WELCOMEMISSION STATEMENT

Paradise Preschool Parent Co-Op strives to provide a quality early childhood education where all aspects of the child’s development are promoted in a safe and nurturing environment through positive relational interactions and parent education.

PHILOSOPHYParadise Preschool Parent Co-Op is designed for your child to begin his/her school experience

together with his/her parents, so the separation is gradual and for short periods of time. Our hope is that this will be the beginning of an enriched experience for the whole family, and that sharing your child’s first school experience will encourage you to remain involved in the education process as s/he progresses through school. Our program is organized to develop a well-balanced child through enriched activities including: art, science, music, physical education, and oral language. To this end, we ask your cooperation in preparing yourself to get the most out of this experience by familiarizing yourself with the policies contained in this handbook.

SPECIAL BENEFITS OF A PARENT EDUCATION PRESCHOOLA. The child who attends a parent-education preschool with its friendly, relaxed atmosphere develops

many new skills:1. Social awareness comes from association with other children his/her age and learning to take

turns, approach, share, and consider the rights and opinions of others.2. Emotional stability results from learning under guidance to solve his/her own problems, “play

out” negative feelings, and accept limits; thus, leading to self-discipline.3. Physical, intellectual, and creative skills are encouraged and developed by the great variety of

play materials and equipment available in the school.B. The parent of a child in a parent-education preschool finds many personal values:

1. The parent’s participation as the teacher’s assistant increases his/her understanding of young children as s/he learns what to expect.

2. The parent has the opportunity to achieve objectivity concerning the child by observing his/her child in relation to a group of children of the same age.

3. Preschool gives the parent time for personal activities while the child is participating in school.4. Parents gain insight into family situations from group discussions.5. Parents have an opportunity to form friendships with other parents of young children.

C. Preschool is the beginning of a new relationship between parent and child:1. This is often the child’s first separation from his/her parent/caregiver. This break should be

gradual and is the basis for a sounder, happy relationship in the future.2. The child learns to share parents with other children, and to accept help from other adults.3. Parent and child learn to enjoy each other in a new setting, exploring new materials and

activities together.D. We believe that you will be pleased with preschool when you see that your child has improved in

INTRODUCTIONINTRODUCING YOUR CHILD TO PRESCHOOL

A. Telling the child what s/he may expect:1. Accurate information concerning familiar factors.

a. Friendly teachers who will help him/her have fun.b. Other children for playmates.c. Toys and equipment to be enjoyed by your child.

2. Be casual; too high of expectations may be followed by confusion and/or disappointment.3. Explain, “I will be there with you one day during the week to be a teacher’s helper”.

B. The first day:1. Allow sufficient time for dressing, eating, and other routines to permit you and your child to

arrive on time, feeling relaxed and secure.2. Permit your child to cling, if s/he wishes, and stay with him/her until s/he stays willingly. The

teacher may help when s/he feels the child is ready to let the parent go.3. Expect your child to grow in his/her own way, at his/her own pace, in play experiences. Solitary

play, watching others, parallel play, and cooperative play are all normal patterns of play; followed in that order by most children.

C. Parent’s Role:1. Release your child emotionally, especially from demands of perfection.2. Let you child come to you for comfort and affection whenever s/he wishes.3. Be responsible for your area.4. Limit conversation with others to essential. Keep voices low.5. Refrain from discussing a child in his/her presence. Never say, “Oh, s/he’s just being shy.”

“S/he’s feeling hyper.” The child may find it all too easy to fall into the mold you make.6. ENJOY! No one is here to judge you or your child. We are all learning.

D. Leaving your child at Preschool:1. Remember that some children adjust to preschool in an hour, while others may need several

weeks.2. When you feel the time has come for your child to be left on their own, your conversation

should go something like this:“It’s time for me to go home (or shopping) now. I will be back soon!”It is best not to sneak off without making sure your child understands their new situation. Be matter-of-fact. Do not prolong your exit. Sympathetic adults will help the child adjust and feel comfortable.

3. If, after two (2) weeks, your child is not adjusted to the idea of you leaving, then consult with the Director, and s/he will give you helpful advice on how to proceed.

HINTS ON DRESSING YOUR CHILD FOR SCHOOLChildren should wear comfortable, suitable clothes, and preferably no open-toed shoes. Play clothes

are encouraged, as we want the children to feel free to play. Sometimes, clothes get paint on them, which is difficult to remove from the clothing. Disciplining children for getting paint or dirt on clothes is against the policy of our school. Here are suggestions to keep in mind when selecting you child’s school clothing:• Should give freedom for action• Should be sturdy• Should allow for self-dressing

• Should be suited to the temperature• Should be allowed to get dirty

PARADISE PRESCHOOL SCHEDULE• Class is from 9 a.m.-11:30 a.m.• Little Ladybug’s class is 2 year olds and Social Butterfly’s class is 3 year olds with a preschool

program focus. • Busy Bee’s class is 4 year olds with a K-ready program focus.• Drop-off inside and pick-up at the playground. Rainy day pick-up is inside.

