronic Billing program. Electronic Billing will apply to customers who elect to have recurring payments or make a single monthly payment.

PG&E will provide notices to these customers informing them of their automatic enrollment in Electronic Billing. For example, customers paying electronically may see an on-screen notification alerting them that upon completion of their electronic payment, they will be enrolled in Electronic Billing and that they will no longer be mailed a hard copy of their monthly bill. PG&E also plans to send these customers an e-mail confirmation of their enrollment in Electronic Billing. Customers will be provided with instructions on how to end participation in Electronic Billing and return to paper billing if they desire to do so. All customers enrolled in Electronic Billing may elect to end participation at any time and return to paper billing beginning on their next regular billing cycle after PG&E processes their request.

The goals of the Electronic Billing program are to provide customers excellent service that meets their preferences; increasing PG&E environmental stewardship; and lowering the expenses associated with printing and mailing paper bills. PG&E recognizes that some customers may still prefer to receive paper bills. As such, at any time customers may de-enroll from Electronic Billing either via PGE.com or by contacting the Customer Contact Center. PG&E anticipates that implementing automatic enrollment as part of the Electronic Billing enrollment process may increase

Upon approval of this advice letter, PG&E plans to make the necessary system modifications and implement the proposed enrollment program changes described above starting in the third quarter of 2018.

INTERSTATE TRANSPORTATION: Transportation of natural gas on a pipeline system under the regulation of the Federal Energy Regulatory Commission.

INTRASTATE TRANSPORTATION: Transportation of natural gas on the PG&E system.

LIQUEFIED PETROLEUM GAS (LPG): A gas containing certain specific hydrocarbons (such as butane or propane) which are gaseous under ambient atmospheric conditions, which can be liquefied under moderate pressure at normal temperatures.

LOCAL TRANSMISSION SYSTEM: The term Local Transmission System includes the pipeline used to accept gas from the Backbone Transmission System, and transport it to the Distribution System. For PG&E, the Local Transmission System consists of all numbered (i.e., named) pipelines that are not considered part of the Backbone Transmission System, and Distribution Feeder Mains (DFMs), with a maximum operating pressure of greater than 60 (sixty) pounds per square inch.

MAILED: A communication sent by electronic means or enclosed in a sealed envelope, properly addressed and deposited in any U.S. Post Office box, postage prepaid.

MAIN EXTENSION: The length of main and related facilities required to move gas from the existing facilities to the point of connection with the service piping.

A. BILLS PREPARED AT REGULAR INTERVALS

Bills for gas service will be rendered at regular intervals. All bills will be based on meter registration or actual usage data, except as provided in C, G and O below, or as may otherwise be provided in PG&E's tariffs and the applicable rate schedule for the service.

Meters will be read as nearly as possible at regular intervals. Except as otherwise stated the regular billing period will be once each month. Due to Sundays and Holidays it is not always possible to read meters on the same day of each month. Where the monthly period is less than 27 days or more than 33 days, a pro rata correction will be made in the bill on the basis of the number of days in the period in question to the total days in an average month, which will be taken as 30 days. Where, however, daily equivalents are used in place of fixed monthly charges, there will be no pro rata correction. Instead, the calculation shall use the number of days in the billing period multiplied by the daily equivalent charge. Where daily baseline or medical quantities are used, the calculation shall use the number of days in the billing period multiplied by the daily equivalent therms.

Whenever PG&E's rate schedules include an annual minimum, an annual service or an annual demand charge, said charge is to be payable in twelve (12) equal monthly installments throughout the year unless otherwise provided in the rate schedule.

B. PRO RATA CORRECTION

Except as provided in Section J below, opening and closing bills and monthly bills for gas service rendered for periods of less than 27 days or more than 33 days will be computed in accordance with this rule, but unless otherwise provided in the applicable rate schedule the amount of the blocks in the schedule and the minimum charge will be prorated on the basis of the number of days in the period in question to the total number of days in an average month, as specified in Section A above. However, where daily equivalents are used, there will be no prorata correction. Instead, the calculation shall use the number of days in the billing period multiplied by the daily equivalent charge.

