Site analysis

The subject site is located on the east side of Hepburn Road, Daylesford.

The subject site is a generally rectangular shaped parcel of land of approximately 14, 138m2.

The land falls by approximately 15 metres from east to west.

The land is currently occupied by the existing two storey aged care facility known as Hepburn House (60 beds). .

There are two existing crossovers to the site, to the north and south of the existing aged care building. These crossovers provide access to two

at grade car parks.

The site interfaces are as follows:

North: No. 11 Hepburn Road forms the sites northern boundary. The site currently comprises Daylesford Mini Golf and ‘Avala Accommodation’

which houses a variety of hotel suites spread across two buildings.

East: Directly east is a portion of land known as ‘Government Road’. Currently vacant the land forms a buffer to the Farming and Low Density

Residential Zones further east.

South: Land set aside for ‘Richmond Street’ exists directly south, with No. 56 Jamieson Street located opposite. The property is currently vacant

and within the Farming Zone.

West: Hepburn Road forms the sites western boundary providing a two lane north-south link between Daylesford and Hepburn. Directly

opposite the site sit No.’s 1A and 1B Ingrow Lane and 8 Hepburn Road, Daylesford which are all developed with single storey dwellings

The site is located within Daylesford, known mainly as a spa town and tourist destination that includes mineral springs, nature reserves, heritage

buildings and museums.

Healthcare has evolved in Daylesford with the hospital, medical centres and aged care facilities providing services to local residents and people

from surrounding districts.

The subject site is located within close proximity to the following services and facilities:

• Daylesford Hospital (approximately 1 kilometre south)

• Daylesford Activity Centre (approximately 1.5 kilometres south)

Design Response

The site is of ample size to accommodate the proposed extension of the Aged Care Facility.

The development is a direct response to Clause 16.02-3 Residential Aged Care Facilities, to facilitate the timely development of residential aged care facilities to meet existing

and future needs. Further to this, the proposal is designed to link to the existing residential aged care facility ensuring opportunities for greater accessibility to communal

services.

The site is located within a General Residential Zone and encourages the use of Residential Aged Care facilities by virtue of its section 1 land use.

Generous landscaping opportunities have been provided to ensure the proposal makes a positive contribution to the landscape character of the area. The size of the land and

the distribution of the proposed built form will enable this.

A sufficient number of car parking spaces have been provided on site to meet likely demand.

The proposed development does not create any unreasonable overlooking or overshadowing to adjoining private open space or habitable room windows.

The proposed development provides an excellent level of internal amenity for future occupants of the aged care facility. Each bedsit is provided with an ensuite bathroom, whilst

the facility includes a range of specialist facilities and services including communal lounge and dining rooms, activity rooms, theatre and courtyard.

The built form responds to the Neighbourhood Character Overlay that applies to the site through the following:

• Opportunities for landscaping has been provided around the perimeter of the building;

• Use of a pitched roof form, save forthe rear (to ensure maximum building height specified by the zone is not exceeded)

• Use of timber within the façade

• Setbacks to side and rear boundaries

Integration of the development into the topography of the land, as practical as possible given use of the land for those with limited mobility

Courtyards throughout the site provide for passive recreation needs of aged care residents and allows for external circulation.

Individual wings allow for the efficient management and operation of the aged care facility and assists in the creation of ‘communities’ within the facility. This includes a specialist

Dementia wing at lower ground level.