9:00 a.m. – 9:30 a.m. Children greet the Director for the daily “health check”. Participating parents check their job card and prepare for the day. The job cards rotate, and you might have to cover a job if someone is absent. Little Ladybugs and Social Butterflies go to the Snack Room to participate in free-choice activities including but not limited to snack, painting, creative writing, play dough, and sensory. Busy Bees go to the Circle Room for lesson, music, and sharing.9:30 a.m. – 10:00 a.m. Little Ladybugs and Social Butterflies go to the Project Room to participate in free-choice activities including but not limited to crafts, science, manipulative, listening center, puppets, and pets. Busy Bees explore the Snack Room.10:00 a.m. – 10:30 a.m. Little Ladybugs and Social Butterflies go to the Playroom to participate in free play including but not limited to games, playhouse, general store, workshop, and block. Busy Bees explore the Project Room.10:30 a.m. – 11:00 a.m. Little Ladybugs and Social Butterflies explore the Circle Room. Busy Bees explore the Playroom.11:00 a.m. – 11:30 a.m. Children go to the playground for outside play. Director/parent discussions take place at this time while parents supervise the playground.

GUIDES FOR PARTICIPATINGSome new parents feel unsure their first few days at school. Seasoned parents will be glad to show

new ones the ropes and the Director is available to give specific directions when needed. Almost every new participating parent sooner or later finds him/herself in a baffling situation. When this occurs, do what seems best at the time or turn the problem over to the Director. Like the child, the parent too will soon gain confidence and feel at home in the school environment.

In order to help each of you gain confidence quickly and contribute to a calm and steady atmosphere at school, please consider the following suggestions:1. Wear clothes to school that you are willing to get dirty. Maintain professionalism but plan clothing

with the idea of playing with children. If needed, aprons are provided by the preschool.2. Label your child’s jacket/sweaters/sweatshirts and sharing items.3. Be on time! Always walk your child directly to the teacher. Always come to the playground gate

when school is out.4. Make eye contact, get on the same level as the child (may require sitting, kneeling, etc.)5. Interact with the children. Avoid adult conversations during school time.6. Be a good example for children. Use a quiet, calm voice. Refrain from yelling. 7. Situations which demand your immediate attention:

a. When a child is being hurt or has incurred an injury.b. When s/he is hurting another.c. When s/he is being destructive.d. When s/he is involved in dangerous play.

8. Discipline children by using “time-outs.” Time-outs are the most neutral form of discipline. Corporal punishment (spanking, etc.) is not allowed at Paradise Preschool, Inc. and will call for your immediate removal. If your own child has a problem, it may be better to let another parent help.

9. Be positive; emphasize what children may do rather than what they may not do. Suggest alternatives when possible.

10. Relax. We all have our days, kids included!11. When drawing, painting, or using playdoh, refrain from setting patterns for a child to copy. Use

words of encouragement and comment on creativity.12. When you see a child unoccupied, suggest, do not insist on an activity. Remember that observation

is a form of participation.13. Signs of illness, fatigue, or any injury should be reported to the Director.14. Be responsible for watching a particular area. Never leave any area unsupervised.15. Frequently, a new child will cling to his/her parent or make excessive demands for attention. This

behavior may periodically recur throughout the year. Usually, giving the child more attention and affection will make everyone feel more at ease than would try to push the child away.

16. The children should be allowed and encouraged to use their own initiative to work things out for themselves as must as possible. This requires patience and self-restraint on the part of the participating adult.

17. Show the child by your manner(s) and tone of voice that you assume s/he will be cooperative. If s/he does not respond, simply give a pleasant, but firm, repetition of the suggestion. Avoid using unnecessary words, excessive persuasion, or arguing about the issue.

18. Let the child make a choice only when either decision is acceptable. Decision making opportunities develop maturity and self-reliance in children.

19. When following routine procedures, offer no choice. Simply use such phrases as, “It’s time to…” or “Let’s pick up these…”

20. Give the children a warning a few minutes before asking to stop an activity.21. When a child is having difficulty, offer help before s/he reaches the point of frustration. Example:

a. Jenny wants to take a turn on a scooter that Joe is riding. She starts to grab the scooter. At that point, you say, “Jenny, the scooter belongs to all of us. How can you get a turn?”

22. Children at this age frequently need encouragement in verbalizing what they are feeling. Action is a simpler, faster means to expression at this age. It is just as quickly misinterpreted. Confrontation may be avoided by an adult saying: a. “Billy wants to tell you he would like a turn. Will you give the scooter to him when you’ve

finished?”23. Help develop independence by not doing everything for children. Have materials where children can

use them without help. Encourage children to help themselves.24. Let children talk…and be sure to listen.25. Set limits for children and be sure they understand them. Children will push and push until they

locate the boundaries. If you are consistent, children will not keep testing you.26. All play things belong to the group. Things may not be grabbed from children who are using them.

We take turns.27. Remember that you are participating in the children’s world while you are at preschool. Enjoy the

children as they are. Remember, each child is someone’s very precious son or daughter.28. Do not be embarrassed when you make a mistake. A frank appraisal of mistakes means growth.29. Be relaxed and enjoy participation time. Children are interesting. The more relaxed you are the

more responsive children will be. You do not need magic to turn a parent-cooperative preschool into a cooperative children’s preschool. Keep in mind, at Paradise Preschool, we cooperate!

RULES AND REQUIREMENTSENTRANCE CRITERIA

1. Age Requirements:Children eligible for Paradise Preschool must be:• Two year’s old by September 1 of that school year for the Little Ladybug’s class• Three year’s old by September 1 of that school year for the Social Butterfly’s class• Four years old by September 1 of that school year of the Busy Bee’s class

2. Toilet Training Requirement:Because potty training can be such a broad spectrum and different for each child, students may wear a pull up as long as some progress has been made in the toilet training process. Changing arrangements must be made with the Director in case of an accident.