When one or more regularly scheduled meter readings have been missed, the proration factor for the next regularly scheduled meter reading shall be 1.000 times the number of monthly billing cycles in the period. When an interim bill based on a special reading for a period other than 27 to 33 days has been issued during the interval since the last regularly scheduled meter reading, the proration factor for the regularly scheduled bill shall be the factor derived above, less the proration factor applied to the interim bill. However, where daily equivalents are used, there will be no pro rata correction. Instead, the calculation shall use the number of days in the billing period multiplied by the daily equivalent charge.

E. BILLS DUE ON PRESENTATION

Bills for gas service are due and payable upon presentation. Payments shall be received at the address imprinted on the payment stub attached to PG&E’s bill, a business office of PG&E, or by an authorized agent of PG&E. Payments shall be made using the following options:

1. Cash, check, money order; or

2. Electronic data interchange (EDI) for commercial customers or recurring automatic bank debit (Wherein the customer requests the automatic monthly withdrawal of payment for utility services from a designated checking/banking account); or

3. Debit card, credit card, automatic bank debit the customer initiates (A transfer or transaction fee over and above the PG&E bill amount may be charged to the customer for these services). These services are available through a third-party operated pay-by-phone service, authorized bill payment kiosk, PG&E online, or PG&E downloadable mobile application; or

4. By other means mutually agreeable to PG&E and the customer.

If a Customer makes only partial payment on a bill, the partial payment received will be allocated among the following components of the bill in proportion to the amount owed on each or as otherwise specified in PG&E tariffs (utility users taxes will be treated in accordance with current utility procedures and are not subject to this section). The bill components include PG&E Charges, energy-related charges, and other applicable products and services charges. Customer failure to pay any of the components set forth herein, except residential customer third-party products and services, or as otherwise specified in PG&E tariffs, will be subject to service termination as set forth in Rule 11.

L. ELECTRONIC BILL PRESENTATION AND PAYMENT

The Customer may elect to receive, view, and pay regular bills for service electronically and to no longer receive paper bills and legal and mandated notices. Customers who make an electronic payment through PG&E’s payment services may automatically be enrolled in electronic billing after the next regular billing cycle following PG&E’s receipt of the payment. Customers may request to end electronic billing at any time and the request would be effective the next billing cycle after PG&E has processed the request. Access to legal and mandated notices shall be included with PG&E’s electronic transmittal; except, however, all 7-Day and 48-Hour notices of termination of service for nonpayment shall be delivered by U.S. Mail. Either party may discontinue Electronic Billing upon 30-days prescribed notice.

Customers choosing to use an alternative payment method, such as a bill aggregator or financial institution, may be charged a fee by the third party. All complaints regarding alternative payment methods shall be directed to PG&E.

M. PRIVACY OF CUSTOMER INFORMATION

PG&E may release confidential information to a third party without obtaining the customer’s electronic signature or written consent when required by regulatory, legislative or court order. In such instances, PG&E shall make a reasonable effort to inform the customer of the information to be released, the date the information will be released, and the duration of the release, except in circumstances in which notification to the customer by PG&E is prohibited by law or otherwise inconsistent with applicable laws and regulations. Privacy and security of customer usage information will be maintained in accordance with PG&E’s Gas Rule 27, Privacy and Security Protections for Energy Usage Data.

MANDATED SAFETY AND LEGAL NOTICES: Mandated notices include notices required to be sent to all PG&E customers by law and include, but are not limited to, notices of the type, and with the frequency, that PG&E has used, and continues to use, to discharge legal obligations, such as quarterly Proposition 65 notices, quarterly notices of rate options applicable to each customer class, notices of rate applications, and notices of public assistance and low income programs.

MASTER-METERING: Where PG&E installs one service and meter to supply more than one residence, apartment dwelling unit, mobilehome space, store, office, etc.

