Rationale for MDA Satellite Television Policy:

To keep out;

• Undesirable and objectionable content

• Content at odds with Singapore’s multi-racial and multi-religious society.

Technical loop-holes contribute greatly to the Breach of Intellectual Property Rights (IPR)

Case Example:

• Direct TV and DISH Networks (USA)• Rampant pirating of satellite networks • At least 1 million, up to 3 million households, getting illegal access to every channel• Premium networks - HBO, Showtime etc.

Media21 Plan: Protection of Intellectual Property

Singapore – more than Media Exchange Hub

Media 21 Initiative:

“To enhance knowledge of IPR, digital rights and management tools. It is of utmost importance to MDA to establish an environment that protects and develop digital rights management tools.”

Inability to Protect IPR -> Great Revenue Loss

Case Example;

• US Satellite companies and the channels, movie studios and sports franchises • Over $1 billion a year in uncollected revenue from satellite piracy.

• Foreign tertiary education institutions + international schools - endorsed by EDB