3. Health:It is required that before entering preschool, every participating adult member must obtain a TB skin test or chest x-ray, a ????????? (check with your own physician) and either obtain a health certificate signed by a physician starting that s/he is in good health, or sign a volunteer health statement. If you test positive for TB skin test or chest x-ray or have contracted TB in the past, you will need a doctor’s clearance to be cleared to work in the classroom. ALL HEALTH FORMS MUST BE TURNED IN BEFORE A MEMBER AND A CHILD WILL BE REGISTERED IN THE PROGRAM.a. Physical: Required by new children upon entering.* Thereafter, returning children every year.b. TB Test: Required for new adult members upon entering.* Thereafter, returning members once

every four years.4. Forms and Records:

You are responsible for the following forms and records:1. Emergency card/Consent for Medical Treatment (double sided)2. Identification and Emergency Information3. Child’s Preadmission Health History- Parent’s Report4. Physician’s Report-Child Care Centers5. California School Immunization Record (blue form) – Proof of immunization is required at

WITHDRAWAL CRITERIA1. Temporary Withdrawal:

Tuition will be charged for each month the child is enrolled. If a child is unable to attend, the member has a choice of dropping out and being placed at the end of the waiting list (this does not guarantee enrollment), or paying the tuition fee and participating as usual; thereby insuring his/her child’s continued enrollment, unless otherwise stipulated by the Executive Board.

2. Withdrawal:A two-week written notice must be submitted to the Executive Board prior to the child’s withdrawal from Preschool. If you choose not to participate in your child’s class, a half month tuition fee will be charged. If readmission is desired, the child will be placed at the end of the waiting list. However, being on the waiting list does not guarantee enrollment.

LIST OF FEES1. Tuition:

a. 1 day per week ($6.00/hour) or $64.95/month2 days per week ($5.80/hour) or $125.57/month3 days per week ($5.50/hour) or $178.61/month4 days per week ($5.20/hour) or $225.16/month5 days per week ($4.90/hour) or $265.21/month

b. Tuition for the first and last month of the school year will be pro-rated based on the number of scheduled days.

c. Volunteer Exemption: If there are extenuating circumstances that you cannot volunteer at any time for the duration of the school year, you may opt out of the participation requirement for the fee of $100.00/month ($23.09/week x 4.33 weeks). For every four (4) children enrolled from separate families ONE (1) volunteer exemption will be approved. To request a volunteer exemption, a letter must be written to the Executive Board explaining the request. Each volunteer exemption is subject to the approval of the Executive Board. The recipient(s) of the Volunteer Exemption is/are still obligated to fulfill all additional Attendance Requirements.

d. If a family has more than one child attending Paradise Preschool, s/he will be required to participate once on a weekly basis. S/he will only have to complete one maintenance day and fulfill 1 x the fundraising requirement for the first child plus ½ of the fundraising requirement for each additional child. S/he will be charged full tuition for the oldest child and receive a 15% discount on each additional child.

e. Financial Scholarship: Paradise Preschool wants to make sure willing, cooperating parents get the chance to have their child come to our school. Therefore, it has one annual scholarship in which parents can apply. To apply for the scholarship, a letter is required from the child’s family explaining their financial situation. Proof of family income will be required with the letter; i.e. Medi-Cal award letter, wage stubs, W-4s. If the family meets the “Federal Free/Reduced Lunch Guidelines” they will be deemed eligible for a scholarship. Partial scholarship (i.e. 50% reduction in tuition) will be awarded to families who meet the criteria for “Reduced” lunch. Full scholarships will be awarded to families who meet the criteria for “Free” lunch. All letters received requesting scholarships will be reviewed by the Executive Board. All letters received, will have all identifying information deleted so that the only members who know any names are the Director, President, and Finance. The recipient is obligated to notify the Executive Board of any financial changes while receiving the scholarship. In order to retain the scholarship, your attendance requirements must be current. (see ‘ATTENDANCE REQUIREMENTS’, pg. 7). The Executive Board retains the right to deny and/or approve one scholarship each year based on

the financial status of Paradise Preschool. A scholarship will not be offered during times of financial hardship as determined by the active Executive Board.

2. Fines:a. Tuition must be paid by the 10th day of the month, and are overdue on the 11th day of the

month. A first time late fee of $15.00 will be added to your bill. On the second offense, a $25.00 late fee will be added to your bill. Students may not attend, if bill is delinquent for more than one month.

b. A fine of $15.00 will be charged on all returned checks. If you have two checks returned for any reason your account will be place on “money order only” status. Checks will no longer be accepted.

c. A fine of $25.00 will be charged for missed General Membership Meetings. d. Upon a delinquent bill, one reminder phone call will be made or letter sent. If the bill has not

been paid by the next billing cycle or a legitimate reason submitted to and approved by the Executive Board, membership will be reviewed and appropriate action will be taken. If the bill is paid after membership has been canceled, the child’s name will be placed at the end of the waiting list.

3. Refunds: a. There will be no refunds of dues except where recommended by the Executive Board in cases of

undue hardship.4. Methods of Payment:

a. Payments can be made in the form of Cash, Check, or via PayPal. If using PayPal, a 2.7% Service Charge will be added to the following month’s invoice. The 2.7% Service Charge will be assessed for every transaction which you use PayPal.

5. Financial Deadline: a. All necessary payments to balance your account must be made before May 10th. After May

10th, any member with an outstanding balance will become a member in Poor Standing and may not continue enrollment.