METER: The instrument that is used for measuring the electricity delivered to the Customer.

MIXED USE: Existing customers with a mix of residential and non-residential uses (mixed use) will be presumed to be on an applicable rate. However, if the predominate use is demonstrated to be more than 50% of the designated billing classification (residential or non-residential), then the rate may be changed to the billing classification applicable to the predominate use if the billing classification is consistent with the local governmental entity's treatment of the Premise as residential or non-residential (e.g. commercial). For purposes of determining predominate use, all common area usage will be considered residential usage regardless of whether the customer has elected a residential or non-residential billing classification for that common area usage under PG&E's tariffs. To the extent a Residential Dwelling Unit has both gas and electric service, all of the services must be served under the same billing classification. A customer however, has the obligation to notify PG&E if the billing classification is no longer consistent with the predominant use on the meter. PG&E has no obligation to change rates until such notification is received. Rate change obligations shall be prospective only unless PG&E failed to act on a customer notification in a timely fashion. If a notification occurs and there is a failure to act on PG&E’s part, then such failure to act will be treated as a billing error under Rule 17.1

A. BILLS PREPARED AT REGULAR INTERVALS

Bills for electric service will be rendered at regular intervals. All bills will be based on meter registration or actual usage data, except as provided in C, G and O below, or as may otherwise be provided in PG&E's tariffs and the applicable rate schedule for the service.

Meters will be read as nearly as possible at regular intervals. Except as otherwise stated the regular billing period will be once each month. Due to Sundays and Holidays it is not always possible to read meters on the same day of each month. Where the monthly period is less than 27 days or more than 33 days, a pro rata correction will be made in the bill based on the number of days in the period in question to the total days in an average month, which will be taken as 30 days. Where, however, daily equivalents are used in place of fixed monthly charges, there will be no pro rata correction. Instead, the calculation shall use the number of days in the billing period multiplied by the daily equivalent charge. Where daily baseline or medical quantities are used, the calculation shall use the number of days in the billing period multiplied by the daily equivalent kilowatthours (kWh).

Whenever PG&E's rates include an annual minimum, an annual service or an annual demand charge, said charge is to be payable in twelve (12) equal monthly installments throughout the year where service is not seasonal; where service is seasonal in nature, such as for agricultural, reclamation, wineries, etc., such charges shall be due and payable in equal monthly installments during the normal period of use, unless otherwise specified in PG&E’s tariffs. Where such charges are based on the maximum demand during the year, the proportionate amount due and payable at the end of any month shall be based on the maximum demand which shall have occurred during the contract year up to that time.

B. PRO RATA CORRECTION

Except as provided in Section J below, opening and closing bills and monthly bills for electric service rendered for periods of less than 27 days or more than 33 days will be computed in accordance with the rate schedule applicable to that service, but (unless otherwise provided in this rule, or in the applicable rate schedule) the amount of energy blocks, demand blocks, etc., and the service charge, demand charge, or minimum charge will be prorated on the basis of the number of days in the period in question to the total number of days in an average month, as specified in Section A above. However, where daily equivalents are used, there will be no pro rata correction. Instead, the calculation shall use the number of days in the billing period multiplied by the daily equivalent charge.

E. BILLS DUE ON PRESENTATION

Bills for electric service are due and payable upon presentation. Payments shall be received at the address imprinted on the payment stub attached to PG&E’s bill, a business office of PG&E, or by an authorized agent of PG&E. Payments shall be made using the following options:

1. Cash, check, money order; or

2. Electronic data interchange (EDI) for commercial customers or recurring automatic bank debit (Wherein the customer requests the automatic monthly withdrawal of payment for utility services from a designated checking/banking account); or

3. Debit card, credit card, automatic bank debit the customer initiates (A transfer or transaction fee over and above the PG&E bill amount may be charged to the customer for these services). These services are available through a third-party operated pay-by-phone service, authorized bill payment kiosk, PG&E online, or PG&E downloadable mobile application; or

4. By other means mutually agreeable to PG&E and the customer.

If a Customer makes only partial payment on a bill, the partial payment received will be allocated among the following components of the bill in proportion to the amount owed on each or as otherwise specified in PG&E tariffs (utility users taxes will be treated in accordance with current utility procedures and are not subject to this section). The bill components include PG&E charges, CTC charges, and other energy-related charges. Customer failure to pay any of the components set forth herein, except residential customer third-party products and services, or as otherwise specified in PG&E tariffs, will be subject to service termination as set forth in Rule 11.