ENROLLMENT POLICYOpen enrollment is ongoing for Paradise Preschool is on a first come, first served basis. The class

limit is 24 students per day. Enrollment will continue throughout the summer as arranged by the Director. Messages for the

Director can be left on the Paradise Preschool answering machine, reached at (530) 877-8155. When 24 students per day have been enrolled, there will be a waiting list established to allow others

to have an opportunity to enroll if a vacancy becomes available. The Director will establish and maintain the waiting list.

Any questions or comments can be made to the Director: (530) 877-8155ATTENDANCE REQUIREMENTS

It is imperative that parents fulfill their requirements in order for Paradise Preschool to run its program successfully.

Members are required to participate in the program as follows:1. General Membership Meetings = Three times per year:

Meetings are held the second Wednesday of a month at 6 p.m. These meetings are mandatory. You will be charged a $25.00 fee for every meeting missed.

2. Participation = Three (3) hours per week:You must participate in your child’s class one day per week. If you cannot participate on your scheduled day, you should attempt to get a substitute. If you are unable to do so, you must contact the Director and s/he will help you arrange for someone to take your place. You must

make up your missed hours within 30 days. If you are unable to do so, you must speak to the Director about other ways to make up your time (see WAYS TO MAKE UP MISSED TIME, pg 9).Exemption(s) From Weekly Participation:Maternity Leave: A leave of absence will be granted a participating mother for six consecutive weeks (eight weeks for a cesarean) after the birth of the baby. Six weeks leave will also be granted to a parent’s absence, provided the agreed participating monthly fee is paid. A request for leave must be made in writing to the Executive Board.Extenuating Circumstances: If there are extenuating circumstances in which you cannot meet your weekly participation hours and need to take leave for a period of time, please submit a letter to the Executive Board stating the reason for your leave and the period of time needed. The Executive Board reserves the right to review the letter and approve or refuse the exemption. The child may continue to attend in the participating member’s absence. All other outside participation requirements still need to be fulfilled by the end of the year (i.e. fundraising, maintenance day, etc.) Please note that Paradise Preschool is a co-op and cannot function properly and efficiently without the help from parents.

3. Maintenance Day = Three (3) hours per year:You are assigned one maintenance day per year in order to facilitate the custodial needs of the preschool. If unable to attend your assigned day, you must:a. Trade with another parentb. Attend another maintenance day.c. Get a substitute (must be 18 years of age or older)d. If there is a conflict due to the religious affiliation of the parent, the Executive Board will

approve an alternative.4. Fundraising = Help with one of our events and raise a total of $150.00 profit per year:

All members must participate in one of our fundraising events and raise a minimum of $150.00 profit for the school. You may choose to “opt out” of fundraising for a fee of $125. This fee must be paid at registration.

Members who join after the school year has started must still work one maintenance day, and will have their fundraising requirement amount prorated at ($15/month x 10 months), but will still be required to work one of the fundraiser events.

If you fail to complete all of the commitments stated above, you will be deemed a Member in Poor Standing, resulting in not being allowed to attend Paradise Preschool in the future.

GENERAL RULES1. Preschool hours are:

a. 9:00 a.m. – 11:30 a.m.Please arrive at the appointed time, and please be prompt in picking your child up.

2. In order to plan a daily program of greatest benefit to the child: each student will attend their same days each week as chosen by the parent/guardian upon registration. If scheduled days need to be changed, a written request must be submitted to the Director two (2) weeks prior to the change being implemented.

3. No other child(ren) may stay at the school with the parent on his/her participation day. An exception may be made for mothers with infants that are not yet mobile. The same duties are required of the parent regardless.

4. Adult friends and family are welcome to visit, but arrangements must be made before hand with the Director. The visiting child shall be required to pass the usual beginning session health inspection and comply with the rules of the regular members. Visiting children must be accompanied by the

parent or a participating member, but not on their participation day. The number of children in attendance shall never exceed the maximum allowed.

5. Always check the bulletin boards for any important announcements.6. Label all sweaters, coats, boots, etc., with your child’s name.7. Discussion and/or evaluations will be held the last 15 minutes of each day at the discretion of the

Director.8. When a substitute works for you, please have him/her notify the Director for which s/he is working.

You are obligated to make up your missed hours.9. Please put supplies and equipment in their correct place.10. Members who are behind six hours or more will be required to participate every day their child

attends preschool until all hours are current. 11. If you fail to sign-in on any of the attendance requirements (see ATTENDANCE REQUIREMENTS, pg.

7) you will have a 30 day grace period to let the Director know of your attendance or you will lose those hours.

ASSIGNMENT OF DUTIES ON YOUR PARTICIPATION DAYThe Director is solely responsible for the effective assignment of participating parents. In a

democratic program, we must expect that everyone will take turns and accept assignments graciously. The Director must exercise good judgment and evaluate parents’ abilities and temperaments so that the best needs of the children and educational program are served. Since participation is a learning experience, parents are expected to work in all areas.

The duties for each participating day are listed on a job card which can be worn around your neck for easy referral. Assignments are coordinated by the Director so that each area of supervision is covered at all times; and children are never to be left alone in the yard or building. Parents are expected to follow their assignments explicitly, unless the Director makes a change. Never leave an assignment unless relieved by the Director or another parent.

GUIDELINES FOR DISCIPLINE AT PRESCHOOLTo give our participation guidelines for respectful behavior, the following misbehaviors are (but are

not limited to) those for which an adult should take steps to guide or discipline the child:1. Willfully disregarding the directions of teachers and/or other adults.2. Displaying disrespectful behavior toward classmates and/or adults.3. Directing verbally or physically aggressive behavior toward classmates and/or adults.4. Frequently disrupting class times and refusing to accept redirection.5. Frequently using profanity or other unacceptable language and refusing to accepted redirection.

The following steps will be implemented by teacher and adults for misbehavior:1. Child is given a verbal warning or reminder to correct behavior.2. Child will be given a “time-out” (two-minute maximum) and an explanation as to what they

have done wrong. NO physical restraining of a child is allowed at Preschool.3. If behavior continues, the Director will arrange a conference with the child’s parent so that

the situation can be discussed.The conference may include the following:

1. Specifics regarding what the Preschool considers to be socially acceptable behavior, as well as those behaviors targeted for change, will be discussed. A written behavior plan may be developed so that parents and adults have a clear guideline as to what steps need to be taken at home and/or school.

2. A subsequent conference or conferences may be scheduled so that progress can be assessed and adjustments made in the written behavior plan, if necessary.

3. If the child’s behavior continues to be unacceptable (as defined by preschool standards), the parents will be asked to withdraw the child from the school.

HEALTH AND SAFETY STANDARDSYour child’s health is of major importance to us. For his/her protection, Paradise Preschool has the

following regulations:1. Each day upon arrival, personally take your child and all car pool children to the Director, as

there is a daily “health inspection.”2. In regards to respiratory infections (colds), no child or parent may attend school for the first four

days of such an infection, and may return to school on the fifth day only if the infection is subsiding as shown by thickened mucus discharge, diminishing cough, and other symptoms. All children who have allergic chronic nasal discharge or cough must have the facts stated by the doctor on their heath forms.

3. A child or parent who is fatigued or shows symptoms of illness must stay at home. If the child seems overly tired or ill during the preschool day, the parent will be notified and asked to return the child to his/her home.

4. If a child or parent contracts a communicable disease, please inform the Director immediately, so that incubation dates may be verified and health needs of all children protected.

5. Be sure the Director knows of any unusual physical manifestations, allergies, or inability of the child to participate in a full preschool program.

6. A child or parent should stay at home for 24 hours after any diarrhea, vomiting, or an above-normal temperature. You and/or your child need to be fever free without the use of fever reducers for 24 hours.

7. Hand washing is the single most important means of preventing the spread of disease. Soap and scrubbing (back, front, and nails), followed by a thorough rinsing washes away most germs.

8. Report to the Director any signs you see of illness or undue fatigue in any child.9. Report all accidents, however minor, to the Director.10. Because of the danger of foot injuries, children may not come to school barefoot; and it is

recommended that they not wear open-toed shoes.11. Smoking is not permitted at the preschool or on field trips.12. Use precautions when cleaning cuts, bloody noses, etc. Wear plastic gloves while attending to

the child, and dispose of them properly when finished. Use bleach to disinfect any service area where blood may have come in contact.

13. If your child needs medication of any kind administered during the course of the school day, contact the Director. There is a permission form that needs to be completed and signed. Medication cannot be administered without a completed, signed form on file.

14. If a child has come in contact with head lice, the parent must notify the Director immediately. The child cannot come back to preschool until s/he is nit-free. The parent or Director can check to make sure the child is nit-free upon returning to school.

VEHICLE SAFETY RULES FOR FIELD TRIPSDriver Responsibilities:

1. Must have a valid California driver’s license.2. Must have signed insurance form on file in the school office, stating that driver carries 100/300

automobile insurance.3. Cars should be in good mechanical condition (safe tires, good windshield wipers, no gas leaks or

leaky mufflers)4. Adhere to all traffic laws and make allowances for adverse weather.5. Do not caravan or follow too closely to the other cars. Know how to get to the destination

before you leave in case cars are separated.6. Have all doors locked. Yet, it is recommended that you leave one door unlocked (adult’s side) in

case of an emergency situation and need to exit quickly.7. Have another adult in the car. The driver needs full attention for driving. The other adult can

handle the children and any difficulties that may arise. There should be one adult for every three children.

8. Provide and use appropriate restraint systems for all passengers in the car. Never put a child under age 12 in the front seat of a vehicle (with or without an airbag).

9. Have enough gas in the tank for the entire trip.10. Adults should be spaced throughout the car so that adults are in the front and back with the

children.11. There should not be any heavy, loose objects in the car. 12. Only children enrolled in Paradise Preschool, Inc. may attend field trips.

of a sudden stop or accident.FIRE PRACTICE PROCEDURE

1. Warning:The smoke alarm buzzer sounds and/or a loud beep of the fire alarm (the lever to sound the alarm is in the hall near the front door).

2. Departure Route:From classrooms: Out the front door. Walk across the front parking lot to the nearest island.From room 10: Use the door that exits to the playground. Then follow playground instructions.From playground: Walk to the front parking lot. Follow the sidewalk and join the rest of the class on the island.

3. Alternate Route:From classrooms: Down the fire-exit stairs at the back end of the hall to the nearest island in the front parking lot.