L. ELECTRONIC BILL PRESENTATION AND PAYMENT

The Customer may elect to receive, view, and pay regular bills for service electronically and to no longer receive paper bills and legal and mandated notices. Customers who make an electronic payment through PG&E’s payment services may automatically be enrolled in electronic billing after the next regular billing cycle following PG&E’s receipt of the payment. Customers may request to end electronic billing at any time and the request would be effective the next billing cycle after PG&E has processed the request. Access to legal and mandated notices shall be included with PG&E’s electronic transmittal; except, however, all 7-Day and 48-Hour notices of termination of service for nonpayment shall be delivered by U.S. Mail. Either party may discontinue Electronic Billing upon 30 days prescribed notice.

Customers choosing to use an alternative payment method, such as a bill aggregator or financial institution, may be charged a fee by the third party. All complaints regarding alternative payment methods shall be directed to PG&E.

M. PRIVACY OF CUSTOMER INFORMATION

To preserve customer privacy, PG&E will not release confidential information, including financial information, to a third party without the customer’s electronic signature or the written consent. Privacy and security of customer usage information will be maintained in accordance with PG&E’s Electric Rule 27, Privacy and Security Protections for Energy Usage Data.

INTERSTATE TRANSPORTATION: Transportation of natural gas on a pipeline system under the regulation of the Federal Energy Regulatory Commission.

INTRASTATE TRANSPORTATION: Transportation of natural gas on the PG&E system.

LIQUEFIED PETROLEUM GAS (LPG): A gas containing certain specific hydrocarbons (such as butane or propane) which are gaseous under ambient atmospheric conditions, which can be liquefied under moderate pressure at normal temperatures.

LOCAL TRANSMISSION SYSTEM: The term Local Transmission System includes the pipeline used to accept gas from the Backbone Transmission System, and transport it to the Distribution System. For PG&E, the Local Transmission System consists of all numbered (i.e., named) pipelines that are not considered part of the Backbone Transmission System, and Distribution Feeder Mains (DFMs), with a maximum operating pressure of greater than 60 (sixty) pounds per square inch.

When one or more regularly scheduled meter readings have been missed, the proration factor for the next regularly scheduled meter reading shall be 1.000 times the number of monthly billing cycles in the period. When an interim bill based on a special reading for a period other than 27 to 33 days has been issued during the interval since the last regularly scheduled meter reading, the proration factor for the regularly scheduled bill shall be the factor derived above, less the proration factor applied to the interim bill. However, where daily equivalents are used, there will be no pro rata correction. Instead, the calculation shall use the number of days in the billing period multiplied by the daily equivalent charge.

These services are available through a third party operated pay-by-phone service, authorized bill payment kiosk, authorized gift card merchant or PG&E online. PG&E Gift Cards may be used for a one-time payment through an authorized gift card merchant. The debit card and credit card options include a one-time payment option through authorized bill payment kiosks, and both a one-time payment and a recurring billing payment option through a pay-by-phone service or PG&E online. The recurring payment option is contingent upon the PG&E customer submitting and maintaining a valid email address and expressly agreeing via email to the suppression of all future paper bills in a manner consistent with the requirements of Rule 9 (L), or

B. PRO RATA CORRECTION

Except as provided in Section J below, opening and closing bills and monthly bills for electric service rendered for periods of less than 27 days or more than 33 days will be computed in accordance with the rate schedule applicable to that service, but (unless otherwise provided in this rule, or in the applicable rate schedule) the amount of energy blocks, demand blocks, etc., and the service charge, demand charge, or minimum charge will be prorated on the basis of the number of days in the period in question to the total number of days in an average month, as specified in Section A above. However, where daily equivalents are used, there will be no pro rata correction. Instead, the calculation shall use the number of days in the billing period multiplied by the daily equivalent charge.