4. Rules:Walk quickly and quietly. Do not run. Do not grab toys or jackets. Parents should set the example of how children should behave. Parent #1 (Butterflies Parent): IMMEDIATELY hold front door open until everyone is out of the building.Parent #2 (Snack Parent): Check the girl’s bathroom. Bring the name list to take roll.Parent #3 (Project Parent): Check the boy’s bathroom.Parent #4 (Bees Parent): Check the doors between rooms, shut all doors. The name of this organization shall be “Paradise Preschool”.ARTICLE II: PurposeThe purpose of this organization shall be (a) to provide education and recreational activities for the preschool children under the supervision of a trained Direction, (b) to promote parent education relative to preschool children, (c) to maintain a parental cooperative organization for conduct of preschool.ARTICLE III: PolicyThis organization shall be non-profit, non-sectarian, and non-partisan. No commercial enterprise or any political candidate shall be endorsed by it. The name of the organization or its officers in their official capacities shall not be used in connection with a commercial concern, or with any partisan interest, or for other than the regular work of the organization. In the event that the Paradise Preschool should be dissolved, all tangible assets shall be donated to another non-profit organization to be determined by the Executive Board. ARTICLE IV: MembershipSection 1: Membership in the organization shall be non-transferable, and all rights to any assets of

the organization shall cease upon either voluntary or involuntary termination of membership.

Section 2: No person shall be denied membership because of race, creed, color, or religion.Section 3: A preschool parent may register his/her own children. Exception: if necessary, you may

register for another parent but may not choose his/her participation day for him/her. Membership shall be classified as follows, with respective privileges and duties as stated below. 1. Participating: All members are required to participate in the daily program on a

regular basis or according to the needs of the Director, attend regular membership meetings, may inspect the books of the organization upon request, and are entitled to one vote per family. A participating member must sign a health statement before entering school.

2. If a family has more than one child attending Paradise Preschool, s/he will be required to participate once on a weekly basis. S/he will only have to complete one maintenance day and only fulfill 1 x the fundraising requirement plus ½ of the fundraising requirement for each additional child. S/he will be charged full tuition for the oldest child and receive a 15% discount on each additional child.

3. Associate: Parents on a waiting list, or persons who join for the purpose of furthering the object of the organization but have no children enrolled, may be associate members. All associate members may attend regular membership meeting but are not entitled to vote, hold elective offices, or have any rights to the preschool privileges or assets of the organization.

Section 4: Membership of the organization shall be terminated:1. Upon voluntary withdrawal.2. By action of the Executive Board if the adult/parent member fails to participate, or

fails to pay dues and/or other fees.3. By action of the Executive Board upon recommendation of the Director where

continuation of the participating member or his/her child is deemed by the Director or the Executive Board to be detrimental to the group.

4. Upon failure to make up required missed hours of “Basic Requirements”.Section 5: Temporary, voluntary withdrawal for any reason other than maternity or sick leave will

make it necessary for the member’s name to be added to the end of the waiting list, unless otherwise stipulated by the Executive Board.

Section 5: Visitors: Adult friends and family are welcome to visit, but arrangements must be made before hand with the Director. The visiting child shall be required to pass the usual beginning session health inspection and comply with the rules of the regular members.

Visiting children must be accompanied by the parent or a participating member, but not on their participation day. The number of children in attendance shall never exceed the maximum allowed.

ARTICLE V: HealthSection 1: It is required that before entering preschool, every participating member must obtain a

TB skin test or chest x-ray (check with your own physician) and either obtain a health certificate signed by the physician stating that s/he is in good health, or sign a volunteer health statement. If you test positive for TB on the skin test or chest x-ray or have contracted TB in the past, you will need a doctor’s clearance to be cleared to work in the classroom. ALL HEALTH FORMS MUST BE TURNED IN BEFORE A MEMBER AND A CHILD WILL BE REGISTERED IN THE PROGRAM. 1. Physical: required by children upon entering (must be within the past six months of

entering preschool). Thereafter, returning children every year.2. TB test: required for new members upon entering (must be within the past six

months of entering preschool). Thereafter, returning members once every four years.

Section 2: There is a daily health inspection of every child at the beginning of each school day. If your child has recently been ill or has a condition of which the Director needs to be made aware, please discuss this at this time.

Section 3: If a participating member is absent for more than a month for medical reasons, other that stated in Article IV, Section 5, a health certificate will be required upon re-entering.

ARTICLE VI: Financial ArrangementsThe financial schedule is printed separately and will be dated each time changes are made. Rules concerning assessments and dues are as follows:Section 1: Emergency Assessment- An emergency assessment not to exceed five dollars for each

family may be invoked at any time deemed necessary by the Executive Board upon a majority vote of membership.

Section 2: Delinquent Bills- Bills must be paid by the 10th day of the month, and are overdue on the 11th day of the month. A first-time late fee of fifteen dollars ($15) will be added to your bill. On a second offense, a twenty-five dollar ($25) late fee will be applied to your bill. One reminder phone call will be made or letter sent. Students may not attend if bill is delinquent for more than one month.

Section 3: Financial Deadline- All necessary payments to balance your account must be made before May 10th. After May 10th, any member with an outstanding balance will become a member in Poor Standing and may not continue enrollment.

Section 4: Volunteer Exemption- If there are extenuating circumstances that you cannot volunteer at any time for the duration of the school year, you may opt out of the participation requirement for the fee of $100.00/month ($23.09/week x 4.33 weeks). For every four (4) children enrolled from separate families ONE (1) volunteer exemption will be approved. To request a volunteer exemption, a letter must be written to the Executive Board explaining the request. Each volunteer exemption is subject to the approval of the Executive Board with direction from the Director. The recipient(s) of the Volunteer Exemption is/are still obligated to fulfill all additional Attendance Requirements.

Section 4: Refunds- There will be no refunds of dues except where recommended by the Executive Board in cases of undue hardship.

Section 5: Maternity Leave- A leave of absence will be granted a participating mother for six consecutive weeks (eight weeks for a cesarean) after the birth of the baby. Six weeks leave will also be granted to a parent’s absence, provided the agreed participating monthly fee is paid. A request for leave must be made in writing to the Executive Board.

Section 6: Temporary Withdraw- Tuition will be charged for each month the child is enrolled. If a child is unable to attend, the member has a choice of dropping out and being placed at the end of the waiting list (this does not guarantee enrollment), or paying the tuition fee and participating as usual; thereby insuring his/her child’s continued enrollment, unless otherwise stipulated by the Executive Board.

Section 7: Withdrawal- A two-week written notice must be submitted to the Executive Board prior to the child’s withdrawal from Preschool. If you choose not to participate in your child’s class, a half month tuition fee will be charged. If readmission is desired, the child will be placed at the end of the waiting list. However, being on the waiting list does not guarantee enrollment.

Section 8: Leave of Absence- A leave of absence will be granted to a participating member in case of illness or emergency conditions (i.e. bereavement, major medical circumstances, and catastrophic events). The amount of leave granted shall be at the discretion of the Executive Board and a doctor’s note may be required for verification. The child may continue to attend in the participating member’s absence, provided the member gives a letter to the Director for review by the Executive Board. The agreed participation monthly fee must be paid and all missed time prior to the leave will be made up, unless otherwise stipulated by the Executive Board.

ARTICLE VII: MeetingsSection 1: Regular- A general meeting will be held three times a year. Attendance is mandatory.

Members will be charged a $25 fee for every meeting missed. Section 2: Special- Special meetings may be called by the Director, the Executive Board, or by the

request of five (5) members. Notice must be given.Section 3: Quorum- A majority (two thirds) of all members shall constitute a quorum at any regular

or special meeting.Section 4: Election of Officers Meeting- The regularly scheduled meeting of the membership to be

held in May of each year shall be for the election of officers. Installation of officers for the succeeding term shall be held in June.

Section 5: Executive Board Meetings- The Executive Board shall hold a minimum of three meetings per year. The meetings of the Executive Board shall be considered mandatory and part of each Board Member’s commitment.1. A majority of board members shall constitute a quorum2. A joint meeting of the outgoing and incoming Executive Board members shall be

held between the May general membership meeting and the June installation meeting. All outgoing officers shall, at the termination of their office, be required to submit their books and records to the incoming President for his/her examination.

ARTICLE VIII: Officers and Duties Each officer shall be required to surrender his/her records promptly and in good order upon the termination of his/her term in office and to pass his/her successor such information as may be of value in fulfilling the office. When an officer fails to attend three (3) Executive or membership meetings as may be required, his/her office may be declared vacant and a successor appointed. All Board members must be participating parents in the program.Section 1: PRESIDENT

The President Shall:

ADMINISTRATION1. Be aware of all the activities of the preschool.2. Appoint committees and fill vacancies in the office with the advice and consent of

the Executive Board.

completion of job.

MEETINGS1. Preside at all meetings.2. Is knowledgeable on school happenings and provides any needed “reports” to

inform Executive Board.3. Call absent members of the Executive Board to notify them of happenings.

PUBLISHINGS AND RECORDS1. Keep records of the Executive Board meetings agendas, minutes, sign, and date

every meeting.2. Keep a record of all officers of the organization. 3. Post Executive Board minutes upon Board approval. 4. Be responsible for typing, duplicating, collating various papers as requested.

REPORTING1. Draft and distribute all necessary communications with the General Membership as

needed/requested by the Executive Board.

CORRESPONDANCE1. Be responsible for all outside correspondence (letters, thank-you cards, etc.)2. Contact Paradise Preschool families to update on school closures and other

preschool happenings.3. Maintain the Paradise Preschool Website.

LICENSING1. Renew license and submit all appropriate reports to the health department.2. Take state licensing class in the summer (online).

BY LAWS AND OTHER RECORD KEEPING1. See that all official records are turned over to the incoming officers and make sure

they are updated.2. Revise and compile handbook on a yearly basis.3. Review and revise bylaws for any necessary changes. Propose these changes to the

Executive Board.

PUBLICITY 1. Publicize important preschool events (i.e. Registration and Enrollment Days).2. Act as a liaison for the school with the newspaper/newstations and any other

publicity source.3. Organizes and oversees school’s participation in community events. (i.e. Gold

PUBLICITY1. Actively seek out publicity for the school (i.e. calling newspaper for special occasions

like Harvest Festival, Winter Extravaganza, Spring Fling, etc.)

OTHER1. Conducts him or herself in a professional manner in regards to all things school

related.2. Sign confidentiality agreement.3. Think up new and creative ways to fundraise.4. Be available to answer questions about fundraising with the General Membership.5. Collect and send in Box Tops and Campbell Soup labels6. Assume all other responsibilities as assigned by the President.7. Obtain two donations for silent auction, Spring Fling event.

ARTICLE IX: EXECUTIVE BOARD

Section 1: Members- The Executive Board shall consist of elective officers.

Section 2: Powers- The Executive Board shall conduct affairs of the organization, and make rule not inconsistent with the laws or bylaws.

Section 3: Term- The Term of office for all members of the Executive Board shall be for one year. Said term shall commence on June 1.

Section 4: Removal- An officer may be removed from office by a majority vote of the Executive Board.

Section 5: Vacancies- Vacancies in office shall be filled by the President with the ratification of 2/3 of other members of the Executive Board and a majority of the membership, and such officers shall hold office until successors are elected.