E. BILLS DUE ON PRESENTATION

Bills for electric service are due and payable upon presentation. Payments shall be received at the address imprinted on the payment stub attached to PG&E’s bill, a business office of PG&E, or by an authorized agent of PG&E. Payments shall be made using the following options:

1. Cash, check, money order, or

2. Electronic data interchange (EDI) for commercial customers or recurring automatic bank debit (Wherein the customer requests the automatic monthly withdrawal of payment for utility services from a designated checking/banking account), or

3. Debit card, credit card, automatic bank debit,at the option of PG&E, prepaid purchase card (PG&E Gift Card), or an electronic funds transfer the customer initiates through a third party (A transfer or transaction fee over and above the PG&E bill amount may be charged to the customer by a third-party vendor for these services). These services are available through a third party operated pay-by-phone service, authorized bill payment kiosk, PG&E online, or PG&E downloadable mobile application, or

4. Debit card, credit card, or PG&E Gift Card payment(s) where the customer initiates through a third party (A transfer or transaction fee over and above the PG&E bill amount may be charged to the customer by a third-party vendor for these services). These services are available through a third party operated pay-by-phone service, authorized bill payment kiosk, authorized gift card merchant or PG&E online. PG&E Gift Cards may be used for a one-time payment through an authorized gift card merchant. The debit card and credit card options include a one-time payment option through authorized bill payment kiosks, and both a one-time payment and a recurring billing payment option through a pay-by-phone service or PG&E online. The recurring payment option is contingent upon the PG&E customer submitting and maintaining a valid email address and expressly agreeing via email to the suppression of all future paper bills in a manner consistent with the requirements of Rule 9 (L), or

5. By other means mutually agreeable to PG&E and the customer.

If a Customer makes only partial payment on a bill, the partial payment received will be allocated among the following components of the bill in proportion to the amount owed on each or as otherwise specified in PG&E tariffs (utility users taxes will be treated in accordance with current utility procedures and are not subject to this section). The bill components include PG&E charges, CTC charges, and other energy-related charges. Customer failure to pay any of the components set forth herein, except residential customer third-party products and services, or as otherwise specified in PG&E tariffs, will be subject to service termination as set forth in Rule 11.

L. ELECTRONIC BILL PRESENTATION AND PAYMENT

At the mutual option of the Customer and PG&E, theThe Customer may elect to receive, view, and pay regular bills for service electronically and to no longer receive paper bills and legal and mandated notices. Customers who make an electronic payment through PG&E’s payment services may automatically be enrolled in electronic billing after the next regular billing cycle following PG&E’s receipt of the payment. Customers may request to end electronic billing at any time and the request would be effective the next billing cycle after PG&E has processed the request requesting this option may be required to complete additional forms and agreements. Legal and mandated notices shall be included with PG&E’s electronic transmittal; except, however, all 7-Day and 48-Hour notices of termination of service for nonpayment shall be delivered by U.S. Mail. Either party may discontinue Electronic Billing upon 30 days prescribed notice.

Customers choosing to use an alternative payment method, such as a bill aggregator or financial institution, may be charged a fee by the third party. All complaints regarding alternative payment methods shall be directed to PG&E.

M. PRIVACY OF CUSTOMER INFORMATION

To preserve customer privacy, PG&E will not release confidential information, including financial information, to a third party without the customer’s electronic signature or the written consent. Privacy and security of customer usage information will be maintained in accordance with PG&E’s Electric Rule 27, Privacy and Security Protections for Energy Usage Data.