Section 6: Report- A report of each Executive Board meeting shall be posted on the bulletin board and read at the next scheduled meeting of the general membership. The report will cover all topics discussed and considered except those of personal nature.

Section 7: Duties- The duties of the Executive Board shall be to guide on matters of policy, transact necessary business between association meetings and such other business as may be referred to it by the association; fill vacancy in the office of President; ratify appointments made to fill other elective office vacancies. It may authorize payment of routine bills. It is subject to the orders of the association, and none of its acts shall conflict with action taken by the association. It shall present a report as designated by the association. It shall present a report as designated in Article IX, Section 6 of these bylaws, at each regular meeting of the general membership. It shall give final approval of a budget formulated by the Financial Chair and shall actively try to stay within that budget.

*All outgoing officers shall be required to train their successors to the satisfaction of the incoming President. Said training shall commence following the election meeting in May, and shall be completed no later than June 1. This training process is required to ensure the successful transition from one Executive Board to its successor.

Section 8: Compensation- the tuition of the Executive Board members shall be reduced by fifty dollars ($50), as long as they fulfill their duties and are a participating member. All members of the Executive Board shall be allowed to pre-register and choose their participation day to additionally compensate them for their time spent on administration of their duties.

ARTICLE X: Elections

Section 1: Eligibility of Electors- Only participating members whose dues are paid and requirements up to date are eligible to run in the elections.

Section 2: Elections- An election board will be posted no later than March 1st.

ARTICLE XI: Professional Direction

Section 1: Qualifications- The aim of the preschool is for professionally trained supervision of children and parents. The Director, therefore, should have nursery school training and successful work experience with both children and adults. It is important that the Director understand the commitment of a preschool Director.

Section 2: Duties- The Director is responsible for operation of the preschool in cooperation with the Executive Board. The Director is responsible for planning the preschool curriculum. The Director shall suggest to the Executive Board policies for the betterment of the relationship and conditions in the school. In general, the Director will attend all membership meetings and any other meetings at the request of the Executive Board, but shall have no vote.

Section 3: Health- The Director must obtain a health certificate every two (2) years stating that s/he is in good health. S/he is required to have a TB skin test and/or chest x-ray every four (4) years showing freedom from active tuberculosis. These records will be kept on

file at Paradise Preschool, Inc. and updated by the President. If the Director is absent for more than one month for medical reasons, other than stated in Article VI, Section 5, a health certificate will be required upon reemployment. The Director shall submit and up-to-date Emergency Information Form to the President.

Section 4: Evaluation- In order to provide an unprejudiced feedback to the Director, thereby assisting them in improving the education process in the preschool, an evaluation shall be conducted each May. Said evaluation shall be sent home with parents and returned to the President no later than the next week.

ARTICLE XII: Space Requirements

The indoor playrooms must have sufficient floor area to provide 35 sq ft of floor space per child. There must be at least 75 sq ft per child of outdoor, fenced play area, equipped with toys to provide development of large muscles. Children must be able to travel between the two (2) play areas without hazard.

ARTICLE XIII: Amendments

These bylaws may be amended by a 2/3 vote at any regular Membership meeting.

ARTICLE XIV: Rules of Order

The rules contained in “Robert’s Rules of Order, Revised” shall govern this association in all cases in which they are applicable and not inconsistent with these bylaws.

ARTICLE XV: Expulsion, Suspension, or Termination; Procedure; Limitation of Actions

A. No member may be expelled or suspended, and no membership or membership rights may be terminated or suspended except according to procedures satisfying the requirements of this section. An expulsion, termination, or suspension not in accord with this section shall be void and without effect.

B. Any expulsion, suspension, or termination must be done in good faith and in fair and reasonable manner. Any procedure which conforms to the requirements of subdivision C is fair and reasonable, but a court may also find other procedures to be fair and reasonable when the full circumstances of the suspension, termination, or expulsion are considered.

C. A procedure is fair and reasonable when:1. The provisions of the procedure have been set forth in the articles or bylaws, or copies of

such provisions are sent annually to all members as required by the articles or bylaws. 2. It provides the giving of fifteen (15) days prior notice of the expulsion, suspension, or

termination and the reasons therefore; and cannot attend school during appeals. 3. It provides an opportunity for the member to be heard, orally or in writing, not less than five

(5) days before the effective date of expulsion, suspension, or termination by a person or body authorized to decide that the proposed expulsions, terminations, or suspension not take place.

D. Any notice required under this section may be given by any method reasonable calculated to provide actual notice. Any notice given by mail must be given first-class ore registered mail sent to the last address of the member shown on the corporation’s records.

E. Any action challenging an expulsion, suspension, or termination of membership including any claim alleging defective notice must be commenced within one year after the date of the expulsion, suspension, or termination. In the event such an action is successful, the court may order any relief, including reinstatement, that it finds equitable under the circumstances; but no vote of the members or of the board may be set aside solely because a person was, at the time of the vote, wrongfully the court finds further that the wrongful expulsion, suspension, or termination was in bad faith and for the purpose, and with the effect, or wrongfully excluding the member from the vote or from the meeting at which the vote took place, so as to affect the outcome of the vote.

F. This section governs only the procedures for expulsion, suspension, or termination and not the substantive grounds therefore. An expulsion, suspension, or termination based upon substantive grounds which violate contractual or other rights of the member or are otherwise unlawful, is not made valid by compliance with this section.
